The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

This article captures the intrinsic differences of thermal coal products, their utilization and their substitution characteristics. South Africa produces approximately 245 million tonnes of coal annually. Eskom consumes 46% (approximately 112 million tonnes), 26% (approximately 65 million tonnes) is exported, and SASOL Synthetic Fuels consumes 18% (approximately 44 million tonnes) and a further 9% (approximately 22 million tonnes) is consumed by domestic users in various different industries. Marketing theory contributes significantly to understanding the importance of technical product and quality appreciation and comprehension, encompassing elements of price, distribution, and promotion. Coal product specification is determined by the inherent geology of a resource and the number of complex actions to market the product to a specific consuming market. Sampling, analyses, beneficiation application, and an array of parameters contribute to matching thermal coal products to the value-in-use it provides to the different markets and its consuming industries. Coal producer shave come under increased scrutiny since South Africa has been experiencing electricity shortages since early 2008. General misunderstandings were declared on public forums and in the media by both legislators and the South African public since a perception developed that South African coal producers are exporting coal that could be utilized by Eskom.

An oolitic iron ore from Gara Djebilet, Algeria was characterized by X-ray diffraction, scanning electron microscopy, and energy dispersive spectrosopy and the phosphorus distribution between various phases studied. Two ore types were identified – a haematite-dominated, oolitic type and a more massive, magnetite-dominated type. The haematite-dominated ore had a higher phosphorus content, up to 0.6% in the iron oxide minerals, than the magnetite-dominated type (0.3% P). Owing to the very fine-grained texture of the gangue minerals, reducing the phosphorus content to levels suitable for steelmaking (below 0.05% P) by conventiobal means would entail an energyintensive process with a high carbon footprint. Preliminary leaching test work using a sulphurous geothermal water as lixiviant, assisted by solar thermal acceleration, gave very promising results, removing 0.13% of the residual P (or 21.7% removal of total P) from the high-phosphorus oolitic ore.

Researchers at Natural Resources Canada (NRCan) CANMET Mining and Mineral Sciences Laboratories (CANMET-MMSL) and Mining Technologies International (MTI) have designed and built a hybrid diesel-electric mining loader that is the first of its kind to be developed for underground mines. Diesel equipment is popular because of its mobility and most mining operations are reluctant to replace it with tethered electrical equipment despite the obvious elimination of diesel contaminants and significantly lower heat generation (? 35% of an equivalent diesel). However, a diesel-electric vehicle, being currently evaluated by CANMET-MMSL, could be beneficial. In this unit, a constant load diesel generator feeds batteries which, in turn, powers electrical motors that drive the equipment. In a hybrid diesel-electric unit, the constant load diesel generator can be optimized for minimal emissions and hence lower dilution air requirements. This paper will present the project status and the anticipated benefits for mining operations through the application of this technology.

Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology's financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested into developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late eighties and early nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. This study investigates the effect of ammonium thiosulfate on the leaching of gold from the contacts of unpopulated cut electronic printed circuit boards (PCBs). Studies in the literature show ammonium thiosulfate to be a viable option in comparison to the commonly used but hazardous cyanide leaching route. However, the simultaneous dissolution of Cu interferes with the Au leaching reaction, often limiting the extraction to moderate levels. To optimize the system, an ammoniumthiosulfate system containing 0.5M ammonia, 0.5M ammonium thiosulfate, and Cu(II) sulfate at varying concentrations was studied as an alternative hydrometallurgical option for the recovery of gold from PCB. Tests were done with unpopulated standardized model PCBs (cut to 15 x 30mm pieces). Gold extraction of 47.3% was achieved after a 24-hour leaching experiment with a 0.02M copper background concentration. Further experiments focused using different initial background Cu concentrations (0M – 0.1M) to determine its effect on both gold and copper extractions. An initial Cu concentration of 0.045M resulted in the highest gold extraction, with 93.7% extraction after 6 hours of leaching. Further analysis of the data shows that the kinetic rate of gold leaching is correlated in a first-order dependence with the actual copper concentration in the solution, which increases with the concomitant dissolution of copper and gold from the PCBs. A lower threshold of 0.017M and an upper threshold of 0.15M copper in solution were determined, in between which gold extraction shows this first-order rate increase. The upper threshold is potentially linked to the onset of copper precipitation, which blinds the metal surfaces, slowing further leaching. The findings of this study suggest that in an industrial recovery operation of gold from waste PCB using the thiosulfate method, copper concentrations need to be carefully monitored, and the process should preferably operate with uncut or coarsely cut untreated boards to minimize exposure to copper circuits.

Quality assurance and quality control (or QAQC) plays a key role in safeguarding the level of confidence of the data generated during mineral exploration and mine development, and is also part of the reporting code requirements for resource estimation and reporting, as well as mining investment. Implementation of good policies and working protocols in quality management will result in the generation of reliable information, which is critical for decision-making on the future of the mining project. The use of certified reference materials, i.e., standard, blank, and duplicate samples, proves effective and efficient for ensuring the level of data confidence in terms of precision, accuracy, and sample contamination. This is well demonstrated by the practice of QC in the exploration programme for the chrysotile tailings storage facilities of Havelock Mine, using 1254 samples from 53 drill-holes. Different statistical tools were applied to analyse the assay results from these samples. The outcome substantiates that the QC practice established during the Havelock exploration project is aligned to best practice guidelines in the industry. The resource delineated indicates that the tailings material at Havelock could potentially become a significant source of supply to the global magnesium market.

"SynopsisSouth Africa recently announced a resurgence in its commercial nuclear power programme. The implications for the development of the necessary high-level manpower within South Africa’s tertiary educational system and its national research and development (R&D) capacity in materials science and engineering, as well as in other engineering disciplines, are placed into perspective. An organized national process of developing this manpower by moving away from the previously high-risk and costly ’large programmes’ to rather a selection of ‘small and better’ research projects and a redefinition of what constitutes ‘nuclear materials’ are proposed as parts of this strategy.IntroductionSince 2008, and more particularly in 2014/2015, South Africa has woken up to the fact that significant steps need to be taken to ensure sufficient electricity generating capacity for the future, even beyond the coal-fired stations at Medupi and Kusile currently under construction. It is, therefore, encouraging to see some active large-scale wind farms in the Eastern Cape near Jeffrey’s Bay, in the Couga area, and others in the Western Cape already in operation. In addition, many solar energy projects are also progressing from the small localized scale to larger programmes in the Northern Cape, which may contribute some capacity on a national basis. South Africa needs to tap into its renewable resources of wind and solar much more, but will these projects solve the country’s long-term industrial needs? Unfortunately not. One cannot run mines and trains on solar cells. Industry needs reliable baseload capacity, and with very limited easily accessible hydrocapacity this leaves really only coal, possibly natural gas, and nuclear power as options. South Africa’s current over-reliance of about 90% on coal–fired power, however, places it in an internationally vulnerable position, and diversification into a more equitable energy mix should be a national priority for the medium to long term. South Africa cannot significant climate change confronting the human race, as the IPCC cautioned in 2013, and will have to adjust its future energy reliance to a more balanced combination of sources."

Sedimentary and igneous rocks are the two primary sources of phosphate that are mined and beneficiated to fertilizer. During the beneficiation process, phosphate is lost into the tailings. We investigated phosphate concentrations in tailings dumps at Minjingu mine, Tanzania using energy-dispersive X-ray fluorescence spectrometry to quantify the chemical compositions. The phosphate content in the tailings varied from 12.91% phosphorus pentoxide (P2O5) in Tailings 2 to 19.61% in Tailings Dump 1. The naturally occurring phosphate concentration in rocks ranges from 3% to 35%, and phosphate tailings from various locations with P2O5 concentrations as low as 6.46-12.65% have been beneficiated to commercial fertilizer. Our investigation revealed that phosphate concentrations in Minjingu tailings may be sufficient to be recovered for commercial applications. Suitable recovery methods are discussed, and we recommend that beneficiation should be performed to minimize the loss of phosphate into tailings. Further research is needed to identify the optimal beneficiation methodology.

The high-sulfur bauxite in Henan Province was used as raw material. The grinding fineness, pH value and collector dosage on its desulfurization performance, and industrial flotation desulfurization process were studied. The best flotation desulfurization conditions were grinding fineness of 75%, pH of 8.5, and collector of 600 g/t. “One coarse, one cleaning and one sweep” closed-circuit flotation was established as the industrial flotation desulfurization process. After the closed circuit test, the sulfur content of aluminum concentrate with the yield of 93% was 0.23%, and the sulfur removal rate was 83.16%, and the sulfur content of tailings (sulfur concentrate) was 15.09%. Rock fall accidents continue to be the main cause of fatal and serious injuries in the mining industry. Although there has been an improvement in the FOG (falls of ground) related fatal and serious injuries over the past few years, the rate is still too high. New technology has made it possible to reduce this rate significantly. FOG accidents imply failure of the support system or the design of the support system in use. In this paper we deal with the latest technology available to assist the mines to reduce the rates of FOG related injuries and fatalities.

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

CITIC Heavy Industries has a large installed base of grinding equipment throughout Africa in different configurations, including high-pressure grinding rollers with ball mill and semi-autogenous ball crusher. The total installed power of CITIC’s mills exceeds 430 MW. In this paper, we compare several typical grinding circuits of copper in Africa with about 15 kt/d throughput based on ore properties, process selection, equipment sizing, and key equipment capital and operating costs. Actual operating performance is also introduced. The comparison for the following mine sites provides a general reference for the selection of copper grinding circuits with this approximate throughput: Kamoa-Kakula Copper Mine with high-pressure grinding rollers with ball mill circuit, and Deziwa and Sicomine Copper-Cobalt Mines with semi-autogenous ball crusher circuits

The initial evaluation of a coal deposit often raises uncertainty with regard to the accuracy of the reported Resources and Reserves. Reconciliation of results from mining and beneficiation with the original raw field data highlights deficiencies in original estimations. Credible Resource and Reserve estimation forms the basis on which an entire mining enterprise is motivated, initiated, funded, and established as a commercially viable proposition. This is required for sustainable extraction purposes and to support vital downstream industries such as power generation. Accurate determination of the density of the matrix of the material being evaluated is the key to credible values being obtained for Resources and Reserves. Losses between 15% and 20% of the Resource/Reserve can be realized if incorrect densities are applied to the tonnage derivation. Coal plies and particles have different relative densities, determined by the maceral composition, rank, and mineral and moisture content. These factors in turn contribute to the moisture, volatile matter, ash and carbon contents of a coal, which affect the overall density of the raw coal. More specifically, the relationship of ash to density and the effective matrix porosity were found to be critical in solving the greater majority of the problems in predictive calculations. A major deficiency identified is the inability to determine effective porosity, allowing absorption of adventitious moisture and altering the mass of the core sample. Although the volume of the raw material is altered through crushing, the change in mass after controlled air-drying, used with the original geometrical volume of the raw material, provides a credible air-dry density and allows the determination of the volumetric change related to effective porosity. This parameter can be validated through the evaluation of proximate ash using the ash-adjusted algorithm and a correction for the inherent moisture applied to also give a credible relative density value for an air-dried sample. A combination of theoretical, empirical, and reconciliatory evaluations of the available data, taken from the exploration phase through the mining process to final production, has shown that an integrated approach using the ash-adjusted density (AAD) methodology, in conjunction with other evaluative techniques, provides credible results with a considerably higher degree of accuracy than is currently possible.

The AMIRA Code of Practice and Guidelines for Metal Accounting was developed in response to demand from a number of sponsor companies, including one major platinum producer. Since its publication in 2007, the Code has become widely accepted in the mining industry world-wide as a guide for best practice in metal accounting. With the changes in the structure of the platinum mining industry in South Africa over the last 10 ? 15 years, in particular, the starting up of a number of small platinum producers who must have their concentrate smelted and the contained valuable metals refined by third parties, the need for metal accounting systems that are accurate and have an acceptable level of precision has become even more critical to the success of a platinum-producing operation. The current state of metal accounting in the industry is discussed and possible areas for improved accounting and associated metallurgical efficiencies are identified.

The presentation proved to be of great interest to the meeting and lively discussion followed the talk. Mr N. A. Honnet proposed a vote of thanks to Mr Paschalides on behalf of all members of the O.F.S. Branch. CLOSURE The Chairman thanked Mr Paschalides for his talk and all present for their attendance, and as this was the last meeting for 1970 he wished all members a Merry Christmas and a Happy New Year.
