A process for the separation and recovery of cobalt and nickel was optimized for a sulfate leach solution of Indian Ocean sea nodules containing 80 g/m3 cobalt and 730 g/m3 nickel using the sodium salt of Cyanex 272 as the extractant. Extraction of both cobalt and nickel increased with an increase in equilibrium pH and extractant concentration. The extracted species with respect to cobalt appears to be CoA2.3HA. More than 99.6% extraction of cobalt was achieved using 0.04M solvent in a three-stage counter current simulation at the A:O phase ratio of 3:2. The co-extraction of nickel was about 0.6% only. Two-stage countercurrent stripping of cobalt from the loaded organic at an A:O ratio of 1: 7 resulted in a pregnant electrolyte enriched by 0.8 kg/m3, thus enabling a ten times overall enrichment of cobalt. From the cobalt free raffinate, nickel extraction was carried out using 0.25M solvent in two countercurrent stages, and the extraction showed a 99.8% recovery. Stripping of nickel from the loaded solvent was carried out at an equal phase ratio with the advance electrolyte of pH 1.75 in two countercurrent stages. The nickel stripping efficiency was found to be 98.8%. The present studies indicated that complete recovery of cobalt and nickel was possible using nine counter-current stages.

INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. A model assessment was made to evaluate contaminant transport to ground water from clay-lined and unlined tailings pits. The input hydrologic soil characteristics were measured on materials typical of those found at the Morton Ranch uranium mill site in central Wyoming. The assessment involved combined saturated and partially saturated flow and contaminant transport models for two-dimensional cross-sections typical of the proposed Morton Ranch burial pits. Specifically obtained from the models were contaminant flow paths, the advancing contaminant flow fronts for sorbed and non-sorbed constituents, and travel times of contaminants along flow paths. Such results enable evaluation of the environmental consequences for the alternative control methods.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are. the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread- sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin.

This paper describes research by the Bureau of Mines on alternative materials-handling strategies for reducing the costs and incidence of back injuries in low-seam coal mines. Strategies recommended for redesigning materials-handling tasks include elimination of tasks, mechanization of tasks, and matching lifting tasks to the physical capabilities of underground miners. The report also discusses other methods that can be used by management to reduce the costs associated with back injuries. More detail can be found in Bureau of Mines Information Circular 9235 (Gallagher et al. 1990).

The flotation behavior of minerals depends on the balance between hydrophobic and hydrophilic species present at the surface of the minerals. The direct characterization of the interfacial products formed by the interaction of water and an aqueous solution of amyl xanthate with chalcopyrite, tetrahedrite and tennantite (the two former contain antimony and arsenic) were carried out by X-ray Photoelectron Spectroscopy (XPS) and infrared (IR) reflection spectroscopy. The experimental data collected from in-situ (IR ATR) and ex-situ (XPS, IR External Reflection) measurements have let us determine the types of the adsorption products and to propose mechanisms of interaction between the aqueous solution of surfactant and surface of the investigated minerals. It is shown that two major processes take place at the mineral interfaces: (i) the interaction with water and oxygen resulting in the formation of the oxidation products which are mainly hydrophilic (but also a hydrophobic product was found), and (ii) the adsorption of xanthate producing different types of hydrophobic surface products. The results obtained show differences in the composition of the outermost atomic layers of the investigated minerals which obviously will produce differences in the flotation behavior of these minerals. This work forms a good fundamental basis for a better separation between copper minerals containing arsenic and antimony, and chalcopyrite.

The Çayirhan coal basin is located 124 km (77 miles) west of Ankara,Turkey. With approximately 520 Mt (570 million st) of lignite reserves, the Neogene Çayirhan basin is one of the important coal districts of the central Anatolia region. The Çoraklar formation consists of crossbedded sandstone, channel fill conglomerates, mudstones, carbonaceous shales and volcanoclastic pebblestones, which are fluvial in origin. The lower and upper lignite seams occur, respectively, in the lower and the uppermost parts of the Çoraklar formation. The lignite deposits are in the Çayirhan and Koyunagili portions of the Beypazari Neogene basin. The Çayirhan coalfield consists of lower and upper lignite seams. The lower lignite seam does not outcrop at the surface. Its lateral discontinuity and relatively low sulfur content, plus sedimentologic and stratigraphic features of the associated sediments, indicate a fluvial origin. Thus, the lateral spreading and geometry of the lower lignite deposits were controlled by the channel, flood plain and well drained marshes of a fluvial system. The mining method employed at Çayirhan is the fullymechanized, retreat, working longwall with caving system. Due to ventilation, haulage and tectonic conditions, panel lengths from 0.6 to 1.7km (0.4 to 1.1 miles) are chosen, and 220-m (720ft) face lengths are used. The annual coal production is 2.2 Mt (2.4 million st).

Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector's primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration (MSHA) has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and re¬sponse of mine personnel in mine emergency situations. The MERD program simulates problems that may occur in underground mine fires and explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, industry, labor and state government personnel. This versatile program is easily adapted to suit various training requirements. In 1992, a Mine Simulation Laboratory was built at the Natinal Mine Health and Safety Academy, Beckley, WV, to improve training for mine emergencies and prevention and fighting of mine fires. This facility is capability of simulating a coal mine and metal-non-metal mine for training purposes. It has been included in the MERD program to provide realistic and practical training for mine rescue teams and MERD partici¬pants in advanced mine emergency operations. The objectives of the MERD program are to improve the organizational and management skills of the participants in a rescue and recovery operation and provide a better understanding of the importance that various roles have on the overall organization and the importance of their interaction. The MERD program is not intended to provide the participants with all of the abilities and knowledge required to respond effectively to a mine emergency. Rather, it is intended to give the participant an opportunity to experience the emotions, frustrations and successes of a mine emergency without having to actually be involved in one. The participants are expected to return to their regular jobs with a greater appreciation of the environment in which emergency operations take place. Experience in mine emergencies is extremely limited in the industry today. The participants are encouraged to use the knowledge gained during a MERD program to develop or enhance a mine emergency plan suitable to their needs.

Part two of this three part series looks at explosives use in open-pit and underground mining operations. Part three, next month, will discuss the transportation, storage, handling, and destruction of explosives. Larger ore bodies, lower grade deposits, and more difficult geologic conditions have led to changes in blasting products, techniques, and field practices in both open-pit and underground metal mines. Pit blasting operations must consider the material's geology, needed fragmentation for the material, and hole diameter and depth-as well as the traditional consideration of the type of explosive used. With underground mines, various blasting aspects of burn, angle, and machine cuts must be considered for an efficient and safe operation. Of the factors related to open-pit blasting, geology of the material is most important. Many theories relating to sonic velocity and rock hardness are used to determine needed explosives ratios. Extensive field tests are necessary to determine these factors. In most cases, results assume that the material to be broken is homogenous. The drilling penetration rate is sometimes used as a guide to determine rock hardness; however, this is not necessarily a good idea. In many cases, a very hard, brittle rock will blast with less difficulty than a soft, spongy rock. The formation's stratification is also important. In thinly laminated horizontal seams, rock will usually break and adequately fragment with relatively large burdens and spacings using a low explosives ratio. Massive formations with few laminations require close burdens and spacings and a high explosives ratio. When the stratification is pitched on a severe angle, it is usually preferable to develop the pit face 90°-but no less than 45°-to the stratification. If the face must be developed parallel to the stratification, burdens and spacings must be reduced and the angle drilling that will conform to the angle of the lamination should be given serious consideration.

Technological innovation in the minerals industry must be driven by the need to improve performance according to social, as well as environmental, safety, efficiency and production criteria. This paper outlines the possibilities and rationale for incorporating constructive technology assessment into technology research and development within the CSIRO Minerals Down Under National Research Flagship (MDU). The paper develops a process of Social License in Design that attempts to address the future social challenges and opportunities of a technology during development by utilising forecasting techniques and accounting for the perspectives and values of decision makers and likely stakeholders. Interviews with senior technologists and social scientists within MDU reveal the institutional context into which the Social License in Design process is to be situated and highlight key factors that may inhibit or enhance its uptake.

Experiments were done to determine if a mushroom compost-based sulfate reduction system could be used to treat nickel-contaminated mine waters. Sulfate reduction systems were established in columns containing acid-washed mushroom compost. Simulated mine waters containing 2000 mg/L sulfate and 50 to 1000 mg/L nickel were adjusted to pH 4.5 and pumped through the columns at flow rates between 15 and 25 mL/hr. During the first nine days of operation, virtually all influent nickel was removed in the columns by sorption and ion exchange mechanisms. The nickel removal rate then dropped to 18 to 30 mg Ni/day (7.8 to 12.8 nmol/ g-substrate/day), probably due to low sulfate reduction rates. When sodium lactate was added to the inflow, a sustained and seven-fold increase in the nickel removal rate was observed. Bacterial sulfate reduction rates measured in mushroom compost-based wetlands exposed to coal mine drainage are 2 to 20 times faster than the rates observed in this study. Low sulfate reduction rates in the columns may have been due to the inhibition of microbial activity by high nickel concentrations and the removal of labile organic compounds from the mushroom compost substrate during acid-washing. Results of this study indicate that bacterial sulfate reduction can effectively treat nickel concentrations up to 500 mg/L if labile carbon is nonlimiting.

The U.S. Bureau of Mines investigated the use of the Fe2+/Fe3+-SO2 (FFS) anode reaction in the copper leaching-solvent extraction-electrowinning circuit. The investigation revealed that six process variables, including anode type, Fe 21 concentration, current density, electrolyte temperature, degree of agitation, and manifold injection point were found to influence cell voltage and cell current efficiency. A 47% voltage reduction (0.8 versus 1.5 V) compared to conventional electrowinning with activated lead (ALE) anodes was achieved at a current density of 258 A/m2 (24 A/ft2) with an industrial electrolyte. Current efficiency was maintained above 90%, and S02 above the cell measured less than 1 ppm when activated carbon was used to assist the reduction of Fe" by S02 in the copper electrolyte. Solvent extraction tests showed that Alamine 336 is a stronger H2SO4 extractant than is needed to extract the excess acid produced by the FFS anode reaction.

?Energy-related systems: wind, solar, electric are typically materials intensive. As new technologies are widely deployed, significant quantities of the elements required to manufacture them will be needed. However, many of these unfamiliar elements are not presently mined, refined or traded in large quantities, and, as a result, their availability might be constrained by many complex factors. A shortage of these ?energy-critical elements? could significantly inhibit the adoption of otherwise game-changing energy technologies. Mine drainage has high acidity and sometimes contains more than the allowable concentration of ionized iron. In such a case, mine drainage is neutralized with calcium carbonate and calcium hydroxide to separate precipitates, such as the iron hydroxide and gypsum generated. Currently, most of these precipitates are not utilized and are accumulated in tailing dams. As a result, the service life of the tailing dams is reduced. This becomes a matter of concern, since securing sites for such dams is difficult. A most effective means of solving this problem would be to promote utilization of these neutralized precipitates. This paper reports on the results of studies on neutralized precipitates produced at the old Matsuo Mine (Iwate Prefecture), which has the largest neutralization treatment facility in Japan. As a result of the studies, the following was proposed regarding application of neutralized precipitates. Utilization as ferrite: Mix ferrous hydroxide and ferric hydroxide in water to synthesize magnetite-like ferrite, to be used in the manufacture of magnetic markers for a mobility support system for blind pedestrians, or in producing magnetic fluids for sink-and-float separation of nonmagnetic metals and nonmetals. Utilization as hematite: Bake ferric hydroxide to produce hematite, thereby extracting metallic iron for paint pigment as well as for the manufacture of ironware by local industry. Production of aluminum sulfate: Precipitate aluminum ions from water and add sulfuric acid to produce aluminum sulfate.

This paper presents a case study which applies risk assessment techniques in evaluating potential environmental problems associated with past waste disposal practices at a 65 acre non-ferrous metals and metal alloys manufacturing facility. Waste management activities at the site involved a number of surface impoundments for gangue material, neutralized acid rinse waters, acid rinse sludges, demolition debris, storm water runoff, stockpiled ores, and a permitted residual waste landfill. As a result of these activities, the She contained 9 identifiable waste management areas impacted by over 35 potentially hazardous chemicals and metals. Extensive environmental data obtained from investigations at the Site revealed heavy metal and volatile organic chemical contamination in various environmental media. These data were utilized to evaluate potential risks to human health and the environment. The human health risk assessment estimated potential health risks to workers, residents, and Site trespassers under current and expected future uses of the Site. Areas of the Site were identified which were considered to present potential health concerns under the various exposure scenarios. Results from the human health risk assessment were utilized to develop cost effective risk based soil remediation goals protective of the public health and environment.

Production scheduling of an open pit mine is one of the most important steps in open pit mine planning. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value and overall economic feasibility of a project. It is becoming more and more critical to obtain an exploitation schedule of a deposit such that highest possible returns are achieved from a project. As the mining industry mines lower and lower grade ores, production scheduling is becoming a key item which can make or break a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. There is not a single, mathematically proven, optimum mine production scheduling algorithm which is widely accepted and used today. In an attempt to determine a production schedule which is optimum, a new algorithm was developed. This algorithm, in theory, is based on the lagrangian concepts of mathematics and in practice is based on the parameterization concept of mining. This paper describes the fundamentals of this newly developed algorithm.

INTRODUCTION Conventional roof support methods such as mechanical and resin bolting provide adequate support for a wide variety of coal mine roof conditions. However, roof falls remain the single largest cause of death and injury in underground mines and seriously hamper production in many operations, demonstrating that these methods of roof support are not universally effective. One of the most recent and successful advances in coal mine roof control has been the introduction of the roof truss. Although past work on roof trusses (Gambrel1 and Haynes, 1970; Sheory, et al, 1973) shows little quantification of this support technique, numerous field examples have been cited where the truss effectively supported roof which could not be controlled by either mechanical or resin bolts (Kegel, 1969). The truss combines the advantages of both inclined roof bolts and post-stressing the roof. However, the full benefits of roof trusses will only be realized when design criteria to optimize support capacity are determined. The number of trusses required for a given roof condition can then be minimized, reducing installation time and making them economically more feasible. The purpose of this research is to develop roof truss design criteria based initially on laboratory studies of gravity-loaded multi-layered photoelastic mine models. Laboratory test results will then be modified where necessary following future field testing. The ensuing relationships should provide the field engineer with a reliable means of calculating optimum truss configuration, capacity, and spacing for a set of known roof conditions.

In the spring of 1988, Freeport-McMoRan Resource Partners Ltd. Partnership, IMC Fertilizer Inc. and Homestake Mining Co., as joint venturers, were awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 91372. This was one of 11 leases awarded to the joint venturers. Following the initial discovery wells in December 1988, delineation drilling confirmed proven sulphur reserves of 68 Mt (67 million long tons). Proven, recoverable oil and gas reserves are 6.2 Mm3 (39.4 million bbl) and 1114 Mm3 (7.2 billion cu ft), respectively. Development of the sulphur mine was given approval as a fast-track project in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and were also given fast-track status. Fast-track for these projects meant design and engineering would not be complete before construction began. Joint venture The Main Pass Joint Venture is one of 13 joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corp., a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has since changed its name to Homestake Sulphur Co. Texasgulf assigned its interests to its parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This joint venture, the first of its kind, was created to acquire offshore leases, explore, develop and mine sulphur. The Interior Department's Minerals Management Service (MMS) announced a lease sale date of Feb. 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the 13 leases the joint ventures bid on, 11 were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Ltd. Partnership. Resource Partners is the operator on all of the leases.
