he Broken Aro coal mine is located at the Woodbury Wildlife Preserve 11 km (7 miles) west of Coshocton, OH on State Route 541. Underground min¬ing at the 16-hm2 (40-acre) site took place during the 1910s. During the past five years, surface mining has occurred along the western and northern perimeters of the underground region. The Ohio Department of Natural Resources (ODNR), R&F Coal and American Electric Power (AEP) are involved in a project to remine the abandoned underground complex. The program also includes installing a mine seal made of fixated flue gas desulfurization (FGD) material. Previous mining activity in this area has resulted in an acid mine drainage (AMD) problem on portions of the reserve. In particular, a prominent AMD source is present in the Simmons Run drainage. The project goal is to eliminate or reduce the AMD that is discharging into the watershed. It was initially hoped that the Simmons Run drainage area could be economically mined. Accordingly, this area was included in the mine permit. However, experience with other previously mined areas on this reserve showed that the old mine workings were more extensive than originally thought. Old mine workings present several problems. The most significant are reduced coal recovery, poor coal quality and AMD liability. All of these problems increase mining costs. And the more extensive the old workings, the more significant the increase in cost. Based on R&F's experience with old mine workings in this area, it was decided that economic recovery of the Simmons Run drainage reserve was not possible. As a result, R&F excluded the Simmons Run drainage area from its early mine plans. Some time after it was decided not to affect the Simmons Run drainage area, R&F and ODNR's Division of Mining and Reclamation discussed the possibility of removing this area from the permit and attempting to correct the AMD problem as an Abandoned Mine Lands (AML) project. Specifically, the discussion centered around mining through a portion of the old mine workings to expose the mine openings in the highwall. Once exposed, the mine openings would be sealed using FGD material from the nearby Conesville power plant operated by AEP. In addition, there was interest in reclaiming the old tipple and associated gob pile located adjacent to Coshocton County Road 17 on the opposite side of Simmons Run. R&F attempted to eliminate the AMD problem by sealing the mine openings with FGD material. Once the seals were installed, they were covered with overburden. Monitoring wells were installed to determine the effectiveness of the seal and the inundation progress in the old mine workings as well as monitoring the quality of ground water. The project was jointly funded by revenue from the sale of the coal recovered during the project and AML funds. The FGD seal is expected to cause well water levels to increase above preseal elevations. However, the additional head pressure due to increased water depths in the underground mine may cause seepage through the bottom of the mine or out through the perimeter. The in¬creased water depth in the underground mine is expected to cause lower oxygen concentrations in the underground mine water. Since acidity is produced by oxidation of iron pyrites, less oxygen should result in better quality water. Monitoring wells will be installed before seal installation so that pre- and postseal water levels and well water quality can be determined. Surface sampling locations will be identified. These will be monitored before and after seal placement.

Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato's program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1 987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modem versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Mining applications of GPSS have been given by Sturgul and Yi (1987), Sturgul and Harrison (1987), Sturgul (1987), and Sturgul and Singhal (1988). Schriber (1987) presents a summary of the recent advances in GPSS.

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. In the past 30 years, there have been tremendous advancements in the uses and applications of column flotation. From their first use as final cleaners that could produce excellent grades at the cost of recoveries, columns are now being used in every stage of the flotation circuit as well as is SX-EW. Columns as roughers, final scavengers and even at the end of CIL circuits, are finding their way into the marketplace. Operational results of these new uses are presented. INTRODUCTION Flotation columns have been in use since the early 1950's in the U.S. (Hollingsworth, 1952) and the early 1960's in Canada (Trembley, Boutin, Wheeler, 1963). Application of column flotation has been somewhat diverse. In the early years, columns were used predominately for molybdenum cleaning in Canada and for phosphate flotation in the United States. Unfortunately, results met with skepticism and disdain as the columns were hard to operate, temperamental and although producing high grades, could not achieve acceptable recoveries. Since the inception of column flotation technology, the degree of knowledge for design and operation of columns has vastly improved. Despite improvements in the technology, there is still some reluctance by mineral producers to investigate the use of column flotation cells for processing stages other than cleaner flotation. This characterization is in part due to the proven advantage of flotation columns in reducing gangue entrainment in the froth product which results in higher grade products and/or fewer processing stages. Also, during the development of column technology, different types of spargers have been used with varying degrees of success. Furthermore, the general knowledge base of parameters affecting column flotation design and operation have advanced tremendously. Inefficient, or primitive, sparger design, coupled with the lack of column design and operating knowledge and experience, resulted in poor metallurgical and mechanical performance in many cases. Unfortunately, this lack of knowledge caused many column installations to be characterized as failures. The industry felt that columns could not achieve high recoveries, especially when dealing with coarse particles. Therefore, columns were characterized as cleaners, where low recoveries could be tolerated as recirculating loads rather than direct losses and froth cleaning advantages of the quiescent column flotation regime could be realized. Fortunately for the minerals industry, some producers have stood at the forefront of technology and allowed the column to be utilized for new applications. In the last decade, column flotation applications have expanded to virtually every mineral system and plant location throughout the world. The expanded application of columns has generated a new wave of interest for processing various streams. One of the most notable is in the use of columns as rougher cells. This is of particular interest to "green-field" plants and plants where expansions are taking place. Here, metallurgical superiority can be combined with maximum capital and operating cost advantages for a rapid return on investment. The superior results experienced to date, have generated a cohesive vision of the future in mineral processing where flotation columns function as single stage primary separation devices (roughers) with a single stage cleaner, if necessary. The advantages of column flotation go far beyond their original uses. We now have seen columns used as final tail scavengers, in SX-EW plants and even at the end of CIL circuits. Some of these cases will be reviewed. CASE STUDIES In an attempt to show the diversification of column flotation to many facets of the mineral processing plant, a variety of case studies will be discussed. Some of these were designed by the authors while others have been provided by plant sources. It is important to note that in each successful case, the columns were designed using the author's design and scale-up approach. This method assures that the columns are designed correctly for their particular application. For successful

INTRODUCTION As the world's supply of near-surface metalliferous ore bodies is depleted, more emphasis must be placed upon mechanized bulk systems of underground mining. In particular, block caving is becoming increasingly important as a method of mining low to moderate grade deposits at depths of somewhat less than 1219 m (4000 ft). 00 ft). The block caving method requires that the ore body be completely undercut, thereby removing its means of support and inducing failure which progresses from the undercut to the ground surface. As the span of the under- cut increases and the weight of the overlying crushed ore body becomes greater, large stresses are induced on slusher and haulage drifts. Stability of these drifts is critical in block caving operations and often proves to be an extremely difficult task (Kendorski, 1976; McWilliams, 1975). Slusher drift maintenance can be costly, often exceeding that of the original support costs. This chapter analyzes the ground support problems of an Arizona block caving mine. The mine presently uses monolithic concrete liners as a support method. Failure of the liners occurs as the undercut approaches, thus initiating a maintenance problem which will continue until the ore body is depleted in that block or panel. To examine this problem, a simple analysis of the stresses induced by the advancing undercut was per- formed. Utilizing a design method developed by Dixon ( 1973, 1974), the calculated stresses were used to deter- mine the minimum thickness required for varying section shapes of unreinforced concrete liners. It is found that the thicknesses required for stable linings are not economic. Recently developed empirical methods of support de- sign are utilized (Barton, 1974; Bieniawski, 1973) and compared to the analytical method. A final discussion of alternative methods of support is given with recommendations for the use of passive or "yielding" support methods. LAKESHORE MINE (GENERAL GEOLOGY) The Lakeshore copper property is located in Pinal County, AZ, approximately 45 km (28 miles) south of Casa Grande. The Lakeshore deposit is a porphyry cop- per similar to others in Arizona. The ore body consists of disseminated chalcopyrite and fracture fillings in quartz monzonite porphyry (QMP), Cretaceous volcanic (KVS), Precambrian diabase, and Mescal limestone. The ore body has been divided into three distinct zones of mineralization which have been termed (South, 1972) the oxide zone, the sulfide zone, and the tactite zone. The oxide zone occurs in the upper portions of the ore body and consists primarily of leached and oxidized quartz monzonite porphyry and Cretaceous sedimentary and volcanic rocks. The sulfide zone underlies the oxide zone and includes all quartz monzonite porphyry and Cretaceous rocks which have not been oxidized. The thickness of the sulfide zone is variable and ranges from about 61 to 122 m (200 to 400 ft). The tactite zone occurs in a series of Paleozoic metasediments consisting of tactite, quartzite, diabase, hornfels, and dikes of quartz monzonite porphyry. The tactite zone is highly variable in thickness and underlies the Cretaceous volcanic and sediments throughout the mine. Together, the tactite and sulfide zones are known as the thick or tall sulfides. The greatest support stability problems occur in mining of the tactite zone and are therefore the subject of the remainder of this chapter. On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

In a dispersion of particles in liquid a net charge will develop at the particle-liquid interface. This surface charge is usually due to the adsorption of charged material from solution. The existence of this surface charge gives rise to the formation of the electric double layer of counter-ions which surrond the charged particle. The particle surface charge and the electrostatic repulsion which exists between similarly charged particles is the primary stabilization mechanism for lyophobic colloids (1). The separation of charge which occurs at the particle-liquid interface gives rise to several dynamic phenomena associated with colloidal systems or with solid-liquid interfaces in general. These phenomena are known as electrokinetic phenomena and the four classic electrokinetic phenomena are; electrophoresis, electroosmosis, streaming potential, and sedimentation or Dorn potential. The actual driving force for electrokinetic phenomena is not the surface charge per se, but the charge at the interface between the liquid which is hydrodynamically bound to the particle surface and the bulk fluid. This interface is known as the slipping plane or the plane of shear and the potential at this interface is the zeta potential (2). The factors linking the electrokinetic phenomena is that they involve a relative motion between the liquid and the charged particle or solid surface and the driving force is the zeta potential of the solid. In addition to the four classic electrokinetic phenomena there are two additional electrokinetic effects in disperse systems; the electro-acoustic effects. When an alternating electric field is applied to a cooloidal dispersion the particles will move in the field due to their net zeta potential. If there is a density difference between the particles and the fluid this motion will result in the development of an acoustic wave. The effect was discovered at Matec and has been termed the Electrokinetic Sonic Amplitude or ESA (3). ESA is the pressure amplitude generated by the colloid per unit applied electric field strength and has SI units of pascals per volt per meter. When an alternating pressure field (acoustic wave) is applied to a colloidal dispersion the inverse of the ESA effects occurs. A density difference between the disperse phase and the continuous phase leads to a relative motion between the particles and the surrounding liquid. This means that there will be a periodic displacement between the charged particle and the oppositely charged counter-ions in the electric double year. This displacement results in the development of an alternating dipole moment at the frequency of the applied field. This effect is termed the Ultrasonic Vibration Potential or UVP and was first predicted for electrolyte solutions by Debye in 1933 (4). UVP is measured in units of volts per unit velocity amplitude of the applied acoustic field or volts per meter per second. In 1938, Rutgers (5) and Hermans (6) pointed out that the effect would also be present in colloidal dispersions. A detailed theory for UVP effects in colloids, also called CVP, was first presented by Enderby in 1951 (7). Extensive studies of the UVP in electrolytes have been carried out by Yeager et al (8). Recently, O'Brien (9) has developed a general theoretical treatment of electro- acoustic effects in colloids and has derived a reciprocal relation linking ESA and CVP effects. The most commonly studied electrokinetic phenomena is electrophoresis. Electrophoresis is the movement of charges particles in an applied electric field. The velocity of the particle divided by the applied electric field strength is the electrophoretic mobility of the particle. The zeta potential can be calculated from this mobility (2). The magnitude of both the ESA and CVP effects are directly proportional to the electrophoretic mobility of the particles. The mobility determined by the two electro-acoustic effects is the dynamic or AC mobility of the particles.

GENERAL CONSIDERATIONS The design of a mine or any underground opening in rock is similar to the design of any other structure, such as a building or a bridge, in one important way. This similarity lies in the fact that the stability of the structure is a function of the loads that will be applied during the structure's expected lifetime. In the case of an underground opening, the applied load is the product of the existing in situ stress field and the concentration of this field that is produced by the extraction of a load¬bearing material. Thus, a knowledge of the in situ stress field is considered a basic requirement in the design process and essential to the eventual stability of the underground structure (Duvall, 1976; Obert, 1972; Merrill and Peterson, 1961; Dahl and von Schonfeldt, 1976; Hedley and Wilson, 1975). The in situ stress field can be used along with the physical properties of the rock masses involved, the ge¬ometry of the various rock types, the geometry of the openings involved, and a failure criterion to evaluate structural stability of a planned mine by theoretical or numerical techniques. This same information can be used to investigate ground control problems in existing mines. In situ rock stress determinations can be separated into three categories: the determination of applied stress, also called the absolute or field stress; the deter¬mination of concentrations of the field stress near open¬ ings; and the determination of changes in rock stress as load-bearing material is removed. The applied stress field is more difficult to determine than are stress changes. Various instruments and techniques have been developed to determine applied rock stress and stress changes in rock. ABSOLUTE OR FIELD STRESSES Theoretical Considerations In the absence of actual measurements, it is often assumed that at any point, the vertical stress is equal to the weight of the overlying material. [ ] where S„ is vertical stress, S is average weight density of overburden rock, and h is depth from the surface. This is normally consistent with actual experience. The horizontal stresses are assumed to be equal and related to the vertical stress through the Poisson effect. [] where Sh is horizontal stress, S„ is vertical stress, and v is Poisson's ratio. The derivation of Eq. 2 is dependent on lateral con¬finement of the rock mass. An increasing amount of information is rapidly becoming available which indi¬cates that the in situ stress field at a particular location cannot simply be assumed to be a gravity-induced stress distribution in which the secondary principal stresses in the horizontal plane are due to confinement and Pois¬son's effect. Rather they can be a complex function of gravity loading, regional stresses, structural features, ex¬cavation geometries, and variations in surface and/or possibly basement rock topography. Furthermore, the underground principal stress dis¬tribution is not necessarily vertical and horizontal as is often assumed. The deviation of the three-dimensional stress distribution from vertical and horizontal can be due to a combination of both topographic (Hooker, Bickel, and Aggson, 1972) and structural features.

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

At present the feasibility of developing underground facilities for the storage of a number of products including toxic waste, oil, nuclear waste and low pressure gas is under investigation in e number of countries. A possible method of storage is in large excavations, Preliminary ventilation design work has identified that the climatic conditions encountered within these large excavations are a limiting ventilation pollutant within the ventilation system. This paper examines the design of a variety of sizes of excavation from a ventilation viewpoint. The main phases of an excavations lifetime can be divided into four main phases, these being construction, civil and mechanical fitting, storage, full and sealed. The paper details ventilation design options for the first two phases of e vaults lifetime, giving climatic simulations to assess the likely climatic conditions within the excavations for e number of facility depths. The options for climatic control are given and analyzed by means of climatic simulations techniques. l. INTRODUCTION The feasibility of developing underground facilities for the storage of a number of products is under investigation at present in a number of countries. This paper details a possible design for such a facility where the product is to be stored in large underground excavations. A facility layout has been designed with the aim of allowing concurrent construction and storage operations. Thus from a ventilation perspective the facility consists of two circuits , a construction ventilation circuit and a product ventilation circuit both of which are served by an intake and a return surface connection The construction and storage circuits are considered as independent of each other , any interaction in the form of leakage must be from the construction to the storage circuit. From the facility design a ventilation network was developed to assess the ventilation requirements of the facility. In analyzing the pollutant loads for the construction circuit two pollutants were recognised to be critical to the ventilation design , these being diesel exhaust fumes and heat end humidity. In this paper ventilation design options for the construction and civil and mechanical fitting phases of the excavations are analyzed by means of climatic simulation and options for climatic control within the vaults are outlined . 2. FACILITY DESIGN A schematic diagram of a facility design is illustrated in Figure 1. There would be two distinct ventilation circuits , one to service the construction operations and the second to serve the storage operations which occur concurrently with construction , the circuits are separated by ventilation bulkheads . Access to the facility for intake air is provided by two drifts, one to serve each circuit. Two shafts act as returns to surface. The facility consists of two distinct zones for the storage of two types of product. One type is to be stored in smell linear excavations. The second zone is for the storage of a second product in larger excavations. The maximum cross-sectional area and perimeter for the smell linear excavations are 456.25 m2 and 83.2 m, while for the larger excavations they are 440.1 m2 and 86.4 m. Excavation construction consists of three phases: 1. Initial pilot tunnel development between main intake and return to provide through flow ventilation. 2. Enlargement to produce the required finished cross-section. 3. Civil and mechanical engineering work to fit out the excavation ready for storage. It is proposed to excavate the excavations using drill and blest methods utilising diesel equipment. Spoil is to be transported to surface by a conveyor belt system. At any one time the maximum number of working places requiring ventilation will consist of ; 3 storage sites, 2 excavations under construction, 2 excavations undergoing civil and mechanical fitting. "The adoption of tunneled combined sewerage interceptors and outfalls leads to design linings which are often subject to internal pressures that are larger than the external pressures, resulting in significant tension loads. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining. However, improvements in concrete technology and the need to seek efficiency in terms of time and costs, have driven designers to consider single pass segmental linings. The Riachuelo Sanitation project in Buenos Aires is subject to these constraints both upstream and downstream of a sewage treatment plant. This paper describes how the challenges of up to 2 bar pressure differential have been addressed by careful analysis of soil structure interaction to ensure that the full benefit of external ground pressure is realized, resulting in a more optimal design for the constructor both in terms of cost and time. INTRODUCTION The construction of long sewerage interceptors and outfalls is becoming an increasingly common piece of infrastructure for modern urban cities facing a large water front and estuarine conditions, which are under a significant environmental burden imposed by decades of sustained growth. Such works intercept most of the distributed sewage discharges to then divert them to a central treatment point from which it will be finally diffused via an outfall into a water body capable to accept these discharges under acceptable environmental conditions. Depending on the magnitude of the sewage load to be handled, the configuration of the urban environment and the conditions of the receiving water body, both in terms of oceanography forces and seabed conditions, these schemes will vary in length, conveyance capacity and design and construction requirements. When conditions permit, the current trend is the execution of long outfalls using flexible solutions (such as the use of HDPE pipes) which usually require some form of concrete ballasted weights to resist off shore dynamic forces when directly laid over the sea bed. However, this concept faces limitations when the conveyance requirements indicate the need for large diameters (typically above 3000 m) and also when the outfall needs to avoid deep features off shore such as navigation channels. When this occurs, tunneling, particularly segmentally lined tunnel constructed by TBM emerges as the most feasible approach for large diameter, long deep outfalls. The operating conditions often result in internal pressures that are larger than the external pressures, resulting in significant tension loads in the lining. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining."

The Mesquite mine is being operated by Gold Fields Operating Co.-Mesquite, a subsidiary of Gold Fields Mining Corp. The mine Is located in southeastern California about 56 km (35 miles) east of the farming community of Brawley, California. The mine has been in commercial production since early 1986 and Is a conventional open pit mine developed on 6.1 m (20 foot) benches. The gold is recovered by heap leach using permanent heaps built in multiple 6.1 m (20 foot) lifts. This year's gold production will be in the range of 5,600 kg (180,000 troy ounces). Current ore production is about 18,140 tonnes (20,000 tons) per day while the total tons mined Is averaging 65,000 tonnes (72,000 tons) per day. The climate at the mine is extremely arid with rainfall of 7.6 cm (3 inches) per year. From early May until late October daytime temperatures generally exceed 37.8 degrees Celsius (100 degrees Fahrenheit) and can be as high as 37.9 degrees Celsius (120 degrees Fahrenheit).

Introduction There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices . •The time value of invested money was not considered to be important under these "stable" prices, and inflation was assumed to be nonexistent in the planned economy. •An overestimation of the value of social and economic factors such as keeping the local population employed and providing the country with strategic minerals biased the economic evaluations of projects. Sequence of exploration Geological exploration in the CIS countries typically includes two major phases: prospecting and exploration. Prospecting consists of the following: •Regional geological studies. •General prospecting. •Prospecting. •Prospect evaluation. Regional geological studies are conducted within large territories and utilize satellite images, deep seismic zoning and other state-of-the-art methods. Geological and geophysical maps on a scale of from 1:200000 to 1:1000000 are developed to help identify regional anomalies and mineral prospective areas. The areas of primary interest are then subjected to general prospecting, beginning with geological mapping of the area at 1:50000 (1:25000) scale. The prospecting phase determines mineral potential based on further geological mapping (mostly 1:10000 scale), surface geophysics and geochemistry. Finally, the most attractive targets are subjected to further detailed evaluation (prospect evaluation) to help identify "possible" projects by means of trenching and wide-spaced drilling. The results of the prospect evaluation are analyzed and conclusions regarding the economical potential of the project are drawn. If the initial-prospecting phase results are positive and the prospect is recognized as economical, it then moves into preliminary exploration, which is followed by detailed exploration. Preliminary exploration determines the feasibility of the project on the basis of limited data. For example, in some underground projects, the initial exploration drilling and tunneling is done at two or three times wider spacing than would be required by the assumed mining method. Detailed exploration focuses on preparing the project for mining development, such as completing drilling and tunneling, particularly in the portion of the ore body to be first mined. During the project's mining phase, further exploration is usually conducted along the flanks of the mineralized structures and deeper sections of the ore body. Finally, during exploitation, it is sometimes necessary to delineate the ore body within the mining-block limits. A comparison between the United States (US) sequence of exploration activities and the CIS system is given in the Table 1. There is no "additional" and "exploitation" exploration shown in the US system, but it is common knowledge that all mineral projects are subjected to "additional" and "exploitation" exploration while being mined. Introduction Operation is underway at the Dutch Creek No. 1 mine of the first US longwall panel to be mined under the cooperative agreement between the US Bu¬reau of Mines and Mid-Continent Resources. The 244-m (800-ft) wide longwall face is part of a multilift longwall demonstration. A 3-m (10-ft) top slice is being extracted from the 8.5-m (28-ft) coal seam. This occurs in an area of the property where the Coal Basin A and Coal Basin B beds have come together to form one seam. This face, longest ever operated in the US, is being worked on an advancing longwall system. During the first months of its operation, this longwall face has been very productive and safe. Mid-Continent Resources operates two coal mines in the Coal Basin, located in the White River National Forest near Carbondale, CO. The Colorado Fuel and Iron Co. originally opened this property in 1895, and conducted a small mining operation for 10 years on the north rim of the basin and then abruptly shut down. Mid-Continent began operations in 1956, after the Coal Basin fields had lain idle for about 60 years. Operations commenced at the outcrop of the Coal Basin B bed situated at the 3-km (10,000-ft) elevation. At this time, coal was produced from Coal Basin A and Coal Basin B seams in the area. Since 1981, operations have been centralized at two mines, the Dutch Creek No. 1 and the Dutch Creek No. 2, both located in the center of the basin. Since 1981, Mid-Continent has shifted its emphasis to longwall mining as the primary method of production, and each of these mines is equipped with state-of-the-art longwalls using shields as the method of roof support. A 4-km (13,000-ft) long twin-bore rock tunnel is being driven at a lower elevation of 2.4 km (8,000 ft) to intersect the coal seams at depth, as they dip 12° in a westerly direction. This tunnel will enable the company to reduce costs by replacing trucks with conveyor belt haulage (Fig. 1). Mid-Continent began longwall operations in May 1976 with the US's first modern, mechanized advancing longwall face, using chocks. In August 1978, a second advancing longwall face was started. Results from two faces showed that the mining system could be used effectively to manage the difficult conditions encountered in both the Dutch Creek No. 1 and the L. S. Wood No. 3 mines. Unfortunately, low productivity and high costs plagued the company's advancing faces. The problems resulted principally from major equipment failures, poorly designed chocks and face conveyors, and the lack of an efficient, cost effective system for building packwalls. Flushing of rock between chocks and roof control were also major problems. In Sept. 1979, Mid-Continent and the US Bureau of Mines entered into a cooperative agreement to demonstrate the feasibility of mining thick coal seams using the multilift longwall mining method. Two lifts are to be used to mine the 8.5-m (28-ft) thick coal seam in Dutch Creek No. 1 mine. The Bureau provided mining equipment for 180 m (600 ft) of longwall face. This included the shields, face conveyor and drive units, shearing machines, panel belt, and stageloader. As a result of previous experience in advancing longwall mining, Mid-Continent purchased an additional 60 m (200 ft) of face, including roof supports and an additional face conveyor. INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. Introduction A mine characteristic curve is of great importance for both theoretical analysis and daily management of a mine ventilation network. Ventilation engineers are well acquainted with the ways of obtaining and using a mine characteristic curve that is conventionally associated only with single-fan networks. However, for a multiple-fan network, difficulty has long been recognized in defining the curve, not to mention, obtaining or using it. To extend the concept of mine characteristic curves for a multiple-fan network, a subsystem-based approach has been introduced by Wang (1992a). He defines a subsystem characteristic curve for a multiple-fan network and discusses the numerical procedure for constructing the curve. A graphical method of obtaining a subsystem characteristic curve for serial-parallel, multiple-fan networks has also been accomplished (Wang, 1992b). In spite of the maturity of the fundamental concepts related to and the numerical analysis tool for a multiple-fan ventilation network, information regarding the related laboratory tests is very scarce. To make up this gap, laboratory experiments have been done by using a two-fan experimental network. This paper presents the methodology and major findings regarding the construction and features of a subsystem characteristic curve. Characteristic curves and measurement fundamentals A characteristic curve A characteristic curve is a graphic presentation of the relationship between any two variables of a two-terminal component. It is typically defined in the form of a quantity-pressure curve for a ventilation component, which can be a single branch (airway), a fan, a regulator, a portion of a network or even a whole network. If a component is a single branch, the curve is called a branch characteristic curve. If it is a fan, then the curve is called a fan characteristic curve, and so on. Figure I illustrates the characteristic curves of some typical ventilation components. A general method for obtaining a characteristic curve from measurement is to apply an adjustable-pressure source between the two terminals of a component and measure the quantities corresponding to the different pressures. Mine characteristic curve A single-fan network can be easily divided into two ventilation components, the fan and the remaining network. The latter consists of only branches and regulators. Under this subdivision scheme, two characteristic curves can be constructed. They are the fan characteristic curve and the characteristic curve of the remaining network. The latter is referred to as the mine characteristic curve or the system characteristic curve. Although the general method for constructing a characteristic curve from measurement can be applied to obtain a mine characteristic curve, there is a shortcut for constructing the curve by introducing a mine resistance factor R. It is a constant if all of the resistance factors in the network are constant. R relates mine pressure H with quantity Q as in: H=RQ2 (1) For a given R, Eq. (1) can be directly used to plot a mine characteristic curve by assigning a series of Q values and calculating the corresponding H values. Hence a shortcut to constructing a mine characteristic curve is to measure one set of mine pressure H and quantity Q values, calculate the mine resistance factor R using Eq. (1) and then plot the curve. Subsystem characteristic curve Applying a similar scheme as is used for a single-fan system, divide a multiple-fan network into two components, a fan under consideration and the remaining network that contains all the other elements (branches, regulators and remaining fans) of the network. Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.
