Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

The mineral kaolinite is one of the commonest minerals in the uppermost 10 m of the continental crust; ranking in abundance alongside minerals like quartz, mica, feldspar and calcite. Only very exceptionally does it possess all the necessary properties needed to make it worth commercially exploiting. The terms 'Kaolin' and 'Kaolinite' are derived from a locality known as 'Kau-ling', in Jiangxi Province, Peoples Republic of China; where samples of a white clay used by the Chinese to make porcelain were first obtained by European missionaries and explorers in the eighteenth century.

This paper describes," the application, of a modular or building block approach to the analysis, design, and control of complex mineral treating processes. The main purpose of the paper is tutorial, to show the reader how such processes can be modeled using a modern digital computer" and, not to discuss in any detail the results that may be achieved in such studies. It is proposed that, the main techniques be illustrated by reference mainly to the Bayer process for alumina extraction and purification; in cooperation with the Aluminum Company of Canada Ltd. the author and his Colleagues at McMaster University and their students have studied this, process as a means of applying new computer techniques to extractive metallurgical processes. The plant described was studied by the author and his colleagues as a senior undergraduate project in cooperation with the Aluminum Company of Canada. Oklahoma is the only; state in the nation that is currently producing iodine. The iodine is extracted from iodine-rich natural brines being pumped from deep wells drilled into Pennsylvanian sandstones in the Anadarko basin of northwestern Oklahoma. Woodward Iodine Corp., started in 1977, was the first plant in the United States built for iodine recovery since the 1930s. At present, three companies are operating four iodine-producing facilities in northwestern Oklahoma. The combined production of these facilities, 1,321,000 kg in 1997, is about 26% of the U.S. annual consumption. Iodine is present in concentrations ranging from less than 100 ppm (parts per million) to as much as 1,560 ppm in brines in various Paleozoic strata in the subsurface of northwestern Oklahoma; these concentrations are exceptionally high, and are well above those of any other known brines in the world. Strata with the highest iodine content in the area (Mississippian limestones) have low permeabilities, and thus would yield only small amounts of brine. On the other hand, the lower Morrow sandstones (Lower Pennsylvanian) have a relatively high permeability and are capable of yielding large quantities of brine that average 300-350 ppm iodine. The Morrow brine reservoir was deposited in shallow-water-marine and intertidal-shelf environments and now is buried 6,000-10,000 ft below the land surface. Production is localized to Morrow channel deposits confined to an Early Pennsylvanian paleovalley that is 1-2 mi wide, is about 70 mi long, and is referred to informally as the "Woodward trench." All three companies are producing iodine-rich brines from Morrow sandstones in three different parts of the Woodward paleovalley, and one of the companies also is extracting iodine from oil-field brines coming from several petroleum reservoirs near Dover, about 80 mi east of Woodward. The basic extraction method employed by Woodward Iodine Corp. was used in Louisiana and California operations in the late 1920s. This method is commonly called the air-stripping process. Lower Morrow brine containing dissolved sodium iodide is pumped to the plant through a series of pipelines, where by-product natural gas is separated and processed. The brine is then acidified and subsequently oxidized with chlorine to convert the iodide to iodine. The iodine is air stripped and reabsorbed with sulfur dioxide and water, converting it to hydriodic acid, or process liquor. The process liquor is then processed, using chlorine once again, to crystallize the iodine as a solid. This is then melted and frozen to form a solid product, which is packaged in 110-lb (50-kg) drums and shipped to end users throughout the world.

Differential flotation of bulk sulfide concentrates from Duluth gabbro into copper and nickel concentrates could be implemented by first destroying the hydrophobic coating with ozone and then by recovering the copper concentrate with a copper-selective collector. A number of parameters involved in the use of ozone; such as the sequence and the conditioning time of ozone treatment, the pulp pH, and the level of xanthate addition, were investigated.

Six Sigma is a methodology that uses a structured and disciplined approach to improve process performance (higher throughput, better recovery, lower cost, shorter cycle time, etc.). Specially trained people called “black belts” lead and manage Six Sigma projects. Black belts, with assistance from their team, ensure that projects follow the DMAIC (define, measure, analyze, implement and control) process phases. Timely completion of each project, with measurable deliverables, is key to Six Sigma’s significant financial success. Implementation of Six Sigma has been growing in recent years in a wide range of industries. The heavy mineral industry, like many other industries, could benefit from what Six Sigma has to offer. Specific Six Sigma project examples are included from DuPont’s Heavy Mineral Production Plant in Florida.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

The centrifuge which will be reviewed in this dis¬cussion is the continuous solid bowl typo. As there are presently approximately 2000 of these units operating in our country, and about 200 of these in use in the coal industry, I expect that most of you are acquainted with its operating principle. How¬ever, for those who are not familiar with the machine a brief introduction is in order. The continuous solid bowl centrifuge was first successfully marketed, worldwide by the Bird machine Company in 1934. The successful development of this unit was based primarily on the invention of a drive mechanism to properly control the differential speed between the two rotating elements. This centrifuge was introduced into the coal industry immediately following the second World War. Today there are five or six additional firms' selling this machine in our country, and approximately twenty others in Europe, England and Japan.

There is no such thing as an industrial minerals industry. There are, however, many industries operating in the general field of industrial minerals. And although we use the phrase "industrial minerals industry" out of sheer convenience, the only common denominator among, say, the potash mining and processing industry, the sulphur-sulphuric acid industry and the granite industry is, in fact, that they each are exploiting an industrial mineral resource. May I quote the person whom I consider to be the reigning Mr. Industrial Minerals, Robert L. Bates, who in the 4th edition, 1975, of Industrial Minerals and Rocks states: "An industry is considered to belong to the industrial minerals field if its operations consist of extraction and processing, but not manufacturing. Thus the mining and beneficiation of feldspar is a mineral industry, but the manufacture of ceramic products is not. In the cement and lime industries, processing merges into manufacture, and the line is less distinct. It disappears altogether in a plant that extracts salt as artificial brines, and makes sodium and chlorine chemicals, all under the same roof."

"Mathematical modeling in conjunction with mineral characterization is widely used as a method for design and optimization of comminution circuits, to simulate the processes of crushing, grinding and classification. An important input parameter to the simulation models is the Run-of-Mine Particle Size Distribution (ROM PSD). The run-of-mine size distributions due to blasting have a great influence on the performance of a semi-autogenous grinding (SAG) mill. In this paper, a mine case study was conducted where there are four primary geologic units and the material properties between the four units vary considerably. Also, the mixture of the four unit that will be mined at any given time also vary considerably. This presents a challenge in terms of optimizing the blasting for mill production throughout the mine life. As part of the case study, field rock mass characterization, laboratory rock mechanics tests, and laboratory breakage tests were conducted. The field characterization and rock mechanics tests provide material properties used to simulate the effect of different blast designs on run of mine particle size distributions (ROM PSD). The JKSimBlast software was used for these simulations. The rock breakage tests provide material properties used to simulate crushing and grinding performance. The JKSimMet software was used for these simulations. The goal of the mine is a mill throughput of 95,000 tonnes (104,720 tons) per day (TPD). Based on this goal, run-of-mine fragmentation analysis was conducted for four blasting designs resulting in powder factors of 0.44, 0.54, 0.64, and 0.94 kg/t. The powder factor of 0.44 represents a standard blasting design, while the 0.54 and 0.64 kg/t designs are high-energy blasts specifically to assist with mill production. The 0.94 kg/t design was investigated for the one geologic unit with very high strength. The results of the run-of-mine fragmentation analysis was then input into a crushing and grinding simulation model to predict the mill throughput for the time periods of 1-5 years and 6-10 years. The results indicate that certain blast designs are able to achieve the 95,000 tonnes TPD (104,720 tons TPD) goal, while other blast designs were not. A standard blast design with a 0.44 kg/t powder factor, for example, was not able to achieve the throughput goal, while a design with a 0.64 kg/t powder factor was able to achieve the goal in both the 1-5 and 5-10 year time periods. The Run-of-Mine Particle Size Distribution (ROM PSD) is a function of rock properties and design parameters of the blast and has a significant impact on the crushing and grinding treatment circuit. Traditionally, design of the grinding treatment is estimated using only the F80 value instead of the full distribution of sizes in the feed, but the finer sizes have great influence on the treatment of a grinder, particularly in the SAG mill."

Roof bolting typically follows the extraction of a commodity to help keep the roof from collapsing. During 2004 to 2013, roof bolter operators had the highest number of machinery-related injuries, accounting for 64.7 percent, at underground coal mines. This paper analyzes U.S. roof bolter fatal and nonfatal lost-time injury data at underground work locations for all commodities from 2004 through 2013 and determines risk indices for six roof bolting tasks. For fatal and nonfatal incidences combined, the roof bolting tasks in order of the highest to lowest risk index were bolting, handling of materials, setting the temporary roof support (TRS), drilling, tramming, and traversing. For fatalities, the roof bolting tasks in order of the highest to lowest risk index were handling of materials, setting the TRS, bolting, drilling, traversing, and tramming. Age was found to be a significant factor. Severity of injury, indicated by days lost, was found to increase with increasing age as well as with increasing experience, largely due to the confounding of age and experience. The operation of the roof bolting machine used in underground mining should be a research priority given the high frequency and severity of incidents. The results also suggest that temporal factors may exist, so additional research is warranted to better understand these factors and potentially develop interventions. This research provides a datadriven foundation from which future research can be conducted for safety interventions to reduce the frequency and severity of incidences involving the roof bolter activities of bolting, handling of materials, and setting the TRS.

I met Austin Taylor in Vancouver on my way home from my first Pioneer examination. He asked me to examine the unsuccessful old Lorne mine, adjoining and west of the Pioneer. I had no idea that this meeting would lead to one of the outstanding successes and pleasant associations of my career. I knew nothing of Taylor, except that Gen. McRae and associates said that he had been engaged in lumbering and was interested in an oil and gasoline marketing company called Home Oil. But even if the Lorne examination would be only a small one, in the depths of the Depression in 1931, I was glad to have a chance to look at another gold property, so I agreed to visit the Lorne early in August. The start of the trip was not auspicious. I had been working hard on an unproductive study, and was greatly worried by my father's hopeless illness with tuberculosis. To get a little rest on my way north I had arranged to go from Seattle to Vancouver on the night boat that connected with my train. To my surprise, Bill Boultbee, an associate of Taylor, met me at the train in Seattle at 9:30. He said he would drive me to Vancouver, arriving at one In the morning. I was so tired that I begged off and let him take the drive alone Boultbee was most understanding and friendly, but I knew how I would have felt if I had been kind enough to take the long drive to help a stranger and then had been forced to make the return midnight drive alone. I was lucky they did not call off the examination at once. I got a good sleep on the Vancouver boat and Austin Taylor met me at the Hotel Vancouver for breakfast. After a brief talk he took me to the small steamer that made the 4-hr sail up Howe Sound to the village of Squamish. This was the end of the Province-owned Pacific Great Eastern Railway that was eventually to be a shortcut from Vancouver to the Canadian National main line at Prince George. Because

The copper smelting process produces plenty of copper slag every year, which is a hazardous solid waste, but a secondary resource. In the present study, the extraction of copper, nickel, and cobalt from copper slag was investigated through the process of sulfation roasting–water leaching and the process of sulfation roasting–sulfate decomposition roasting–water leaching respectively. Compared with the process of sulfation roasting–water leaching, the process of sulfation roasting–sulfate decomposition roasting–water leaching is a better choice, which could not only get almost the same leaching of copper, nickel, and cobalt as the former process, but has a lower leaching of iron and aluminum. For the process of sulfation roasting–sulfate decomposition roasting–water leaching, the leaching of Cu, Ni, and Co reached up to 74.2%, 71.1%, and 69.6% respectively, under the optimal conditions including sulfation roasted with 80 wt% sulfuric acid addition at 200 °C for 60 min and sulfate decomposition roasted at 650 °C for 60 min, followed by water leached at 90 °C for 30min with a liquid–solid ratio of 2 ml/g. The leaching of Fe and Al was only 4.9% and 17.6%.

Synfuels development in the upper Colorado River basin and the population growth attendant with such development demand sizeable quantities of water. Unfortunately, the water supply in the basin is limited and such limitation may impose a significant constraint on the development of the West's abundant energy resources. Although the water for the synfuels development will be governed by the law of prior appropriation adopted in the upper basin states, the authors point out that an apparently senior water right .my not deliver a firm supply of water. The federal and Indian Reserved Water Rights Doctrine, the Colorado River Compacts the Doctrine of Equitable Apportionment, and the federal and state environmental laws can all severely diminish the value of any given water right and the synfuels industry should take care to evaluate these factors in acquiring its water.

An acceptable source of concrete aggregate is available in Kansas City in a continuous, medium bedded, slightly dipping limestone unit. Removal is accomplished in shallow depth, 12 feet to 17 feet high, room and pillar mines. The accepted empirical design spaces 20 foot pillars 60 feet on center. A portion of the 20 foot unit is left in place for roof support. Rock and soil cover is variable to 100± feet maximum. Long-term stability of these mines is affected by numerous factors, including the above mine-rock profile, ground water conditions and mining practice. Crusher-run aggregate sells at the mine for $2.20 per ton, yielding a gross income of $2.00 to $2.80 per square foot of mine. Use of mine space for real estate development requires a new perspective in mine development. Mining practices to obtain long term stabile structures can become an over-riding factor as compared with minimum production costs and maximum extraction ratios. Poorly mined areas are unusuable for secondary purposes. Development cost for lease space in less desirable mines is substantially greater than those planned for a secondary use. Real estate development in mine space involves unique engineering problems. Properly engineered developments offer singular advantages. Warehouse lease space sells for $.50 to $1.00 per square foot per year; fully developed office areas may double these values.

INTRODUCTION LKAB was formed at the turn of the century when the railways between the ore fields and harbors were built. The mines are situated north of the Arctic Circle in Sweden. Kiirunavaara is the largest mine, with a pro¬duction capacity of approximately 30 Mt/a. Malm¬berget has a capacity of about 12 Mt/ a. Both are under¬ground mines. Svappavaara, the only opencast mine currently in operation, has a capacity of about 4.5 Mt/a. The ore harbors are at Narvik for the Kiruna and Svappavaara mines and at Lulea for the Malmberget mine (see Fig. 1). Production in the form of finished products is shown in Fig. 2a, b, c, and d. Due to poor ore markets in re¬cent years, production and shipments have been cut back, but there was a positive swing in 1978. LKAB has been 96% state-owned since 1957. In addition to the iron mines in northern Sweden, LKAB has subsidiaries in central Sweden which produce sulfide ores, quartz sand, and uranium (Fig. 3). The mining methods employed are opencast bench stoping at Svappavaara and sublevel caving at Kiirunavaara and Malmberget. GEOLOGY The Kiirunavaara ore body is 4000 m long and av¬erages about 90 m wide, with variations in width from a few meters to around 150 m. The ore has been ex¬plored by deep drilling down to about 1000 m, but mag¬netic measurements indicate a depth of at least 1500 m. The Kiirunavaara ore is oriented in a north-northeasterly direction with a number of ores in the boundaries be¬tween the wall rock types. The ore in Kiirunavaara is mainly a fine-grained magnetite with a varying content of fine-grained apatite. The apatite content of the ore decreases with increasing depth. The other ores are all apatite-bearing and a couple are hematite ores (Fig. 4a, b). The ores are sedimentary, tilted, and tectonically de¬formed. They have a lateral dip of 0.87 to 1.2 rad (50 to 70°). The contacts between ore and wall rock are distinct and sharp, but both the hanging wall and the footwall are brecciated and impregnated with magnetite. The footwall of the Kiirunavaara ore consists of syenite porphyry with a low quartz content and rela¬tively good strength; the hanging wall consists of quartz porphyry. Both types are known as Kiruna porphyries. The ore at the boundary with the hanging wall is often rich in kaolin. There are a few veins of syenite porphyry running through the ore, which has a few major faults (Fig. 4c, d). There are two sharply delineated ore grades in Kiirunavaara: low phosphorus ore with less than 0.1 % phosphorus (about one-third of the ore) and high phos¬phorus ore with greater than 0.5% phosphorus. The iron content is 67% in the low phosphorus ore and 60% in the high phosphorus ore. These ore types are sold as different grades and so are kept separate during mining. In recent years, slabs with a rough surface have captured a large share of the ornamental stone market. However, the main technologies used for this type of treatment are based on mechanical shock (bush-hammering) or thermal treatment (flaming or flame-finishing). These traditional technologies are widely used, but have many limitations that decrease their usefulness. The purpose of this study was to develop a technology that enhances the natural colors of the rock and produces a rough surface without compromising its mechanical characteristics, in contrast to traditional technologies. This report shows the technical, economic and aesthetic results obtained with a new water-jet treatment and compares it with competing technologies.

Water is one of the most important ressources of our planet. Unlike many other natural resources, water cannot be substituted by anything and must therefore be handled with the utmost care. Depending on the region and the possible shortage of water, the importance of water increases even further. Water consumption is not the only factor. In the construction industry, water pollution from auxiliary and operating materials and processes as well as other contaminants and their resulting load on wastewater play an important role. The sources for wastewater on tunneling construction sites are various: Washing water, seepage water accumulating in construction pits, tunnel water, water used in the slurry circuit in fluid-assisted tunneling methods or water from concrete work and stone cutting all these waters are contaminated with a range of pollutants like solids, hydrocarbons, heavy metals, etc. These contaminants can be removed or treated/reduced with the help of specifically designed wastewater treatment plants (WTPs). After the treatment the cleaned water can be either, in best case, reused on the construction site itself or discharged into water utilities like the available sewer or river pin respecting their discharge requirements. Due to dwindling water resources globally, the continuously rising discharge limits and the ever more important aspect of sustainability the use of WTPs on tunneling construction site will be indispensable. In this paper, it will be presented how these systems are designed and work, what advantages they offer environmentally as well as financially and what to look out for when planning and implementing such a system onto jobsite.

The aim of this study was to investigate desulfurization and de-ashing of a mixture of subbituminous coal and gangue minerals by the agglomeration method. For this purpose, experimental studies were conducted on a mixture containing subbituminous coal, pyrite, quartz and calcite. The effects of some parameters that markedly influence the effectiveness of selective oil agglomeration, such as solid concentration, pH, bridging liquid type and concentration, and depressant type and amount, were investigated. Agglomeration results showed that the usage of various depressants (Na2SiO3, FeCI3, corn starch, wheat starch) in the agglomeration medium has a positive effect on the reduction of ash and total sulfur content of agglomerates. It was found that an agglomerate product containing 3.03% total sulfur and 25.01% ash with a total sulfur reduction of 56.71% was obtained from a feed that contained 7% total sulfur and 43.58% ash when FeCI3 was used in the agglomeration medium.
