An understanding of how health and safety management systems (HSMS) reduce worksite injuries, illnesses and fatalities may be gained in studying the behaviors of health and safety leaders. These leaders bear the accountability for identifying, understanding and managing the risks of a mining operation. More importantly, they have to transfer this knowledge of perception, recognition and response to risks in the mining environment to their workers. The leaders’ efforts to build and maintain a mining operation’s workforce that consistently executes safe work practices may be captured through more than just lagging indicators of health and safety performance. This exploratory study interviewed six leaders in occupations such as site-level safety supervisors, mine superintendents and/or general managers at surface and underground stone, sand and gravel and metal/nonmetal mine sites throughout the United States, with employee populations ranging from 40 to 175. In exploring leaders’ perspectives on how they systematically manage health and safety, examples such as approaches to task training, handling near-miss incidents, identifying future leaders and providing workers with feedback offer insights into how leaders translate their knowledge and management of site-level risks to others.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Accurate prediction of gold (or other metal) production from a heap leach operation is essential to the economic vitality of any such operation. However, this is also one of the most challenging issues facing managers of these facilities. Three approaches to modeling gold production from the Valley Leach Facility (VLF) at Anglogold’s Cripple Creek & Victor Gold Mining Company are presented. Introduction The porphyry copper deposit “Borska Reka” is the biggest undeveloped deposit in the Timok Magmatic Complex (TMC). Total reserve calculated manually is 611 Mt (cut-off grade 0.3% Cu) of 0.62% Cu, 0.21 g/t Au and 1.81 g/t Ag and 869 Mt of 0.58% Cu, 0.14 g/t Au and 1.11 g/t Ag using software. But since several deep drill holes are suspended in high grade (0.7% Cu) porphyry, total reserves could exceed 1Gt. The massive sulfide is also detected in the central (12 m at 4% Cu) and the bottom of porphyry style. Deposit was discovered during geologic exploration of deeper part of the Bor copper and gold deposit, i.e. area of high sulfidation with dominant massive sulfides. During exploitation of massive sulfide, constant explorations were carried out aimed at the expansion of reserve and discovery of new ore bodies. In that way, porphyry copper mineralization was discovered without knowing in the beginning that it was different mineralization type in regard to the ones that had been already identified and exploited. Vertical extension of porphyry is 0 m up to -1000 m sea level and not contoured along plunge. In the very beginning (1976), the exploration was focused on the shallow part of porphyry. That is because block caving method of massive underground mining was not developed at that time. Up to 1999, most of activity was related to underground exploration up to level -395 m. Geographic position The Bor deposit is located close to the industrial and University town Bor, which has over 50,000 inhabitants (census made in the year 2002). Apart from the Bor Mines, industrial complex of Mining & Smelting Basin Bor (RTB) comprises also a copper smelter (installed capacity up to 160,000 tons of blister copper) and tank house, copper wire factory, copper tube factory etc. Currently, RTB Bor is under privatization process that is going to be completed by the end of 2006. Up to date, over 20 companies have bought tender documentation.

The effects of microwave treatment on the floatabilities and magnetic susceptibilities of some sulfide minerals, namely, pyrite, chalcopyrite, galena and sphalerite, were studied. Pure mineral samples were prepared in -425+212-µm, -212+106-µm and -106+38-µm size fractions. Microflotation and magnetic separation tests were carried out on the samples after microwave treatment at 600, 950 and 1,300 Watts for 5, 20, 60, 90, 120 and 240 seconds. The maximum temperature values of the samples were measured during the microwave treatment, and possible altera-tions on the mineral surfaces were determined by X-ray diffraction (XRD) analysis. The effects of microwave treatment are discussed based on the result of microflotation and magnetic separation tests. The results revealed that pyrite, chalcopyrite and galena were heated very quickly and that their surface temperatures reached ~700° to 900°C, while the temperature of sphalerite reached only ~130°C. The floatability of pyrite, chalcopyrite and galena were decreased when microwave energy and the duration of treatment were increased, owing to oxidation of the mineral surfaces caused by relatively high temperature. As expected, there was no change in the floatability of sphalerite. The magnetic properties of pyrite and chalcopyrite were improved by the increase in microwave energy and the duration of treatment to such an extent that 90% of the feed separated as magnetic product. But no change was observed in the magnetic properties of galena and sphalerite.

The sinking and lining of a large mine shaft with 8.0 m i.d. and 1,133 m total depth is described in detail. The ground freezing method was applied to safely sink the shaft through unstable, waterbearing strata. Following a brief introduction to the geological and hydrological conditions and the owner's shaft requirements, is the general technical concept to sink and line the shaft. Particular emphasis is put on the lining system which has to provide stability and absolute watertightness for the lifetime of the shaft, even though mining takes place in its immediate proximity. Machinery and equipment used to execute the work are mentioned and commented. Furthermore, the excavation and lining of the large filling stations using rock anchors and shotcrete are described. Details on performance rates are given.

A dedicated tunnel construction version of the Caterpillar 328D LCR compact radius excavator is proving highly productive on the A9 Autoroute construction project near Visp, in Switzerland. It is the first machine of its kind to operate on a Swiss contract and uses a special dedicated front attachment designed and constructed by German Caterpillar dealer Zeppelin. The machine offers a powerful, stable and compact solution for tunneling contractors. A rear overhang of just 305 mm (12 in.) provides a tail swing radius of just 1.9 m (6.2 ft). The 328D LCR is ideal for the restricted working areas within a tunnel construction site. The machine is equipped with the wide tracks from the 330D L conventional crawler excavator, ensuring maximum stability when operating. In addition, the boom mounting has been moved further toward the center of the machine for the tunnel model, creating an increased lift capacity over the front end compared with a standard 325D L. The boom itself features a robust box section construction, with high-strength steels, additional supporting struts and reinforced bearings for maximum durability. All pins have hard-chromium plating for optimum protection against wear. Stick digging force is a powerful 134 kN, with up to 212 kN of bucket digging force available, for maximum penetration in blasted material. The 328D LCR is also equipped with a heavy-duty dozer blade as standard. This ensures outstanding stability when working and providing a useful secondary tool for clearing and leveling within the jobsite. Two 45° tilting mechanisms in the boom construction, allow the boom to be swung to 45° on either side of the machine. So the specially designed attachment linkage provides increased rollback for access to the roof of the tunnel. A Caterpillar CW45S mechanical quick-coupler allows rapid changes between specialist tunneling attachments, standard Caterpillar buckets and a range of Caterpillar work tools. The machine is powered by a Caterpillar C7 diesel engine. This six-cylinder EU Stage IIIA diesel motor [ ] offers 8 percent more power than its predecessor, with 140 kW (190 hp) available at just 1,800 rpm. Caterpillar?s ACERT combustion technology results in lower fuel consumption and reduced exhaust emissions. However, the tunnel machine is also equipped with a diesel particulate filter as standard, to further cut exhaust gases within the tunnel working. The 328D LCR is designed for use in transport tunnels of 6.8 m (22.3 ft) in height. With the tunneling boom in place, the machine has an operating weight of 42,540 kg (93,783 lbs), yet retains a transport height with the tunnel boom of just 3.9 m (12.8 ft). Transport width with 600 mm (23.6 in.) track shoes, is just 3.2 m (10.5 ft). On the A9 tunnel contract, the machine is being used by a consortium of Swiss and Austrian companies working for the canton of Valais? Routes Nationals Construction (RNC) department. The 31.8-km (19.7-mile) A9 Autoroute construction project will connect Sierre in the west and the town of Brig to the east. The tunnel that is bypassing the town of Visp is just one of a number along the mountainous route.

Increased TBM performance is leading the way for resurgence in tunneling activity in NYC. Tunnels will be excavated in the same geologic formations as previously excavated D&B tunnels whose construction records are providing valuable insight into the prediction of rock mass behavior. This report compares an eight mile stretch of NYC Water Tunnel #2 with the recently excavated eleven mile stretch of the TBM driven Water Tunnel #3. Comparisons of the type and amount of rock support installed as well as water inflows and grout quantities are made. Rock mass characteristics specific to TBM performance are also evaluated.

Two-phase (water and air) flow in a self aerated WEMCO flotation machine has been investigated using computational fluid dynamics (CFD). A 0.8 m3 model is considered. The flow is modeled by Euler-Euler approach, and transport equations are solved using a commercial software ANSYS-CFX5 [1]. Because of the lack of circumferential periodicity in this machine, the entire machine is modeled and unsteady simulations are conducted in the whole volume of the bulb. Uniform bubble diameter is specified, and the effects of bubble diameter are determined by conducting simulations for three diameters of 0.5, 0.7, and 1.0 mm. The unsteady air flow rate through the machine is predicted as an outcome of the simulations. Air volume fraction contours and velocity field in different parts of the machine are presented and discussed.

The Wachovia Headquarters and Arts and Cultural Campus project in Charlotte, NC includes a 1.5 million square foot, 48-story office tower, two museums, an Afro-American cultural center and a 1,200 seat theater for the performing arts. Public access to the Cultural Campus is through two pedestrian tunnels constructed under city streets connecting to parking garages. The 5.7 m wide by 4.7 m high mined tunnels were procured through a design-build contract. The tunnels were designed as initial/final shotcrete linings with a sprayed water barrier sandwiched between layers of shotcrete. In addition, the mix design was supplemented with a cementitious admixture to develop internal water resistant properties in the shotcrete.

The new Roasting Facility at Barrick’s Goldstrike Mine in Nevada, U.S.A. was developed to process 12,000 tons per day of refractory gold ore. The process consists of crushing, dry grinding, roasting, extensive gas purification, calcine quenching and leaching in the presence of activated carbon. The new plant is integrated into the existing Goldstrike facility, treating ore from both open pit and underground sources. The process design, procurement, construction and commissioning of the Roaster facility was performed successfully over a 3½ year period with peaks of 400 engineering personnel and 950 construction personnel supporting the project. The US$330,000,000 project was completed ahead of schedule and under budget. The commissioning was well planned and proceeded smoothly through a rapid start-up to achieve all primary goals within three months of the start of processing of ore.

The paper presents a geotechnical simulation of the "Mavropigi" open pit mine (Western Macedonia Lignite Center, Greece), using the finite element method. The simulation was based on the initial planning of the pit using Mohr-Coulomb and Soil Hardening models. Results indicate high stability factors as well as the magnitude of the expected horizontal displacements and floor heaving. However, these deformations do not influence decisively the overall stability unless locally adverse tectonics are encountered. Results can be used in the ongoing update of mine planning and stability evaluation.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. The future of the world's minerals industries is often painted as bleak. Peter Drucker has repeatedly proposed that the demand for minerals has become "uncoupled" from world economic growth.' This implies that, while mineral demand was in the past linked to the growing demand for and consumption of goods and services, further world development will not require substantial mineral inputs. Lester Thurow noted that for these reasons the US minerals industry is diminishing in scale and economic importance.2 There is some documented evidence of such uncoupling, and the demand for minerals may indeed diminish in the future. But such announcements are, to this point, no more than speculation. For instance, is it not just as likely that renewed environmental concerns will cause increased demand for the relatively innocuous environmental properties of metals, replacing plastics? And even if the prophesied demand decreases do occur, a sufficient fall in metal prices due to technological advances could increase the quantity of minerals demanded above current levels, in spite of leftward shifting demand curves. Thus, worldwide mineral production activity may increase or decrease in the future and no one can say whether more or fewer of the earth's citizens will become involved in the extraction and processing of minerals.

The floatation of niobite was studied using a number of collectors at various dosages and solution pH’s. Octyl diphosphonic acid was found to be an effective collector for niobite flotation with good selectivity. A flotation recovery of 91.2% was obtained with 140 mg/l octyl diphosphonic acid at pH’s less than 5.0. Infrared absorption spectroscopy (IAS) and X-ray photoelectron spectroscopy (XPS) were used to characterize the interactions of niobite with octyl diphosphonic acid. Species distribution diagram of octyl diphosphonic acid and niobium species was used to elucidate the flotation behavior of the mineral with octyl diphosphonic acid. The extraction and processing of minerals from surface mines and quarries can produce significant fugitive emissions as a result of site activities such as blasting, unpaved road haulage, loading, primary crushing and stockpiling. Uncontrolled fugitive dust emissions can present serious environmental, health, safety and operational issues impacting both site personnel and the wider community. Simulation technology is finding increasing use for the purposes of advanced warning of potential problem emissions in addition to providing a basis for future planning applications where demonstrable compliance with regulatory requirements are necessary. The initial re-entrainment and subsequent dispersion of fugitive dust presents a process complicated by the combination of the in pit topography, the surrounding natural topography and the dynamic nature of emissions from these sites. These factors impact upon the accuracy and reliability of the conventional Gaussian plume based computational prediction methods employed for regulatory compliance and IPPC applications. This paper proposes that optimal modelling of open pit emissions may be more accurately achieved by the use of a multi-scale predictive modelling approach utilizing computational fluid dynamics (CFD) methods for high resolution near source dispersion and conventional Gaussian based methods for far field dispersion modeling. This paper presents a numerical based flow and dispersion analysis of a typical UK based open pit utilizing CFD in conjunction with a conventional Gaussian plume based methods. Typical operating emissions and meteorological conditions are obtained from long term data records collected at a large operating quarry extraction operation in the UK. Emissions are modelled using a Lagrangian framework within conventional atmospheric boundary layer (ABL) profiles expressed as functions of turbulence and velocity parameters under assumed neutral conditions. Results are presented in terms of the impact of site topography on in pit retention as compared to the Gaussian based method.

The Beacon Hill Station and Tunnels portion of the Sound Transit Central Link Project consists of one mile of twin rapid transit tunnels, an underground station, portals and ancillary works constructed in an urban environment. Presently under construction, the station will set a number of North American firsts including deepest soft ground excavation carried out using the Sequential Excavation Method (SEM).Located in highly variable glacial soil deposits ranging from soft, water bearing sands to stiff, slickensided clays, the station complex and running tunnels proved to be technically challenging during design. Meeting these challenges necessitated an extensive geotechnical investigation, a trial shaft, and state-of-the-art numerical analyses to develop ground conditioning, pre-support, excavation support and structural design. A comprehensive risk identification and mitigation program, and innovative procurement strategy were incorporated into the design and contract bid documents.
