The American Society of Civil Engineers, by a vote of its membership of six to one, has favored the acceptance of the invitation of the three present Founder Societies, namely, the American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Institute of Mining Engineers, to become a, fourth Founder Society and share with the rest the occupancy of the Engineering Societies' Building. Fortified by this vote, the Board of Direction of the American Society of Civil Engineers has caused a contract to be entered into between, that Society and the present Founder Societies and the United Engineering Society. Work has already begun on adding three stories to the Engineering Societies' Building at a cost not to exceed 1250,000. This cost will be borne by the American Society of Civil Engineers, thereby making its contribution approximately equal to that of the other Founder Societies.

One session of the annual meeting of the American Society of Civil Engineers-the first since this society became a Founder society with representation on the Board of the United Engineering Society-was held on Jan. 17, 1917, in the Engineering Societies' Building. Mr. Charles F. Rand, Past-President of this Institute, and President of the United Engineering Society, welcomed the new Founder society in the following words: "As one who has looked forward very earnestly to this clay, and who has made a modest effort in favor of the new arrangements, it is a peculiar satisfaction to be the representative of the Trustees of the United Engineering Society and to welcome you on the occasion of your first meeting in this building in which you now own' a quarter interest. "'As this is your annual meeting, I cannot take your time for extended remarks, yet it seems proper that I should call attention to a few facts respecting the United Engineering Society, with which you are now identified. "The United Engineering Society exists for the purpose of holding the legal title to certain of the property of the societies of Civil, Mining, Mechanical and Electrical Engineers and to act for them in certain matters. "The value of its property, including real estate, the Library and the Reserve and Endowment funds, exceeds two million dollars, all free and clear. "The total membership of the four Founder societies is 29,000 and the membership of associate societies is 23,000, making a grand total of 52,000 engineers who now have headquarters in this building.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. In opening the meeting I wish to express my greatest pleasure at being able to greet this joint session of the Mining and Electrical Engineers. As engineering develops, we find that the border lines between the different branches of engineering become more and more indistinct; the several fields overlap so much that they are three or four layers deep in places. It is only an accident that we couldn't have had the Mechanical Engineers also as a formal part of this gathering, because they are quite as much interested in this subject as the Electrical or Mining Engineers. Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit became the Mossy Creek mine. From that time until 1913, small- scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposit dates from 1913 when the American Zinc Co. started operations at Mascot. Mining in the Mascot-Jefferson City area today is devoted exclusively to the zinc sulfide, sphalerite. Various grades of zinc mineralization have been found intermittently through a 600-ft vertical thickness. However, the commercial ore is confined to a total thickness of about 250 ft, from which it usually is mined irregularly from four or five separate levels known locally as "ore runs." In a few places vertical thicknesses up to 150 ft have been mined where commercial material extended from one run to another.

The American Zinc Company’s mining operations in East Tennessee are located in Knox and Jefferson Counties. Mineralization occurs, intermittently, through a strike length of more than 30 miles, from near the eastern edge of Knoxville northeastward to a few miles beyond Jefferson City. The presence of zinc in these Counties has been known for well over 100 years. In 1910 it was brought to the attention of American Zinc Company that zinc sulphide deposits in the Mascot area might be attractive. Following an examination and some surface prospect drilling, the American Zinc Company of Tennessee was organized and acquired the Mascot properties in 1911. Operations began in 1913 on the basis of 1,000 tons per day mill capacity. With the successful operation of the Mascot mines, the Company undertook explorations in the area from Jefferson City southwest through Friends Station to Mascot. The efforts resulted in development of substantial tonnages of zinc ore and enabled the Company to expand the Mascot and New Market milling operations to their present capacity of 11,100 tons per day. M ETHODS by which Americanization is developed among the foreign workers at the mines in the United States, with particular reference to mines of the Pennsylvania coal region, were discussed in a most constructive way at the Wilkes-Barre Meeting of the Institute. Arthur Notman, of the Phelps Dodge Corpn., as chairman, guided the discussion. Americanization was defined by E. E. Bach, !chairman of the Institute's Sub-committee on Americanization, who said: "Americanization applies either to the native-born or foreign-born and is that process of assimilation which guarantees the full functioning of American citizenship. Naturalization papers merely entitle one to the privileges of citizenship."

The Port Radium mine of Eldorado Mining and Refining Limited, located on Great Bear Lake only a few miles from the Arctic Circle in north-western Canada, is the oldest uranium producer in Canada, The first concentrates were produced in 1933 and except for a period between 1940 and 1942 the mill has operated continuously. Although it is located in a remote area, and compared to more recent mines in other areas is a small tonnage operation, nonetheless the relatively high grade of the Port Radium ore has permitted operation to date on an economical basis. The mill process at Port Radium includes the original gravity concentration mill, and since 1952 an acid leaching plant which treats tailings from the gravity mill and tailings recovered by dredging of residues from underwater dumps in Great Bear Lake. The pregnant solution from the leach plant has to date been processed through aluminum reduction to yield an intermediate grade uranous phosphate-arsenate precipitate, Because of the rising costs of the aluminum reduction process, and its sensitivity to ore composition, Eldorado became interested in possible application to Port Radium of the solvent extraction processes of which we were obtaining increasing information in the latter part of 1954 and during 1955.

The amine flotation of feldspar from a magnetite concentrate produced at a domestic concentrator was investigated using zeta potential measurements, Hallimond tube flotation tests, and laboratory-scale flotation tests. The point of zero charge of six feldspars (microcline, orthoclase, albite, anorthite, anorthoclase, and oligoclase) range from pH 1.4 to 2.5. Hallimond tube flotation tests using amine flotation reagents were performed on these feldspars and on gangue material (quartz, albite, and microcline) from the magnetite concentrating plant. Laboratory-scale (623 g and 2500 g) flotation tests were performed on the magnetite concentrate to float the feldspar. The effects of three different collectors, two levels of collector concentration, three pH levels, starch, HF acid and regrind were investigated.

The gangue in some magnetite ore bodies contains feldspar; the alkali content of the feldspar reduces the usefulness of these iron ores. One method of decreasing the feldspar content in magnetite concentrate is froth flotation. The amine flotation of feldspar from magnetite concentrate was investigated using zeta potential measurements, Hallimond tube flotation tests and laboratory-scale flotation tests. The zeta potential of various feldspars (microcline, albite, anorthite, oliqoclase and anorthoclase) were determined as a function of pH; the point of zero charge ranged from pH 1.4 to 2.5. Hallimond tube flotation tests using two amine reagents were conducted on the feldspars. Hallimond tube flotation tests using six amine flotation reagents were performed on the cobber tails (quartz, albite and microcline) from a magnetite concentrating plant; in all cases, over 85 percent flotation recovery was obtained at pH 8 and 10-5 to 10-4 [M] collector addition. Laboratory-scale (667 grams) flotation tests were performed on the magnetite concentrate in an attempt to float the feldspar which had reported to the concentrate. The effects of three different collectors, two levels of collector concentration, three pH levels, starch and HF acid were investigated.

The effects of particle size, particle shape and degree of aggregation on n-dodecylamine flotation of -20 µ m quartz and glass beads were studied. A microflotation cell suitable for use with very fine particles was used in the flotation experimentation. Degree of agglomeration of particles was estimated by comparing size distributions of the quartz and beads in a dispersed system to size distributions in systems in which the collector was present. Results obtained show that in such flotation systems the fine particles are not generally present as individual particles during flotation but rather as aggregations. However, the quartz floats more readily than the beads indicating that there are some shape effects in the systems, considering the large specific surface areas of the materials it also appears that substantial amine consumption in the systems may limit flotation or lead to a requirement of greater reagent dosage for equivalent flotation to that tor larger particles.

THIS paper describes the application of amine flotation to a specific problem-that of increasing the grade of magnetite concentrates derived from an iron ore requiring extremely fine grinding for mineral liberation. Experiments conducted on an iron ore from Wisconsin had shown that concentrates containing 60 to 62 per cent iron and 12 to 14 per cent silica could be produced by magnetic separation. The residual silica occurred as quartz and hornblende, either entrained or locked with magnetite. Most advantageous utilization of the concentrate, however, necessitated that the silica content be reduced to about 5 per cent, equivalent to an iron content of 67.5 per cent. It had been demonstrated that tabling of the magnetic concentrate removed sufficient quartz and hornblende to yield an acceptable concentrate, but disadvantages inherent in tabling dictated that flotation be investigated as a substitute. The goals set for the flotation investigation were: (I) the production of concentrates of about 68 per cent iron content from the magnetic concentrate; (2) an iron recovery of about 85 per cent of that in the feed to flotation; and (3) minimum reagent cost. Both batch and continuous flotation tests were employed; the former, to establish the procedure and the latter to verify it. Although the data were obtained on a specific ore, and with a commercial application in view, it is believed that they have a bearing on other problems where amine flotation is being used or is anticipated. SAMPLES Two samples, designated "minus 100mesh magnetic concentrate" and "minus 150-mesh magnetic concentrate," were used for the batch experimental work. They differed only in the degree to which the crude ore was ground prior to magnetic separation. They were stored moist in steel drums in quantities sufficient for all the experimental work reported. This procedure had the advantage of allowing all tests to be made on common samples, but had the disadvantage that the individual flotation samples, because of the difference in storage time, were subject to various stages of surface alteration. Previous work had indicated that common samples were desirable for the batch studies, and it was decided that if these data appeared sufficiently promising the effect of surface alteration could be checked best by continuous tests. The size distributions and the assays of the samples are given in Table I. The minus 150-mesh magnetic concentrate, on which most of the flotation tests were made, assayed 60.9 per cent iron, 13.3 per cent silica, and 0.016 per cent phosphorus. RECENTLY the long-chain primary amines have been used extensively for the flotation of silicate minerals. The use of amines to float sulphide minerals has been investigated by several authors1-5,18 but most of this work has been done with the short-chain (less than six carbon atoms) primary amine compounds or the more expensive secondary, tertiary and quaternary amines. Perhaps the fact that the long-chain amines are good collectors for the common gangue minerals has led investigators to omit them from consideration as collectors for the selective flotation of metallic sulphides. The work reported in this paper was designed to investigate the use of a typical long-chain amine salt, lauryl amine hydrochloride, as a collector for the flotation of galena-sphalerite ores. The results show that lauryl amine hydrochloride (LAmHCI), when used in small amounts, is a good collector for the selective flotation of sphalerite and galena from the common gangue minerals. The differential flotation of sphalerite from galena was not accomplished but the amine flotation of sphalerite after the standard xanthate flotation of galena is possible. The experimental work reported herein is not complete enough to be able to say whether amine flotation of lead-zinc ores would prove superior to xanthate flotation, or whether the method is even applicable to a more complex ore than the one used for this work. However, the apparent reagent costs for the flotation operations described in this paper seem to be less than for xanthate flotation. This fact alone should be sufficient to encourage the millman to investigate the use of these amine reagents, especially as these reagents are available on a commercial scale at a reasonable price. This paper has as its secondary purposes to illustrate how contact-angle measurements have aided in this investigation, and to bring forward some evidence concerning the mechanism of the collecting action of primary amines. CONTACT-ANGLE TESTS The contact-angle measurements were made by the method described by del Giudice6 and used in recent work by Taggart and his collaborators.7-9 The mineral specimens for the contact-angle tests were carefully chosen, to avoid cracks and inclusions of other minerals. All specimens were mounted in "transoptic" plastic mounts and the surfaces were cleaned by polishing with levigated alumina on a cloth-covered glass polishing wheel. Distilled water was used on the lap during the polishing and at all subsequent steps in the contact-angle tests. The mounted mineral specimens were handled with glass forceps and special care was exercised to prevent exposure of the dean surface to air or any other source of contamination.

The Australian Mineral Industries Research Association, set up by the mineral industry in 1959, acts as a research and development broker and manager for the industry. In 1984/85 it contracted out just over $3 million of projects. Its structure and method of operation is described and highlights of some of the successful projects are given. The complex process of developing new proposals is described. This involves the establishment of effective communication networks within the industry and between the industry and research personnel working outside it. The advantages of the industry tackling some of its problems on a jointly sponsored basis are listed. Possible avenues for future development by the Association are given.

"The predominant current processes for the treatment of oxidized copper–cobalt ores use a reductive acid leach to bring the desired metals into solution. However, the indiscriminate nature of acid leaching results in a solution, akin to a metal soup, containing not only the Cu and Co but also an extensive suite of other metals. These other metals, notably Fe, Mn, Al, Ca, Mg and Si, all have to be eliminated from solution before the copper and cobalt can be recovered. Generally precipitation processes are used, but these tend to result in significant losses of copper and/or more usually cobalt from solution, leading to reduced recoveries. The AmmLeach® process uses ammonia-based chemistry to selectively leach the target metals, leaving the rest behind in the leach residue. This approach eliminates any need to clean the solution of unwanted metals and the consequent metal losses. After solid–liquid separation, the leach solution is immediately subjected to separation and concentration of the copper and cobalt using solvent extraction and electrowinning. INTRODUCTION The Copper Belt extends through the northern part of Zambia and the southern province of Katanga in the Democratic Republic of Congo (DRC) and contains the richest and highest grade deposits of copper and cobalt remaining in the world. Whilst there are a number of mines that produce sulphide concentrates, using froth flotation, the largest deposits are those where near-surface sulphides have been weathered over time to form oxides. The oxides cannot be concentrated by conventional physical means to give high recoveries. Despite this, a number of dense medium separation plants have been installed and used to produce a higher grade concentrate which is typically exported (while the rejects, typically 2 to 3% Cu are stockpiled for treatment at a later date). These plants generally have low recoveries and can only be used on the dwindling supply of high grade materials. In exporting the concentrate, little value adding is undertaken within the country, thus greatly reducing the economic benefits to the country. Recent changes to the regulations in the DRC will effectively ban the export of low value ores, concentrates and intermediates in favour of high value metals. This will necessitate mines to install new processing circuits in order to comply with these regulations. The head grade of ores currently being treated in the DRC is slowly decreasing as the extremely high grade materials are being selectively mined out. In many cases, the removal of a small volume of high grade materials leaves a much larger volume of economically marginal ore behind. This is due to a desire for short-term profits overtaking long-term prosperity. The remaining ore, which in many cases is still of relatively high value by world class standards, is likely to be only treatable by low cost heap leaching. There are some initial trials of heap leaching within the DRC, but implementation at a large scale has yet to be adopted."

The existence of ammonia in underground blasting fumes was frequently measured in various field tests (6, 7). Ammonia in fumes with a TLV (threshold limit value) of around 30 ppm (slightly different in various countries) is a toxic gas but not considered to be a high risk for the underground work force as ammonia smells very itching and is extremely annoying. This might be the reason why ammonia is hardly measured in routine underground blasting fumes control. Another reason for the lacking measurement might be the circumstance that ammonia is a very reactive gas and the ammonia sensors available on the market are very cross sensitive to other gases like carbon monoxide. Nevertheless, especially since the introduction of bulk emulsion explosives in underground blasting, complaints from miners about ammonia in the blasting fumes increased. Research work by various institutions [8] around the world relates the ammonia in the fumes back to various mechanisms. Amongst others these comprise: a) non ideal (low temperature) detonation of explosives, with NH3 in the reaction products; b) reaction between rock and non detonated bulk explosives (especially when the rock is of a basic nature (high pH value); c) reaction between shotcrete and non detonated bulk explosives. Numerous blasting tests in an experimental underground set up have been made in order to check these hypotheses for ammonia origin in blasting fumes. None of them has been found to be responsible for sometimes high concentrations of ammonia in the fumes. The major reason for ammonia concentration in blasting fumes has been found in mine water of a high pH value (either natural or from using shotcrete). The mechanism identified is as follows: the moment a non detonated ammonium nitrate bearing explosive comes in contact with mine water of a high pH value, ammonia is formed immediately. The source for the undetonated explosive is twofold: firstly there is a certain spillage of explosives when the holes are charged (especially when using bulk products) and secondly not the entire explosives detonate completely. These undetonated remaining of the explosives end up in the muck pile after blasting. In case there is water of a high pH value the reaction between the explosives and the water starts immediately. This explains also the observation why ammonia can be measured in the blasting fumes quite a long time after the blast. The majority of the ammonia is not formed during the detonation; it is formed inside the muck pile even a considerable long time after the blast.

Brass is liable to failure under the combined influence of stress, certain corrosion media, and time, a phenomenon commonly termed season cracking or stress-corrosion cracking. The consequences of this are serious in applications of brass generally, including the important field of cartridge cases. Cartridge cases (70 Cu: 30 Zn) that fail from this cause may allow the escape of gas from the gun breech, a hazard to the shooter, and may not eject, thus temporarily putting the gun out of action. In loaded cartridge cases, the stress present is partly residual from the, drawing and necking operations and partly applied by the insertion of the projectile. Ammonia, present as a decomposition product of smokeless powder, air and moisture constitute corrosive media. The prevalence of season cracking has been reduced considerably, but not eliminated, during the past quarter of a century by low-temperature annealing to relieve stresses residual from fabrication, a method suggested by Diegel 38 yr. ago(I).2

Ammonia and Amonium salts have been recognized as effective leaching agents in hydrometallurgical processes due to low toxicity and cost, easy recovery and high selective recovery of metals. New research findings of considerable advantages of leaching by these agents and elimination of problems associated with acid leaching has resulted in a new approach in the world to this method. The investigations in this field indicate more frequent use of this method for extracting copper from ore and concentrate relative to other basic metals. In this paper, we have attempted to describe the basis and different ammonia leaching methods and present the major research activities in this field for copper. We have also presented the latest findings and related novel processes. Comparative assessment of advantages and disadvantages of this method relative to acid leaching method, kinetic study of copper ammonia leaching and evaluation of Eh-pH diagrams in a system containing water and ammonia are other parts of our study. Finally, by describing the studies on copper extraction from the resulting pregnant solutions, the applicable extraction agents have been reviewed.

A 2000-ton ammonia leaching plant has been operated by the Calumet & Hecla Mining Co., at Lake Linden, Mich., continuously since February, 1917, except from April, 1921, to April, 1922, during the period of depression following the European war. A description of this plant has been published elsewhere.1 The present article describes the operation of the plant since 1917, together with the changes in the process that have been found to be advisable. In spite of the fact that this plant and that of the Kennecott Copper Co. are the only ones operating on a large scale, much experimental work is being done on ammonia leaching, as applied to oxidized ores, and it is to aid these and other investigators that this detailed account is given. For the benefit of those unfamiliar with the original article, the following short abstract is given, as an introduction to a more detailed account of the process and the reasons for present practice.
