The Annual General Meeting of the South African Institute of Mining and Metallurgy was held in Kelvin House on Wednesday, 25th August, 1976. Dr R. E. Welcome The President: It is my pleasant duty to welcome a number of guests and distinguished visitors this evening. First, I would like to welcome Mr R. Plumbridge, the President of the Chamber of Mines, and Mrs Plumbridge. We have had very close co-operation with the Chamber of Mines, and it is particularly gratifying that Mr Plumbridge has had time to be with us this evening in spite of very heavy engagements. The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, August 14th, 1974. Mr P. W. J. van Rensburg (President) was in the Chair. There were present 56 Fellows, 21 Members, 2 Graduates, 5 Associates, 16 Students, and 58 Visitors, making a total of 158. The President declared the Meeting open at 4.08 p.m. OBITUARIES The President: Ladies and gentlemen, before we start the business of the meeting, it is my sad duty to announce the deaths of the following members of the Institute since our last meeting: Dr O. A. E. Jackson, Honorary Life Fellow and Past President; C. Airth, T. L. Blunt, A. E. Frazer, C. L. Lamb, and K. Richardson, Life Fellows; and J. T. Beaumont, Fellow. As you know, there were a number of other deaths during the year, which were reported at previous General Meetings of the Institute. MINUTES The President: Ladies and gentlemen, the next item on your agenda is confirmation of the minutes of the General Meeting and Special General Meeting held on May 22nd, 1974. These will be published in the August issue of the Journal, and, since you have not yet received this, I must ask that they be held over to the next General Meeting. WELCOME The President: It is a very pleasant duty for me to welcome many members of our Institute and our guests, among whom we are particularly pleased to see the President of the Chamber of Mines, Mr Dolf Schumann, who is also Honorary President of this Institute. Mr Schumann, we are extremely pleased to have you with us today. And, we welcome an old friend of ours, Mr Dillon, Minister of Mines in Rhodesia, who has come down for our Annual General Meeting. Mr Dillon, we are very, very pleased to see you here this evening, and we look forward to seeing Mrs Dillon a little later. And we have with us, too, the presidents or representatives of many of our sister and brother associations, institutes, and societies. In particular, we welcome Mr Mike Gericke, President of the South African Council of Professional Engineers, and Professor Midgley, President of A. S. and T. S. We are also pleased to welcome the Presidents of the Mechanical Engineers, Electrical Engineers, Certificated Mechanical and Electrical Engineers, the Civil Engineers, the Joint Council of Scientific Societies, the Mine Ventilation Society, the South African Association of Consulting Engineers, the Association of Mine Managers, the Institute of Foundrymen, the Institute of Welding, the Federation of Societies of Professional Engineers, Mine Surveyors, Production Engineers (London), and the Institute of Production Engineering. We are very glad, too, to have with us a visitor from England, Professor Raynor and Mrs Raynor. Professor Raynor is Professor of Metallurgy at Birmingham University, and a very well-known metallurgist in Britain. We also have with us the Chairman of the Ferro-Alloys Association. We are expecting the Chairman of our Witbank/Middelburg Branch, the Chairman of the Engineers' Liaison Committee, Pretoria, the Director of the Witwatersrand College of Technical Education, and, of course, our old friend, Mr Eric Boden, the Manager of A.S. and T.S. It is a very great pleasure to have with us a number of persons who will receive honorary Life Fellowship at this meeting, and there are some Gold Medal winners and winners of our Student Prizes. We have apologies from a number of people who are away on business, and unfortunately some are ill. But we are extremely pleased to see those of you who are here, and we are also very pleased to see so many ladies. We expect to see many more of them later this evening, at our Cocktail Party. ANNUAL REPORT OF THE COUNCIL AND ACCOUNTS FOR THE YEAR ENDED 30TH JUNE 1971 THE PRESIDENT: We now come, ladies and gentlemen, to the annual report of the Council of the Institute-and our accounts for the year ended 30th June, 1971, and these documents are on your chairs; I know you probably haven't had time to study them yet, but I would like to highlight some of the things which I think are worth mentioning. I would ask you to take, first of all, ladies and gentlemen, the report of the Council as being read, and before moving adoption, however, there are certain salient points I wish to touch on, and I will leave the financial side of this entirely to our very competent and worthy, Honorary Treasurer, Mr Denis Maxwell.

Papenfus, Fellow, who joined the Institute in 1942 and passed away on the 28th of May, 1970. Mr D. G. Beadle, Fellow, who joined the Institute in 1946 and passed away on the 17th of June, 1970. Gentlemen, Derek Beadle was very well known in this Institute. His papers on dust will be remembered and, at the time of his untimely death, he was one of our assistant editors. ANNUAL REPORTOFTHE COUNCILAND ACCOUNTS FOR THE YEAR ENDED 30th JUNE, 1970 The President: 'I now have pleasure in presenting to you, the Annual Report and Statement of Accounts for the year ended June, 1970. These have been handed to you this afternoon and, as is customary, I propose they be taken as read. Before moving their adoption, however, I would like to refer to some of the salient features, leaving as is usual, the task of dealing with the finances, to our Honorary Treasurer. It is encouraging that membership has continued to grow, and now stands at 1,613, an increase of 61 over last year's total. Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. Up to now there has not been much reaction to this campaign, but I hope we will see results in the coming year. At the same time, Council has recognised the need for change in the conduct of the Institute's affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. The Institute must cope with these changing needs if we are to continue to perform a useful function. The

There were also present sixty-two Fellows, twenty-four Members, two Associates, three Students and eighteen Visitors, making a total of one hundred and nine. The President declared the meeting open at 4.05 p.m. OBITUARIES The President: It is my sad duty to announce the death of six members of this Institute. The first of these is Dr A. J. Orenstein, Honorary Life Fellow, who joined the Institute in 1916 and died on Seventh July. Dr Orenstein became almost a legendary figure in Medicine as a result of his work in the control and elimination of malaria during the digging of the Panama Canal and I believe he was actually engaged working until four days before his death. The other members who have died are: F. Meyer, died on 8th June; S. D. Loxton, Fellow, died on 13th May; J. Innes, Fellow, died on l0th January, 1970; O. B. Prentis, a Member, died on 4th June, and J. Brits, Associate, died on 27th June. WELCOME TO VISITORS 'On behalf of the Council, may I say how delighted we are to have such a splendid gathering with us on this our Annual General Meeting. In addition to our own newly appointed Minister of Mines, we are also honoured by the presence of the Minister of Mines of Rhodesia, Mr I. B. Dillon. I think not even our oldest members can recall an occasion on which two Ministers of Mines were present at a meeting of the Institute. It is a particular pleasure to welcome them this afternoon. I am happy to say that Minister Koornhof is an Honorary-Vice President of the Institute, and Minister Dillon is an Honorary Member. The presence of your goodselves, gentlemen, with us this afternoon, I am sure underlines the great significance which we believe both countries attach to the economic exploitation of the vast mineral resources of Southern Africa. For over 70 years, this Institute and its members have been making their contribution to this great task of mineral exploitation, and we feel that your presence with us today, is a token of the confidence of your governments in what this Institute and its members have been endeavouring to do. Also present with us today, is Mr R. C. J. Goode, President of the Chamber of Mines, and Honorary President of this Institute. I was going to say I welcome Mr Goode, but it is rather difficult to welcome a man to his own home, and this is the case with Mr Goode. He is a very distinguished and a very recent past president of this Institute and he remains now, as he has been for as long as I can remember, one of our most active and valuable members. This I think, ladies and gentlemen, is the second rather unique feature of this occasion this afternoon, because no one else can recollect an occasion on which the President of the Chamber of Mines was also a past president and an active member of our Institute. A special word of welcome, Mr Goode. Mr Tommy Gibbs, our Government Mining Engineer, is in a somewhat similar position as he is also a member and an old and valued friend of our Institute, - welcome to you, Mr Gibbs. Mention I think, must be made of the fact that we are very glad to have with us Dr A. J. A. Roux, President of the Atomic Energy Board, and Mr Stanley Craib, President of the Associated Scientific and Technical Societies. Then, within the great family of the A.S. and T.S., we have the presidents, or the vice-presidents of I believe 13 of the constituent societies. These gentlemen, like all the rest of us, have the rather tiring task of supporting and upholding their fellow presidents on occasions such as this. OUR 78th Annual Meeting was, technically and attendance-wise, one of the greatest to date. No one who came to New York's Hotel Statler had time to hear all 266 papers, or to attend all 70 sessions and 27 committee meetings, or to shake the hands of the more than 3000 engineers, educators, students and executives who attended-but no one was lost in the crowd. For crowds always dwindle down to groups of two and three and four, and those are the little sessions which make our meetings well worth attending. Herewith four pages of photographic highlights and sidelights on the February gathering.

RECORDING that the latest annual meeting was the largest and most successful ever held has be-come almost a habit, but when, as this year, the registration on the first day exceeded any other first day by two hundred, the annual dinner attracted nearly 1200, as compared with 750 at the previous largest one, and the number of technical sessions was larger than ever before, there seems no escape from so regarding it. In spite of the third day being a legal holiday (Washington's Birthday) no slackening, in attendance and interest was noted, and throughout the four days the greatest problem was to find enough meeting rooms and chairs to provide for the sessions, of which as many as twelve were in progress at one time. Solution of the problem would not have been possible (since the Engi-neering Societies building, was designed to provide only three general meeting rooms) except that a part of the eighth floor happened to be temporarily vacant. As these extra rooms will not be available next year, it may become necessary to adopt measures to keep the annual meeting down to the limit of facilities for handling it. The meeting opened on Monday with simultaneous sessions on iron and steel, geophysical prospecting, mine ventilation, non-metallic minerals, and milling, methods. The first four, which were continued after the usual recess for lunch, are reported in more detail elsewhere.

A LARGE attendance at the annual dinner of the Institute, to be held this year on Tuesday eve-ning of convention week, is already assured. Presentation of the Douglas, Hunt and Saunders medals will attract unusual attention since not only in Blaylock, Mathews and Hoover the Institute will be honoring men who have made notable contributions to the advance-ment of their profession, but as to one of them each person as he passes down the reception line will be won-dering whether in renewing acquaintance with our past-president and present Secretary of Commerce, he is not greeting the next president of the United States. Elsewhere in this issue accounts of the professional careers of these three men appear as also of the two younger men, Charles H. Herty, Jr., and P. H. Royster, who are to receive the Robert W. Hunt and the J. E. Johnson awards. Institute honors go for technical achievement, but the Institute will be proud and happy if the nation should later confirm its own judgment by placing larger responsibilities on one of its members. The medals are to be presented at the annual dinner following the President's reception and preceding the dance. There will be no. other speeches and since the occasion falls on Carnival Night a particularly gay evening is anticipated. The event will be at the Wal-dorf as usual, and members are urged to return prompt-ly the reservation cards sent them by mail. Other entertainment features will include a Smoker, Monday evening at 8.15, held at Mecca Temple and in charge of a new committee with Fred Kay of the Petro-leum Division as chairman. He promises that vocal music will not be allowed to interrupt conversation. Lunch will be served each day on the Fifth Floor of the Engineering Societies Building, and ten special luncheons and dinners have been arranged for particu-lar committees and groups as shown by the detailed program. The Woman's Auxiliary has laid out a gen-erous program including luncheons, teas, a theater party on the night the men folks go to the Smoker, visits to museums and, not the least important, a round of the leading shops. The Excursion Committee is arranging for an excur-sion sure to be of interest. The American Smelting and Refining Co. has opened its great Perth Amboy plant to the Institute, and on Thursday, Feb. 23, a party will be taken to it by bus traveling through the Holland Tunnel en route. Full opportunity will be afforded those interested to see the workings of the ventilation system of that great public work. If a sufficient number indicate interest, arrangements will be made for group excursions to other plants in the vicinity of the city.

THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.
