The title of my talk, "What Happened to the Uranium Boom?" is old news. Certainly it is for this group. All of us that make our living in uranium know that the boom of the last half of the 1970's is over. U.S. production has been exceeding consumption by more than two to one. Mines and mills are closing and yellowcake prices have been dropping for over 20 months. The gloomy outlook for the industry in the near term has been well documented by soothsayers of various descriptions, your daily newspapers, and in the Nuexco Monthly Reports. I'd like to attempt to describe the next upturn in the market (speculate, really) based upon the clues we're seeing now. In order to do that, I'd first like to go over briefly, some of the market factors that contributed to the recent price drop and resultant production cutbacks, and then hypothesize on the way these factors are changing and will change. Market prices are greatly affected (maybe even entirely determined) by buyer perceptions. This is particularly true with uranium, because of the long lead times associated with nuclear plant construction and also with conventional mine/mill development. Before the price rise (say, 1975) utility uranium buyers believed that: 1) U.S. producers would have difficulty expanding to meet U.S. demand. 2) Australian and Canadian production was essential to avoid shortages in the early 1980's. 3) Uranlum prices would continue to rise as demand exceeded supply. 4) Enrichment capacity would become inadequate. It was thought necessary, therefore, to build enriched inventory in the early 1980's for use in the late 1980's. Artificially accelerated expansion of the uranium producer industry was necessary to accommodate anticipated enrichment demand. Current perceptions are largely the opposite. These are the beliefs that were held most of this year and late last year as prices dropped. 1) U.S. production is far in excess of domestic need. Contraction of the U.S. production lndustry is necessary. 2) Canadian and Australian supply is optional and not essential. Producers in those countries are expanding mainly by displacing higher cost production and not because they fill a void, 3) Prices may be essentially stable for some time. 4) Enriched uranium is in excess supply. That is 1981. 1982 is shaping up to look like this: 1) Prices will have bottomed out. (That is not Nuexco's opinion necessarily, by the way, but it is my opinion.) 2) There will still be substantial utility inventories, but fewer spot sales. 3) Canadian and perhaps Australian sellers will have made substantial sales in the U.S. and will be aggressively seeking more. 4) U.S. production will have been dramatically curtailed. U.S. utilities that wish to con- tract long term will have difficulty in finding domestic sellers. Concern will develop about the availability of U.S. production capability. Virtually all long term con- tracts signed will be with non-U.S. sellers. 5) An awareness will begin to develop among U.S. buyers that we are approaching a period of dependence upon foreign uranium (which will be true). The history of the uranium market has been one of dramatic changes and overreaction to those changes. The rapid price rise of a few years ago generated excess U.S. production capacity and the rapid price drop of the last two years will almost certainly result in too little capacity. It will soon be difficult for U.S. buyers to buy domestic material except on the spot market. The question is, "will they care?" The lack of demand, of course, is the underlying reason for the current poor health of the uranium industry. In 1972, 1973 and 1974 collectively, there were 105 nuclear reactors ordered in the U.S. That ordering rate was expected to continue and accelerate throughout this century. In 1975, 1976, 1977, 1978, 1979, and 1980 altogether, there were 56 more reactors cancelled than ordered. The net growth of our only customer since 1974 has been a negative 56. TO put this in perspective, if these 56 reactors were operating now it would more than double present U.S. uranium consumption. Underlying lack of demand is something that is simply not going to change in this decade. Time is going to be required. The NRC indicates that the maximum feasible number of new reactors that can be licensed each year is six. That would increase uranium consumption by only 10% per year. New reactors, if ordered tomorrow, would not generate new uranium demand until after 1990. Geoffrey Blainey's historical account of the mining activity on the west coast of Tasmania, æThe Peaks of LyellÆ documents the changes over 130 years of activity in the region. Commissioned by the Mount Lyell Mining and Railway Company, emphasis is placed upon the development of the Mount Lyell Mine in Queenstown. Chapter 19 æWidening HorizonsÆ details the review the Mount Lyell Company undertook in 1904/05 to ensure the future of the operation, following the pessimistic outlook regarding diminishing reserves and poor grade ore. The analogies documented between the Mount Lyell Company at that time, and Gold Mines of Australia 90 years on are remarkable, with both companies demonstrating a commitment to the Mount Lyell area through active exploration, the proactive search for alternative technology and the recognition of the valuable human resource. As Blainey writes (Blainey, 1993), æwith its expanding chemical works, its huge Tasmanian mines, its railways and smelter, its coke works and its mine crusade, Mount Lyell was probably one of the nation's five great industrial companies in 1906 or 1907. This brief phase of industrial and mining expansion had its seed in the threat of extinction . . .Æ After a number of reprieves, the Mount Lyell mine did stop production in 1994, but that only provided an impetus for a review and rebirth.

"Geometallurgy brings together geologists, mine planners and process engineers to extract meaningful mineralogical and textural information from an orebody, with a view to predicting its metallurgical response. Preferably, automated analytical techniques, which provide mineralogical and textural information, should process a large number of samples quickly, relatively inexpensively and reliably. Microfocus X-ray computed tomography (µXCT) is capable of producing 3D volumetric information on texture and mineralogy that satisfies some of these criteria. µXCT has been used extensively to study the porosity and internal pore structure of iron ore pellets as part of downstream processing. It has not been widely applied to earlier mineralogical and textural analysis of unprocessed ore, due to the limited ability of X-rays to penetrate high-density samples. Robe River is ready to go. After seven years of extensive drilling, sampling, pilot plant studies, negotiations with Japan and Australia and agonizing ups-and-downs in financing, this $300 million iron ore project in Western Australia is all set to rush project development to the production stage. Preliminary engineering completed, the combined efforts of Japanese, U.S. and Australian mining concerns will proceed with construction of the project's mining, processing, pelletizing and shipping facilities.

THE cause of silicosis and its prevention have held the attention of medical men and mine operators for many years and at the present rime the study of this disease is more than ever to the fore, even though a considerable abatement in the incidence of silicosis has been noted of late. This abatement is due to individual and collective efforts. The Industry is keenly alive to the situation and much research is being carried on. Silica dust is assumed to be a contributing factor in the cause of silicosis. How it acts progressively in the early silicoric is nor fully understood. As the study advances, more effective measures of control may be evolved. At present the Industry has three known methods of reducing the incidence: 1. By thorough X-ray examination of all applicants, with special reference to chest conditions. Those who are considered to be susceptible to the disease are prevented from entering the industry. 2. Thorough ventilation of the mine. 3. Control of tuberculosis in mining centres and removal of miners when first symptoms of tuberculosis become apparent. In 1934, the Ontario Mining Association formed a Committee, known as the Technical Silicosis Research Committee, to study and supervise work on problems related to silicosis. This Committee obtained the full-rime services of a mining engineer to carry our research work at the mines in the Province of Ontario. The Ontario Mining Association has also provided funds for the purpose of carrying on research work along pathological and biological lines. This work is being done in the Department of Medical Research of the University of Toronto, in the Banting Institute, under the supervision of Sir Frederick Banting. The Silicosis Committee work in full cooperation with the doctors in the Banting Institute and provide material from the mines for the it use.

Solvent extraction of cobalt from an ammoniacal ammonium sulphate medium was carried out using Di(2-Ethyl Hexyl) phosphoric acid in kerosene as diluent. The effect of ammonium chloride and ammonium sulphate on the extraction efficiency was studied. The extracted species in the ammonium chloride and sulphate systems were CoAz2HA.NH4CI and CoA3.HA.2(NH4)2SO4, respectively. Ammonia scrubbing and cobalt stripping studies were carried out from loaded and ammonia free organic Respectively.

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Table I summarizes these recommended levels, showing 8-hour or 10-hour time-weighted-average values where available; where these are not available, 15-minute short-term [ ]

There has been some confusion over the selection of discount rates when performing stochastic simulations of a project's net present value (NPV) using risk- adjusted discounting techniques. Some argue that lower discount rates should be used when performing stochastic valuation simulations. This creates higher NPV values and improves the attractiveness of a project. Others argue that the discount rate should not be lowered for these simulations. This paper exposes the source of this confusion. It demonstrates that stochastic simulations do not remove the risk inherent in a project and, therefore-do not improve a project's value to the risk-averse investor. Risk-adjusted discount rates should, therefore, not be adjusted downward when performing stochastic NPV simulations. Stochastic simulations are, however, shown to he useful in several aspects of project valuation.

Eldorado Resources Ltd.(ERL) uses a solvent extraction process for the processing of uranium ores. The solvent extraction plant consists of 4 extraction and 5 stripping stages with regeneration carried out as required (Wyper, 1982). Extraction is carried out with a solvent consisting of 4.5 vol % Alamine 336, 4.5 vol % Isodecanol and 91 vol % kerosene. The extraction step can be represented as In equation (1).

Two great revolutions in mining occurred during the 20th century. The first took place almost 100 years ago (1903-1905) with Daniel Jackling’s experiment in the economies of scale for large-scale mining at Bingham Canyon. Jackling’s ideas changed the focus of base metal exploration toward lower-grade, high-tonnage deposits. The second revolution was the impact of environmental and social concerns on mining. It started near the end of the 20th century and is still under way. This article speculates on the effects of this second revolution on the future of mineral exploration.

Mixed uranium and refractory metal carbide systems have been proposed for space nuclear power and propulsion applications. Solid-core space nuclear reactors could be utilized for low- earth-orbit (LEO) to geosynchronous-earth-orbit (GEO) transfers, manned missions to the moon or mars, and orbiter missions to the outer planets. However, these high performance space nuclear reactors present some challenging materials engineering requirements for operating in a high temperature, high radiation, and hot hydrogen environment. Since the RoverNERVA programs were concluded in 1973, significant advances in ultrahigh temperature materials technology have been made which can be applied to the development of an advanced solid-core nuclear fuel. Nuclear thermal propulsion (NTP) was first studied in the U.S. beginning in the mid-1950's during the RoverNERVA programs. During that time, about 20 rocket reactors were built and tested. More recently, Russian nuclear rocket reactor tests with pseudo-ternary carbide nuclear fuels (U, Zr, Nb)C and (U, Zr, Ta)C have been operated at temperatures as high as 3300 K for one hour. This study examined the processing parameters for fabricating the pseudo-ternary carbide, (U, Zr, Nb)C.

Two drill core samples of haematite/goethite from the Robe River (Western Australia) channel iron ore deposits (CID) were dated using (U-Th)/He methods in order to constrain the timing of iron oxide formation and thereby provide a temporal context for CID genesis. (U-Th)/He ages (He ages) from these samples range from the late Oligocene to Late Miocene and despite a high degree of scatter, they corroborate relationships expected from the internal ooidal stratigraphy: For individual ooids, the ages from haematitic core are older than or indistinguishable from the ages of the surrounding goethitic cortex. The goethitic cortices are, in turn, older than the ferruginised wood fragments recovered from the cementing goethitic matrix.The data suggest the following succession of ore formation phases:• Haematitic cores in ooids of both samples formed in the Early to Middle Miocene.• Goethitic cortices of both samples formed in the late Middle to early Late Miocene. This appears to be the age of goethite cortex formation regardless of depth in the core, which does not support the top-down infill model, genetic model proposed by Heim et al (2006).• Wood fragments form a prominent component of the matrix and were ferruginised during the Late Miocene. Thus the data suggest that the unique environmental conditions for the CID formation existed during the Miocene.A methodological implication of this study is that the temperature utilised for He-extraction from iron oxides has a critical impact on the mobility of parent nuclides. The typical ~1100°C laser heating used for crystalline minerals like apatite or zircon induces loss of U and Th and results in erroneously old ages.

This paper is an attempt to place Canadian Precambrian volcanogenic deposits in perspective, by examining and compiling data regarding certain neglected fundamentals of size, grade, value, frequency distribution and spatial density. The discovery roles played by various exploration methods are compared and contrasted, and. using empirical methods, the probabilities of discovery are discussed, combined with the use of an effective 'cost-per-target' program. From these basic observations, realistic exploration judgments may be made. Using similar methodology, this format may be applied to other types of deposits. Precambrian volcanogenic deposits occur in a natural geometric progression in size. They number 110, of which 70% are pre-producers, producers or past-producers. These deposits are bonanzas and generally have a 'net pre-smelter' value of between $43 and $62 per ton. The statistically typical deposit is that which occupies the modal position, has 400,000 tons of ore, a value of $20 million and occurs with a frequency of 40%. A median deposit has 1.4 million tons of ore, a value of $70 million and occurs with a frequency of 15%. An upper-decile deposit ha s 13.3 million tons of ore. a value of $750 million and occurs with a frequency of 6.5%. The major, mid-upper-decile deposits have a minimum of 50 million tons of ore, a value of $3 billion and occur with a frequency of 4%. Five major volcanogenic deposits occur in the Precambrian and account for 54% of production. This contrasts with 55 deposits (all below the median) which account for 3.9% of production.

Determination of optimal blast parameters have been the priority act for blasters on the field due to financial and technical properties of the operation. Therefore many researchs were done to establish a general formula for many years. These intends could reach some empirical and numerical design frames consisting the rock, geology and explosives properties. Blasting parameters have to be adjusted according to the desired fragmentation rate especially on the mines where particle size distrubition after blasting has a great importance. Therefore the blast designs have to be evaluated considering the particle size distribution after the blasts. The Kuz-Ram model which was modified by Cunningham is one of the tools for estimating the particle size. Although it doesn’t give an accurate result, it can be very succesful on modifying the blasting design parameters by establishing a back correlation between the blasting parameters and the exact particle size distribution results which can be easily achieved by digital image processing system. Within the scope of this study, the particle size distribution after blasting was assessed by Split-Desktop digital image processing system and bench blasting parameters were studied considering the desired particle size distribution at Espey colemanite mine using Kuz-Ram and digital image processing system combination to determine the specific blasting parameters for this site.

As you are all well aware, the minerals processing industry and process industries in general are now heavily involved in reassessing their process flowsheets. The topic of concern is the little arrow in one corner of the drawing at the end of the process flow that usually says "to waste." A really startling statement might have said "to waste disposal area," which implied that there was some concern, thought, or measures taken to deal with the waste. Since 1965, the year of the Water Quality Act, many laws have been passed and agencies formed dealing with the multi-faceted area of pollution. One of these laws, the Air Quality Control Act of 1967, was the initiating force in the development of Calcilox additive to help solve the problem of sludge disposal resulting from the scrubbing of SO2 bearing gases. The intent of this paper is to focus in with a wide-angle view on a particular type of waste stream, generally an aqueous, inorganic slurry, and present the reader with an alternate approach to their disposal via Calcilox additive stabilization. Each waste stream is unique and will require different techniques to meet the design objectives. Calcilox additive is not intended to be a panacea for every slurry disposal problem, but, rather a viable alternative that should be investigated before a final waste disposal approach is chosen. This paper will summarize the development of Calcilox additive; briefly discuss stabilization; and most importantly, discuss some applications to develop a feeling for Calcilox additive stabilization. Actual dollar costs will not be presented, for each waste stream differs and the ultimate disposal mode chosen greatly influences the costs.

"The magnetic separation removal rate of pyrite could be improved effectively by increasing the susceptibility of pyrite. The electromagnetic characteristics and absorption response performance of high-sulfur fine coal were studied in strengthening the susceptibility of pyrite. In the process of treating the sample through the microwave, electromagnetic energy could be converted into heat energy due to dielectric loss and magnetic loss. The RL(dB) was evaluate the performance of absorption response of coal. The microwave improved the susceptibility was in ultra-high frequency region, which is the most natural resonance. The absorption fine coal to microwave was strengthened and microwave energy was improved by adding the magnetite powder with double loss characteristics as the microwave absorber. The dielectric properties and permeability characteristics of the fine coal trend were investigated by maxing magnetite powder. The microwave absorption in different coal thickness was surveyed through the reflection of energy loss.INTRODUCTIONMicrowave desulfurization is one of the most important research directions (Haque, 1999; Makul, Rattanadecho, & Agrawal, 2014; Su, Tang, Zhang, Jing, & Bai, 2014). The working principle of microwave absorption response can be briefly described as the interaction of the sample with microwave energy, which will result in the microwave energy converting into heat energy loss (Keangin & Rattanadecho, 2013). For specific samples, the polarization effect includes multiple polarization mechanisms(Meikap, Purohit, & Mahadevan, 2005). Different polarization mechanisms have different occurrence time and dominant mechanisms. Meantime, energy consumption will be occurred during the process of polarization effect (Chelgani & Jorjani, 2011; Rowson & Rice, 1990) . The absorption of microwave energy in the fine coal is a process of electromagnetic response (Znamenácková, Lovás, Mockovciaková, Jakabský, & Briancin, 2005). Microwave transfers the electromagnetic waves into the heat energy by microwave dielectric loss and magnetic loss for achieving the absorption of microwave energy in the treatment of samples (Lee, Kim, Kim, Chung, & Kim, 2004). The additive magnetic medium is Fe3O4 belonging to microwave energy absorber of double loss medium (Uslu, Atalay, & Arol, 2003)."

Noise-induced hearing loss (NIHL) is the most common occupational illness in the United States, with 30 million workers exposed to excessive noise levels [NIOSH 1996] every day. Of particular concern is the mining industry; which has the highest prevalence of hazardous noise exposure of any major industry sector [Tak et al. 2009] and is second only to the railroad industry in prevalence of work-ers reporting hearing difficulty [Tak and Calvert 2008]. This document is for operators, safety personnel, and mechanics in the mining industry who are not specialists in noise control engineering or acoustics. Evaluations of successful and unsuccessful attempts at controlling noise on several large, underground metal mining machines are detailed to illustrate the basic principles of noise control. Once personnel understand the guidelines and principles of noise control, they will be able to ¦evaluate the extent of a noise problem; ¦determine the best approach to the problem; and ¦apply the most appropriate solution. Because of the insidious nature of NIHL, it can go unnoticed until a considerable loss of hearing has occurred. In some cases, diagnosis is delayed because an exposed individual claims to have become accustomed to the noise. In reality, that person may have already suffered irreversible hearing loss. Humans can hear sounds in the frequency range from about 20 to 20,000 Hertz (Hz). Within this range, NIHL usually begins in the frequency region around 4,000?6,000 Hz, the upper levels of the speech region. The first noticeable symp-toms include difficulty understanding higher pitched voices, such as the voices of females and children, and difficulty understanding certain consonant sounds, which are primarily high frequency in nature. The extent of NIHL varies depending on the level and duration of noise exposure and on an individual?s susceptibility; despite having similar noise exposure, individuals can experience differing degrees of hearing loss, or none at all. NIHL is almost always preventable. To reduce or eliminate the possibility of NIHL, an individual?s noise environment must be analyzed and appropriate action taken to reduce noise exposure.

A European Directive requires that an explosive which is sold or transported within Europe must meet certain essential safety requirements from 1 January 2003. The assessment and certification of such an explosive is undertaken by an Explosives Notified Body and if the explosive meets the requirements a certificate is issued that allows the affixation of a CE mark. The presence of a CE mark ensures the product free access to European markets. The paper examines the requirements of the Directive, identifies those explosives that come within its scope, considers the role of an Explosives Notified Body, and explains the process of applying for certification.
