The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

Underground fires often prove difficult to control , and a small fire can quickly grow into a large one , endangering life and causing large property damage . Even a small underground fire may produce enough noxious gases to cause suffocation ; therefore , every precaution should be taken to prevent and control such fires . It is ironic that mine fires should be caused when utilizing materials that are in themselves fire - resistant ; yet , cutting and welding of iron and steel are proving to be common causes of underground fires in metal mines . This paper includes 19 examples of underground fires of this nature , and undoubtedly this is only a fraction of the number of similar fires that have occurred in the last few years . This paper will review some metal - mine fires caused by cutting or welding and point out precautions to be taken to prevent other fires from this cause .

La refinería de cobre en Ilo, procesa el cobre ampolloso que proviene de la fundición de Southern Perú Cooper Corporation, la cual trata los concentrados cupríferos de las minas de Toquepala y Cuajone. En este proceso, el cobre ampolloso se vuelve pre-refinado a través del fuego para así eliminar algunas impurezas y moldear los ánodos de cobre. Posteriormente en la electrólisis, este cobre de ánodo se deposita en el cátodo, liberándose los demás elementos para constituirse en lodos anódicos y así luego ser lixiados con ácidos para recuperar el cobre y centrifugados completamente. En este sentido, el texto señala el método de tostación oxidante con Na2CO3 y en agua como uno de los que más se adecúa a la composición química particular de los lodos anódicos de esta refinería.

In this work the thermodynamics of the metallic sulphate decomposition reactions were studied through thermodynamical calculations and thermogravimetric methods. The decomposition temperatures and mechanisms were determined for cupric sulphate, ferric sulphate and also for industrial flue dust from a copper flash smelting process. The aim was to determine the thermodynamic conditions for sulphate decomposition and to estimate whether the reactions are kinetically likely to take place in the flash smelting process heat recovery equipment. The information is essential in CFD-modelling of the reactions taking place in the boiler and for optimising the process.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Companhia Vale do Rio Dote - CVRD is the largest mining company in Brazil and the largest iron ore producer in the world. Serra Geral Mine (SGM) is located at Iron Quadrangle of the State of Minas Gerais, approximately 80 kilometers from Belo Horizonte. Hematite and Itabirite are the two main minerals. A blasting with a spherical charge has been introduced at Serra Geral Mine, an iron ore producer in Brazil, belongs to the CVRD (51%) Kawasaki Steel Corporation (24.5%) others (24.5%), in order to improve fragmentation, as well, load, transportation and crushing productivity. This paper will present the results of a successful blast design with a spherical charge carried out by Serra Geral Mine, the Department of Mining Engineering at Escola de Minas - Federal University of Ouro Preto-UFOP associated to a Blasting Engineering Consultant. The results obtained in the field tests and how it was possible to increase the blast pattern in 53%, which allowed one reduction around 31% in the cost of blasting operation in the Serra Geral Mine, will be discussed in details.

Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of “electronics” as well as the constant change in materials of construction coupled with the speed at which electronics are changing. CSM researchers have undertaken a survey of the current state of pyrometallurgical processing of e-waste. This base-line will set the stage for the development of new recycling technology at CSM.

L&M have been involved on the Shotover since 1980 when we joined Jack and Barney Ryan, who had started in 1972 with gold at $45 per ounce after a successful career as roading and demolition contractors in Christchurch. The first 85 tonne plant was a typical NZ trammel-riffle table plant with an armour plated hull for surviving Shotover floods, and was fed by a 53 tonne UH20 excavator. All this gear had to be carted in over the Skippers road on a small truck or sledge for the heavy loads. This operation was successful and generated the cash flow to sample the lower section of river and plan a second plant. To reduce fine gold losses this was planned to be a jig recovery plant and also included a vibrating screen which saved space and weight over a trammel. There are five flowlines of primary jigs and one secondary, followed by two Knudsen bowls for cleanup.

The development of X-100 and X-120 linepipe steels was investigated using a series of low-carbon Mo-Nb-B steels. The laboratory steels were vacuum melted and processed using advanced thermomechanical processing (TMP) philosophies. Prior to the laboratory hot-rolling experiments, the grain coarsening temperature, the conventional T95 and T5 start-stop recrystallization temperatures and the transformation behavior of y were studied using a computer-controlled high temperature deformation MTS-458 and a Theta-IV High Speed dilatometer systems. The results from these experiments provided the guidelines for the design of the laboratory hot-rolling TMP processing experiments. The mechanical properties of the experimental steels showed yield strengths in the range 700-850 MPa and CVN impact properties of over 80 J at -20°C. The best balance of mechanical properties was obtained by using CCR+DQ+Tempering treatments. The major microstructural features responsible for the observed mechanical properties in order of importance were: a) substructural refinement associated with lower bainite, b) dislocation strengthening, c) fine recrystallized ferrite, and d) small amounts of retained austenite. Fine Nb(C,N) precipitates formed in ferrite were observed, however their contribution to the strength was minimum. Most of the Nb(C,N) precipitation took place in austenite. This precipitation was used to exert microstructural control of austenite during hot rolling. The physical metallurgy and optimum TMP to achieve the mechanical properties are detailed in this paper.

O presente trabalho faz a caracterização microestrutural e mecânica da liga de alumínio 3105 submetida a duas técnicas de Deformação Plástica Severa (NECAE - Extrusão em Canais Não-Equiangulares, e Laminação Assimétrica), a fim de se eleger entre as duas técnicas a melhor para se obter uma microestrutura mais encruada e refinada. As avaliações microestrutural e mecânica foram feitas por Difração de Raios-X (DRX), análise dilatométrica e ensaio de dureza Vickers, as quais permitiram avaliar de forma indireta o grau de encruamento / refinamento da estrutura resultante de cada processo de Deformação Plástica Severa, avaliando o incremento de dureza, perfil do pico de DRX e temperatura de início de recristalização. Conclui-se que a técnica mais efetiva no encruamento/refinamento da estrutura foi a Laminação Assimétrica, tendo em vista a geometria adotada na técnica de NECAE.

A search for the keyword nano reveals that it has not made a significant entry into the mineral processing research literature. In contrast, the terms micelle, colloid, interface, and monolayer are well established there. By considering nanoscience as colloid and interface science at the nanoscale, it is claimed that several previous and current investigations in the broad field of mineral processing fall under the umbrella of nanoscience. Several examples from hydrometallurgical processing systems (invisible gold and activated carbon in gold extraction; monolayers, reverse micelles, and microemulsions in solvent extraction; nanobiofilms and nanoparticles in biohydrometallurgy) are highlighted in support of this view.

Strip mining in Western Canada, though of considerable importance, is a fairly recent development for many of the operators in the district. Adding to the difficulty of unfamiliarity is the fact that a great deal of the stripping is done on pitching seams, for which the engineering and economic principles of setting the most advantageous strip ratio are not readily apparent. The novelty of the operation combined with the complexity of the principles involved can easily lead to misconceptions as to the determination of the economic ratio. Definition of Strip Ration There are two commonly accepted meanings of the term strip ratio: (1) The ratio of feet of overburden to be stripped per foot of coal recoverable. (2) The ratio of cubic yards of overburden per cubic yard or ton of coal. The first definition is inapplicable to pitching seams so, throughout this paper, strip ratio will be taken as the ratio of cubic yards of overburden to be removed per cubic yard of coal recoverable. Economic Ratio In the case of flat seams, the strip ratio is fixed by existing natural conditions, and the magnitude of this ratio determines whether stripping is economically feasible. With pitching seams, however, the strip ratio is a variable. On the outcrop, there is usually some coal which can be obtained with little or no stripping. As the work is carried down the pitch of the coal seam, the proportion of overburden continually increases until a point is reached where it is no longer economical to continue the operation. The question immediately arises as to the location of this point, and this resolves into the problem of determining the most favourable strip ratio, or, to use the accepted term, the economic ratio.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Currently six economic heavy mineral deposits are known on the Penholoway Terrace. These are (from south to north) the Green Cove Springs Mine (GCS), Boulogne Mine, Folkston Mine, Mission, Lulaton, and Ludowici. The GCS deposit is located to the west of Highway 17 between the towns of Green Cove Springs and Palatka in the state of Florida and has been mined since 1972. To the north, the erosion created by Black Creek restricts the northern extension of the orebodies and to the south a karst depression and erosion by the St. Johns River restrict southern extensions. The deposit is 20 miles long and up to 4.5 miles wide. Deposit thickness is from 5 feet up to 45 feet. The deposit is a series of regressive barrier island sequences deposited during the Pleistocene along the ancient Penholoway and Wicomico shorelines. The initial transgression of the ocean up to the location of the western Henry orebody was an extensive sea-level still stand as evidenced by the unit thickness and stacked transgressive regressive sequences. This period was followed by sporadic regressing seas and still stands, progressing eastward and stranding the sand bodies which make up the East Extended, TE, and East TE Ridge orebodies. The orebodies are underlain by predominantly non-mineralized fluvial sands and occasional back barrier lagoonal deposited clays. There is a predominance of wetlands on the southern extents of the zone as the surface elevations decrease due to a large karst depression.

A general approach to mine backfill design, including laboratory testing procedures, is outlined in this paper. Relationships between certain design parameters are developed and the effect of other factors is discussed. It is concluded that the inclusion of backfill design calculations at an early stage of mine design can often produce over-all design economies. Not only are the data needed for backfill plant and tailings disposal area design, but also the pillar recovery method and over-all mine stability are dependent on the attainable fill properties.

For several recent TBM tunnel projects, unexpected ground conditions have been encountered, causing extra cost, considerable delay, and in some cases major claims. Undoubtedly, insufficient and/or irrelevant site investigation and testing are among the main causes of such incidents. The purpose of this paper is to review the main investigations and tests relevant for hard rock TBM projects, with particular emphasis on the considerable development that has taken place over the last few years. Also, guidelines for defining optimum scope and extent of site investigations and testing are discussed, as well as the importance of adjusting the investigations and tests according to complexity of the ground conditions and project type.

"The current state-of-the-art of chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is reviewed. General considerations regarding the various flowsheet steps are examined and options discussed. Then, individual flowsheets are presented and discussed. Finally, the forward prospects for chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is considered and conclusions drawn concerning the likely application of this technology in the future. IntroductionHydrometallurgical processes for treating sulphide concentrates, in general, have received considerable attention over the last three decades or more. Many flowsheets have been developed, many pilot-plant studies have been undertaken and several processes are now successfully operating. For example, direct ammoniacal pressure leaching has been used by Sherritt Gordon Mines since the 1950s to extract nickel from pentlandite concentrates, the roast-leach-electrowin route is widely used to recover zinc from sphalerite concentrates and direct sulphuric acid pressure leaching of sphalerite concentrates has been successfully commercialized. Also, Duval Corporation operated a direct cupric/ferric chloride leaching process (Schweitzer and Livingston, 1982) with electrowinning to recover copper from chalcopyrite concentrates, this process (now closed) being the only chloride process which has been commercialized for a sulphide flotation concentrate. Despite these developments, it has long been considered, particularly for copper sulphide concentrates, that direct hydrometallurgical processes are in the main unlikely to be able to compete successfully with smelting for large-scale operations of simple high-grade single metal concentrates. As long as such concentrates can be produced commercially, smelting is likely to remain the principal processing route (Flett, 1981). This view is being challenged nowadays through pressure leaching developments made by Dynatec and CESL in Canada and the recent start-up of the Western Metals Gunpowder plant at Mt. Gordon in Queensland (Flett, 2000). Complex sulphide ores offer even greater opportunities because of the ability to produce a bulk sulphide concentrate from the complex sulphide ore with considerably higher metal recovery than is often possible from the production of individual metal sulphide concentrates from differential flotation. Interest continues to focus on hydrometallurgical solutions to these processing problems, particularly with regard to chloride hydrometallurgy.
