Background Increasingly complex geological conditions, with the presence of high ash binders in the mining horizon were encountered at the A.C. I. Dugout Mine near Price, Utah. This led to the production of high ash coal from the Dugout Mine during 2003 and 2004. This material had poor marketability and posed operating issues for the utilities burning the coal. Ash levels increased from typical levels in the 9-12% range to between 15 and 25%. etween 15 and 25%. Reviews of the mine plan and expected geological conditions indicated that further periods of high ash production could be expected. Action Plan Detailed sampling of the mine high ash production was carried out. The majority of the coal from the Dugout Mine is trucked to the Savage Coal Terminal (SCT) at Wellington, Utah where it is stored in multiple piles by quality. Coal at the mine is segregated by a CoalScan 2600, on-line analyzer into high ash, low ash and rock chute (waste material). From these piles, the material is crushed prior to shipment to SCT. The samples obtained from the various high ash piles were subjected to detailed sizing and washability analysis. Once this information was obtained, alternative circuit configurations were evaluated to process this material into a salable product. Water supplies in the arid terrain where the plant is located are scarce. This factor played a part in the final circuit design.

Three drill-blast cycles of 3.1 m advance achieved in one working shift of 7.5 hours at the Holsfjorden Tunnel project in Norway. The tunnel, 5235 m long, with a cross section of 8.6 m2, was completed several months ahead of schedule. This remarkable performance was achieved by a crew of 16 men, using machines specially designed for small tunnel excavation. The integration of drilling and charging into one unit, mucking and transport in another, reduced non-productive time considerably. The average cycle time of 140 min made it possible to complete three rounds in one 7.5 hours shift.

"The vulnerability of Canadian and U.S. companies, their directors, officers and employees to onerous penalties associated with violations of environmental statutes and common law actions has provided the impetus for the increasing use of environmental audits. This trend is developing in direct proponion to the cost and difficulty of obtaining liability insurance. Companies operating in British Columbia should be cognizant of developing legislative and enforcement trends and their implications for individual and corporate responsibility. Canadian mining companies doing business in the U.S. should be particularly aware of the environmental exposure which may be assumed with property acquisition or by operations which produce or use any of an ever-increasing list of regulated substances.The environmental audit is now a key component of prudent business planning which will identify noncompliances and environmental liabilities, outline defensive strategies, and assist in a legal defence should charges be laid. This paper will discuss the purpose and mechanics of an environmental audit with emphasis on those features which will maximize protection against statutory and common law actions.IntroductionThe environmental audit is but one weapon in a comprehensive defensive strategy for corporate and individual survival in an increasingly litigious world. The principles of the environmental audit have been formulated as a logical response by management to an ever-growing list of environmental vulnerabilities, which often have the potential to result in plant shutdowns, prosecutions or fmancial liability of major proportions. Accordingly, the audit may play a critical role in maintaining profitability as well as assisting in the defence of a company and its employees against actions taken by regulatory agencies and citi7.cns under statute and common law. Should convictions result from these actions, the penalties are likely to be ameliorated by the demonstration of due diligence through management policy supporting the audit procedure.An awareness of environmental sensitivities, strict adherence to licensing requirements, and planning for environmental emergencies are now generally considered to be as important to profitable performance as operating costs, metal prices, and labour peace. Why is this so? The increased priority given to environmental matters is partly a result of changing attitudes amongst the mining profession, but perhaps more importantly, it is also a direct consequence of the proliferation of ever more stringent environmental legislation, the targeting of management for responsibility and the draconian penalties imposed for violations of such legislation. Contributing to this trend are recent court decisions involving disputes of an environmental nature in which the standard of care required for a successful defence now requires almost super-human diligence in environmental management. The principle of ""strict liability"" (in which negligence or permit violation does not have to be shown) is also being increasingly applied in the resolution of civil actions."

A selective dispersion process is presented and the work carried out to find optimum process conditions to minimise the colouring material in ground calcium carbonate (GCC) is described. The feed material is the overflow product from a hydrocyclone which results from using a Denver Attritioning machine with semi-autogenous grinding for one hour and a 1:1 ore/water ratio. By using sodium silicate (SS), with pH 9 and pulp density 5%, the iron content (as colouring impurities) is decreased from 0.21% in the original concentrate to 0.12% in the final concentrate. The degree of whiteness reached is improved to 85% from 63% in the original material. However, by using hexametaphosphate (SHMP) at pH 10 at the same pulp density, the iron content decreased to about 0.073% and hence the whiteness degree increased to about 96%.

The problem of estimating the precision of systematic samples from a mineral deposit is attacked by interpolating the quality, or other attribute measured, by using Fourier approximation. Such approximation using trigonometric functions yields a particularly simple expression for the variance of the mean value of the attribute sampled. The increasing volume of publication in which the science of statistics has been applied to the problem of predicting the quality of an ore deposit from sets of samples taken from it might lead one to believe that engineering judgment can be replaced by statistics. There is, in fact, an implicit application of the principle of indifference or of "no advance knowledge" which has been discredited in modern statistical theory and practice. These pages will show that it is not always advantageous, efficient, or safe to apply this principle. This problem will be dealt with by using series of orthonormal functions to describe the distribution of the quality of ore in space as contrasted with the more commonly used distribution of quality as a frequency function. Mining engineers are rarely well acquainted with the use of such series or of the functions comprising them. These uses are commonplace in the fields of communication and information theory and it is not surprising that applications taken from these fields should be found appropriate for the analysis of the information contained in a set of samples from an ore deposit. It is hoped that presentation of the following basic, but incomplete, results will generate wider interest in this method and a fuller development of it as well as of the necessary computational techniques. FUNDAMENTAL PREMISES Random variables in the strictest sense are not very common in mine sampling. The sets of samples are almost always taken systematically and are, hence, not subject to all the laws governing random events. Therefore, unless there is indeed random experimental error in the determinations of quality, the treatment of systematic samples of n members as though they were random samples of n members often leads to calculation of confidence limits for the mean quality which are larger than they should be with the result that unnecessary additional sampling is done. The reason for this will emerge in the following discussion leading to Eq. 24 and its generalization. In order to inquire into such questions on a rigorous basis and at the same time avoid arithmetic complications that would obscure the concepts involved, a one dimensional distribution of quality will be assumed. Thermal, metallographic, and vapor pressure data were obtained to establish the phase diagram for the thorium-zinc system. Four compounds corresponding to the stoichiometric formulas Th2Zn, ThZn2, ThZn4, and Th2Zn17 were observed. The melting points of these compounds under constrained vapor conditions were found to be 1055°, 1105°, 1095°, and 1015°C respectively. Four eutectics exist in this system with the following eutectic temperatures and thorium contents in wt pct: 1040°C, 89 Th; 945°C, 79 Th; 1045°C, 55 Th; and 995°C, 35 Th. The standard free energy, enthalpy, and entropy of formation for the compounds were determined from zinc vapor pressure data. ALTHOUGH the thorium-zinc system has been of technical importance in the commercial production of thorium and more recently of interest to some proposed pyrometallurgical separations processes for reactor fuels or blanket materials no detailed investigation of this system has been made in the past. Some previous work has been reviewed by Hanssen.1 The existence of four compounds, Th2Zn17, ThZn4, ThZn2, and Th2Zn has been established and their crystal structures have been studied by X-ray diffraction techniques.2-4 Smirnov et al.,5 determined the solubility of thorium in zinc and investigated the two-phase region between Th2Zn17 and zinc. They calculated some of the thermodynamic properties for these alloys from emf measurements on the cells Th/ThCl4(fused)/Cl2, C and Th2Zn17(s)+ Zn (l)/ThCl4(fused)/Cl2, C. The possibility of reaction between the anode materials and fused thorium tetrachloride to produce a lower valent thorium salt would have to be resolved in order to evaluate the results obtained. The purpose of the present investigation is to establish the phase diagram for the thorium-zinc system and to determine the standard free energy, enthalpy, and entropy of formation for the compounds formed. MATERIALS AND EXPERIMENTAL PROCEDURES The metals employed in the preparation of alloys were Bunker Hill slab zinc, 99.99 pct pure and Ames Lalboratory thorium. The major impurities in the thorium in parts per million were oxygen—1250, carbon—350, iron—100, nitrogen-75, and silicon—70. The metals in the form of several small massive pieces, total weight about 30 g, were cleaned with acid, washed with water and acetone, and dried just prior to their use for alloy preparation. Tantalum containers were found to be suitable for all the alloys studied and were used throughout this investigation. The metals were sealed inside of small 1-in.-diam tantalum crucibles by welding on preformed tantalum covers. The Jim Bridger Coal Mine’has made highwall stability a priority, concentrating on safety as well as increasing and improving production. Overburden depths are increasing dramatically; the geological environment consists of medium to sot? material, faulting, water, and current pit alignment not favorable to joint planes. A unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT)Center resulted in a video CD-ROM training program for new miners entering the aggregate industry. Cooperation from everyone involved, including the U.S. Mine Safety and Health Administration (MSHA),made this the product against which other training materials in the mining industry will be measured in the 21stcentury. This product’s versatility and wide application make it a tool that is as critical to a mine’s success as any earthmoving machine. The state and federal grant money involved allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. HE recent papers of Aust and Rutter112 have again brought to mind the importance of certain "special" orientation relationships between the lattices of two fcc crystals on the mobility of the grain boundary separating them. No theoretical treatment of this problem has been offered till now. The only principle published so far that has given an indication why certain orientation relationships should be "special" is the counting of "coincidence sites" according to the suggestions by Kronberg and Wilson.3 The "coincidence plots" published by these authors show, for instance, that two fcc lattices rotated by 38 deg around a common (111)-axis have 1/7 of their lattice sites in common. Such an orientation relationship is also characteristic for high boundary mobility. The accuracy of the orientation relationship needed for high mobility is not too rigid. Deviations up to 10 deg from the ideal orientation seem to be tolerable as can be gathered from the experimental data.'j4 The auestion arises, then. how the density of coincidence sites will be affected by a deviatioi from mathematical accuracy. This can be checked by a simple model. Two sieves are prepared, the arrangement of the holes corresponding to lattice sites on a (111)-plane in a fcc crystal. They are placed upon each other, Fig. 1. One is kept fixed, the other is rotated around an axis pushed through one hole in common to both. The light falling through holes of both sieves is then a measure for the density of coincidence sites. If the diameter of the holes is very small, light intensity is contributed only by holes the centers of which coincide "exactly." He adds that subsequent reduction in plant performance and resulting increased maintenance costs occur. It is generally assumed that this statement is substantially correct as the fan handles the complete output from the mill, but with modern materials, reduction in performance and subsequent .maintenance are not now a problem. This consideration of handling the pulverised coal in the fan is more than offset by the advantage of operating the mill under suction which results in cleaner operating conditions, simpler feeder arrangements and elimination of complicated seals on the mill.and feeder unit. The optimal production of the metals needed by society is best achieved by a close synergy between concentrate production and smelting. For over 75 years commencing in 1923, such a close relationship was enjoyed between the Sullivan Mine in Kimberley, British Columbia and the Trail zinc-lead complex. An effective program of continual change and improvement at the Sullivan concentrator was achieved through a strong entrepreneurial spirit. This spirit was in part maintained through a favourable location in south-eastern British Columbia that resulted in a dynamic local community that has survived the closure of the mine. Innovations to be reviewed include feed forward reagent control, the use of column flotation to zinc and lead cleaning and the application of ultrafine grinding coupled with concentrate dewatering using hyperbaric filter technology.

The purpose of this program was threefold: (1) to identify the symptoms of poor or inadequate performance of trolley carrier phone systems; (2) to assess the root causes of performance difficulties and classify them on the basis of equipment, coupling, or transmission; (3) to propose, analyze, test, evaluate and verify means of overcoming performance difficulties. Based on interviews and discussions with knowledgeable persons, laboratory experiments, and in-mine measurements, it was determined that the major impediment to good carrier phone system performance is the extreme signal attenuation found on the trolley wire/rail largely due to the many bridging loads. Three means are identified to help overcome the performance difficulties: the low impedance trolley wire, a method of improving performance by capacitively loading the transmission line; the dedicated wire, a low-loss means of extending trolley signal coverage; the use of isolators to remove the offending bridging loads at the carrier frequency. Other subjects treated in the report are design reviews of hardware, guidelines for the use of information in the report, recommendations, and a description of a probe for measuring trolley wire current.

Arguably, one of the most significant technological breakthroughs that had been experienced during the period when British Coal was the major coalmine operating company in the UK, the use of rockbolts as principal support in underground roadways brought with it the need to re-assess the technical knowledge, management controls and legislative frameworks associated with the support of mine workings. Following a major roof fall in a roadway supported principally using rockbolts in which fatalities occurred, the process of the design of rockbolted support and the systems and procedures that had been put in place to control its use in the UK were further reviewed. The paper discusses the outcome of these reviews, and how the incident initiated a major new interest in strata control research in the UK against the background of the fragmentation of the ownership of the mines following the sale of the former British Coal assets at the end of 1994, together with the proposed introduction of new strata control legislation in 1996.

Large amounts of manganese-rich slag were generated from smelting low-grade manganese ore containing high iron and high phosphorus in electric furnace or blast furnace, which contain 25–40 mass% Mn. This paper describes an efficient hydrometallurgical process for the utilization of high manganese slag instead of conventional usage of pyrometallurgical route for manganese recovery. Pressure acid leaching of manganese-rich slag using air as pressurized gas is studied systematically. The effects of mass ratio of manganese-rich slag to pyrite, concentration of sulfuric acid, leaching temperature, partial air pressure, leaching time, and liquid-solid (L/S) ratio on the separation of manganese with other main impurity components were investigated comprehensively. Under the following optimal process conditions, weight of manganese-rich slag powder,100 g; mass ratio of manganese-rich slag to pyrite, 20:1; sulfuric acid concentration of 140 g/L; air pressure of 0.6 MPa; leaching temperature of 140 °C; leaching time of 1 h; L/S of 7:1; ore size of 75–80 μm; and stirring rate of 600 rpm, the extraction rate of Mn reached 94%, and the dissolution percentage of Si, Al, and Fe are as low as 2%, 6%, and 10%, respectively. The leaching slurry presented a good solid-liquid separation characteristic. The silicic acid formed during sulfuric acid leaching manganese silicates was converted to filterable dehydrated SiO2 particles which precipitated in the residue under the condition of higher temperature with higher pressure. The effect of adding pyrite may be to reduced iron ions and decreased the output of iron hydroxide colloid and also reduced MnO2 to manganese sulfate in sulfuric acid leaching. Thus the formation possibility of colloid such as silica gel and iron hydroxide was decreased, and higher yield of manganese sulfate could be achieved.

"The Venturi-aerated flotation column (VAC) is based on a reactor and separator design for a new generation of flotation machines. The reactor is a Venturi tube, where the air/slurry contact takes place with intensive aeration for efficient particle collection. The separator is a column of 1-3 m length that provides quiescent hydrodynamic conditions for effective separation of bubble-particle aggregates from the remaining slurry.Aeration in the Venturi tube occurs via two mechanisms: air dispersion and nucleation (cavitation). By forcing air through a restricted passage with a fast flowing slurry stream, air is dispersed into fine bubbles. Bubble formation due to cavitation occurs on the surface of particles in the low-pressure section of the Venturi, from dissolved air contained in the liquid.Size-by-size recovery and flotation rate constants were determined for a small-scale laboratory Venturi-aerated flotation column. The results were compared to those obtained in a laboratory 2.2 L Denver cell. It is shown that the Venturi-aerated flotation column has slightly slower flotation kinetics to the Denver cell, but with much higher flotation selectivity. A portable Venturi-aerated flotation column can effectively be used to investigate process or equipment problems in operating plants.INTRODUCTIONFlotation processes can generally be divided into two sub-processes: 1) selective collection of hydrophobic particles by air bubbles and 2) separation of bubble-particle aggregates from hydrophilic particles that remain in the pulp. The methods of aeration, or bubble generation, control the mechanism of particle collection by either collision with, and subsequent attachment to bubbles, or by in situ bubble formation on the surfaces of hydrophobic particles. A flotation device should provide optimal aeration conditions for efficient particle collection and a suitable hydrodynamic environment for effective removal of bubble-particle aggregates from the remaining pulp."

This paper reports hardness and abrasive wear resistance test results from a wide range of WC-Co alloys, varying in cobalt content as well as WC grain size. The results show that the abrasive wear resistance increases with increasing hardness and that the rate of increase is higher for larger WC grain sizes. The increase in abrasive wear resistance was found to be parabolic up to a critical hardness value and exponential above that value. The transition from parabolic to exponential behaviour was found to occur at the same contiguity value for all grain sizes, which suggests that at that contiguity value the WC skeleton becomes continuous in all WC-Co alloys.

This report presents the results of a study of mill tailings disposal practices and potential tailings dam stability problems. Recognizing the long period of time that would be required to develop the technology and practices necessary to significantly improve refuse disposal safety, the Bureau initiated this research effort as a first step in that development. Volume 1 includes a summary of conclusions and recommendations resulting from the overall research effort; discussions of disposal systems and methods, geology, seismicity, hydrology, and materials characteristics; evaluations of investigational techniques; discussions of usable interim generalized investigational, analytical and inspection procedures; discussion of general principles and presentation of a tailings technology manual outline; and discussion of needed future research am recommended programs.
