"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

Introduction Any person concerned with the welfare of mining in British Columbia cannot help being perturbed by the fact that the industry, to an alarming extent, is living on its capital. The great majority of mines and mining camps of today represent a heritage handed down by the prospectors of yesterday. It is true that mining engineers, geologists, mineral dressers, metallurgists, and their fellow scientists and engineers have played an honourable, indeed a vital, part in he1ping to make our producing mines, often after costly and extensive underground development and extended researches. It is also true that the mineralization at the Sullivan, Britannia, and Copper Mountain mines was all discovered before the turn of the century. Likewise the Cariboo, Bridge River, Hedley, Ymir, Rossland, Boundary, Slocan, Salmo, and Portland Canal mining areas, although they had not all been developed, were all known more than fifty years ago. Furthermore, every one of these camps owed its discovery and eventual exploitation to the fact that encouraging ' mineralization occurred at the surface. Where would the mining industry of British Columbia be today had those precious outcrops been buried beneath twenty to forty feet of glacial drift or other overburden? Anybody familiar with the geology and geography of British Columbia will probably agree that finding new mining camps is going to be an increasingly difficult and costly business: disappointments there will be in abundance. Nevertheless, most persons will probably also agree that other valuable mines and even mining camps await discovery by those who will prove resourceful and lucky enough to unearth them. It has become increasingly obvious to the authors of this paper that any new too1s which can aid either prospectors or engineers in their search for new orebodies should be welcome. This paper outlines our efforts to develop biogeochemistry and related techniques to the point where they may be considered as useful tools in the search for hidden mineralization.

A new U.S. Bureau of Mines 6.8-L ignitability furnace was used to study the thermal autoignitability of dust clouds. This furnace has a quartz window to allow observation of the early stages of the ignition process and to allow measurement of the dust explosion temperature. Thermal ignitability data were obtained for various carbonaceous and metal dust clouds, with particular emphasis on various ranks of coal dusts. One of the reasons for the construction of the new 6.8-L furnace was to evaluate the effect of chamber volume on the measured autoignition temperatures. Therefore, data from the 6.8-L furnace were compared with data measured earlier in a 1.2-L furnace. The conclusion is that the autoignition temperatures measured in the 6.8-L furnace were only slightly lower on average than those from the 1.2-L furnace. These data on the minimum autoignition temperatures of various materials will be useful in analyzing the thermal ignition hazards of dust clouds in the mining industry and other industries that manufacture, process, or use combustible dusts.

"A study conducted at 22 operating mines in the southern African region indicated that each mine employs about five management and improvement methods with roots in the manufacturing industry. All respondents reported the implementation of cost-saving initiatives, whereas 80% of the mines are affected by restructuring. TQM, Six Sigma, BPM, and TOC were found to be the most prevalent manufacturing management and improvement methods used. A mechanistic vs systemic evaluation of the suitability of these methods to bring about positive change in the industry suggested that complex, ever-changing mining systems are better served by a systemic flow-based approach, which is embedded in methods such as TOC, JIT, TPS, and Lean Production. These methods, however, lack industry presence, possibly because they do not effectively deal with the unique challenges associated with the mining environment. It is argued that successful mining business management and improvement depends on management’s ability to deal effectively with mining industry-specific requirements, the integration of the geologymining- plant system, and the implementation of systemic flow-based principles in all aspects of mining. IntroductionThe study aims to explore the use of manufacturing management and improvement methodologies in the southern African mining industry. Considering the unique challenges associated with mining operations, attention is given to the applicability of the most commonly used manufacturing methodologies in the tactical, operational, and strategic environments. THE purpose of this communication is to present activity data of nickel in the Ni-A1 binary system that was obtained for oxidation studies in this system. This data has been calculated from previous aluminum activity data at 1000°C1,2 by two types of Gibbs-Duhem integrations. These results should be of particular current interest to oxidation studies of aluminide coated nickel-base superalloys3 as well as other problems. The aluminum activity of Steiner and Komarek1 is plotted in Fig. 1 as a function of composition in Ni-A1 alloys at 1000°C. The dashed parts of the aluminum curves represent our approximate extrapolations from the directly measured regions. In the terminal solution regions (a and L phases) standard parabolic solution functions of the following form are assumed: where i is the component subscript, Ki is a constant at a fixed temperature, and xi is the atom fraction. The resultant nickel activity curve at 1000° C from the Gibbs-Duhem integration4 of the aluminum data is shown in Fig. 1. The solubility ranges of the phases present in the Ni-A1 binary at 1000°C are also denoted at the bottom of Fig. 1. Corresponding values of the nickel activity, aNi and yNi, are listed in Table I at useful compositional intervals. including phase boundary values. The aNi and yNi data listed in Table I are subject to the uncertainties present in the experimental aluminum activity data1 and to deviations from parabolic solution behavior in the terminal solutions. The errors introduced into aNi and yNi due to the parabolic solution assumption are expected to be relatively small (<20 pct of the values given) in all the phases except the liquid phase. METAFORA is a simulation model for determination and evaluation of strategies for operating loader/truck systems in mining. A specific version of METAFORA was used to evaluate the haulage system at Solider Mineral&apos;s Aitik mine in northern Sweden, one of the largest open pit mines in Europe with a production of about 11.5 Mtpy (about 34000 tpd) of copper are. A production level of 34065 tpd was estimated by simulation runs with METAFORA. Using METAFORA&apos;s dispatch rules (Fixed Dispatch, Maximize Trucks, and Maximize Loaders), the truck/shovel system in the Aitik mine was simulated for evaluating alternative dispatch control strategies. The Maximize Trucks rule gave about the same total production (ore + waste) as the Fixed Dispatch rule but a 9% higher ore production. The Maximize Loaders rule gave the lowest production. The marginal truck capacity decreases with increasing number of trucks serving the same loader due to increasing waiting times. In Aitik mine the low crusher capacity results in long dumping times. If the dumping time at the crusher could be halved, the ore production would increase by 14%. The paper indicates that the use of software like METAFORA can result in a substantial reduction of time, effort and cost in shovel/truck system design and evaluation.

"Trials of automated technology at underground mine sites around the world have reported increased production and the potential for lower energy consumption. Autonomous mining eliminates a range of delays related to operator downtime and travel to the workface and facilitates continuous operation in conditions that are unsafe for workers. Automation also introduces complexities and safety hazards arising from equipment–personnel interactions; automated processes must be isolated from other stope-cycle–related activities such as production drilling, development, loading, and backfilling, poten¬tially requiring changes to the mine design to maintain an efficient and safe operation. Chlorofluorocarbons (CFC&apos;s), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC&apos;s is thought to deplete the Earth&apos;s ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC&apos;s), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC&apos;s), which fill an intermediate gap in the replacement of CFC&apos;s. As a result of the elimination of chlorine in the HFC&apos;s and the reduction of it in the HCFC&apos;s, these alternatives contain more fluorine than the CFC&apos;s do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC&apos;s, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

As tunnel boring machine technology has expanded, so has its range of application. Tunneling machines (TBM&apos;s) are tackling tasks today that fifteen years ago were considered "inappropriate". A case in point is incline/decline TBM boring. An incline or decline bore presents peculiar design considerations that differentiate it from a horizontal bore. This paper reviews those design considerations as they apply to TBM&apos;s, backup, muck handling and other tunneling subsystems. In addition, several abbreviated case studies are presented. By the review of real life tunneling techniques as well as design considerations, the "appropriateness" of TBM incline/ decline boring today becomes apparent. INCLINE Introduction In contemplating the impact of incline versus horizontal tunnel boring system design, the obvious consideration is gravity. Up-hill boring can be quite different than horizontal boring. Muck, water and machine weight all tend to slide down the incline. In addition, hydraulic and lubrication systems if unaltered, will find their fluids pooled in the lower corners contentedly ignoring such higher elevation items as gears and bearings. "The Stoddard mine, Cheshire County, N. H., was explored by the Bureau of Mines in 1944 as a source of the strategic fluorite. It was reported that the vein persisted in the bottom of old workings and the geology of the immediate area indicated the possibility of finding additional lenses.In its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts pre¬liminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.Special acknowledgment is expressed for the cooperation and assistance given by Robert F. Y.Property titles were not investigated.The fluorite deposits of Cheshire Count', H. H., have been known for many years, being reported by Jackson, (Geology and Mineralogy of New Hampshire, by Charles T, Jackson, 1844) and by Hitchcock, in1878 (Geology of Now Hampshire, vol. 3, 1878, by Charles H. Hitchcock). A large pit on the largest or east vein was mined by Lovat Frazer from about 1908 to 1917, This operation is reported to have produced approximately 3,500 tons of fluorspar. In 1917, the American Steel & Wire Co, took over the mine end is said to have produced 3,500 tons of fluorspar before relinquishing the lease in 1923.From 1935 to 1937 the New Hampshire Fluorspar Cc. operated the Stoddard mine, working chiefly on the most westerly of the three known veins on the property, as well as doing some preliminary work on the small central vein. In 1938, the United Feldspar 6 Minerals Corp. leased the mine, and less than 100 tons of fluorspar was produced from exploration and development work, No mining has been done since that time."

El presente texto revela un informe realizado por el Banco Minero del Perú, donde se investigan las posibles aplicaciones domésticas para la antracita peruana, como las vías adecuadas a la preparación de un programa de estudios en la utilización de combustibles. Entre las aplicaciones industriales de este mineral están las fábricas de cemento, las refinerías de azúcar, las fábricas de vidrio, refractarios, ladrillos, cerámica y fundiciones. De las aplicaciones proyectadas tenemos las de gas de síntesis, plantas de energía y las plantas de laminación. En cuanto los estudios en combustión y aplicaciones, están lo de briqueteo y peletización; los aglutinantes de briquetas, secado y reccocción; y finalmente dentro de los de combustión, está el combustible para la exportación.

"SKSTM oxygen bottom blowing smelting technology was developed by SKS-ENFI at SKS Smelter, Hunan in the 1990s to replace the conventional sintering process and thus to meet the high national EHS standard for lead.Since then, two major milestones have been achieved:1. Since 2002, the SKS oxygen bottom blowing smelting-blast furnace reduction has been in operation at SKS, YGL, Chizhou smelter etc. Now in China, about 50% of the lead (4.2 millions t/year) is produced using SKS process; and2. Since 2008, the blast furnace has been replaced by direct reduction of molten rich lead slag at YGJ smelter, which is more energy-efficient since no slag cooling is required. This two stage process (SKS Oxidation- Direct Reduction) is named as the YGL process.Since 2008, numerous technological innovations have been implemented in the furnace design, process control, and maintenance at YGL. The plant has been successfully demonstrated its unique excellent performances on all aspects from processing capacity, product quality, energy reduction, cost reduction and emission reduction. The purpose of this report is to update all the improvements with proven tracks.Meanwhile, a preliminary comparison on the following aspects between the YGL process and other similar technologies has been discussed:1. Plant design and operating conditions;2. Mass and heat balances, metal (Pb, Ag) recovery;3. Consumables, oxygen gun and refractory lining life;4. Energy consumption and operating costs;5. Sulfur capture and emission reduction etc.It is concluded that the modified SKSTM process is a clean SO2-free emission process. The process is characteristic of other features such as no extra fuel addition, low capital with a small foot-print design, low OPEX, high throughput, easy operation, long refractory lining life and high productivity (95%+ on line time annually). It offers an alternative cost-effective technology for lead smelting industry."

L?exploitation rentable des gisements de type filonien constitue un problème important dans le contexte actuel de l?industrie minière québécoise. Les études effectuées depuis 1994 ont indiqué, que la technologie d?abattage mécanique utilisant l?outil hydraulique appelé « éclateur radial-axial » constitue une alternative intéressante par rapport aux méthodes conventionnelles par le forage et sautage. Les essais du prototype de l?éclateur ont prouvé qu?il est en mesure d?abattre les roches dures dans un environnement minier, mais sa performance dans les termes de masse du roc abattu dans une unité de temps a soulevé certaines doutes. Pour cette raison, une étude de préfaisabilité de l?éclatage en tant qu?une technologie d?excavation souterraine a été réalisée. Cet article présente quelques résultats des travaux effectués dans le cadre du contrat octroyé à l?Université Laval par le Ministère des ressources naturelles du Québec. Leur objectif principal consistait à comparer, pour les conditions des gisements filoniens, la productivité et les coûts des méthodes d?exploitation souterraine utilisant l?éclatage par rapport à celles conventionnelles. Deux variantes proposées de cette méthode ont été comparées avec la méthode conventionnelle sur le plan du coût (par tonne de minerai) et de la teneur de coupure de minerai d&apos;or. Les études ont démontré que l?application de l?éclatage représente un potentiel de réduire ce coût, surtout dans les situations où l?abattage sélectif pourrait avoir lieu. Pour le cas de base on a trouvé, qu?il serait possible de réduire la teneur de coupure par la marge d?environ 16 ? 26%. Toutefois, les études de sensibilité ont démontré, que le coût dépend de façon important de la productivité d?éclatage, qui, pour sa part, varie beaucoup en fonction de paramètres du massif rocheux devant être abattu.

Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men&apos;s compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen&apos;s compensation laws which apply to or as &apos; related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

In light of the rapid deployment of bottom blowing smelting in China over the last ten years, one has to wonder why it has taken the copper industry so long to adopt ultra-high oxygen enrichment via Savard-Lee type injectors. As early as 1976, Kellogg and Henderson suggested, in their landmark paper on energy usage in the copper industry, that ‘maximum use of oxygen enrichment of process air’ was one of seven ‘energy saving features’ for copper matte smelting and converting. Yet today, shrouded injection and high oxygen enrichment has not been implemented in copper bath smelting outside China and Vietnam. In this paper, the authors explore the reasons why bath smelting processes such as the Noranda Reactor and the Teniente Converter still operate around 40% oxygen enrichment, while the bottom blowing SKS/BBS process typically runs at 65 to 75% oxygen, with all three processes producing white metal. Are there fundamental metallurgical explanations for this striking difference beyond the long-standing skepticism towards high oxygen shrouded injection and its perceived high implementation cost?

The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner&apos;s representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.
