A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

Deer Island is the site of the Massachusetts Water Resources Authority (MWRA) wastewater treatment plant which, when completed in 1999, will serve 43 cities and towns in central eastern Massachusetts. Deer Island is located in the Boston Harbor, as shown on Figure 1. The existing wastewater treatment plant on Deer Island is being upgraded to include secondary treatment to comply with Federal require­ments. The new treatment facilities will process an average of 455 million gallons of sewage per day; total capacity will be about one billion gallons per day. The scope of this study is to simulate the behaviour of a layered rock sample under standard laboratory Brazilian Disc test using an innovative combined finite-discrete element method (FEM/DEM) research code. The influence of layering and the direction of loading on the samples behaviour are studied through various layering and loading configurations. A parametric study including the effect of loading rate on the tensile strength of samples has been carried out. This paper demonstrates the suitability of the numerical approach to explicitly model rock deformation and failure.

Draglines are the main energy consumers in strip mines. Given the growing cost of energy and environmental concerns, it is important to properly understand dragline energy efficiency. The goal of current research at Missouri University of Science & Technology is to account for operator practice and operating conditions in modeling dragline energy efficiency. This paper presents preliminary correlation analysis and a framework for stochastic modeling of dragline energy efficiency. Thirteen operating parameters (including cycle times, payload, swing angle, and height of dump pile), operator working schedules, operating conditions, and drag, hoist, and swing energies were monitored for an 85 yd3 dragline. Operator effects were examined by two-sample t-tests. The relation between the parameters and energy consumption were assessed by correlation analysis and a stochastic modeling framework has been proposed for dragline energy efficiency. The results show that operator effects are significant (p< 0.05) and energy efficiency is correlated with operating parameters. The completed model will help the coal mines better predict energy consumption, with uncertainty, for different operating conditions.

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks held in Orleans, France, 1-3 September 1993. A lithological and geochemical study revealed significant lateral variation of the interval over 170 km of strike, from about 30 m at the Union Section to 220 m near Brits. The cumulates also become more evolved and leucocratic with distance from the Union Section both towards the NE (Amandelbult) and SE (Impala, Rustenburg and Brits). It is inferred that the persistent heat flux from a putative major feeder zone near the Union Section impaired deposition of felsic cumulates in the vicinity, delaying crystallisation of successive phases in parts of the chamber near the feeder. New influxes were therefore deposited on a footwall of varying thickness and lithology in response to different degrees of crystallisation and accumulation along strike. This paper presents a unique case history that documents the use of a braced secant pile wall to underpin a heavily loaded footing inside of a manufacturing plant. Construction of a pit for a new manufacturing process directly next to the footing necessitated the underpinning. The footing supports an overhead crane that needed to remain operational throughout construction of the pit and therefore, settlement of the footing could not be tolerated. The base of the footing was about 7.7 feet above the base of the 17-foot deep excavation. The footing bears on a silty clay deposit that grades from a stiff consistency beneath the footing to a soft/medium consistency near the base of the pit excavation. This paper describes the design and construction of the secant pile wall and bracing to control wall deformations, ground movements and settlement of the footing. The footing was monitored for settlement throughout construction of the pit and no measurable movement was observed.

The U.S. Bureau of Mines (Bureau) is currently conducting a four-year study to assess the mineral resources and the mineral development potential of the 5.7 million acre Valdez Creek Mining District (VCMD) located in southcentral Alaska. The VCMD study is part of the Bureau&apos;s ongoing statewide mining district evaluation program. This report is a summary of the 1988 field work. The field work involved collection of reconnaissance placer and rock samples, and also involved sampling and examination of the mines, prospects, and mineral occurrences which were identified by literature research of the geology, exploration history, and mining history of the district. During the 1988 field season, Bureau personnel spent a total of 11 weeks in the field, collected 1,006 rock and placer samples, and located, mapped, and sampled 106 of the known mineral occurrences. The Bureau has visited 243 of the 250 known mineral occurrences during the course of the VCMD project. Reconnaissance sampling for placer occurrences resulted in the identification of 4 previously unreported gold placer occurrences, and identification of 5 occurrences that contain detectable levels of platinum or palladium. Reconnaissance sampling for lode sources of base and precious metals resulted in the identification of 5 new Lode gold-silver occurrences, identification of 2 occurrences that contain elevated quantities of chromium, cobalt, nickel, palladium, and platinum, and identification of one occurrence that contains elevated quantities of copper, molybdenum, anti zinc.

This paper deals with the analysis of stress condition on the interface between two types of floor rock materials when the vertical stress is larger, or when the horizontal stress is larger in a rectangular opening. It indicates that the floor Failure and the failure stress of floor rocks are closely related. It also demonstrates that a larger horizontal stress is one of the most important factors in increasing the potential for floor rock failure and floor heave.

Grunerite asbestos (amosite) has been shown in epidemiological and experimental animal studies to cause lung cancer, mesothelioma and pulmonary fibrosis commonly referred to as asbestosis. An overview of the human and experimental animal studies describing the health hazards of grunerite asbestos (amosite) is presented. Of the many human studies describing the health hazards of asbestos, only three factories using mainly, if not exclusively, grunerite asbestos (amosite) have been studied. The first is a series of reports on a cohort of 820 workers from a plant located in Paterson, NJ. Among this cohort, 18.7% died of lung cancer and 17 mesotheliomas occurred. The Paterson factory closed in 1954 and moved to Tyler, Texas where it operated until 1972. Among the 1130 former workers in the Tyler plant 6 mesotheliomas were reported with 15.8% lung cancer mortality. The third grunerite asbestos (amosite) exposed cohort was an insulation board manufacturing facility in Uxbridge, United Kingdom. Here 17.1% of the workers died of lung cancer and 5 mesotheliomas occurred. The lung content from 48 Uxbridge workers was analyzed by analytical transmission electron microscopy for mineral fibers. The relationship between grunerite asbestos (amosite) concentrations in the lung correlated with grades of fibrosis and asbestos bodies and was lower than the concentration found in the cases with malignant tumors. The lung cancer cases contained more grunerite asbestos (amosite) than mesothelioma cases, and in the cases of non-alignant disease the concentrations were still lower. In both types of malignancies the concentration of grunerite asbestos (amosite) was very high-over a billion fibers per gram of dried lung tissue. Occupational exposure to airborne concentrations of between 14 and 100 fibers of grunerite asbestos (amosite) per milliliter after 20 year latency causes marked increases in lung cancer, mesothelioma and pulmonary fibrosis (asbestosis). © 2007 Elsevier Inc. The purpose of this study is to develop a mathematical model to describe the oxidation of cyanide with SO2as proposed in the Inco process. This research employed a direct method for measuring the change in cyanide concentration with respect to time as effected by varying concentrations of SO2, copper and pH. Developing this model may be applicable in determining optimum conditions in a process well known and used in the mining industry. It was determined that the reaction is first-order with respect to cyanide, SO2and [Cu+2].The reaction order is 0.15, or zeroth order with respect to [H+] at pH range from 8.0 to 9.5.The activation energy, Ea, is 21.6 kJ/mol. For a theoretical description of power plants that derive their energy from the combustion of a fuel, it is necessary to solve, to an appropriate degree of precision, a hydrodynamic problem that requires for its solution a knowledge of the thermodynamic properties of the working fluid com-posed of the products of the combustion reaction. It is usually a good approximation to assume that the properties of the combustion gas are determined by the conditions of thermal equilibrium, and it is thus possible to employ the methods of Classical thermodynamics for their computation. The thermodynamic properties of fuel gases also are of considerable importance, as they form the basis for the design of appropriate means for their effective utilization. The specification of the operating conditions to produce a gas for use as an intermediate in a chemical process, such as the synthesis of liquid fuels, may be based upon a study of the variation of the composition of the synthesis gas with changes in the various process variables. Although there exists a large number of important scientific and technical applications of the data that can be obtained from the systematic determination of the thermodynamic properties of combustion gases, such application has been greatly handicapped by the extremely tedious and time-consuming computational methods required. The development of large-scale automatic computational equipment makes feasible the initiation of a systematic program for the determination of the thermodynamic properties of combustion gases and for the application of such data to specific problems of scientific and technical importance. As a part of its program of basic research in flame and combustion phenomena, the Explosives and Physical Sciences Division of the Bureau of Mines is engaged in such a program. The present communication is designed to introduce a series of reports presenting the results of this program.

In the fall of 1946 and spring of 1947 the Bureau of Mines put down five inclined diamond-drill holes totaling about 3,100 feet of bore to test for the possible eastward extension of the Royal Princess ore deposit in Jo Daviess County, Ill. Attention of the .Bureau was first directed to this property by the Illinois State Geological Survey. The history of production of the Royal. Princess mine and reports as to the size and nature of the deposit were considered justification for investigating the trend of the mineralization. This report describes the work done by the Bureau of Mines and presents the data obtained.

In considering the cost of rock excavation, but little attention has been given to the economical handling and breaking up of boulders. Very few records seem to have been kept as to the cost of such work, and although it is difficult for this reason, to set a fair price for breaking up and handling boulders of various sizes, yet the cost of this detail work enters very materially into the cost of solid rock excavation. The subject is worthy of close and prolonged study.

"The Victor Diamond Mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario and was completed approximately 9 months ahead of schedule.The Victor Mine process plant flowsheet was designed to produce a 95 - 98% by weight diamond concentrate. Main processing steps include 3 stages of comminution, dense medium separation and proprietary x-ray technology for final recovery. Reagent consumption for this process is limited to flocculant, for thickening of fine processed kimberlite, and FeSi for the dense medium separation.The commissioning phase of the Victor Project was executed over a period of 6 months and commenced prior to substantial completion of construction. The approach used was to focus on and complete commissioning of the higher risk dense medium separation and recovery systems prior to construction completion of up stream systems.INTRODUCTIONThe development of the Victor Diamond Mine took place over a period of approximately 5 years and had a capital cost of CAD997 million. It was a greenfields project in an undeveloped region of northern Ontario, only accessible by winter road. Figure 1, below, displays the location of the project within Ontario.The main stages of the project included feasibility, environmental permitting, engineering, construction, and commissioning. At the onset of the engineering phase, the mine was scheduled to enter production in October 2008. Through a team effort between AMEC and DeBeers Canada, the schedule was advanced by 6 months towards the goal of project completion in April 2008. Production status was attained in January 2008, approximately 9 months ahead of the original schedule. This paper focuses on the commissioning aspects of the project and includes a less detailed discussion of the engineering stage."

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several levels — basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP during 2004 increased by 4.4 percent. The nominal GDP was about $11.7 trillion. Housing starts were up by slightly more than 4 percent for the year. And the nation’s unemployment rate decreased to5.5 percent in 2004 from 6 percent in 2003. Interest rates continued to be low (prime rate was 5.25 percent at the end of 2004) but have risen gradually, following rising inflation.

"Geological data, production trends and current projects underway suggest that enough molybdenum will be available from more diversified sources to meet the world's growing demands. The growth in molybdenum consumption has been primarily related to its beneficial effects as an alloying agent in steel. This rapid growth has been deliberately fostered by stable prices, adequate supply and application research. The molybdenum industry is now in a process of change which has been seen in several other metals, such as aluminum and nickel. As supply sources have become more diversified, the market has become more competitive. The recent drop in consumption has led to excess production capacity, accumulation of substantial producer inventories and increased market uncertainties. While consumption is expected to increase in the next two to three years, it will take some time to absorb the excess capacity and inventory. The increased proportion of by-product capacity indicates that prices may become more variable. Producer discipline will be required to prevent serious price erosion in times of surplus. Future prices may not continue to increase with inflation. For the longer term, several factors favour the increased consumption of molybdenum. Engineering requirements are becoming more severe and molybdenum alloys can help to meet these changing needs. In addition, consumers can rely on a large and increasing supply of molybdenum. A 7 per cent growth rate in consumption can probably be sustained through the next decade, but new applications and reasonably stable prices will be needed to make this possible."

Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers? soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

"New, high-resolution geophysical surveys were undertaken over parts of the Abitibi Subprovince, Canada, to help with geological mapping and to promote mineral exploration. Gravity surveys in the Rouyn-Noranda and Matagami areas (Québec) allowed better 3-D mapping of important geological structures, and a multiscale edge analysis of ground gravity data over the Blake River Group confirms that major faults behave at depth as predicted by surface geology. Airborne gravimetry west of Matagami (Québec) helped to identify a new trend south of Lake Grasset that is almost perpendicular to the assumed geological trend of the area. Electromagnetic (EM) surveys, flown in the Chibougamau (Québec) and Bartlett Dome (Ontario) areas, allowed new conductors to be identified at greater depths than were achievable with previously used EM systems. Airborne magnetic surveys were flown in the Burntbush area (Ontario), and other available high-resolution magnetic data were compiled to produce a continuous and homogenous magnetic grid of the Abitibi region.The resulting compilation map clearly shows the locations of dikes, faults, and shears zones, and reveals some fault extensions in areas of extensive overburden. This grid also allows the computation of enhanced maps, such as vertical derivative and tilt maps (e.g., a tilt map shows subtle magnetic features in the Blake River Group that are difficult to see in the total magnetic field or its first derivative). Results from these new surveys show there is considerable value in (1) resurveying areas covered by older surveys, and (2) recompiling data sets from these older surveys."
