Chairman, our Honourable Minister, Mayor Cole, it is a pleasure for me to come here, and join with you in one of the largest industrial shows ever held in Saskatchewan.It is an honour to be asked to keynote your meeting, to help mark an early chapter of this new industry for Saskatchewan. God has placed in our hands a new resource for His man on earth. This store of potash, 350 million years in the making, offers a vital resource to help man support his advanced intellect for thousands of years. It is a gift so large we must all wonder at its purpose and our responsibilities in serving our fellow man with it.We who are here to plan and implement the development of this essential mineral resource enjoy a great -privilege; and we share a great responsibility -to see that the billions of tons of potash which have waited beneath these prairies for millions of years are widely and wisely used to nourish the earth through future millenniums.To know the true value of potash, to be able to bring forth this re-source from over 3,000 feet deep in the earth, to establish markets and develop its potential worldwide is all part of our great heritage from generations past. So I think it is fitting on this occasion that we reflect for a moment on this heritage, to help us assess the responsibilities of its future development."

Nos últimos anos as siderúrgicas têm investido na melhoria de seus processos e produtos buscando à produção de clean steels, onde menor nível inclusionário é almejado. Neste contexto foi objetivado neste trabalho, em um primeiro momento, realizar uma revisão bibliográfica afim de buscar um modelo que pudesse relacionar a composição química da escória com a capacidade da escória de remover de forma eficiente as inclusões, garantindo assim a limpidez de aços. A partir destes dados, buscou-se, como segundo objetivo, avaliar alguns resultados de escórias industriais e compará-los com o proposto pelo modelo. A viscosidade e molhabilidade foram os parâmetros de maior impacto neste estudo, sendo a viscosidade obtida através da termodinâmica computacional com o FactSage e a molhabilidade estimada a partir do modelo de Nakajima.

"One of the most important environmental issues associated with contemporary openpit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following:• The water quality within the pit lake, plus surface water and ground water discharging from the pit lake, meets premining or other acceptable water quality conditions of the receiving environment. • The termination of all active treatment processes.• The return of the pit lake to the government for long-term care and maintenance.• The release of the mining company from all future liabilities associated with the pit lake.• The return of the environmental bond to the mining company.• The reuse of the pit lake for some post-closure, beneficial purpose.The achievement of these goals is known as walk away pit lake closure.Peer-reviewed publications of successful walk away, pit lake closure provide mining companies with the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). In North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources (Vandenberg, 2018; Crossman, 2019). The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need to document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry, at large, can learn from these examples and can better address public concerns."

WISH to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphhrets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chi¬cago, St. Louis, Newark, New York, and Europe, of crude argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. A study of literature on the epidiorite dykes which transgress the Broken Hill lode and its wall rocks reveals a considerable diversity of thought regarding the time of emplacement of such dykes. In this paper it is deduced that the epidiorite dykes were formed at a late stage and were probably post-ore. Detailed mapping, sampling, and correlation of data from over 100 exposures substantiates this deduction. Physical disruption of the epidiorite dykes is indicated and some interaction of the epidiorite and ore at the time of intrusion is inferred.Further petrological study may confirm this.

"The planning and construction of prime coking coal beneficiation plants in the nationalized mines in India are reviewed. Flow schemes, construction practice, materials consumption, and costs are detailed.Medium-capacity beneficiation plants with multiple loops are recommended under Indian conditions.IntroductionThe reserve of high-grade and easily washed metallurgical coal in India are quite limited. Prime coking coal constitutes approximately 22% of the total resources and occurs exclusively in the Jharia coalfield in the state of Bihar. Bharat Coking Coal Limited (a subsidiary of Coal India Limited (CIL) the nationalized mining sector of India) owns 80% of the Jharia collieries. The development of Jharia coalfield in the pre-nationalized period before 1971 has been characterized by a large number of small mines with primitive mining methods and low productivity. The production of prime coking coal to meet the demand of the steel industry in India has to increase from the existing level of 11.1 million tonnes to 43.4 million tonnes per annum by 2000 AD, thereby producing 5.61 million tonnes and 22.7 million tonnes of clean coal respectively. An ambitious program has been undertaken for development of bigger mines with an average production of 1 to 3 million tonnes per annum. With the fast dwindling reserves of good quality coking coal, more inferior grade coal seams, having difficult washing characteristics, are now being mined. All the coal from the future mines will have to be beneficiated to make it suitable for consumption of steel plants; the following washeries are being planned for construction by 2000 AD:"

Interest in the possibility of using Diesel6/ engines for haulage power in mining and tunneling is increasing in the United States, owning largely to the reported successful use of Diesel locomotives in European coal mines and to the comparatively recent development of automotive Diesel engines in this country. The extent of this interest has been evidenced to the Bureau of Mines by numerous requests for information as to the factors that must be considered if Diesel engines are to be used safely underground.

"The tax reform process marches on. The December 16, 1987 measures tabled by Finance Minister Michael Wilson represent one more step toward the objective of total reform of Canada's income and sales taxes. While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Some of the ?do?s? and ?don?ts? are highlighted. Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. In 2006, McNally International Inc., in a joint venture partner-ship with Aecon Constructors, was the successful bidder on two York Region Tunnel Projects: the Bathurst Collector/Langstaff Trunk Sewers and the York Durham Sewer System (YDSS) Interceptor Sewer 19th Avenue, both in the Toronto area. These projects comprised a total of 13 km (8 miles) of 2.74 m (9 ft) finished diameter tunnels and are both part of the YDSS. Both contracts required the use of earth pressure balance (EPB) tunnel boring machines (TBM) with a precast concrete segmental liner.

This paper describes the progress accomplished at the Noranda Technology Centre in the field of three-dimensional computer-aided underground blast design. Traditional methods of laying out underground blasts are reviewed, and the new computer-aided approach is described. Time savings achieved through the use of BLASTCAD can be advantageously used to better engineer blasts, using models and blast vibration analysis. Future work involving the attachment of blast models directly to the system is also addressed.

The U.S. Mine Safety and Health Administration (MSHA) has identified ore pass hazards as a significant safety problem in underground metal mines in the United States injury and fatality data show that many injuries are related to pulling or freeing ore pass chutes and structural failures of control gates and ore pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating these hazards and developing methods to improve safety during transport of ore and waste. Particle flow analysis methods were used to simulate chute and control gate response to various material loading scenarios. Results from computer models indicate that dynamic impacts from ore and waste rock might be considerably greater than theory predicts. Static and dynamic loads were measured in a laboratory setting using scaled ore (sass mock-ups. Field tests were initiated in an active ore pass to determine actual static and dynamic loads. Field data were compared to computer results and indicated that impact and total static loads were substantially less than the computer model results suggested. Damping factors, normal and shear stiffness, and mass frictional characteristics have a significant effect on particle flow and resulting impact loads.

This paper gives a brief summary of the process of manufacture of sterling silver, and some of its more important physical properties, as observed in conlmercial production of rolled sheet and wire. Although papers have been published by Turner and Smith,1 Rose,2 Sperry3 and Jordaq4 there are few technical data available, and unfortunately the time allowed for the preparation of this paper has not been sufficient to make it as comprehensive as the title might indicate. Analysis of Steeling Silver Fine or pure silver is too soft for coinage and the manufacture of articles in which strength and resistance to wear are desired. From the earliest times of which we have record, copper has been the metal generally used to harden silver. Analyses of coins and silver articles from ancient tombs show varying amounts of copper, and old Roman silver objects in the British Museum have approximately the same ana,lysis as our sterling. The first authentic record of the establishment of a standard alloy is during the reign of Henry I1 in England. During the twelfth and thirteenth centuries, the people in the Eastern Provinces of Germany had a reputation for the standard and purity of their silver coinage, and it is said that Henry II employed some of these Easterlings, as they were called, to improve and standardize the English coinage, which had become debased. Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

During the 1980s and early 1990s low cost gold treatment plants were at the forefront of the Australian engineering and mineral processing business. This opportunity was the result of a high gold price and innovative design by emerging engineering companies in an expanding market. The low cost approach to gold plant design and project execution resulted in smaller and shorter life projects becoming viable and the multiplicity and fast track approach of the projects resulted in sharp learning curves. From the mid 1990s to the early 2000s the relatively low commodity prices and resultant reduction in minerals opportunities also resulted in innovative design in both small and large plants, albeit on a reduced scale. The innovation was associated with alleviating capital cost pressures for large capacity low-grade (eg NewcrestÆs Cadia) or small-scale (eg JubileeÆs Cosmos) projects to either improve NPV or to enable the project to be won and profitable in the competitive lump sum environment. Between 2004 and 2008 the engineering market became less competitive from an engineerÆs perspective due to the high demand for engineering services in a high price commodity market. The need for innovation remained but was driven overtly by shortages in water, power and personnel and long equipment lead times. This paper discusses some of the factors that contribute to the capital cost of a project and the scope for improving the likelihood of financing and increasing the project net present value (NPV). Case studies with recent large copper concentrator projects will be used to demonstrate how a value driven approach to project and plant layout can result in significant improvement in NPV.

Ni, Co, Cu and Pt, mattes are common materials that require granulating and milling of the resultant granules for further processing. This route is acceptable if the material is brittle (friable) which is a property associated with the higher sulphur mattes. For lower sulphur levels, where the matte is less amenable to milling, the costs of the milling increases. This paper will compare water granulation with certain dry granulation processes and the downstream processes required for Hydrometallurgy. It will further introduce and expand on atomisation which offers a further safety benefit in the control of the metal flow into the 'wet zone' with the use of a tundish flow control also reducing the conversion from the matte to powder in one fairly straightforward operation.
