The Construction Aggregates Corp. operates a plant for processing sand and gravel from two deposits in Ottawa County, Mich. The bulk of the sand is obtained from a sand dune on the shore of Lake Michigan, and the gravel is dug from a glacial-drift deposit farther inland. Mining is done with draglines, and the material, both at the digging site and in the plant, is moved mainly by systems of conveyors. The Ferrysburg plant serves customers along the Great Lakes, which is unusual for a business normally local in character. Annual production exceeds 1-1/2 million tons of sand and gravel as concrete aggregate and 200,000 tons of core sand for foundry use.

Current practice for the recovery of platinum group metals (PGM) from flotation concentrates is by energy-intensive smelting processes followed by separation and refining of the base and precious metals. Energy costs are rapidly increasing in South Africa and this trend is forecast to continue in future years. Moreover, the smelting operations are highly susceptible to deleterious constituents, particularly chromite; and the increasing tonnages of UG2 chromititic ore being mined results in an increasing chromite content of smelter feeds. Hence there is a substantial incentive to assess and implement alternative processes to smelting for the treatment of PGM concentrates. The Kell process is a patented hydrometallurgical alternative to smelting that is totally insensitive to the chromite content of the feed concentrate and comprises three commercially proven unit operations (pressure oxidation leaching of base metals and sulfur, roasting and chlorination of precious metals). The Kell process provides the opportunity for existing and new PGM producers to significantly reduce their energy consumption, and in particular their consumption of electricity, by removing the need to smelt PGM concentrates. Energy costs, greenhouse gas emissions and installed power requirements are also much reduced. Compared with smelting and refining these reductions are calculated as: ? Total energy consumption-50% reduction ? Electrical energy consumption-84% reduction ? Energy consumption costs-76% reduction ? C02 emissions-70% reduction ? Installed power requirement 92% reduction. The data obtained from simple laboratory batch amenability testing can be readily applied to the Simulus mass and energy balance simulation procedure to determine energy and reagent consumptions, equipment selection and process optimization. The applicability of Kell to treating low-grade 'dirty' concentrates with high UG2 content as well as to polymetallic concentrates containing base metals as the major payable metals with subordinate PGM means that these savings can also be expected when the process is used for treating a range of concentrate types and grades. This article describes and evaluates the establishment of Kuyasa Mining including the search for a suitable deposit, the ongoing lack of finance, and market constraints. Despite the dramatic initial growth and success of their Ikhwezi Colliery near Delmas, Mpumalanga, Kuyasa?s experiences offer some sobering arguments for significant changes to mineral rights ownership, the attitude of financial institutions and government policy if South Africa is to have a dynamic and successful junior and small-scale mining sector.

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2.0 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH's Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis, and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items which require the constant attention of miners operating in these conditions. Severe whipping of shuttle car trailing cables occurs when the car stops suddenly or reverses direction. This causes cable damage, and can seriously injure personnel near the cable. FMC has contracted with the U.S. Bureau of Mines to design, build and demonstrate a reel control system that will significantly reduce or eliminate whipping. II. CONCLUSIONS Results of engineering effort show that the following conditions are primarily responsible for the whipping problem. Causes may exist individually, or in combination.

BASED on their analyses of growth kinetics, ibbs' and Harris et al.' have recently proposed that the rate of subcritical graphitization of steel is controlled by the rate of diffusion of carbon in ferrite. illert has concluded that this is the rate controlling growth mechanism when the growing graphite particles are relatively large. Harris et al.' also propose that the matrix surrounding a growing graphite particle is plastically deformed to make room for the growing particle. If this plastic deformation does occur, then preferred recrystallization may be observed around the larger particles. If diffusion of carbon in ferrite is rate controlling, then a graphite particle growing in a matrix of, say, tempered martensite or pearlite, should be surrounded by a carbide depleted zone. Thus, the simple metallographic experiments reported here are sufficient to determine whether or not diffusion of carbon in ferrite is the dominant mechanism for the growth of graphite in steel. The present investigation considers graphitization in five alloys. The compositions are given in Table I. Graphitization was carried out at three temperatures: 900°K (627"C), 950°K (677"C), and 990°K ('717°C). Samples were reacted in both the martensitic and the pearlitic initial conditions. In the hypoeutectoid steels, Sets 7 and 8, .and in the hypereutectoid Fe-C binary, Set 6, graphitization was very limited after 1000 hr at temperature. In these samples graphite particles observed were less than 10 p in diam. In the hypereutectoid commercial steels, Sets 1 and 3, large graphite particles (100 p) did not appear until after 250 hr at temperature. The limited number of graphite particles observed and the range of sizes obtained prohibited measurement of growth rates in this investigation. However, in all samples showing graphitization, neithe a carbide depleted zone nor recrystallization was observed. illert's model predicts that diffusion of carbon in ferrite should become dominant for graphite particles larger than about 300 p in diam. The largest graphite particle observed in this investigation was approximately 450 p in diam. No evidence of carbide depletion was noted. Fig. 1 shows a typical graphite particle. "IntroductionTHE PURPOSE of this paper is to give a •brief history of iron and steel in British Columbia, a quick look at the present operations of Western Canada Steel, Limited, a review of iron ore resources and iron and steel markets, and a projection of what the future might hold for the industry in British Columbia.From the Past to the PresentWhile the paper is entitled Past, Present, and Future, in covering the past, which we shall call the time prior to 1947, there is very little to be said. Small shipments of iron ore were made from the Texada deposits by the Puget Sound Iron Company from 1886 to 1907. Total ore shipped did not exceed 70,000 tons. Part of this is believed to have been used in building a United States battleship in 1907 in the Bremerton Naval Yards in Seattle, Washington.In 1914 a small steel mill was started on Lulu island, rolling bars from •box piles and used shafting. This mill operated spasmodically for a few years but finally burned down in 1921. The rolling mill stands were sold to China and are no doubt in operation in China today.In 1916 the City of Port Moody assisted in the financing of a mill which operated on re-roll rails, box piles, and steel ingots made in an experimental electric furnace in Port Moody. This furnace also produced small quantities of pig iron scrap. The backers of the Port Moody mill showed a great deal of enterprise and must have been a very forward looking group, since this was one of the first recorded applications of the electric furnace to small ingot production. Despite their enterprise, the operation was unsuccessful and terminated in 1921."

The time-cost-risk analysis described herein was performed as part of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation. The objectives of this analysis are to assess the feasibility of the program relative' to time and cost constraints, and to determine the probabilities of achieving various technological goals. A combination of standard program planning and analysis techniques were used to achieve these objectives. These included a critical path analysis, a resource allocation analysis, and a risk analysis.

The choice of a design concept for a bridge foundation is guided by various factors; several of these factors are indeed of technical origin, like the environmental conditions in a broad sense, but others non technical factors may also have a profound impact on the final design concept. The foundations solutions adopted for the Rion Antirion bridge are described and an attempt is made to pinpoint the major factors that have guided the final choices. The Rion Antirion bridge is exemplar in that respect: the foundation concept combines the simplicity of capacity design, the conceptual facility of construction and enhances the foundation safety. The design of these foundations was a very challenging task which required full cooperation and close interaction with all the parties involved: concessionaire, contractor, designers and design checker.

The property of the Park City Consolidated Mines Co. is situated in the northeast part of the Park City dining district 1 mile east of the town of Park City. The elevation at the collar of No. 1 shaft is 7,250 feet. Park City is a town of approximately 4,500 population lying about 30 miles east of Salt Lake City. The two are connected by an oiled State Highway, which is cleared of snow in winter and maintained in first-class con¬dition by the State throughout the year. The district is served by branches of the Denver & Rio Grande Western and Union Pacific Railroads, each operating on a daily' schedule, except Sunday. These two railroads have constructed 1 ½ miles of joint track from the town to the Park City Consolidated Mines Co. loading tipple, located 200 feet from the portal of the adit that leads to No. 1 shaft.

Scenario reduction is designed for selecting a representative subset of geostatistical simulations out of a much larger set. Three steps are involved: measuring the dissimilarity between two simulations; finding a metric to measure the distance between any subset of k simulations and the full set of N simulations; and finding an efficient algorithm for selecting the subset that minimizes the metric. This paper focuses on the third question. We show that genetic algorithms are an efficient way of approaching the minimum when the population of subsets to be sampled is large. Two case studies based on the Walker Lake data-set are presented: firstly choosing k=4 simulations out of a total of 100, and secondly choosing 20 out of the same 100 simulations. In the first case it was possible to compute all possible combinations exhaustively and hence to demonstrate that the algorithm converges to the true minimum. This was not possible in the second case. Instead we demonstrate that it outperforms the random draw algorithm used in earlier work. A procedure for tracking individual selections during the iterative procedure was developed. This allows us to measure the evolution in the percentage of progeny resulting from crossing-over and from mutation that survived in the next generation. It gives valuable insight into how to choose the parameter values in the algorithm. Another key finding is that there is a trade-off between the number of individuals per generation and the number of generations required for the algorithm to converge.

Common offset and refraction seismic data have been collected over four longwall panels at two different locations within West Virginia. Surveys prior, during and after mining were made in both areas. The velocity of seismic wave propagation in the overburden rocks is observed to decrease in response to panel emplacement. Variations in the magnitude of this reduction, apparent as an additional first arrival time delay in the after mining common offset surveys, do not appear to correlate directly to the amount of subsidence that has occurred. Velocity reduction and signal absorption zones are also produced in the cover beyond the panel face over the adjacent unmined areas. Signal absorption and velocity reduction zones have also been observed over room and pillar entry areas between mined panels. Velocity reduction zones have been- observed beyond the panel face in both shallow and deep mines, but the signal absorption zone has not been observed over the deeper mine. Changes in the compressional wave velocities of the cover rocks are associated with changes in their elastic moduli. Differences between borehole derived and surface seismic derived interval velocities, are related to differences in the properties of the bulk volume sampled by each method.

IT IS most appropriate that this first Memorial Lecture should be given in the Province of Quebec, near the site of the first metallurgical industry in Canada. At La Forge, about seven miles north of Three Rivers, iron was produced in 1783. We are told that the early settlers obtained most of their iron-ware -stoves, kettles, axes and ploughshares -from this smelter, with its foundry and forge. The Canadian copper industry also had its beginnings in Quebec when, nearly 100 years later, in the 1880's, several small copper smelters were erected in the Eastern Townships. Later, in 1899, Canada's first aluminum smelter was built at Shawinigan. From these small beginnings has grown a vast metals industry, the export value of its products being only exceeded by that of our forest products -newsprint, pulp-wood and lumber. As we are not a large country in terms of population, our domestic capacity to consume is often small in relation to our developed capacity to produce.

A hypothetical set of data is used to demonstrate the final process of evaluation, and somerelevant taxation provisions are discussed.

Concerning the excavation of rock cavern, it is one of the most important issues to evaluate the behavior of rock joints. But few detailed measurements for joint behavior had been conducted. Therefore, in order to evaluate the stability of rock cavern, effective approach for monitoring and analyzing the joint behavior needs to be developed. In this paper, authors described the results of analysis for joint behavior during the excavation by comparing with both results of the in-situ measurement by BTV and the numerical analysis by MBC model. Bei Ausschachten von Gesteinshöhlen ist es von besonderer Bedeutung, das stark von den Verbindungsteilen beeinflusste Gesteinsverhalten zu bewerten. Jedoch wurden bisher nur wenige Beobachtungen über das Öffnungsverhalten von Verbindungen durchgeführt. Daher muss ein effizientes Verfahren zur Überwachung der Stabilität unterirdischer Höhlen und der Analyse des Verhaltens von Verbindungsstellen entwickelt werden. In der vorliegenden Studie beschreiben die Autoren das Verhalten von Verbindungsstellen während der Ausschachtung durch Vergleiche sowohl mit den Ergebnissen von in situ Messungen mittels BTV als auch numerische Simulation mit dem MBC Modell, welches auch Diskontinuitäten berücksichtigen kann. Quand il s’agit d’excaver une caverne dans une roche ayant des joints très développés, il importe fort d’évaluer le comportement de la roche. Cependant, le nombre d’observations du comportement des roches effectuées au niveau de joints est loin d’être suffisant. Par conséquent, pour s’assurer de la stabilité des parois des cavernes souterraines, il a fallu mettre au point une méthode fiable de détection et d’analyse du mouvement des joints. Dans cet article, les auteurs décrivent leurs études de comportement des joints pendant l'excavation, en comparant les résultats des mesures effectuées in-situ, dans un chantier d’excavation par BTV , avec ceux d’analyse de la simulation numérique par MBC permettant de tenir compte des discontinuités.

The first section of this U.S. Bureau of Mines report includes a discussion of the navigational tasks performed by operators of mobile mining equipment, with the focus on the navigational information and guidance techniques required by continuous mining machine operators. Some previous research and attempts in remote and autonomous navigation of continuous mining machines are mentioned. Issues of research in autonomous navigation of various other mobile robots are presented, with attention focused on their applicability to a continuous mining machine navigating in the mining environment. Conclusions are stated on methods of automating the navigational tasks of a continuous mining machine, and a decision to concentrate initial attempts on the tasks of autonomous face navigation is defended. The second section of this report includes a presentation of the Bureau's proposed solution for autonomous face navigation of a continuous mining machine, which includes the employment of a mobile roof support as a reference for guidance in the face area, and a navigational guidance system for the continuous mining machine.

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

INTRODUCTION This paper is the outgrowth of work done by the authors to prepare the seismic design criteria for underground structures on the Southern California Rapid Transit District (SCRTD) Metro Rail Project. It is a follow-on to a similar paper presented at the October, 1984, ASCE National Convention (17). For design, the earthquake-induced distortions recommended herein are to be added to the normal static loading conditions for the underground structure. This design approach has been used by 18 section designers on the SCRTD Project. Preliminary results from two- and three-dimensional finite element solutions have partially verified the approach. Areas where additional research is needed for special cases are identified. EFFECTS OF EARTHQUAKE The effects of earthquakes on underground structures may be broadly grouped into two general classes -shaking and faulting. In response to earthquake motion of bedrock (shaking) , the soil transmits energy by waves. Seismologists identify various types of earthquake waves, but underground engineers are generally interested in the effects of transverse shear waves which produce a displacement of the ground transverse to the axis of wave propagation.
