A massive mudslide blocked a river in Utah, impounding a 61 m (200 ft) deep lake. Under emergency conditions, a system was designed and constructed to: (1) drain the impounded lake; and (2) provide a permanent diversion for the river around the mudslide. The system consisted of a low level tunnel, a connecting vertical shaft daylighting close to the lake shore, control valves mounted within the tunnel, and an inlet channel between the lake and the shaft. This paper focuses on the problems and concerns surrounding the inlet channel excavation and the stabilization of the remaining vertical rock walls.

Messrs. Thomas & Cross, having leased from the Akron Cement Company from twelve to fifteen acres of abandoned cement-tunnels and chambers, for the purpose of propagating mushrooms for the market, commenced operations about a year ago, and are now beginning to furnish mushrooms in quantities to the local markets of Buffalo and Rochester. The quarries, or, more properly, the mines, of the Cement Company are located at Akron, Erie County, PIT. Y. The cement-rock occurs in a stratum about 71/2 to 8 feet in thickness, which is overlain by from 1.5 to 25 feet of limestone and flint-rock. There is a gentle rise from the opening of the tunnel inwards, giving a natural drainage and leaving the chambers comparatively dry. The roof is good and is supported by pillars and heavy timbers. The mushroom-beds are located about 300 feet from the opening of the tunnel, and are made in the form of mounds about 3 feet by 12 feet, at the base, and 24 feet high, giving to the chambers the appearance of a subterranean graveyard. THE Sub-province of Benguet is in the North Central part of the Island of Luzon. Baguio, the capital, is situated on a piateau 5000 ft. above sea level, and is the main health resort of the Philippines. It is rapidly becoming the favorite resort for the China Coast as well, and has many miles of beautiful, curving drives with nearly every pine-covered knoll surmounted by a summer home. The United States Army has a recreation post here, known as Camp John Hay, with a well-equipped hospital, and there is a Country Club with a good golf course adjacent. The weather during the winter months and until late spring is ideal. The business center consists mainly of Chinese and Japanese stores, several hotels, and a large public market, in which are displayed all of the vegetables of the temperate zone, which are flown near Baguio, and many tropical and other products brought up from below. This district is reached from the Coastal Plain either by the old Benguet road built in 1904 by the United States Government, or by the Naguilian road, built some years later. The former is now a toll road, with a line of stages operating over it to and from Des Mortes in connection with the government-owned rail- road. Auto travel from Manila is also along this road, the trip from Manila to Baguio requiring about seven hours, following up the great valley north of Manila for nearly 150 miles to the lower end of the Benguet road, and thence to Baguio, 25 miles. This is an interesting, scenic trip; the road is especially famous for the zig zags where it climbs out of the canyon of the Bued River to the plateau. In the September number of the National Geographic Magazine, a fine aerial picture of this road, as well as of other interesting points in various parts of the Philippines, appears. Freight for the district is taken in mainly over the Naguilian road connecting with the railroad at Bauang. This route follows the ridges of the mountain slope with broad vistas and views of the coast.

R. W. Christy (Manager of Sales, Sanitary Engineering Equipment, Link-Belt Co.) and C.D. Rubert (Barrett, Haentjens & Co.) — Messrs. King and Schepman have presented an excellent paper which outlines the general practice in the design of thickener mechanisms. Lifting devices, controls, special applications and underflow pumping arrangements have been reviewed in detail. Pumping arrangements were illustrated which eliminate the need for an expensive tunnel beneath the thickener floor. Most of those illustrated have the common feature of a relatively long underflow suction line extending from the hopper floor to the pump located on the bridge at the periphery of the tank. The authors limit these arrangements to comparatively dilute or thin slurrys. It is implied that dense and coarse concentrates, which are difficult to pump, cannot be handled unless a tunnel is constructed. Fig. 1 shows an underflow pump arrangement which negates the need for a tunnel but which permits the operator to convey a heavy dense slurry. The pump is mounted directly on the fixed hoist platform and the impeller is located at the base of the steel center column. Priming water is not needed. The column

THIS meeting was held at the home of the Institute in the United Engineering Society Building, 29. West 39th St., New York, N. Y., Feb. 18 to 21, 1908. The first session, held in the large auditorium Tuesday evening, Feb. 18, was called to order at 8 p.m. by Prof. Henry M. Howe, Past-President of the Institute, who welcomed the members and guests in a few cordial and well-chosen remarks. The following papers, accompanied by lantern-illustrations, were presented in oral abstract by their authors Swedenborg and Humboldt, by R. W. Raymond, New York, N. Y. Electric Power in Steel Mills, by David B. Rushmore and Karl A. Pauly, Syracuse, N. Y. At the close of the session, an informal reception in the offices of the Institute was tendered to members and guests. The second session, held in Assembly Room No. 1 in the same building, Wednesday, Feb. 19, was called to order at 10 a.m. by Prof. Robert H. Richards, Past-President of the Institute. Before proceeding with the papers on iron and steel, which were scheduled for presentation at this session, Mr. F. E. Junge, a representative of the gas-engine and electric motor industry of Berlin, Germany, gave a short oral discussion of the paper by Mr. Rushmore and Mr. Pauly, Electric Power in Steel Mills. Printed copies of the paper, Uniform Nomenclature of Iron and Steel, were distributed among the members and guests present, and the request was made for a later discussion of this important subject by letter. This paper constitutes the Report of Committee No. 24, of the International Association for Testing Materials, which was presented at the Brussels Congress in 1906. INTRODUCTION. THE Park City mining-district is distinctively a camp of few properties, 5,000 acres, or one-third of the entire district, being under the management of but three companies. As a rule, the ore-bodies lie deep, with no outcrop, except where erosion has formed the deeper canyons and gulches. Ontario canyon exposed the famous Ontario ledge, and Woodside gulch showed the first ore of the Silver King Coalition mine. The Quincy ore-bodies were first brought to light in upper Empire canyon, and Thaynes canyon was instrumental in aiding the prospector during the early days of the camp. There are 22 shafts which have reached a depth of at least 500 ft., ten a depth of 1,000 ft., five a depth of 1,300 ft., and two a depth of 2,000 ft. The amount of lateral development has been proportionally extensive, including six long tunnels, four of which are in 3 miles, with a fifth now being driven. The Ontario lower drain-tunnel is now more than 4 miles long. The formations are sedimentary, dipping about 30° NW. and N., and traversed by many fissures, dikes, and faults. The principal ore-bodies are found associated either with the contact of the basal Ontario quartzite and the overlying limes, or on a quartzite stratum within the limes, or in the fissures, or along some of the porphyry dikes. The district covers the intersection of the Uintah and Wasatch ranges, which explains the existence of large folds and faults, and fissures of great length, width, and depth. In a general way, the geology of the district consists of a basal quartzite dome, which has been exposed by erosion at the Ontario property. The Ontario fissure lies entirely within this formation. DURING my trip around the world last year, covering a total of 45,000 miles, I saw many things of especial interest from an engineering viewpoint. Sailing from New York, I went through the Panama Canal, down along the west coast of South America, then over the Peruvian and Bolivian Uplands; thence to the celebrated copper mines of Chile; across the Andes, to Buenos Aires, then to Rio Janeiro; across the Atlantic to Lisbon, Portugal; through Spain to the Rio Tinto mines; across southern Europe to Italy; thence to Alexandria and Cairo; up the Nile to Assouan, to Palestine through the Suez Canal, Red Sea and across to Bombay; up to the country of the Moghul Emperors; then to Calcutta, from which point I shipped to Singapore, as having crossed the Equator twice, I wished to shake hands with it again; thence to Shanghai and Pekin; up to the Great Wall of China, back to Nanking and up the Yangtse to Hankow; then back and eastward across the Pacific Ocean. The climatic changes were sudden and severe; there was winter where, for me, it should have been summer and vice versa. The weather man was very kind, however, and until I was near the Aleutian Islands there were only three rainy days in a total of 220.

THE stresses in the e simplest structures are often those we find most difficult to analyze. The most complex condition in mine stresses is found in simple tunnels where the roof, the sides, and the floor are a monolith. The functions of the parts are like the parts themselves not distinct and specialized, and the problems to be solved are like those in a metal structure with riveted joints or a redundancy of bars. This difficulty explains perhaps why the condition has not been treated. But just because it cannot be discussed in its entirety is no reason why it should be treated as an action of parts with specialized functions as a roof 'beans with supports and a foundation. The problem cannot be ignored on the ground that it is not of sufficient importance to warrant careful consideration, because conditions of complete monolithism, of which the tunnel is the type, are found materially unchanged) in room-and-pillar and in longwall work. This unity between roof, sides, and floor, which to the coal miner is a difficult conception, really deserves a scientific appellation, and perhaps holoid (from holos, whole, and eidos, form) will serve the purpose as well as any other. In a simple tunnel the roof, the sides, and the floor form integral parts of one and the same structure; and the distortion of one cannot be conceived without a consequent strain in the others. Thus when the roof of the tunnel droops by reason of its weight, the upper parts of the sides are drawn in because they are integrally-connected with the roof and must approach each other whenever, by the sagging of the roof, the distance between any two points in it is diminished. (See Fig. 1.)

Although Greater New York does not bear any resemblance to a great mining district, the mining operations that are being conducted in and about the city are both extensive and interesting in character. With regard to the extent, it may be mentioned that, at present, there is more dynamite used in New York than in any mining district in the United States; that there are under construction about 38 miles of tunnel, and that 66 miles more are projected, most of which must be constructed .in the near future; that since 1903 at least 2,000,000 tons of earth has been removed in underground work, in addition to about 3,500,000 tons that has been removed in open-cut in connection with tunnel-work, and many times this quantity that has been removed in excavating foundations for buildings not connected with tunnel-work; and that there are to-day probably more than 5,000 men engaged in mining-work in and about New lrork City. These undertakings include almost every operation connected with underground work, from exploration by means of trench and boring, to the sinking of large shafts and the driving of large tunnels through every kind of ground from hard rock to soft, semi-fluid silt and quicksand. It is proposed in this paper to give a general description of some of the methods and appliances used in the opening-up of a " mine " in a large city, and a brief description of some of the &'mines" now being developed in New York, connecting as far as possible the methods described with the particular work for which they were designed, in order to give a general idea of the

When an excavation is made underground the original rock stresses are removed from the surfaces of the excavation. These surfaces converge to partially close the excavation and the superincumbent rock mass moves down towards the excavation. If the convergence of the surfaces of the excavation were controlled, energy generated by their motion against the controlling forces could be extracted. Since the total forces in the rock mass are not significantly affected by the excavation, stress concentrations arise around the excavation, which compensate exactly for those stresses no longer transmitted through the excavation. These phenomena give rise to two general principles which provide the basis for analyzing the effects of making any underground excavation. The first of these is that the total force resulting from the stresses across any plane in the rock, including any plane through the excavation, must be the same before and after the excavation is made. The second of these is that energy must necessarily be released as a result of making an underground excavation.

PERHAPS the most interesting paper of the subsidence session on Monday morning was that by Roland D. Parks entitled "Yieldable Metal Props for Underground Support." This paper described the development of a telescoping prop made from two pieces of pipe. The lower and larger in diameter has cast in it a soft metallic alloy which is slowly extruded through an orifice in the upper and smaller piece of pipe. In this way, the length of the prop decreases gradually as the load from the roof increases. The stress-strain diagram for these props, as tested in the laboratory, is almost ideal, and can be duplicated satisfactorily in successive tests. They have not yet been tested underground. Another paper of much interest was presented by Prof. P. B. Bucky. It is an addition to his series on structural models as applied to mining and was entitled "Effect of Approximately Vertical Cracks in the Behavior of Hori¬zontally Lying Roof Strata." It was illustrated by motion pictures of a model under test. After explaining the un¬derlying theory, the apparatus and the mode of testing, Prof. Bucky set forth the effect of vertical cracks in a mine roof, as follows: (a) the wider the crack, the weaker the roof; (b) where the sides of the crack are in juxtaposition, there is little weakening of the roof; (c) grouting cracks whose sides are not in contact restores the strength of the roof until it may be as strong as, or stronger than the uncracked roof. Small paper props helped sustain the roof. Both the nature of the material and its bonding affect its behavior under stress.

CERRO'S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. Underground construction involves all the legal problems common to the construction industry and adds a nice little group of its own. Elements which will ultimately affect contractor-owner relationship commence to form almost as soon as the owner conceives of the project. A few of these with emphasis on their application to underground construction will be mentioned. (1) During the design stage, determination must be made as to whether the specifications will be general or restrictive. To what extent will the operations of the contractor be controlled? Can he proceed to use any method of tunnel excavation that he desires and only be responsible for the end result or will specific excavation procedures be required? Can explosives be used? Under what restrictions? Are tunnel supports required? How long can the crown behind the heading remain unsupported? What kind of supports are required? What restrictions on the placement of tunnel-lining concrete will be required? Each of you could extend this list for many pages but these illustrations are indicative of decisions that must be made in advance of bidding, and the ultimate decision on each question can have a significant effect on the legal relationships that exist between the contractor and the owner. The owner wants a good job at a fair price. On the other hand, nothing is worse than having a tunnel collapse during the construction period, with its extra costs, loss of life, and delay to the entire project. If the specifications are too restrictive, increased costs of performance are bound to occur. Owners save tremendous amounts of money by obtaining a contractor who has been ingenious in devising the most economical construction procedure. Care must be taken in drafting the specifications so that the benefits of such ingenuity will not be lost. (2) HOW is the contract to be awarded? Will there be open bidding, a restricted list of bidders, or will there be negotiations with a comparatively few contractors? If it is a government project, whether Federal, state, or

THE direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1. It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. Granduc lies near the Alaskan border in British Columbia, about 600 miles (960 km) north of Vancouver. Prospecting in the area must take place in the short summer months of fog and rain because the winter is bitter cold, with snowfall up to 960 inches (24.4 m) accompanied by avalanches. Despite these difficulties, the mineral ized area was discovered in the 1920's. By 1956, Newmont Mining Corporation had developed mineable ore reserves estimated at 32,500,000 tons of 1.93% copper. Newmont and ASARCO, in a joint venture, then began development of the ore body, which was partially covered by glaciers. It was apparent a concentrator could not be built at the mine site where overland access was impossible due to the weather conditions and the terrain. Years of engineering studies of all possible access routes finally dictated the driving of an 11 mi long (17.6 km) tunnel passing under three glaciers and three mountain ranges to the nearest feasible concentrator site at Tide Lake. Even then, a mountain road subject to an average snowfall of 800 in. (20. 3 m) had to be built 32 mi (51 krn) from the concentrator through Alaska to Stewart, British Columbia, the nearest port. At Stewart, which is located at the head of a fjord 120 mi (192 krn) from the Pacific Odean, a fully equipped marine terminal was built. The tunnel, the lifeline between mine and mill, was to be driven from both ends; however, in 1965, an avalanche occurred at the Leduc portal, killing 26 crew members and wrecking much of the camp. The tunnel was then driven from one heading adjacent to the concentrator site at Tide Lake, a distance of 53,744 ft (16,381 m) to a point under the ore body. The remote location, type of terrain, and bad weather made supply of crews, equipment, and construction materials difficult; but in spite of these extremely adverse conditions, the tunnel crews set many world records. Mineralization throughout the ore zone is generally uniform in grade and composition and is primarily chalcopyrite and pyrrhotite associated with pyrite. Mining is mainly by sublevel caving. After blasting, rubber-tired load-and-haul equipment moves from level to level by means of an internal connecting ramp system on a 15% slope. INTRODUCTION IDARADO Mining Company's mill and surface plant are at the portal of the Treasury tunnel at elevation 10,625 ft, 12 miles south of Ouray, Colo. In 1943 and 1944 this tunnel was extended in a westerly direction to tap the Black Bear vein, and, together with the recently completed 1100-ft inclined Treasury raise, provides access to the Black Bear mine. In 1945 a 250-ton mill was placed in operation to process development ores containing much needed copper, lead and zinc for war requirements, and to serve as a pilot testing unit for larger scale milling operations. In the years 1902 to 1927 some 329,000 tons of ore were produced from mine workings on the Black Bear vein that extended downward from elevation 12,325 ft at the Black Bear tunnel portal to elevation 11,618 ft, the lowest level of the mine. The ores were taken to the Cascade and Smuggler-Union mills near Telluride over two aerial tramways. Gold bullion, a copper-lead concentrate, and a zinc concentrate were produced. ORES The Black Bear is a compound fissure vein that has undergone several stages of mineralization. The first important stage is represented by complex ores of copper, lead and zinc in a quartz gangue. Precious metal content in this stage is low. The galena is argentiferous and varying amounts of tetrahedrite, freibergite and bornite tend to increase the normal copper content represented in chalcopyrite. The zinc occurs as a true sphalerite with little or no iron. Later re-openings of the fissure took place more or less co-extensively with the successive introduction of (1) abundant quartz gangue containing minor amounts of chalcopyrite, galena and sphalerite; (2) free gold in a fluoritic quartz gangue; and (3) barren, low-grade quartz with minor amounts of pyrite as the only important sulphide. The sulphides show practically no oxidation and little mineralogic intergrowth. Because of the common overlapping of these successive stages of mineralization within a given mining area, considerable dilution of the base-metal content takes place, thus lowering the average mill-head grade. PLANT PRACTICE Metallurgical testing was started shortly after the Black Bear vein was encountered on Treasury tunnel level in 1944. Laboratory tests showed good flotability of the minerals in the ore and indicated an economic separation could be made of the copper, lead and zinc minerals into their respective concentrates. The success of the separation is close reagent control to maintain a balance between promotion and depression of the sulphides. To maintain this balance reagent consumption for the three metal separation is considerably higher than in ordinary lead-zinc flotation.

The ores were taken to the Cascade and Smuggler-Union mills near Telluride over two aerial tramways. Gold bullion, a copper-lead concentrate, and a zinc concentrate were produced. Ores The Black Bear is a compound fissure vein that has undergone several stages of mineralization. The first important stage is represented by complex ores of copper. lead and zinc in a quartz gangue. Precious metal content in this stage is low. The galenn is argentiferous and varying amounts of tetrahedrite, freibergite and bornite tend to increase the normal copper content represented in chalcopyrite. The zinc occurs as a true sphalerite with little or no iron. Later re-openings of the fissure took place more or less co-extensively with the successive introduction of (I) abundant quartz gangue containing minor amounts of chalcopyrite, galena and sphalerite; (2) free gold in a fluoritic quartz gangue; and (3) barren, low-grade quartz with minor amounts of pyrite as the only important sulphide. The sulphides show practically no oxidation and little mineralogic inter-growth. Because of the common overlapping of these successive stages of mineralization within a given mining area, considerable dilution of the base-metal content takes place, thus lowering the average mill-head grade. Plant Practice Metallurgical testing was started shortly after the Black Bear vein was encountered on Treasury tunnel level in 1944. Laboratory tests showed good flotability of the minerals in the ore and indicated an economic separation could be made of the copper, lead and zinc minerals into their respective concentrates. The success of the separation is close reagent control to maintain a balance between promotion and depression of the sulphides. To maintain this balance reagent consumption for the three metal separation is considerably higher than in ordinary lead-zinc flotation.

Discussion of the paper of DWIGHT T. FARNHAM, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 93, September, 1914, pp. 2357 to 2364. DAVID T. DAY, Washington, D. C.-Do you know anything about the character of that clay as to organic matter? H. RIES, Ithaca, N. Y.-No; it is a dark brownish clay, sandy in its nature. The brownish coloring is probably due to organic matter. Some lignite is also present. DONALD W. Ross.*-I have worked at the plant under consideration. I have not seen Mr. Farnham's paper; but in answering the question as to the organic matter, I might say there is practically no organic material scattered through the shale. There are, however, several layers of carbonaceous shale and rather low-grade coal interbedded with the formation. There are two very serious drawbacks-one which threatens to shut down the plant and another which merely means the expenditure of money. The first is taking care of the sediment from the washing away of the overburden. The government is doing extensive work at different points about Lake Washington with a view to creating a fresh-water harbor for Seattle. I understand that they keep at the Denny-Renton people to keep the channel of Cedar River clear. The Denny-Renton Co. can hardly help filling up the channel so long as they continue their hydraulic work, so this is probably one of their most serious problems. The other is this: There is a large percentage of what I should call micaceous shale or sandstone-a sandstone which contains a large amount of light-colored mica. Of course only a limited amount of this can be used in the manufacture of paving brick. As they shoot down the bank after the overburden of gravel and loam is washed away, these large boulders of micaceous sandstone come down. The strata have apparently been crushed where the clay pit is located so that the exact formation cannot be readily determined. These pieces of sandstone, 5 or 6 ft. in diameter, have to be blasted and removed from the shale. They bother both in the open pit and in the tunnel mining. In the tunnel mining of the shale blocks frequently cover the holes in the roof of the tunnel through which the shale is loaded into cars.
