The Metropolitan Water Supply, Sewerage and Drainage Board, Perth, has recently con- structed two major sewerage tunnels in the metropolitan area and a further one is under construction. These tunnels were constructed in sand, sandstone and limestone. The Tamala Limestone is a Pleistocene calcareous dune sand which now varies in com position from loose sand to cemented rock. Investigation techniques included surface mapping, auger and diamond core drilling, seismic refraction geophysics and mechanical testing. The variable nature of the ground caused difficulties in all aspects of the investigation, particularly in core recovery and seismic work. The Beenyup Tunnel, 2.25m in diameter and 3440m long was excavated with a Dosco TBM 1800 machine and shield with precast concrete Charcon Universal bolted segment lining. The Burns Beach Sewer Tunnel, 1.27m in diameter and 860m long was hand excavated with precast reinforced concrete lining pipes jacked continuously behind an excavation

The paper, one of two papers on the Queensland Railways Brunswick Street tunnels presented at the VIII Australian Tunnelling conference, describes documentation, tendering and construction aspects.Tender documents were written to reduce the risk taken by the contractor. Details of tenders received are analysed and the changing industrial situation at that time described.Construction aspects covered include mobilisation, major equipment, tunnelling equipment and manning. Program and progress are reported including industrial relations and advance rates for Mitsui-Miike S-200 and S-65 roadheaders. Cycle times and performance in terms of cutting rate and pick wear are provided for the roadheaders.

Sydney's Eastern Suburbs Railway from Central to Bondi Junction required the construc- tion of 10.4 km of single-track tunnel and five underground stations. Much of this work took place beneath the commercial centre of Australia's largest city. This paper discusses the general precautions taken and the specific design solutions made for such problems as support of a 15-storey building with foundations several metres above the excavation to ensure negligible differential settlement, excavation immediately below running tunnels, underpinning of multi-storey buildings, tunnelling under massive masonry retaining walls and demolition and rebuilding of part-completed structures.

The potential for adverse surface settlement during tunnelling in soil and rock poses a significant risk to the successful completion of any tunnelling project. Undesirable ground movement may lead to unacceptable level of damage to surface infrastructure, buildings and the environment, resulting in safety concerns as well as causing significant delays and costs to a project. One of the empirical methods which is commonly used to predict surface settlement in the early stages of a project’s development is the volume loss approach as described by Mair, Taylor and Burland, 1996. This method was developed for use in soft ground; however it has also been applied in weathered and soft rock to provide an initial indication of potential surface settlements along a proposed tunnel alignment. This paper presents some initial thoughts on the use of this method in weathered and soft rock and the associated limitations which need to be taken into consideration when interpreting the results. "In the civil tunnelling field, the use of tunnel boring machines (TBM) has now overtaken the use of conventional excavation methods (drill and blast / roadheader). This is due to a number of reasons, including the increasing availability and reliability of TBMs, the ability to deal with a wider range of face conditions, and the reduced excavation cost that TBMs can bring.Mining companies have spearheaded the advances in shaft boring by mechanised means, both in blind and raise boring. However, mining companies have been slower to adopt mechanised tunnelling.When contrasted with a conventional mining contract, there are good reasons why TBMs in mining applications are relatively rare. A conventional decline contract may have very little geotechnical information. The decline alignment can be subject to change as the tunnelling progresses. The infrastructure requirements are less for a conventional decline, and the sunk cost prior to excavation commencing is lower. Contract documents can be very simple.The history of TBM use in mining is reviewed and lessons are described. From the case histories and lessons learnt, the paper identifies ways that mining companies can maximise the potential benefit of TBM technology.We believe that despite the additional requirements for TBM declines, the cost and time advantage to mining companies is very attractive. The Project Hobson tunnel excavation was the first use in New Zealand of an earth pressure balance (EPB) tunnel boring machine (TBM). The tunnelling on the project was very successful and break-through was achieved three weeks ahead of program, demonstrating that tunnelling can be undertaken in Auckland with a high degree of cost certainty.Project Hobson involved the replacement of an existing 90 year old above ground sewer that crosses Hobson Bay in Auckland, New Zealand, and which had reached the end of its economic life, with a 3 km long, 3.7 m internal diameter segmentally lined bored tunnel. The NZD$ 118 M project has provided several environmental benefi ts to the Owner, Watercare Services Ltd and the local community:· provide capacity to meet projected growth in the region,· virtually eliminate wastewater overflows into Hobson Bay and the Waitemata Harbour, and· remove an obtrusive visual feature and open up the bay for recreational purposes.Auckland’s bedrock is a weak sandstone/siltstone (East Coast Bays Formation), subject to infilled paleovalleys. The geology in the region has been significantly influenced by volcanic activity; 49 volcanoes are present within 20 km of the city centre.The paper describes the design and construction challenges for the projects, including TBM performance, ‘sticky spoil’ management, and risks associated with basalt lava flows and two paleovalleys. The paper also highlights the reasons for the success of the project, including a rigorous approach to risk management during design, and effective planning during construction. Other useful data such as the effect on the watertable caused by closed face tunnelling, and ‘faceloss’ estimates derived from settlement arrays are included in the paper.Project Hobson also saw the successful implementation of a Geotechnical Baseline Report – one of the first uses of this type of document in Australasia.

The Brisbane Airport Link Project (AirportlinkM7) includes the design and construction of more than 12.5 km of tunnels, with the Kedron interchange including four ramp tunnels that intersect with mainline tunnels and result in caverns with spans of up to 26 m. These caverns are in highly variable ground conditions with less than 35 m of cover underlying residential neighbourhoods and commercial properties. The Kedron caverns were constructed using the sequential excavation method (SEM). Owing to complex geometry and excavation sequence, the caverns were designed based on numerical modelling methods, including both two- and three-dimensional models. These numerical methods were used to develop a suite of support types with excavation sequences for the expected range of ground conditions. A combination of methods that included in-tunnel monitoring (convergence monitoring and extensometers), probe holes, endoscope probes, face mapping and ground settlement measurements were used to verify performance of the tunnel support systems and to select and refine the appropriate support system for each section of the caverns. The construction monitoring data indicated that numerical modelling can provide a good basis for predicting the performance of large-span underground openings in highly variable ground conditions. The City of Sydney is currently investing in a number of infrastructure projects that require tunnel excavations within the Triassic Hawkesbury Sandstone. It is generally accepted that this formation has high residual stresses of ‘tectonic’ origin, so much so that these stresses have been implicated in a number of well-known failures and problems for tunnelling. These include failure of ‘roof beams’ comprising discrete beds in the crown of tunnel excavations; stress-induced spalling and ‘slabbing’ of tunnel walls; shear displacement between beds causing the failure of rock bolts; strain in adjacent infrastructure and, the necessity for re-grouting of high conductivity fractures due to stress relief dilation after excavation. Whilst there is an extensive published database of in situ stress measurements comprising ‘hydrofrac’, ‘over-coring’ and ‘slotter’ stress measurements, these data indicate a considerable spread of results. The traditional approach to interpreting this data has been to attempt to fit linear correlations to stress versus depth data, based on personal experience and ‘back-analysis’ of monitoring data during construction. However, there are a number of such correlations in the literature and there is divergence of opinion regarding the assessment of ‘background’ in situ stress and appropriate upper and lower bound values for design. This paper provides a brief review of the published data; suggestions on an alternative ‘risk-based approach’ to assigning in situ stresses for design; and, proposals on how in situ stress tests may be conducted in future to improve the quality of the database available to designers.CITATION:Macklin, S, McKay, G and Erskine, M, 2014. Segmental tunnel linings are becoming more common in Australia. One current project employing a segmental lining is the City West Cable Tunnel (CWCT) in Sydney. The project has been commissioned by Energy Australia and is currently being constructed by Thiess Pty Ltd. The project includes 1.6 km of tunnel boring machine (TBM) driven, segmentally lined tunnel. The majority of the CWCT will be excavated through Hawkesbury Sandstone. The tunnel is required to carry a 132 kV electrical circuit under SydneyÆs central business district (CBD), between Haymarket and Energy AustraliaÆs City North Substation on Sussex Street. The segmental lining has been designed as a 3.2 m internal diameter, 200 mm thick universal ring with six trapezoidal segments. The design and detailing of this segmental lining presents some noteworthy challenges, including exposure to saline groundwater, and the exclusive use of steel fibres for flexural and tensile concrete reinforcement. This paper describes some of the key elements of the segmental lining design. These include:the case for choosing segmental linings over other forms of tunnel construction;the major design checks required of a segmental lining including ground loading, hydrostatic loading, joint bearing, joint rotation, ram loading and the early strength lifting case;the benefits of using steel fibres over conventional steel reinforcement;the design approach used for steel fibre reinforced concrete;the application of 3D computer modelling in the design;the provision for components including connector dowels and gaskets;the design for passive fire resistance; andthe design for durability of steel fibre reinforced concrete in a saline environment. Segmental lining design requires the application of specialist design approaches. Input is required by the construction team, as the methods of demoulding, handling, transportation and installation impact on the lining design. As the segmental lining is functioning as immediate ground support and also a permanent lining, high standards of manufacture and construction quality control are required to ensure that the 100-year design life is met. The requirement for a watertight tunnel means that detailing and installation of the EPDM gaskets is of importance.

The increasing global demand for rough materials forces almost every mine to look at the mechanisation in their processes. This will not onlyimprove performance but with safety issues becoming more and more prevalent, the need for the introduction of mechanisation technologies to mining applications is essential. Ongoing developments are occurring in almost every field, ranging from basic developments to specialised mining. Mechanical tunnelling and shaft sinking have set the standards regarding safety, profitability and environmental protection. Different machine types and working principles have been developed to suit the geological and hydrological requirements of tunnelling projects worldwide. Continuous activity in research and development leads to constant optimisation of tunnelling performance.

This paper discusses considerations to be made for the selection of rock tunnelling machines, as opposed to drilling and blasting. A systematic approach is presented in terms of utilizing data frcm site investigations to accurately forecast machine performance for estimating and planning purposes and to help minimise associated risks. Useful rock index properties are identified, and correlations for predicting advance rates for roadheader and full face machines are presented together with a simple method of characteristing rock mass conditions for estimating machine utilization and the savings to be gained in support costs. Finally considerations for tunnelling in adverse ground, for advance probing and for large sized tunnels are outlined.

With a worldwide growing population the demand for higher living standards, food and the development of new technology is rapidly rising. To allow for a continuous growth, larger quantities of minerals and raw materials are needed at a faster pace. Different methods have been developed to access or tap ore more quickly, such as improved drill and blast operations, mechanical mining methods using equipment such as roadheaders (RH), longwall miners and other technical equipment. Another possibility to access and develop mines faster is the use of a tunnel boring machine (TBM).The historical usage of TBMs is surprisingly long, but the opportunity for technology adoption by the majority of worldwide mining companies remains largely untapped. Dozens of full face TBMs have been used by mines around the world, including two that will begin operation soon in Australia. TBMs have been used to safely and rapidly gain access to the orebody, or to expand access to the orebody to increase output by running a TBM along the edge of the orebody for several kilometres. These machines have also been used for ventilation and for conveyor tunnels for ore removal. They have been used to quickly excavate long and winding declines giving access to an orebody at several levels in a short period of time.Tunnel boring technology can be used for mine declines, mine access tunnels and all sorts of different mine designs and set-ups. TBM technology simply needs to be adapted to the mine conditions and, if manufacturers are involved early on in the planning process for mine development, the operation can be very successful. In some cases, historically typical mine designs may need to be re-thought.One mine, the Stillwater Platinum mine in Nye, Montana, is currently employing its fourth TBM in 25 years. Two were used to create tunnels running alongside the orebody, rapidly expanding access to the orebody in many locations for increased output. Two were used to create parallel access tunnels to a mine expansion at the East Boulder orebody; one tunnel is for conveyor haulage and the other for vehicular access. TBMs have been employed successfully many times to rapidly drive vehicular decline tunnels to multiple mine levels, such as at the San Manuel – Magma Copper mine in the USA. While TBM technology may not seem to be optimal for every mine, these success stories show that the method can provide vast benefits for the right projects.Early use of TBMs in extremely hard rock metal mines, in the 1960s and 1970s, had limited success since performance was low. However there have been great improvements made over the years in the strength of rock which can be excavated by TBMs with high performance. Other important improvements involve the provision of a safe work environment, safely and rapidly supporting the rock and predicting geology ahead of the TBM.This paper will briefly note the more than 20 TBM mining projects and highlight some notable successes. It will then go on to give a status report on the two active TBM mining projects in Australia and the difference between a TBM operation versus other excavation methods such as drill and blast (D&B) or RH excavation.CITATION:Rauer, M, 2014. The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

Nippon Telegraph and Telephone Corporation (NTT) developed a new construction method (the M-2 method) that could drive a long, curved small-diameter tunnel (4>1.2 m) without human labor. This method employs the cast-in-place lining system, using quick-hardening resin mortar, so that it can greatly increase the driving distance and execute both long distance driving (longer than 500 m) and curved driving with a radius of curvature of 200 m. Furthermore, the central control system with a mini-computer in a vertical shaft enables all work in a small-diameter tunnel, i.e., excavation, lining, and transportation of excavated soil and materials, without human labor. NTT conducted several field tests and a Practical Application Test (P.A.T.) under a public road bearing great traffic. Good results were obtained and the practicability of this method was demonstrated. Therefore, from now on, NTT will apply this ii-2 method to drive telecommunication cable tunnels in urban areas. This method will also be applicable to constructing public tunnel facilities, such as for water, sewage, electricity and gas.

Two tunnels are being bored using a æHydroshieldÆ in section 3.1 of the extension of the Underground railway line 5. At the end of the two tunnels, directly in front of the Hotel Adlon, the shields cannot be retrieved. The steel shell of the shield will be left in place within a sealed concrete block and the reusable components taken out through the completed tunnel. For the first time in Germany, an Underground tunnel is being lined solely by means of UNI rings. BerlinÆs Underground network is 165 km long and has 167 stations. Some 450 million passengers are transported annually. On account of the urban planning modifications that followed reunification, the network has to be adjusted, particularly in the city centre. The most significant project is the extension of the U5 from Alexanderplatz to the Lehrter Bahnhof. After completion, the U5 will be a continuous east-west traffic artery. It will provide a direct link with the new parliamentary and government district, open up new business districts and the cultural centre of the city.

Tunnels are being built around the world using TBMs and prefabricated segments or in situ concrete as linings. Clients demand high quality of these linings to guarantee a long-term stability and density of the tunnels. This paper describes the development and the use of segmental lining systems, including joints, important design criteria, installation procedures, possible mistakes and consequences, repair works and final results for different sites in Europe and around the world. The experience on these sites shows that damages may occur, if some essential aspects are not considered. These aspects include:parameters of the TBMs and back-up equipment such as fixation of jacking rams, movement of the back-up on the lining or ring reformer;parameters of the segments such as quality of moulds, quantity of reinforcement or structure of the joints; andparameters of the tunnel drive such as advance rate, ring-gap grouting or experience of the tunnel crew.All these aspects have to be considered very carefully in detail to get a good lining accepted in total.

On 15 August 1998 the first section of the PUTRA LRT system was opened to the public as a free service prior to official commencement of revenue service on 1 September 1998. It is a remarkable achievement to open a highly advanced medium capacity urban railway scheme in four years after the outline concept began. Even more remarkable is the implementation of the next stage which is the underground section planned to be operational in mid-1999. The decision to build the first underground railway in any major urban centre is a technical challenge. The PUTRA LRT System can be likened to Hong Kong when the initial MTR system began in the 1970s and Singapore MRT in the 1980s. Prior to the PUTRA railway very little bored tunnelling had been undertaken in Kuala Lumpur. A few shallow sewer tunnels had been built but the main experience of tunnelling in Malaysia had been for water, hydroelectric and road tunnels usually through granite formations. The ground conditions in Kuala Lumpur were known mainly from experience of piled foundations and occasional deep excavations. The suitability and likely difficulties to be experienced during bored tunnelling could only be theoretically predicted. In both Hong Kong and Singapore, government owned corporations were set up to implement the scheme, but in Kuala Lumpur the whole project has been undertaken by a private company PUTRA, a wholly owned subsidiary of Renong Berhad.

The application of tunnel boring machines (TBM) for reef mining is a unique practice with benefits over current mining methods given the right geology and geometry of the orebody. The Stillwater Mining Company (SMC) of Nye, Montana, USA operates two mines for obtaining platinum metals. The operation is currently using a 5.5 m diameter open-type machine for further mine development, as well as another TBM that they own.The latest 7.1 km bored tunnel, known as the Blitz Tunnel, will be routed parallel to the ore deposit in igneous mafic intrusive rock, and will be used for the life of the mine operation. It will be used to map the ore deposit, and provide a rail haulage route.Detecting the reef in relation to the TBM requires careful analysis. Diamond core drilling occurs ahead, above, and alongside the machine at every 150 m. The core is drilled, logged, and interpreted on the spot, concurrent with boring. The New Southern Railway (NSR) involves the excavation of approximately 10 km of single bore tunnel from Tempe Reserve, Tempe, to Prince Alfred Park (PAP). PAP is located just south of Central Railway Station in SydneyÆs Central Business District (CBD). From Tempe Reserve the alignment takes the tunnel under Sydney Airport including the main north/south runway. Sydney Airport is approximately 8 km south of the CBD. The NSR is being constructed by a private group, the Transfield Bouygues Joint Venture (TBJV). Transfield is a major Australian contractor and the French contractor, Bouygues, is providing the soft ground tunnel construction expertise and is also responsible for the design of the concrete segmental lining. This paper sets out to present in some detail the issues involved in tunnelling under the airport and in particular under the north apron, the main north/south runway and the new elevated roadway. The paper concentrates on these three areas on the airport with an emphasis on the following. The risks involved and measures taken to minimise the risks in tunnelling under the International Terminal north apron (with Jumbo Jets parked immediately above). Secondly, settlement predictions, settlement and runway operation criteria and the actual settlements that have occurred on the main north/south runway. Finally, the criteria that was developed during the construction of the deep bored piers for the elevated roadway at the Domestic Terminal as the TBM passed through this area of construction activity.

The Brightwater conveyance system is located near Seattle, Washington in the north-western United States. The East Contract portion of the system consists of a 4.3 km long, 5.9 m diameter tunnel in soft ground and two large shafts constructed in challenging soil conditions. The two shafts are situated side-by-side in an urban valley. One will house an influent structure to direct incoming sewage and outgoing treated effluent, while the other will house a 645 megalitre per day (ML/d) influent pump station. The tunnel contains four pipelines: two force mains to convey untreated wastewater eastward from the new pump station to a new treatment plant, one gravity-pressure pipeline to convey treated effluent westward to a new outfall in Puget Sound, and one high-pressure pipeline to convey reclaimed water from the treatment plant to downstream distribution points. The shafts and the tunnel presented many design challenges. Groundwater is near the surface in the area surrounding the shafts, and compressible peat and clay soils preclude dewatering during construction. These and other challenges were encountered during design of the pump station shaft and multiple-pipe tunnel. The challenges were addressed by a design that includes a dual intersecting circular cell shaft (referred to as æthe peanutÆ) and a single tunnel into which stacked pipes will be æstuffedÆ. This paper discusses the design approach and design details for both elements.
