This report aims to discuss, from the viewpoint of the mining geologist, the bearing of topographic and geologic conditions on cer- tain problems that arose in the construction of the Panama Canal. T+ is published by the Bureau of Mines as a contribution to engineer- ing liters ure because it presents information that shows how geology and topography must be considered by the mining engineer in plan- ning excavations and in removing loose material and solid rock in the safest and most efficient manner. The printing of this bulletin has been approved by the governor of the Panama Canal, as it was impracticable for the Panama Canal to give this information to the general public in any of its publications. The "sword cut" of Goethals and his men did not sever the Isth- mian barrier; it merely clove the hills to a depth of 40 feet above sea level. This cut and the great areas of low valleys at both ends of it have been covered with fresh water to the 85-foot level. This high-level lake held by dams at either end, the 85-foot locks, by which ships enter it, and the dredged approaches from the two oceans constitute the Panama Canal. In the preparation of accurate estimates concerning the cost of large excavations information regarding the geologic conditions, as obtained by a study of natural features, is necessary. Drill holes and test pits will furnish supplementary geologic information, but without a gen- eral knowledge of the geologic conditions it will not be possible for the constructing engineer to answer such questions as the following: (1) What rock units will be encountered in the excavation and in what proportion? (2) What will be the cost of drilling each for blasting (3) How far apart and how deep must the drill holes be to efficiently break the rock of each to the proper size-not too fine nor yet too coarse? In this connection jointing, fissuring, bedding, toughness, and other physical characteristics must be considered (4) How steep will the slopes of the excavation stand, and to what extent will they wash and trench on exposure to the atmosphere? (5) What proportion of the material to be excavated is of such physical character that it may be utilized in any other part of the project, such as in concrete construction, road making, wharves, breakwaters, riprap work, etc.

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

The Bureau of Mines since its establishment has always taken an active interest in the utilization of lignite and in the development of the lignite dep'osits of the United States. Extensive lignite fields occur in the west central States, notably in North Dakota, Montana, Wyoming, Colorado, and Texas; there are smaller areas in several other States, some of which are widely separated. The total area of the deposits and the total amount of lignite in these several districts are so enormous that the economic value is seldom recognized. To the people of ·the west and west central regions, however, the larger utilization of lignite, in whatever form it may be, is of fundamental importance, and any new methods or uses that promise to open these great lignite fields for more general and more efficient use deserve careful study. Although these lignite deposits underlie areas of thousands of square miles, their development and general utilization has been rather slow. This is no doubt partly because many of the districts are not thickly settled or highly developed in manufacturing industries, but is largely because lignites, from their peculiar physical and chemical characteristics, are low-grade fuels. Most of the lignites in these areas are imperfectly developed coals; many have a more or less woody structure; some belong to the brown-coal type; and others are darker, denser, and more homogeneous, approaching subbituminous coal. The people living in the regions in which these vast deposits occur, especially in the west central part of the United States, are vitally interested in every effort toward bettering lignite as fuel and aiding its wider utilization.

The production of natural abrasives varied in quantity and value compared with those of 1974. Output of tripoli-type materials and garnet both decreased in quantity and value. Special silica stone products decreased in quantity but in-creased in value. The production of emery increased 38% in quantity. The production of manufactured abrasive materials decreased for all types and the decreases were more in quantity than in value. [ ] FOREIGN TRADE Imports of abrasive materials were 15% less in value than in 1974, and exports plus reexports decreased in value 10%. Net exports, the excess of exports and reexports over imports, were $9.3 million, about four times that of 1974. The volume of all abrasive materials exported decreased and the value of nearly all decreased.

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. Musculoskeletal injury is a term used to describe a wide range of soft tissue disorders which affect the nerves, tendons, and muscles. Common examples include lower back pain, tendonitis, and carpal tunnel syndrome. The majority of these injuries are not the result of sudden mishaps, but usually develop gradually from repeated wear and tear. Symptoms may first appear after weeks, months, or even years. Symptoms may result from many types of activities, performed at work or at home, and it is often difficult to attribute a single event. In fact, it is more common to identify the factors which may have contributed to the development of the condition. The terms repetitive strain injuries or cumulative trauma disorders (CTDs) have been commonly used to refer to disorders that have occurred due to work related activities (Putz-Anderson, 1988; Fraser, 1989). Three main risk factors contribute to CTDs: force, repetition, and awkward postures. Any one or combination of these may contribute to the development of CTDs. Therefore, the design of equipment in conjunction with the required tasks should attempt to reduce these risk factors. Examining the layout of the work area to help identify tasks which may contribute to cumulative trauma is necessary. This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 2 and 3 provide a summary view of the importance of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1989 and 1990.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable. The material will he presented in three parts. as follows I. United Stares Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Other Foreign Patents. Part I appeared in early 1960. Part II follows.

If a conductor traversed by an electric current is broken, a conduction forms in the air between the two broken ends of the wire. This conduction manifests itself in an initial phase by an electric spark and, in a second phase, by an arc if the the circuit continues to supply sufficient power. This arc goes out when the distance between the two ends of the conductor becomes sufficiently large. If the break occurs in an explosive atmosphere, the energy contributed by the arc can cause an explosion. To avoid such accidents, electric circuits that may be utilized in hazardous atmospheres can be made "intrinsically safe". The investigation which we conducted is part of a research project on the intrinsic safety of arcs of high intensity but short duration, in the case of resistive circuits. We developed an electronic system which makes it possible to limit the duration of an arc at the level of the break of a conductor traversed by a current with a possible maximum intensity of 80 amperes. This experimental device for monitoring and measuring the parameters of the arc has shown that arcs of high intensity but with a duration limited to a few microseconds do not ignite an explosive methane-air mixture.

This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. Every few weeks United States newspapers of 25 or 30 years age ran scare-heads telling of some mine disaster, which was a first-page attraction for a day or two and then was forgotton until another disaster occurred a few weeks later. Interspersed with these disasters were the so-called sniping mine accidents, causing the death of one or two mine workers. The summation of all types of mine fatalities usually exceeded 3,000 a year. In the period 1906-10, inclusive, there wore 84 major explosion disasters (or about 17 per year) in united States coal mines; the fatalities resulting from those disasters numbered 2,388 for the 5-year period. These frightful catastrophies helped to cause the total number of fatalities in our coal mines for the 5 years (including the fatalities from major explosions) to reach the enormous total of 13,288, an average of 2,658 per year. In addition, some hundreds of other typos of mining accidents swelled the annual fatality list to upwards of 3,000. This admittedly deplorable condition created so much Nation-wide comment that Congress was impressed with the necessity of having something done by the Federal Government with a view to trying to halt at least sonic of the excessive loss of life in our mines; in consequence, the Bureau of Mines was created and began to function in July 1910.

Failure of the mine floor supporting coal pillars frequently occurs when the subcoal strata include "underclays" or other low strength strata. The failure process has been studied to define the response of these materials to applied coal pillar loads and to determine the applicability of bearing capacity analysis to evaluate unsafe conditions. The study has been accomplished through an investigation of both the intact and insitu geotechnical properties of the subcoal strata and through the installation of floor movement monitoring instrumentation. The results of these studies have indicated that both the shear strength of the underclay and the stratigraphy of the subcoal strata must be considered in the analysis. The shear strength was the major controlling factor determining the ultimate load carrying ability of the materials, but the thickness and stratigraphic position of the weak layers influenced the mechanism of the failure process. The methods of bearing capacity analysis were used to define pillar stability that included provisions for taking into consideration a two-layer system. Conditions assumed for a coal mine where a weak underclay overlies firmer strata. The results of the analysis compared very well with observed mine conditions, indicating marginal conditions in areas of the mine which later experienced pillar support failure. In addition, a "heave factor" was derived to predict potentially unstable floor conditions in the mines studied in detail.

Early in 1944 the Chilean Government expressed a desire for assistance from the Bureau of Mines in a study of the coal deposits, coal-mining methods, and preparation and benefication of coals in Chile. A Memorandum of Understanding setting forth the purpose of the work was executed by the United States Government and the Government of Chile. Parts of this agreement are quoted: On February 4, 1944, the Ambassador of Chile in Washington expressed the interest of his Government in obtaining the loan of a mission of experts to assist in the conduct of a survey looking toward the utilization of the low-grade coals of Chile and the application of such technology as may be developed for the distillation of these coals and the use of oil shales. The matter has since been the subject of correspondence between the Secretary of State and the United States Department of the Interior, and the latter Department has agreed to cooperate with the Government of Chile, through the Bureau of Mines, subject to the following understanding:

The primary objective of this program was to determine the toxic fume and fire hazard of elastomeric noise abatement materials with a limited effort expended on the evaluation of specific treatments applied to mine timbers. Under the conditions employed, for a dimethyl silicone rubber, formaldehyde presented the major toxic threat; acrolein was the main toxic species for both polyester and polyether urethanes and an acrylonitrile-butadiene-styrene resin; in the case of flame-retardant styrene-butadiene rubber compositions, hydrogen chloride, and in the case of PFA-treated timber, furfural, were the major toxic compounds. Of the materials studied, the flame-retardant styrene-butadiene rubbers presented the greatest toxic hazard. The generated data have been reduced to toxic load tabulations amenable to employment for potential hazard assessment.

This report reviews the phosphate deposits, mines, and industry, and prospects in 10 districts covering most of the Montana phosphate field. These districts are discussed individually, and an evaluation of the resources and potential of each is presented. Phosphate rock produced from underground mines in the Garrison district is shipped to Canada for processing to fertilizers, utilized locally for production of animal feed supplement, and pulverized and sold for direct application to the soil. Production from the Melrose district is shipped to Silver Bow and processed to elemental phosphorus. The Maxville-Philipsburg district is destined to become a major producer with the development of the Douglas Creek mine and beneficiation plant by Montana Phosphate Products Co. Montana ranks fourth after Florida, Tennessee, and Idaho in total annual production in the United States. Production him increased from about 60,000 long tons of acid-grade phosphate rock in 1940 to more than 660,000 tons of acid-, beneficiation-, and furnace-grade ore in 1961. Montana has the second largest potential resources in the Western field; in the area south of Butte there are approximately 1.2 billion tons of phosphate rock (+18 to +31 pct P2O5) available above and within 100 feet below entry level; and in the northern part of the field there are about 67.6 million tons available above entry level. In contrast to Idaho, most of the phosphate deposits in Montana are best suited to underground mining.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. Advances were made during 19b5 in many phases of a broad program designed to increase efficiency in the mining, preparation, and utilization of coal. Also recorded were achievements in activities devoted to mine health and safety, coal resources, and mine explosives. Featured in this report is a review of progress in environmental studies relating to coal mining and utilization. Environmental projects comprise a comprehensive program to facilitate mine reclamation and reduce air and water pollution associated with extraction and use of coal. Publications cited throughout this report present results of the coal program in greater detail. Organizations, institutions, and companies contributing to the program are listed in appendix A. Centers and laboratories conducting the coal research and related investigations appear in appendix B.
