The approach to Risk Management during the procurement of major projects often has a significant outcome on the ultimate successful delivery of a project. The $NZ4.4B Auckland City Rail Link project is the largest and most complex transportation project yet undertaken in New Zealand. Risk management prior and during procurement was undertaken in accordance the ITIG Code of Practice for Risk Management of Tunnel Works (TCoP) and through the use of an Alliance Geotechnical Baseline report. This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. This included the use of cloud-based delivery of geotechnical data and 3-D geological models, reducing tendering costs and allowing a focus on risk mitigation measures during the tender rather than data management.

I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. "1.INTRODUCTIONThis paper is based on the Lee Tunnel project, which is part of the Thames Water’s Tideway Project.The client Thames Water has employed a Joint Venture of Morgan Sindall/Vinci Grand Projets and Bachy Soletanche to undertake the design and construction of the project under the management of CH2M Hill at a value in excess of £635 million ($990 million). The 3 main elements of the tunnel project are the permanent lining to the shafts, the precast segmental lining, and the secondary tunnel lining. All 3 are reinforced with different types of Dramix steel wire fibers and each element will be described in this paper. This paper will explain the basic structural design of FRC (Fiber reinforced concrete) based on the post cracking residual strength and will describe all the steps of this project, the testing program realized to support innovative design and the main technical learning point. 2.BASIC CONCEPT OF STRUCTURAL DESIGN OF FRCStructural design of FRC elements is based on the post-cracking residual strength provided by fiberreinforcement. Other cases, like early age crack-control or fire resistance, are considered non-structural use of FRC. For structural use, a minimum mechanical performance of FRC must be guaranteed. Fibers can be used to improve the behavior at SLS (Service Limit State) since they can reduce crack spacing and crack width, thereby improving durability and they can be used to improve the behavior at ULS (Ultimate Limit State) where they can partially or totally substitute conventional reinforcement in most conditions. In the design process, the definition of the performance expected from the material is a key factor and the mix-design of the material has to be optimized for the required structural performance.2.1 Testing Method In order to ascertain the structural requirements requested for the FRC segments, preliminary testing on samples will be required and the effectiveness of the proposed solution will also be assured by the testing of full scale specimens. Structural design of FRC elements is based on the post-cracking residual strength provided by fiber reinforcement. For structural use, a minimum mechanical performance of FRC must be guaranteed. "INTRODUCTION Typically waterproofing of conventionally excavated tunnels has been done by installing pre-fabricated sheet membranes between the primary temporary support lining and the secondary permanent inner lining. The membrane acts as a separation or sliding layer between the linings, which is often desirable. The geotextile installed behind the sheet membrane provides the required drainage and protection of the system. The design of the tunnel lining is strongly influenced and limited by the use of waterproofing sheet membranes. Since primary and secondary linings are separated from each other, forming a double-shell lining system. In that case the secondary lining must be designed for all permanent loads, although the sprayed concrete primary lining continues resists ground and water loads for a long time after construction. Significant progress has been made in sprayed concrete technology over the last two decades, with advanced admixtures, as well as the improved application technology using spraying robots. The development of new admixtures like superplasticizers based on poly-carboxylates, alkali free accelerators and silica fume, enables designers to use permanent sprayed concrete linings (SCL) increasingly for long-term service life. When designed and applied correctly, sprayed concrete can be considered as permanent. The use of spray applied membranes has seen increased use over the last decade in some countries, and demonstrated functionality and cost-effectiveness in several situations. This paper describes the use of the sprayed waterproofing membrane MasterSeal 345, an EVA polymer based product, and the practical experiences from several projects. SPRAY APPLIED WATERPROOFING MEMBRANES The sprayed waterproofing membrane is polymer based and has been especially developed for underground structures. The membrane is applied between primary and secondary concrete linings and develops high bond strength on both sides to the concrete (doubled-bonded)."

The purpose of this paper is to outline the advantages and disadvantages of single tube and twin tubes for subway systems. Different aspects such as diameter of the tunnel (tunnel spaceproofing), configuration of subway line and stations, impacts on passenger safety and evacuation, ventilation system as well as rail system for each solution were evaluated and compared. In addition, a multi-criterion approach is established to facilitate the decision making for these two different subway systems. The practical example of a mega project has been discussed and the details of the decision-making process has been explained. This proposed multicriterion can be used to facilitate selecting the best subway system in any urban areas.

Central Water Integration Project (CWIP) Segment 5-1 is the most critical segment of a regional water supply project that transfers groundwater from Burleson County to northern San Antonio, replacing over 20% of that City’s water supply with a new source. CWIP Segment 5-1 included three tunnel reaches totaling 10,350-ft and 5 shafts that were constructed inside the City in an area known to contain large karst features. This paper describes site work used to investigate the alignment for karst features, manage potential environmental impacts, develop the contract package required for mitigation and the means and methods used to mitigate the large karst features that were encountered.

"The City of Atlanta’s Water Supply Program Tunnel project includes a 7,315-m (24,000-ft) long, 4-m (13-ft) diameter, hard rock tunnel. A complex aspect of the project involves connecting five, blind bore shafts to the tunnel in a location close to current drinking water reservoirs. During the supplemental geotechnical investigation following the initial contract award, results from additional borehole geophysics were reviewed. Unfavorably oriented fracture sets forced a change in the original pre-excavation grouting program designed for that site. Real-time grout monitoring and geophysical data were compared to provide assurance that the program, as designed, correlated with the in situ ground conditions. Following grouting, results were modeled, and all grouting data were reviewed to determine if grouting was complete.Project backgroundThe current water supply system operated by the city of Atlanta’s Department of Watershed Management (DWM) consists of four, aged, raw-water pipelines, one of which dates back to 1893. Based on previous assessments completed by the DWM, the entire water supply system is at, or will soon reach, its recommended useful life. As such, the city acquired the Bellwood Quarry in 2006 with the intention to create a water storage facility with a volume of approximately 9.1 billion L (2.4 billion gal) to serve approximately 1.2 million people.The project location is shown in Fig. 1, which is generally in the northwest part of downtown Atlanta, GA. The overall project has been divided into two phases. The Phase 1 project connects the quarry and the Hemphill Water Treatment Plant (HWTP), and the Phase 1 Extension project connects the HWTP to the Chattahoochee Water Treatment Plant (CWTP) and the Chattahoochee River. A 7,315- m (24,000-ft) tunnel with a finished diameter of 3 m (10 ft) connects all three elements. The HWTP location is also where the city’s two most proximate drinking water reservoirs are located."

It is clear that precise overground and under-ground mapping is an important factor for all designers. Due to rapid changes in underground construction, tunnel designers are increasingly in need of updating project information. This article explains the latest techniques for detecting under-ground utilities as well as underground mapping. Global Positioning System (GPS) is a very ac-curate and popular navigation and mapping system that has been used extensively above ground, but is not used for underground mapping as signals are not strong enough to pass through ground or water. Most underground techniques were developed for military applications during the first and second world wars. Later, the techniques became public. For example, ground penetrating radar was developed for the military in 1970 to be used for locating tunnels under the demilitarized zone between North and South Korea. Later, the same technique was used for detecting unexploded ordinance such as plastic land mines.

"In slurry balanced shield tunneling, how to ensure the safety of construction and to reduce the influence on the environment has arisen wide attention of scholars both at home and abroad. But now it is still in the stage of experience as to the instability mechanism of the slurry shield tunneling excavation and its stability analysis. Based on the large-diameter model tests and FLAC 3D, the effect of the different waterhead (non-water, 0.9m and 1.1m) on stability of excavation face of slurry balanced shield is investigated, and the stability mechanics is proposed. The results show that: waterhead heights play an important role on excavation face instability features of slurry balanced shield in sandy stratum, Regarding the different waterhead heights, the development mode of the excavation face instability features can be divided into non-water mode, lower-waterhead mode and higher-waterhead mode; soil arching is existed in the process of excavation face instability, the settlement of ground lags behind excavation face failure, the soil arching will block or eliminate the effects of ground settlement; excess pore water pressure need to be considered besides earth pressure and hydrostatic pressure when the supporting force is calculated. INTRODUCTION With the development of the society, for the cities all over the world, the exploitation of underground space has become an important measure to solve the problems about population, resources and environment and an important way to heal the city syndrome and implement the sustainable development strategy of city. Constructing shield tunnel with large diameter is the major trend for development of tunnel construction (Yin, 1999). Instability of excavation face caused by relief of shield soil stress is still one problem that needs to be solved (Xiang, 2001). How to reduce the effects of construction on surrounding environment? How to accurately determine the instability of shield excavation face and to effectively and reasonably select the supporting force? These are the crucial problems which need to be solved during shield construction."

The Penstock Access Tunnel (PAT) concrete plug is a reinforced concrete plug separating the pressure tunnels from the personnel accessible tunnels and has leaked since the first filling at the Helms Pumped Storage Plant located in Fresno County, California. A grouting program was successfully implemented in 2009 to reduce the leakage from PAT concrete plug from over 1,000 gpm to 25 gpm. Recent observations indicated increasing water leakage through new pathways, leading to a decision to execute a high-pressure grouting and waterproof membrane installation program in 2017. The high-pressure grouting and membrane installation program was successfully executed in the areas adjacent to the PAT concrete plug where most of the inflows originated and the largest hydraulic gradients are suspected to present. It reduced the leakage from over 300 gpm of inflow to less than 20 gpm.

This paper details the extensive underpinning required to hold up the 39th street Bridge while demolishing its massive support piers and building a 30ft deep Cut/ Cover RR tunnel beneath it. The underpinning/SOE support required the construction of 16 large hand dug pits 36ft deep that were reinforced and concrete filled. In addition, an extensive steel support system was tied into the bridge super structure. All of the underpinning/tunnel construction was done while a 110ton crane sat directly atop the heavily trafficked – 66 ft. wide bridge. The tunnel excavation, concrete lining and final bridge pier support work will also be presented. All work was done within 5ft of active mainline tracks and that required tight grouting behind all lagging to eliminate any track settlement.
