Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.

This case history provides a physical benchmark of tunneling technology progress comparing an old hand-mined tunnel to a modern 20-ft-diameter EPB TBM that mined in the same ground. This rare opportunity to see how tunnels were constructed many years ago occurred when an old 10-ft-diameter storm drain tunnel in the way of os Angeles subway construction was demolished and replaced with obas berglass pipe. Steel rib and lagging initial support was exposed showing solid-sawn 2" × 12" × 48" redwood lagging. This paper documents the as-built old tunnel, how it was successfully replaced, and some lessons learned.

At the turn of the century the keys to industrial success were coal and iron. At that time, Pennsylvania was the ranking mineral producer among the States and close to 90% of the Nations energy output was generated by coal. The growth of this Common-wealth into the greatest industrial State in the nation has been due to the huge resources of easily accessable coal found by the early settlers. It was the development of these deposits that provided the United States with a new source of fuel energy. For nearly a century, the Commonwealth was the chief powerhouse of our nation and the chief source of its industrial blood and bone. In 1928 it was truly said that coal was king in Pennsylvania. Pennsylvania that year mined a billion dollars worth of coal. A single train carrying this output would reach more than twice around the world at the latitude of Pennsylvania. Coal formed nearly 67% of the freight of Pennsylvania and was responsible for its four billion dollar iron and steel industry. Coal was the real reason why Pennsylvania although 32nd in size was second and not tenth or fifteenth in wealth, population and industry. Pennsylvania was slow to take-up her heritage as the greatest coal producing State in the union. But the knowledge that coal was present was not slow in accumulating. In fact the Indians were aware of its existence long before the white man arrived. They knew that many of the hills were underlain with black stones that would burn. It is reasonably certain that Arnold Viele, the first white man to cross the mountain in this State saw coal in them in 1692. But awareness was not enough. The population in these days was confined to southeastern corner of the State and the population at this time had little need or interest in the resources further inland. Pennsylvania anthracite was discovered in 1762 but was first regarded only as a curiosity. Commercial productions started in 1820. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

This was a description by the poet of what occurred over two centuries earlier to Hannibal’s troops as he passed through the Alps. Interestingly, the pass that many feel is the route that Hannibal chose, Col de la Traversette, is the sight of possibly the earliest avalanche mitigation known. Monastery records describe a tunnel built in 1470, near the top of the pass designed to protect pilgrims from the upper slopes. Incorporated in 1957 under the laws of the Province of Quebec, Quebec Cartier Mining Co. undertook the development of its low-grade iron ore reserves located at Lac Jeannine in the southwest extremity of the Quebec-Labrador trough. This challenge comprised the construction of a 200-mile access road, two towns, a 191-mile-long railroad from Port Cartier to Lac Jeannine, a hydro-electric generating plant on the Hart Jaune River, and mining, crushing, concentrating and ancillary facilities to support a yearly production of 8.0 million tons of iron ore concentrates at 66% Fe. In order to meet increasing market demands for iron ore concentrates concurrently with the depletion of its Lac Jeannine reserves , Quebec Cartier announced, late in 1969, the first step toward bringing into production a new iron ore deposit, known as Mount Wright, located 70 air miles northeast of Lac Jeannine and 25 miles southwest of Labrador City, Newfoundland. In September 1970, the company announced its decision to develop and bring into production its Mount Wright reserves at an annual rate of 1 8.4 million dry long tons. The scope of this project included the construction of an access road linking the mine, the new town and Labrador City, Newfoundland, the extension of the railroad by some 86 miles, the construction of an ore concentrating plant with all the ancillary facilities, the development: of the mine, the construction of a pourer transmission line and a new town adjacent to Lake Daviault. The Mount Wright story is divided into five individual papers covering: (a) the history and development of the project; (b) the mine; (c) plant control by a process computer; (d) crushing, grinding and concentrating; and (e) the townsite of Fermont.

IN the early days of Colorado mining, between 1880 and 1900, when Leadville, Kokomo, and Robinson were boom mining camps, the entire area around Climax for a matter of fifteen miles was overrun with prospectors, so the mineralized outcrop at Climax was not unknown. The principal interest in minerals during this period was in gold, silver, and lead, and since the Climax outcrop showed none of these it drew little attention. Geology played an important part in bringing prospectors to the very edge of the Climax deposit. The Mosquito fault, which crosses near the base of Bartlett Mountain, continues as an important geological structure, at least as far as Leadville some twelve miles distant, and at the base of Bartlett Mountain the vertical throw on the fault is estimated to be between 2000 and 5000 ft. The sedimentary beds known to the Leadville district are all present on Bartlett Mountain to the north of the Mosquito fault, which cuts them off abruptly, and exposes the Pre-Cambrian rocks that underlaid them, so the prospectors, who were searching for gold, silver, and lead in the sediments

WHEN operations were first started at Climax in 1917 by the Climax Molybdenum Co., they were pioneering in the molybdenum industry for little was known relative to the uses of molybdenum or the metallurgy of molybdenite concentration. Concentration of molybdenite is relatively simple today but in 1916, when the Climax deposit first attracted attention, it presented serious difficulties. Little was known, in fact, even about the assaying of such low-grade molybdenum ores. Mine samples were sent to at least a dozen of the best laboratories in the United States and average values reported varied from 0.4 per cent to 1.0 per cent MOS2. Owing to the wide variations in MoS2 content obtained from reliable chemists, the actual value of the ore was most uncertain. This variation occurred repeat¬edly over a period of six months in 1917. It was finally decided, as a last resort, to cut several tons of sample from the tunnel and have a mill test made, using the recovered MoS2 per ton as the grade of the ore, for a small error in the assaying of the concentrate would not materially affect the results. These mill tests were made by the General Engineering Co. (Callow) at Salt Lake City. The results proved an ore of commercial grade and indicated the flotation process for the best metallurgy. THE present Hecla Co. is a Washington corporation; the Hecla Co. of Idaho was the old company. The older corporation owned two claims, the Hecla and the Katie May, and was incorporated for 500,000 shares of one dollar par value. The principal shareholders and officials of the older company were among the early mining men of the camp. Among the active officials were John A. Finch and A. B. Campbell. Among the directors and share- holders were Patrick Clark, J. R. Smith, Frank Upman, F. J, Kipp, Chas. Kipp, B. A. Kipp and Carl Landsee. F. J. Kipp and Carl Landsee are now directors of the Company. All of the others mentioned have died, but the surviving members of their families retain their ownership in the Company's shareholders. B. A. ,Kipp, who recently died, was the largest shareholder at the time of incorporation and Patrick Clark was the second largest shareholder. B. A. Kipp is a brother 'of F. J. Kipp, director of the Company.

The last 12 months has seen the construction of the first Earth Pressure Balance (EPB) TBM excavated tunnel in New Zealand on the Project Hobson sewer storage tunnel for Watercare Services Limited, with the concurrent excavation of the second EPB tunnel on the Rosedale Outfall project for North Shore City Council. Together these tunnels involve a total length of 6km and follow an 8 year pause in TBM activity in Auckland. TBM performance on these two projects is thus of significant interest as there are four major tunneling projects totaling over NZ$8B being planned for Auckland, in similar ground conditions. Auckland?s bedrock is a weak sandstone/siltstone (East Coast Bays Formation), subject to infilled paleovalleys. The geology in the region has been significantly influenced by volcanic activity; 49 volcanoes are present within 20km of the city centre. The paper describes the design and construction challenges for the projects, including TBM performance, ?sticky spoil? management, and risks associated with basalt lava flows and two paleovalleys. Watercare?s Project Hobson also saw the successful implementation of a Geotechnical Baseline Report?one of the first uses of this type of document in Australasia. Rosedale Outfall is designed for high internal water pressures with varying hydraulic flows, with the risk of exfiltration explicitly addressed.

"INTRODUCTION Site location and history The Holden Mine is a former underground copper mine that was developed and operated by the Howe Sound Mining Company (Howe Sound) from 1938 to 1957. The mine is located in north-central Washington State, U.S., near Lake Chelan in the area shown as Holden Village in Figure 1. Although Rio Tinto never owned or operated the mine, they are managing and funding a several hundred million dollar clean-up to prevent future water and soil contamination and to reclaim the former mine site under the United States Environmental Protection Agency (USEPA) Superfund process. The former mine included an onsite mill and a nearby housing complex for the miners. Howe Sound developed the mine as a series of near-horizontal drifts and tunnels, interspersed with stopes and shafts that connect different mine levels underground. The tunnels that were excavated to develop the mine total nearly 100 km in length.During development of the underground workings, Howe Sound removed more than 230,000 cubic meters (m3) of waste rock from the tunnels and deposited this material in two waste rock piles. Ore was processed from the mine in the onsite mill to produce a copper concentrate that was shipped off site for smelting. Roughly 10 million tonnes of tailings were produced as a by-product of the milling operation, most of which were deposited in three large impoundments (Tailings Piles 1, 2 and 3) directly south of and adjacent to Railroad Creek. Howe Sound closed the mine in 1957. In 1961, the property was transferred to Holden Village, Inc. (Holden Village), a not-for-profit corporation that maintains a year-round community and operates an interdenominational religious retreat in the former miners’ town. With the exception of the patented private land, the remainder of the Site is on National Forest lands and is administered by the U.S. Forest Service. The mine is remote. It is only accessible by boat or float plane from Chelan, Washington, up Lake Chelan to Lucerne, nearly 40 km. Vehicle access from Lucerne to the mine is provided through a 17.5-km-long winding gravel road that climbs 640 meters in elevation. The general site features are shown in Figure 2. Physical setting The Holden Mine is located on the eastern slopes of the Cascade Mountain Range at an elevation between 975 and 1,050 m above mean sea level. Holden Mine was developed adjacent to Railroad Creek, which lies in a glacial U-shaped valley carved into the igneous and metamorphic bedrock with steep-sided slopes (Figure 2)."

The existing Chesapeake Bay Bridge-Tunnel complex is being expanded to include the Parallel Thimble Shoal Tunnel. This will be a subaqueous bored crossing between two islands constructed for the original 1960s immersed-tube tunnel. Jet grouting was employed by the Chesapeake Tunnel Joint Venture (CTJV) to provide watertight base plugs, launch and retrieval blocks for the tunnel boring machine (TBM), a TBM canopy to limit ground movement, and a retaining wall to enable off-island excavation: all within hydraulically placed sands. This paper will review the design and construction challenges, including soil permeability and recharge, grout communication, installed grout strengths, and remediation requirements.

In the course of closing the gap between the Brandenburg Gate and Alexanderplatz, the Museum Island station was built by Implenia Construction GmbH. The tunneling for the platform hall took place on a length of about 106 m (347 ft) under the protection of a major ground freezing measure and crossed the Spree canal as well as the listed castle bridge. The approximately 20,000 m³ (4.54 E+06 US gal dry) frozen mass lay mainly in the Berlin sands. In order to ensure safe tunnelling and to protect the adjacent buildings, the planners had defined requirements for the mean freezing temperature and thickness of the frozen mass. For a reliable conclusion on the dimensions of the frozen mass, we used innovative temperature sensors as well as the new, web-based 3D measurement visualization and the associated site-specific evaluation software. The largely automated evaluation enabled a quick and reproducible determination of the temperature distribution in the frozen soil and its thickness in the relevant cross-sectional areas. The measurements were validated by thermal calculations using the Finite-Element-Method. Thus, an objective and clear assessment basis was available to ensure rapid coordination between stakeholders. The evaluations provide new insights into the temperature influences from tunneling, the application of shotcrete and the concreting of the inner shell. The newly implemented active thawing system is also an interesting innovation.

Homestake's Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered' the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

Paul Y. – SELI Joint Venture had been contracted to build the longest section of the Strategic Sewage Disposal Scheme (SSDS) – Stage I. This involved two tunnels under urban and marine areas excavated by high performance hard rock open type TBMs operated from deep shafts. A specific ground treatment program was developed using advance probing and grouting to control water inflow into the excavations. The article describes: the technologies adopted, the experienced problems, the encountered productions and their interrelation with the water inflow amounts, the possible improvement in the technologies for the excavation of the future stages of the same project as well of any other project under similar conditions.

Hong Kong’s Strategic Sewage Disposal Scheme (SSDS) Stage I involves the provision of a system of deep tunnels for transporting to a central treatment works wastewater collected from a number of catchments around Victoria Harbour. For the SSDS Stage I works, about 24 km of tunnels have been excavated in hard rock at depths ranging from about 80 to 150 m below Victoria Harbour and the surrounding heavily developed areas of Kowloon and Hong Kong. Five tunnel boring machines(TBMs) with diameters ranging from 3.2 m to 4.3 m were used to excavate the tunnels. Tunnel excavation has been completed and tunnel linings are in progress. Major tunnelling issues such as ground stabilisation and water control encountered in the project are summarised. An overview of one of the possible future tunnel systems that might be adopted in subsequent stages of SSDS is also presented.

Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

INTRODUCTION Located on the Colorado River on the Nevada-Arizona border about 56 km (35 miles) southeast of Las Vegas, Nevada, Hoover Dam is a gravity arch dam 221 m (726') high for electric power generation and water supply. The head waters of the dam form a large reservoir, Lake Mead. The dam is equipped with two emergency spillways, one in the Nevada abutment and one in the Arizona abutment. Both spillways which are concrete lined and 15.25 m (50') in diameter, were intended for use only if Lake Mead is full and incoming flow of the Colorado River exceeds the discharge capacity of the turbines and regular bypass conduits. In the spring of 1984, a combination of rain and unusually rapid snow melt required the opening of the spillways for only the second time in the 50 year history of the dam. As in the previous use in 1942, the massive discharge of water through the tunnels resulted in severe damage to the concrete Linings of both tunnels. This damage is the result of cavitation which occurs as the discharge water flows at very high velocities over minor irregularities in the concrete lining. The U.S. Bureau of Reclamation has long been aware of the cavitation effect which occurs during these high volume discharges and has been studying solutions. One solution to the problem is to induce air bubbles into the flowing water to eliminate the vacuum associated with cavitation. This solution had been implemented at Yellowtail, Flaming Gorge, Blue Mesa, and Glen Canyon dams by constructing an aeration slot in the inclined portion of their spillway tunnels. Since the spillways of Hoover Dam were already in need of repair, the BUREC decided to construct similar facilities in each of the two 15.25 m (50') diameter spillways coincidental with the other repairs required.
