"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

Application of a new chemical spray in a mercury mine in which ore rich in native metal was causing salivation among the miners has given such favorable results that it is believed the process will be useful in other mines and perhaps in some plants where similar conditions exist. The process was originated by Merle Randall, professor of chemistry at the University of California. GENERAL PROBLEM The presence of native quicksilver in mines from which the metal is produced has long been a source of trouble and danger to the workers. Men have been sickened and some of them have been disabled by exposure to the vapors present (even in workings that were well-ventilated by ordinary standards) and to contact with dust, dirt, and moisture with which the finely divided quicksilver was mixed. Where the ore was rich and this exposure was considerable men were able to work only a few days or weeks; where the exposure was less they were weakened and subject to ailments often attributed to other causes.

The river- or dredge-coal industry of Pennsylvania is conducted on many of the rivers and creeks that drain the Pennsylvania anthracite fields. Coal thus recovered found its way into the streams as coal was being prepared for market by the anthracite industry proper, in the northeastern part of the State. The Principal rivers draining; the fields, those where dredging is taking place, are the Susquehanna, Schuylkill, and Lehigh. Several creeks - the Shamokin, Mahanoy, Wiconisco, and Swatara - also are productive sources of river or creek coal. Operations along the streams cover a wide territory, and along the Susquchanna alone; dredges are recovering coal for about 160 miles. Anthracite was a significant factor in the early industrial development of the United States. Industry used it to generate steam, and railroads used it as fuel for locomotives; but it probably was most important industrially in the smelting of iron ore. For more than a hundred years homes have been heated with this fuel. From the beginning of mining in 1807, to 1940, more than 4 billion net tons of anthracite had been prepared and shipped to market. In the preparation process much of the smaller-size coal and refuse found their way into rivers and creeks which carried the material many miles. This study is concerned with the recovery of that anthracite from those rivers and creeks.

Probably one of the most significant departures in tunneling practice is the introduction of Diesel locomotives far haulage (Diesel trucks have been used for some time). The fallacy of the belief that they do not generate carbon monoxide or toxic gases and can be used indiscriminately has been proved by the authors through observation for several years of atmospheric conditions surrounding the use of Diesel engines in tunnels. Diesel locomotives haves been introduced in tunnel haulage for reasons other than safety or health. Except to the extent that they replace trolleys, with their danger of causing electrocutions, modern Diesel locomotives do not increase safety Or remove any ordinary hazards to safety or health. In fact, they create such hazards, the extent of which is limited entirely by the carbon monoxide-content level set, method of ventilation, adequacy of the measures.

The subject of haulage and heisting hazards is one that merits the attention of everyone engaged in mining. The purpose of this circular is to the importance of such hazards as are shown by Bureau of Mines accident figures, to give some examples of recent accidents and briefly analyze the immediate contributing causes, and to discuss some general means found by metal- and coal-mining companies to minimize those hazards. Haulage and hoisting accidents collectively constitute the second most common cause of accidents in and about coal mines and the third most common cause in and about metal mines. In both these types of mines falls of ground cause more accidents than haulage, and in metal mines falls of persons in raises and similar openings also exceed haulage accidents in number.

The annual reports of the research and technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining preparation, and uses of coal, of which the present report is the seventh,4/ are intended to be brief summaries of progress. They are guides to the current work and publications of the Bureau but do not replace the more complete reports published by individuals and groups of workers on specific problems. The annual reports present the results of tests, often in advance of publication in other forms, but original contributions in research are reserved for initial publication by their authors. A survey of the accomplishments of the Bureau in research and technologic work on coal during the 5 year period 1935-40 has been made available in the form of a bibliography.5/ This supplements a similar bibliography on this subject that covers the first 25 years of the Bureau, 1910-35.6/

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

Fire is always a serious-menace, whether in a residential or in an industrial region; in wartime it is particularly damaging in an industrial plant. The mining industry is especially vulnerable, as its plants are generally more or less isolated front centers of population and do not have access to modern fire-fighting equipment; moreover, owing to the transitory rapture of most mines, their surface structures; are often relatively flimsy and flammable.. Trained firemen seldom are available at or near mining plants to teach the fundamentals of fire-fighting to local fire brigades, with the result that efficiency in combating actual fires is lacking. Often the attitude "it can't happen here" is held by the management of a mining property, unless the plant has suffered a serious fire; even then lapse of time is very likely to induce forgetfulness as to the possible hazards. The necessity for producing metals for the prosecution of this war has increased management's responsibility. Whereas heretofore the loss of a plant or mill by fire meant merely monetary less to the stockholder of the company, now the national interest is affected, in that the nation suffers from loss of production of minerals indispensable for war purposes.

Misuse of explosives and heedless disregard of well-known safety rules covering the use of commercial explosives cause many avoidable accidents resulting in the death or maiming of men who can ill be spared by already undermanned industry at present, and who cannot be spared by their families at any tire. Blasting accidents, when not fatal, are usually serious; the past and present needless loss of life and maiming of men from this cause are appalling and types of waste that can and should be virtually eliminated. Dead, crippled, and maimed men are distinct losses to society as well as to industry, and compensation payments for such accidents represent only a portion of the financial loss, because the value of their lost potential production can only be surmised. By their very nature, explosives are dangerous to handle, otherwise they would not perform the services for which they are used; all men on a blasting crew are subjected to the results of the carelessness of any one member, and in many instances the misuse of explosives by one person has killed scores of fellow workers. Inexperienced men should be assigned to blasting operations only under the close supervision of men well-experienced in the work and familiar with its inherent hazards. Men should be selected for blasting crews that are known to be careful, willing to follow instructions, cool-headed, and unlikely to become excited in an emergency; they should be instructed in the safe handling of explosives in accordance with the safety rules established by the explosives -manufacturing companies or the safety codes of the various industrial organizations. Unfortunately, American industry has never adopted a uniform code for the safe handling of explosives; however, many mining companies have made rules that will eliminate most unsafe practices if established safe procedure is followed carefully. The Bureau of Mines has issued numerous pamphlets giving information on the causes of accidents due to explosives in the mining industry and indicating the ways in which a good proportion of those accidents can be avoided.

The use of fire as a source of heat was the first step from primitive existence toward modern civilization, and heat has performed functions of inestimable importance throughout the ensuing ages. The first commercial steam engine invented in 1698 demonstrated that heat was an important source of power, and heat has since become the motivating force for railroad trains and steamboats as well as for machines in multitudes of factories. Aside from its function of supplying power, heat is an agent of vast importance in chemical reactions and engineering processes. Because of the high temperature of steam under pressure, losses by radiation from boilers and pipes become excessive unless the radiating surfaces are covered with insulating materials. Numerous changes have been made in the original standards owing in part to recognition of shortages of some types of safety equipment due to the war, in part because of need of additional standards to cover certain mine conditions' arid' practices, and in part to conditions not foreseen when the original standards were prepared. About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however; failure to carry out the suggestions made in such of the other standards as are applicable may also' lead' to the loss of lives.

Magnesia (MgO) has a variety of uses, and it has become increasingly important as a war material because of the imperative demand for refractories to line metallurgical furnaces, and because magnesia is used to make the in aircraft and other implements of warfare. Magnesia occurs as an integral part of nearly 60 minerals, but it is extracted commercially from only a .smaller number, of them. The present commercial sources are magnesite, brucite, dolomite, raw sea water, sea water bitterns, and well brines. Magnesia Raw Materials Magnesite magnesium, carbonate MgCO3, theoretically contains 47.8 percent MgO and 52.2 percent CO2. There are two varieties of magnesite, crystalline and cryptocrystalline (dense or amorphous). The latter type, though, not so plentiful as the former, is generally purer. It resembles unglazed write pottery in texture, whereas the crystalline variety is generally dark and granular, though the color may vary. The principal domestic deposits, of crystalline magnesite are near Chewelah, Stevens County, Wash. (which has supplied most of the magnesite mined in the United States), in the Gabbs Valley area of Nevada (near Luning); and in Llano County, Tex. Crypto-crystalline magnesite occurs principally in California. Magnesite occurrences have also been reported in several other States, including New Mexico, New York, New Jersey, Pennsylvania, Massachusetts, Vermont, and Maryland, but these deposits have not been developed commercially.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. The wearing of self-contained oxygen breathing apparatus, although relatively safe if proper precautions are taken, is dangerous if defective apparatus -is worn, if men with inadequate training, experience, and physical requirements are used, or if improper procedure is followed. This is proved by the fact that at least 26 men are known to have lost their lives while wearing-oxygen breathing apparatus since its introduction in this country about 35 years ago. Self-contained oxygen breathing apparatus, commonly called "mine rescue apparatus" and sometimes improperly referred to as "oxygen helmets," is the only equipment that can be used for respiratory protection against poisonous mine gases, regardless of concentration or against an atmosphere containing little or no oxygen.3/ Apparatus of this type was introduced in this country in 1907, and since that time it has been widely used in conducting rescue and recovery work after mine fires and explosions and in some other work. All oxygen breathing apparatus used in this country before 1918 was imported from Europe, and although this equipment provided safer, more rapid means of conducting recovery work after mine disasters, there were many mechanical deficiencies in the apparatus which resulted in the death of some of the wearers. This led to the research and experimental work by the Bureau of Mines that resulted in the development and manufacture of more reliable and efficient types of apparatus in this country.

The most important single operation in mining is the ventilation of underground areas in a manner conducive to the health and safety of employees. Adequate volumes of pure air must be supplied at the working faces, along the haulageways, and wherever men work, so as to dilute and carry away the methane liberated from the coal and adjoining strata, noxious gases evolved by the use of explosives, and the carbon dioxide exhaled by men and formed by oxidation of carbonaceous material, as well as any other gases, and also dusts which may be found in mine workings. A sufficient quantity of air must also sweep abandoned or worked-out areas of the mine to prevent the accumulation of gases, where sealing methods are not utilized to isolate old workings. Air, in a quantity adequate to meet the needs of the particular mine to which it is applied, is necessary, and supplying it can be made very expensive through failure to observe good practices in its direction and apportionment." "INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."
