Many contributors have added to the fund of knowledge in the basic sciences related to mineral dressing during the past year. During 1964, the French edition of the Proceedings of the VIth International Mineral Processing Congress together with discussions was printed. Also, complete Preprints of papers delivered at the VIIth IMPC were published in September1. Over a third of the papers presented at VIIth IMPC dealt with fundamentals. COMMINUTION It has been postulated by Ponceleta that flaws need not exist before a stress is applied but rather the flaws are created at the tip of a propagating crack at a stress well below the theoretical breaking stress.

The Marine Corps has found the Mining and Sapping Department one of the most efficient individual organizations of the Soldiers of the Sea. The men of the unit were assembled among "hard rock" miners from Montana, Idaho, and Utah; most of the detachment hail from Butte. It includes experienced gas-helmet men, blacksmiths, compressors, carpenters, timbermen, concrete and cement gun experts, diamond drill runners, civil and mining engineers, in fact, artisans of every craft in and around mines. Experienced miners with both technical college training in mining and engineering and the practical turn of actual work as mine superintendents and foremen are used as instructors in their craft, except thirty-eight who "shoved off" with the Eleventh Regiment to actually apply their skill in Marine trenches abroad. They are the "finishers" after the trenches are dug. Covering and camouflaging the tops for protection against attacks from the air, engineering the arrangement of the trenches for protection against shell fire, establishing listening posts by projecting "Russian saps" within a few yards of the enemy's trench; sapping or tunnelling into the very lines of the Teutons, and leaving pleasant little bundles of explosives there; are just a few of the high spots touched by these wizards of the soil. They make the trenches comfortable, plastering the interiors until the underground bunk houses not only look like hotels but are just as comfortable "with all the modern conveniences." Draining is another feature which the work of the Miners and Sappers at least partially assures.

"We could blow that damned fort out of existence if we could run a mine shaft under it!," claimed one Union soldier eyeing Bobby Lee's Petersburg defense line protecting Richmond and Jeff Davis. Puncture the line, take the hill behind, and the Confederate capital would celebrate Yankee jubilee, 1864. That was June. At 4:15 am, July 30, mine boss Henry Reese, sergeant, 48th Regiment, Pennsylvania Volunteers, gingerly entered the mine, dark and muddy. Something had gone wrong. The mine, set to go off at 3:30, hadn't exploded. It had to be checked. The main mine gallery, 1.5 m high x 1.4 m wide (5 x 4 ft) narrowing at the top to 0.6 m (2 ft), forced Reese into a tuck run. Some¬where up there in that 155 m (511 ft) stretch running 6 m (20 ft) under the rebel works, moisture may have doused the charge. Or maybe a fuse splice went awry. Or maybe there was live fire steaming like a locomo¬tive towards 3.6 t (4 st) of black powder. Perhaps now Reese wished this sprint was shorter. For the mine boasted a record break¬ing distance in military annals. Lieut. Col. Henry Pleasants Credit goes to Lieut. Col. Henry Pleas¬ants, commander of the 48th, who overheard the soldier's claim for what a mine could do. In peacetime, Pleasants had been a railroad engineer working on the Sand Patch Tunnel. He later switched to mining, working for the Philadelphia & Reading Coal & Iron Co. He even married the daughter of the editor of The Miners Journal. Grieving over his wife's early death, Pleasants plunged into the ven¬ture of war. This Union officer took the mine idea to the brass. Headquarters was less than enthu¬siastic. "The chief engineer of the Army and the rest of the regular Army wiseacres said it was not feasible," Pleasants wrote to his uncle. The pros scoffed, ticking off a list of horribles: No mine has ever gone that far, men will suffocate and be crushed, the rebs will countermine, the men will be trapped. Still, Pleasants eked out a signal to proceed. In the meantime, the miners of the 48th had commenced to dig anyway. It was like the 48th to proceed against the odds. The 48th Pennsylvania Volunteers The 48th had been recruited from Penn¬sylvania's Schuylkill County, anthracite coal mining country. The mines had been torn with strife over wages. Strikes and rioting were prevalent. Murder was not unknown. This "Buckshot" resistance centered in Pottsville, PA. It forced the governor to call in troops. Coal was in high demand to run the war machine. Pennsylvania operators worried that a military draft would stir up violence, closing the mines altogether and further shift¬ing business to emerging Illinois mines. Men lit out for the western gold fields in the tens of thousands. Secret societies bred in the mining camps invited draft agents to dance at the end of a rope. Jobs threatened by cheap, victorious South¬ern labor were one warning intended to get immigrant miners interested in the war. Operators gave miners time off to help de¬fend Philadelphia during Lee's thrust to Gettysburg. Even so, the draft spawned new violence and troop intercession. Soldiers were not welcome. The dust had barely settled when into this Pennsylvania "minefield" marched the 48th on a recruitment drive. The 48th had been in Lexington, KY on guard duty. When it came time for the regiment to pull out, the townspeople had prevailed upon authorities to extend the regiment's stay. Finally ordered to move out, the 48th was feted by a hanky-waving, tear-dropping send-off to the lyrical lament Auld Lang Syne. And Kentucky fancied itself to be rebel. Striding smartly into the Pennsylvania coalfields, the 48th attracted 400 recruits and marched off under regimental colors specially made by the proud citizens of none other than Pottsville, PA.

Minería sin residuos o Wasteless Mining (WLM) es una innovación tecnológica global que apunta a eliminar los riesgos ambientales generados por escombreras y relaves, por medio de una combinación de los procesos de explotación subterránea por hundimiento y de espesamiento de relaves hasta convertirlo en pasta. La condición ideal ocurre cuando ya existe una explotación a tajo abierto y se migra a explotación subterránea por hundimiento, en cuyo caso el déficit de volumen para alojar el relave en pasta lo suple el antiguo tajo. La cavidad resultante del minado por hundimiento puede contener algo más de 2/3 del residuo generado; el otro tercio se coloca en el tajo pre-existente, en obras subterráneas abandonadas, en un depósito sobre zonas de subsidencia delimitada por pretiles o en una relavera menor. Durante la explotación de mina por hundimiento, hasta extraer 1/3 de las reservas no hay cráter de subsidencia. It is almost exactly two hundred years since the foundations of the mining and metallurgical industries in Canada were laid. There '."'as nothing spectacular about this early start. It had to do with the most basic phases of these industries-the mining of coal and iron ore, and the manufacture of cast and wrought iron. At several points along the coast of Cape Breton island, coal seams may be seen outcropping quite conspicuously, and it is probable that they had been observed, and possibly worked in a small way, in very early times. However that may be, these coal seams have the distinction of being the first in North America of which there is any printed record, reference to them appearing in a volume by Nicolas Denys which was published in Paris in 1672. Regular coal mining in the district did not commence until about fifty years later, however. The metallurgists started their operations along the north shore of the St. Lawrence river. Here, at many points between Montreal and Quebec, are to be found deposits of bog iron ore, and in 1 730 a furnace for smelting such ore was established on the St. Maurice river. The St. Maurice forges continued in operation until 1880, and throughout that long period they were famed for the fine quality of castings produced, and also for a-superior wrought iron.

To properly understand industrial conditions in Spain it is necessary to consider the early history of the country. Spain is very backward in many lines. They use the sickle for cutting grain, and plows for cultivating the land, which resemble those of Biblical days. In the great mining camp at Bilbao only one steam-shovel is in use, although about two hundred million tons of ore has been produced, and this almost entirely from open cuts. It is the lack of industrial development, such as is found in many other countries, which permits large mining enterprises to be controlled almost entirely by foreign capital, although Spain is such an old country, and which permits mines opened in the days of the Phoenicians to still operate. Such deposits in America would be exhausted in a comparatively few years. The Phoenicians are supposed to have reached Spain about 1100 B.C. and to have worked some of the properties in the Rio Tinto district. The Carthagenians invaded the country about 236 B.C., and they were driven out about 205 B.C. by the Romans. The Romans ruled until 483 A.D., when they were overthrown by the Visigoths. Then, about 711 A.D., the Moors from Africa became prominent and they were finally expelled by the Spaniards in 1492. Spanish power reached its zenith under Phillip II, during the latter half of the 16th century, and since the close of that century the country has lost its prominent place among the nations. There are some evidences of revival in the development of good roads, the construction of a satisfactory network of railways, and the building of magnificent thoroughfares through the capital city, Madrid.

"Fatigue presents several challenges for the mining industry. Depending on the specific occupation, daily work or operational setup on any given mine site, mining jobs can have a fair amount of labor-intensive tasks mixed with monotonous and repetitive duties. Combined with the long working hours and shift-work schedules of mining work, the prevalence of fatigue in mine workers may seem rather unsurprising.Mining is certainly not alone in facing the challenge of addressing worker fatigue. Indeed, many of the characteristics above mirror the similarities of fatigue in other industries, such as health care, aviation and security. To the extent that fatigue in mining acts like fatigue in any other industry, then any fatigue management applications, trainings, or interventions in existence can be borrowed from other industries and applied to mining in a cookie-cutter approach. However, some have argued that mining in particular is especially susceptible to increases in the prevalence of fatigue beyond the characteristics listed above due to the multifaceted combination of factors in mining environments associated with fatigue: dim lighting; limited visual acuity; hot temperatures; loud noise; highly repetitive, sustained, and monotonous tasks; shiftwork; long work hours; long commute times due to mine site remoteness; early morning awakenings; and generally poor sleep habits (Canadian Centre for Occupational Health and Safety, 2012; Legault, 2011). Legault (2011) in particular argues that it is the combination of these factors simultaneously that can make mineworkers particularly susceptible to sleep deprivation and fatigue in comparison to other industries where these factors are often not present all together. If fatigue looks and acts different in mining, as others have argued, more research is needed to determine if, how, and why worker fatigue might need to be managed differently in mining.While the burden of fatigue on the mining population has not yet been evaluated thoroughly, methods and measures of fatigue management remain a popular point of discussion. Many commercial suppliers and consultancy groups have begun to develop technologically based fatigue monitoring systems (McMillian, 2013). Some technologies can monitor vehicle operators for indicators of wakefulness, such as percent eyelid"

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

Swelling ground is one of the most feared problem in tunneling. Although usually not causing sudden failures during construction, the very large and long- lasting deformations give contractors and designers the impression of facing an inevitable phenomenon against which there is no technical defense. Examples are concrete liners of up to 1 m that have been cracked or crushed, tunnel inverts that are heaving at a rate of 0.1 m per week during construction and continue to heave during decades. This author (Einstein (1979). Einstein et al. (1972) (1975)) and others (Huller (19761, Grob (1972) (1976). Golta (1967), tienke (19761, Krause (1976). Lee et al. (1976)) have described many cases of swelling tunnels that illustrate the significance and magnitude of the problem. This paper intends to show that tunnels in swelling rock can be built to perform satisfactorily. . For this purpose the tunnel builder needs to know how to determine the existence and specific behavior of swelling ground, how to select appropriate structural characteristics of the tunnel and predict its performance under the specific ground conditions, and finally how to construct the tunnel such that the anticipated performance will be achieved. This concept of a design-construction procedure is the same as that for tunneling in general; it is mentioned here for NO reasons: 1. To point out that design and construction cannot and should not be separated. The way in which the tunnel will be built has to be an integral part of the design. 2. This paper will be structured corresponding to the procedural concept.

Rock reinforcement systems are used in open pit and underground mines to stabilize the rock mass in-situ and provide safe working conditions. Significant progress has been made to date in the design and implementation of rock reinforcement systems to accommodate bad rock conditions and larger excavations. However, the rationale for the design of rock reinforcement systems remains essentially the same and can be categorized into three groups, namely 1. to create a beam of competent rock in stratified formations, 2. to resist sliding motion in jointed rock, 3. to passively support the superincumbent loads in highly stressed ground. Case histories of the rock reinforcement sys¬tems that illustrate these design approaches will be presented in this paper.

Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. General applications include some references to tunneling machines, but there are virtually no entries specifically relating to

Optimal drill and blast design is a process often neglected by many underground hard rock mines. This is even more important to the new mine where ring designs need to be implemented and refined in a short period of time. In today's environment where more and more mining is being carried out by contract specialists it is the co-operation between a principal and contractor, who are working towards a common goal, that achieves the highest quality end result. The development of drill and blast designs that cause minimal damage to the mine infrastructure is particularly important to Northparke's E26 Block Cave Mine, as it consists of a single extraction level which must survive intact for the life of the mine. The advanced undercut mining method implemented at Northparkes is fired in a sequence which protects the mine development from potentially damaging abutment stress. This paper details how blast designs will be optimised and sequenced to satisfy the conflicting objectives of maximum rock breakage inside the drill pattern and minimum rock damage outside the pattern.

The South African mining industry currently installs about 6 km per month of plastic pipes for conveying compressed air and water. Plastic pipes have a number of desirable properties and are favoured by many mining engineers because of their low mass, which facilitates ease of erection and assembly, and their excellent corrosion resistance and durability. However, they are combustible, and if involved in an underground fire can contribute to the overall toxicity of the combustion gases emitted. Furthermore, plastic pipes have the potential to conduct a fire from one part of a mine to another, and, by so doing, exacerbate an already hazardous situation. The limitations of small scale tests and the need to establish a large facility where underground conditions could be simulated was recognized by the South African mining industry. This paper briefly describes the Industry's full scale fire test facility and presents the conclusions drawn as a result of a number of full scale combustibility tests conducted on pipes manufactured from unplasticized Poly Vinyl Chloride (uPVC) and High Density Polyethylene (HDPE). Based on these findings, some practical solutions to prevent the spread of fire along the length of pipe columns of various pipe diameters and suspension configurations are presented. Recently some new and exciting developments in the field of intumescent coatings have occurred which are proving effective in minimizing the incidence of fire underground on South African mines. The potential benefits of these coatings are briefly discussed. INTRODUCTION Plastic pipes used underground on mines are predominantly in the form of protective cladding on insulated chilled water pipes and as service pipes for the conveying of water and compressed air to the workings. Plastic pipes have found wide use in the aggressive environmental conditions encountered underground due to their favourable properties relative to steel; these include being lightweight, easily installed and virtually immune to corrosion. However, plastic pipes are inherently combustible and can contribute to the overall hazard in three ways: (i) they are easily ignitable and can provide the initial fuel for a fire. (ii) once ignited, they can propagate a fire along their length and by so doing ignite other combustibles in their path, thereby contributing significantly to the overall conflagration. (iii) they can contribute to the overall heat, smoke and toxic gas emissions from a fire. While conscious of the value of small scale fire tests, the South African mining industry recognized the need for full scale testing to determine the combustion characteristics of plastic pipes under conditions closely approximating those underground and, as a consequence, a full scale fire tunnel test facility was commissioned with the objective of being able to (a), accurately evaluate the potential hazard of the various types of the plastic pipes found in mines, (b) use this information to suggest suitable fire engineering practices to minimize the hazard and (c), to practically verify the efficacy of the practices suggested. THE FIRE TUNNEL The fire tunnel is situated on a mine in the Western Transvaal and is 40 m long with a cross section of 3 m x 3 m which is typical of many haulages currently in use in South African gold mines. The ventilation drawn through the tunnel is provided by a 110 kW centrifugal exhaust fan and air velocities can be varied from 0 to a maximum of 5,8 m/s.

The total cost of horizontal development can be minimised by optimising the cost of each of the component operations (eg drilling, blasting, etc). Component costs should not be minimised. To optimise blasting results (ie the mean advance per round, muckpile characteristics and overbreak), operators need to optimise the blast design and drilling and blasting procedures. The costs of pulling extremely long (say >6 m) rounds, producing unnecessarily fine fragmentation, and minimising overbreak are excessively high. Operators should continually consider how they can shorten the cycle period by saving time at the face. To enable it to be matched to the pertinent rock properties, the blast design needs to be based on as much relevant experience as possible. To develop the most valid correlation between blasting results and blast design, the latter must be implemented carefully and accurately, but without sacrificing speed excessively. The total cost can often be reduced by using: 1. computer-controlled jumbos (to reduce the period and cost of drilling and to increase drilling accuracy); 2. larger diameter (51 mm to 64 mm) and longer (4.5 m to 6 m) blastholes; 3. at least three large diameter ( ¦89 mm) relief holes that are 0.2 m to 0.3 m longer than the blastholes; 4. explosive products that are selected on the basis of proven reliability and overall cost efficiency rather than price; and5. stemming (to increase the amount of effective work done by each kilogram of explosive and, hence, to reduce the powder factor and possibly the number of blastholes and the costs of drilling and initiation). Non-perimeter blastholes should be charged with ANFO or a bulk emulsion of established performance. Upper perimeter blastholes should be charged with a bulk explosive with a much lower effective density. But where geology varies considerably, greatest control over overbreak could possibly be achieved with the versatile pre-assembled charge shown in Figure 1. This paper presents numerous potential ways in which the total cost of development can be minimised. It concentrates on recommending blast design features and the safe, rapid, cost-effective implementation of designs.

"When utilizing high recovery underground mining methods, such as longwall or high-extraction room-and-pillar mining, the movement and deformation of the overburden propagate toward the surface and may affect the integrity of overlying surface streams (Peng et al, 1996). Published studies cite three major mechanisms of subsidence as most likely to impact streams: displacement, slope and strain. While subsidence-induced vertical displacement cause little structural damage to the stream bed, it may create adverse drainage and stream flow issues as the subsidence trough allows for ponding (Dawkins, 2003). Subsidenceinduced changes to the slope, or tilt, of a stream may have adverse effects on water flow. As the stream enters the subsidence trough, the gradient increases providing potential erosion control problems. When exiting the subsidence trough, a reduction of the gradient may inhibit stream flow, causing localized ponding (Peng, 2008). While vertical displacement and tilt both may have detrimental effects to surface streams, the resulting strains have been documented as being the most damaging to surface streams and structures causing distortion, fractures, or failure (Singh, 1992). When stream beds are subjected to high tensile strain, tensile cracks may form at the surface level allowing for the direct loss of stream flow through fissures. When stream beds are located in areas of high compressive strain, rock layers forming the stream bed can fail as the stream bed ruptures, upward, blocking stream flow or having the stream diverted into the fracture zone at the base (Iannacchione, et. al., 2010).Recent investigations on the effects of underground mining on surface bodies of water suggest that to determine the degree of stream impact one must also consider the geologic structure and thicknesses, surface topography, watershed drainage areas, width of river bed and rate of mining. Due to the complex nature and number of parameters affecting surface streams, subsidence modeling tools and software packages should be implemented throughout all stages of subsidence planning, prediction and control. The Surface Deformation Prediction System (SDPS) utilizes the influence function for the calculation of final subsidence deformations with respect to the angle of influence, supercritical subsidence factor as a function of the percent hard rock, edge effect offset distance, and surface topography. Developed more than 25 years ago, SDPS has been continually updated with new analysis and prediction features, providing a reliable and versatile program for subsidence management methodologies. Most recently, the program has been updated to evaluate the effect of varying surface topography in the prediction of horizontal displacements, referred to as ground strain, allowing for the accurate three-dimensional representation of surface deformations in mountainous terrain (Agioutantis and Karmis, 2014). "The prediction of surface deformations due to underground mining operations has been a long recognized practice with case studies documented as far back as 1556 in Georgius Agricola's De Re Metallica (Latin for On the Nature of Minerals). There is currently increased public awareness and regulatory scrutiny on the potential impacts of underground longwall and second mining operations, but this time the focus is placed on environmental impacts to overlaying bodies of water such as streams, rivers, wetlands, lakes, etc. (Karmis and Agioutantis, 2015). Community residents and environmental groups, as well as federal and state regulatory agencies, have often cited adverse stream impacts and demanded stronger measures and scrutiny in issuing mining and reclamation permits (Booth, 2006). Mining companies are required to focus on the protection of sensitive bodies of water through the monitoring of stream flow and water quality, management and rehabilitation techniques, as well as the adoption of ""no mining zones,"" which potentially sterilize large portions of minable coal reserves. This paper examines the use of an empirical modeling approach for the protection of surface streams based on evaluation of ground strain magnitudes. Utilizing enhanced features of the Surface Deformation Prediction Software (SDPS), ground movements can be predicted accurately in the vicinity of surface bodies of water. The modeling of ground movements can aid in establishing optimum extraction sequences, while the magnitudes of anticipated subsidence can be used in the evaluation of mitigation plans when undermining surface bodies of water. INTRODUCTION When utilizing high recovery underground mining methods, such as longwall or room-and-pillar mining, the movement and deformation of the overburden propagates toward the surface and may affect the integrity of overlying surface streams (Peng et al, 1996). Published studies cite three major mechanisms of subsidence as most likely to impact streams: displacement, slope, and strain. While subsidence-induced vertical displacement cause little structural damage to the stream bed, it may create adverse drainage and stream flow issues as the subsidence trough allows for ponding (Dawkins, 2003). Subsidence initiated changes to the slope, or tilt, of a stream may have adverse effects on water flow. As the stream enters the subsidence trough, the gradient increases providing potential erosion control problems. When exiting the subsidence trough, a reduction of the gradient may inhibit stream flow, causing localized ponding (Peng, 2008). While vertical displacement and tilt both may have detrimental effects to surface streams, subsidence induced strains have been documented as being the most damaging to surface streams and structures causing distortion, fractures, or failure (Singh, 1992). When stream beds are subjected to high tensile strain, tensile cracks may form at the surface level allowing for the direct loss of stream flow through fissures. When stream beds are located in areas of high compressive strain, rock layers forming the stream bed can fail as the stream bed, ""ruptures,"" upward blocking stream flow or having the stream diverted into the facture zone at the base (Iannacchione, et. al., 2010)"

INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). DURING the last ten years, in the effort to save manpower and costs, methods of drilling and blasting in Sweden have changed and developed in a revolutionary manner. These developments have been accompanied by extensive alterations in methods of tunneling and in mining technique. Since the end of the 1940&apos;s there has been a 100 pct change-over in Sweden to the use of tungsten carbide tipped drill steel. Both investigations and practical results have shown clearly that a tungsten carbide chisel bit fastened directly on the drill steel is the most economical for Swedish conditions. This applies to drill steel up to the longest size it is practical to handle. In terms of drilling footage, durability of the drill steel and the tungsten carbide bit is generally the same. In this respect, therefore, a detachable bit offers no advantage over integral steel. Transportation of integral steel to the grinding plant, instead of detachable bits only, involves heavier work, but this is counteracted by placing grinding plants closer together or by grinding at the working place itself. The drilling rate with integral steel is higher, the trouble of changing bits is avoided, and the difficulties which always arise with joints are eliminated. At present steel dimensions are usually 7/8 in. with a shank 41/4 in. long, whereas the international standard shank was formerly 31/4 in. The longer shank renders possible a better guide control of the steel and consequently longer life for the rotation chuck and the water-flushing pipe. After extensive experiments and investigations, agreement has been reached in Sweden on certain series of standards, shown in Table I. Other steel dimensions are, of course, available for special purposes. The standard drill-steel set begins with a 34-mm diam and has a length interval of 2 2/3 ft. On the other hand, for ordinary drifting it has been proved more economical to use greater length intervals on the steel, so only one steel change is required for a 61/2-ft round. Moreover, owing to the relatively close hole spacing necessary in a drift round, it has been possible to reduce the diameters of the tungsten carbide bits. This results in faster and cheaper drilling. As shown by the table, the lengths of drill steels for normal drifting are 33/4 ft and 71/2 ft, with 29 and 28-mm diam bits. During the last few years operators have begun to use 3/4-in. drill steel in place of the 7/8-in. drill steel chiefly employed earlier.
