As openpit copper operations transition from surface mines to underground, the speed of underground infrastructure construction prior to production is critical for maximizing the value of the project. Typically, the preferred underground bulk mining method is block caving. In preparation for future underground projects, Rio Tinto made the strategic decision to invest in a step-change program that would develop system solutions to reduce the construction time of block caves. The program focused on improving safety and doubling or more the construction speed of both vertical shafts and horizontal infrastructure compared to existing drill-and-blast rates. After an extensive selection process, Rio Tinto selected the Atlas Copco mobile miner machine as one of the concepts to proceed with for construction of horizontal infrastructure for access and footprint. In addition to un-derground drilling and hauling equipment, Atlas Copco?s Robbins mobile miner concept (a previous attempt at horizontal mechanical excavation) completed trials at Mount Isa, Pasminco and Taisei. Rio Tinto selected the new Atlas Copco mobile miner machine concept for a number of reasons including the use of proven technology from the three previous mobile miner machines and other commercial products, as well as the ability to install complete ground support typical with high rock stress conditions at approximately 1,500 to 2,000 m (4,900 to 6,500 ft) depth. Atlas Copco, with support from Rowa, the Swiss company that specializes in back up systems for tunnel boring machines (TBM), is advancing the detail design of the access version of a tunneling system on behalf of Rio Tinto. Because of the different requirements between an excavation system for access tunnels and that for tunnels on the footprint, two different versions of the mobile miner machine technology were envisioned. The access and the footprint versions of the Atlas Copco mobile miner machine share a majority of key technologies and systems. Therefore, it was possible to conduct a performance conformation test using a full-scale version of the access machine that would also mitigate the technical risks for the footprint version. Disc cutters have determined excavation rates of rock tunneling projects for more than 50 years. First developed in 1956 by James S. Robbins, disc cutters (then 279 mm or 11 in. in diameter) were used to bore limestone of 190 MPa (27,500 psi) unconfined compressive strength (UCS) and were loaded with 7.12 t (15,700 lbs) each. Modern cutters have reached up to 508 mm (20 in.) in diameter and are typically loaded with up to 31.7 t (70,000 lb) to economically bore through the hardest of rock up to plus 400 MPa (60,000 psi) UCS. New developments, such as larger cutter diameters, are geared to increasing the bearing capacity and wear life of the cutting structure. This, in turn, increases cutter life, cutter load and cutter penetration. Disc cutters have also been re-designed on a small scale for use in hard-rock utility installations. Additional variables also affect the three factors, including cutter spacing on the cutterhead, cutterhead diameter and cutter materials.

Drill and blast project in Norway’s capital. The contract consists of 7 rock caverns (350–950 m2), 9.2 km tunnels, and four shafts. With 110 blue-collar and 31 white-collar, the project produces an average of 16–21,000 m3 hard rock per week, with a total of 19 tunnel faces. Weekly, nine grouting rounds for water control, 800 m3 shotcrete, and 1,200 bolts are required, and 60 trucks leave the site pr. day. Challenges include blasting in densely populated areas, planning and coordination to maintain high production, obtaining a CEEQUAL certification of very good, and transporting rock on Oslo’s main highway.

Traditional methods of creating a water tight shaft liner involve the use of segmented or welded steel. When shafts are located in ground that exhibits extremely difficult conditions of high water inflow and hydraulic pressure, composite liners are often combined with ground freezing during construction. The authors were searching for a cost effective and more flexible solution to hydrostatic liners design than the traditional concrete/steel composite design used so far. Searching through new technologies developed for tunneling applications, sprayed on membranes systems seemed very promising but were not developed for the specific circumstances encountered in shaft sinking applications where ground freezing is involved. Even though freezing is a very effective technique, it creates adverse temperature conditions for the application of spray on membranes. In addition, application and hydrating cure times for those membranes products ranged between six to twenty-four hours under ideal conditions (usually temperatures well above freezing point), which eliminated them from consideration in a shaft sinking cycle. While researching different spray on membrane materials, it was discovered that Stirling Lloyd Polychem Ltd. has developed and proven a different membrane material for waterproofing liners in different tunneling applications. The characteristics of the membrane exceeds the pressure parameters encountered in frozen shaft sinking operations, and the chemical cure times were reduced to one hour per layer which worked well into the shaft sinking cycle times. More over their system included a quality control procedure that allowed insuring integrity of the membrane at application time, a very desirable feature for shaft liner construction. However, the frozen rock surface still presented an unknown in the cure time and stability equation. As all membrane products a shotcrete substrate is usually required prior to application. The hypothesis used by the author was to use this shotcrete layer, not only as a substrate, but also as a thermal insulation against the frozen rock and the membrane during both application and curing time. The authors knew from experience that shotcrete could be applied successfully over frozen rock. But the shotcrete temperature curve over time was unknown and no information were found in the available literature. Testing was required to determine whether a suitable mix of shotcrete could be applied to the frozen shaft wall to provide enough heat of hydration for a suitable period of time to create conditions suitable for membrane application and curing.

Situation.—The Camp Bird mine is in Imogene basin† (Fig. 1) at the head-waters of Canon creek, a branch of the Gunnison, in the southern part of Ouray county, Colorado, towards the northern edge of the region known as the San Juan mountains, and about 10 miles W. of the continental divide. It is 8 miles by wagon-road from Ouray, the terminus of a branch of the Rio Grande' Southern railway. The distance from Denver to Ouray is 387 miles by rail. In an air-line, the mine is 190 miles SW. of Denver. The altitude of the town, tunnel and buildings is 11,200 ft., and level No. 2 is 11,500 ft., and No. 1 is 11,670 ft., above sea-level. The lowest point of the lode-ontcrop, which crosses the basin E. and W., has an elevation of 11,850 ft., and that of the highest point, on the divide between Imogene and Tomboy basins, is 13,250 ft. On the eastern slope of the Imogene basin (towards Ironton) the vein is less clearly defined on the surface. Due to the planned deepening of the NY Harbor, NYCEDC/NYCDEP is planning to replace two existing water lines between Brooklyn and Staten Island with one deeper water pipe. The crossing, just north of the Verrazanno Bridge is 1.75 miles long. The new pipeline will be tunneled using gasketed concreted segmented liners. Apressurized face machine will be used through the soft ground. This will be the first subaqueous application using this technology in New York City. This paper discusses the planning, design and risk issues associated with the crossing and the challenging soil conditions that resulted in the decision to use a pressurized face machine.

The Rawley property is located in the Kerber Creek mining-district, Saguache county, Colorado, at an elevation of 10,600 ft. (See sketch-map, Fig. 1.) Ore was found in this vicinity as early as 1880, and claims covering a large area were located and in many instances patented. The ores, however, being of comparatively low grade, and the nearest railway station, Villa Grove, being some 20 miles away, it is extremely doubtful whether any considerable amount of ore was ever handled at a profit. It is safe to say that several hundred thousand dollars were spent (a large part in building mills) previous to 1902-03. About that time a very capable promoter gathered together a group of these claims and interested some New York people, who had had no previous mining experience, in the purchase of these claims. Following the organization of a company, this promoter became General Manager. As often happens under such conditions, the first step was to erect a mill to treat 100 tons per day. It may not be fair to this enterprise to say that the failure which followed might have been foretold, simply on general principles, but this much is certain—the water supply fluctuates in the course of a season through a wide range and for a considerable portion of the year was inadequate to run this mill at capacity. Further, it is currently reported that some of the mill foundations were placed on ice. However true this statement may be, it is a fact that, when first inspected by us, many of the belts in the mill were held on'their pulleys by means of idlers. A shut-down followed, with a material re-adjustment of interests, at which time we became consulting engineers for the company.

In the early decades of the past century the method of starting iron blast-furnaces by " scatlolding-down" seems to have been in universal use for coke-furnaces and, at least in this country, for charcoal-furnaces also. It was likewise used at some of the early anthracite-furnaces, as is stated in the important " Reminiscences" printed by the late Samuel Thomas.' It had been generally superseded in Great Britain as early as 1850, by some variations of the plan now used, and was rarely used when Percy wrote.2 On the Continent it was still followed ill the 60's; and was elaborately described by Valerius in 1852. I have never read any statement as to when and by whom " scaffolding " was first dispensed with, but the following extracts from journals of my father seem to fix an authentic date for an instance in this country: " [Pittsburg] July 12, 1838.—Went with Major Wade to his foundry,etc., and he gave me a letter to D. Tyler, Esq., Farrandsville, Agent Boston Coke & Iron Co." " [Lockhaven, Pa.] July 18, 1838.—Heard there was a flat-boat going to take some gentlemen up to Farrandsville. Got on boat and to Farrandsville, 5 or 6 miles, in 1 hr. 30 min. Dined, and then delivered my letter to Ma Tyler, who showed me much attention, and everything belonging to the furnace, and had the water turned on the wheel that I might see the blowing-cylinders at work. There are two cylinders, 6-ft. stroke, -56 in. in diameter, but they find that one makes more than enough blast for the furnace. Rock exposures are usually a very small part of the surface area in any mining district and the prospector and geologist must base their deductions as to the area, extent, and structure of various formations upon exposures that seldom form 5 per cent. of the area studied. Most often, outcrops form less than 1 per cent. of an area, so that exploration for mineralized contacts or mineral-bearing formations necessitates drilling, test pitting or tunneling, shaft sinking, and other underground work. In these days of high costs any method that will give definite facts regarding rock? obscured by soil or other material should be used to the greatest possible extent. In the early days of the Lake Superior iron districts, mines were located in the few places where ore was present in outcrops. Later, larger orebodies have been found, in depressions, obscured by soil and other foreign material. Mineralized rocks are oftentimes more weathered, softer, and more easily eroded than unmineralized rocks. It is quite natural, therefore, to expect that such orebodies (particularly where large enough to influence erosion in former physiographic conditions) should lie in depressions and be obscured by later debris. It is not difficult to believe that the history of the development of Lake Superior iron mining may be duplicated in other mining districts, that even larger orebodies than those first mined may be found in areas where the rock exposures, which led to original discoveries, are few or lacking. The chief properties of rocks that can manifest themselves through an obscuring cover are magnetism, electrical effects, radio-activity, gravity, and sound transmission. All of these have been used, to a small extent, to tell us a few things about what lies below the surface that we could not otherwise determine, but none has been used so long and so widely as

Although Greater New York does not bear any resemblance to a great mining district, the mining operations that are being conducted in and about the city are both extensive and interesting in character. With regard to the extent, it may be mentioned that, at present, there is more dynamite used in New York than in any mining district in the United States; that there are under construction about 38 miles of tunnel, and that 66 miles more are projected, most of which must be constructed .in the near future; that since 1903 at least 2,000,000 tons of earth has been removed in underground work, in addition to about 3,500,000 tons that has been removed in open-cut in connection with tunnel-work, and many times this quantity that has been removed in excavating foundations for buildings not connected with tunnel-work; and that there are to-day probably more than 5,000 men engaged in mining-work in and about New lrork City. These undertakings include almost every operation connected with underground work, from exploration by means of trench and boring, to the sinking of large shafts and the driving of large tunnels through every kind of ground from hard rock to soft, semi-fluid silt and quicksand. It is proposed in this paper to give a general description of some of the methods and appliances used in the opening-up of a " mine " in a large city, and a brief description of some of the &'mines" now being developed in New York, connecting as far as possible the methods described with the particular work for which they were designed, in order to give a general idea of the

(communication to the Secretary*):—The Laramie tunnel, though a small one, compares very favorably in the speed of driving with the great Alpine tunnels which have the record so far. I think it safe to say that, taking all things into consideration, the record made at Laramie is the best American record, though it still falls short of the long-tunnel records abroad. In discussing tunnel-records it must always be borne in mind that there are conditions peculiar to each individual tunnel job, so that no comparisons are complete, fair and conclusive. At Laramie there is one point which stands out prominently, and which distinguishes this from any of the recently-built Alpine tunnels, and that is that here we have great progress in an American driven tunnel without the use of a carriage for mounting the drills. At the Arlberg and Loetschberg tunnels, the carriage was an essential condition for progress. All the heading-drills were mounted upon a bar which rested upon a small carriage. This carriage was withdrawn after the drilling and run into the heading after the blast without much disturbance of the drills, and with very little adjustment except that required in jacking the horizontal bar across the tunnel. The carriage was so small in its track-area that it required little mucking to run it in to the face; and as the rock-drills used were heavy machines 38 in. in diameter, progress in setting up and drilling was very much accelerated by the use of the carriage. The problem of eliminating the hazards of hoisting in mines has been with us since the industry passed its earliest stages, when coal and ore could be won from surface working and tunnels. At first, safety devices were introduced as means of decreasing the amount of labor necessary to produce the mineral, or to increase the amount that could be obtained from a certain opening. For example, crude ladders replaced winding footpaths or steps cut into the walls of the pit or shaft, decreasing the distance it was necessary to carry the product to the surface and eliminating, to some extent, the hazard introduced by the precarious footing afforded by such paths and steps. Latcr, instead of being carried from the pit on the backs of men, the product was hoisted in buckets or baskets on a rope passing over a pulley or around a windlass. Thus the capacity of the pit was considerably increased, and the hazard due to making many trips up and down the shaft was eliminated. From such beginnings accident prevention in mine hoisting advanced with the importance of the industry, until at present hoisting compares favorably with other branches of the mining industry with reference to safe practices. As in the other branches, this progress has been accomplished along two general lines—by legislation, rules, and education, and by the installation of safety devices. Though due credit must be given the former, it is not so satisfactory as the latter. Legislation, to be effective, requires a policing and inspection system to guarantee enforcement, such as we cannot hope to inaugurate. Rules may be satisfactory so long as the employer controls the labor market, and dismissal or some other form of discipline is an effective means of insuring obedience to the rules; but where labor demand is in excess of the supply, or where labor organizations are in control, such measures are not effective. An educational campaign will draw attention to hazards and may awaken a desire to avoid accidents by exercising the proper care. It is necessary, therefore, to place our reliance mainly on mechanical devices to prevent accidents, and to depend as little as possible on laws,

The decision of the Supreme Court -of the United States not to review the findings of the lower courts closes an interesting chapter in the mining litigation that has arisen as a result of the extralateral feature of the mining law. The time seems opportune to record some of the important geological features, and also some of the legal features, of the controversy, in the hope that these will be permanently accessible to members of the mining profession. After many rumors of litigation, the Utah Consolidated Mining Co. sued its neighbor for the ore that had been, it was alleged, wrongfully extracted from its so-called Yampa limestone lode. This ore lay beneath Utah-Apex surface and was claimed by virtue of the extralatera1 rights conferred on the Utah Consolidated Co. through the ownership of certain specific mining claims, one of the principal claims being the Yampa. Previous to bringing suit, the Utah Consolidated Co. had strengthened its position by purchasing the Old Yampa mine and by making an agreement with the Utah Metal & Tunnel Co., which gave it clearer title to the outcrop of the Highland Boy limestone. Access to the workings of the Utah-Apex Co. was secured and reciprocal privileges gave Utah-Apex representatives the right to enter the properties of the Utah Consolidated Co. This resulted in the Utah-Apex immediately bringing countersuit for ore alleged to have been wrongfully extracted from under its surface in the Leadville country, see Fig. 4. Six cases came up for consideration: five related to the original suit and the countersuit, and one related to the Dana extralateral claims of the Utah-Apex Co. Well-known attorneys, geologists, and mining engineers were engaged by both sides, and thousands of feet of development work were done to prove or disprove ideas that would sustain the contentions of the opposing sides. Models of wood, wire, and glass were constructed to present clearly to the court the actual physical relations.
