INTRODUCTION The need for discussion of Owner-Engineer-Contractor relationships in tunneling arises from the increase in costly and time-consuming litigation. The paper examines the objectives, motivations and responsibilities of each party, discusses some common causes of claims in underground work, and makes some suggestions for improvements. The viewpoint and bias are those of an engineer. If a subtitle were required for the session, "Sharing the Risk" would be appropriate. Sharing the risk is an important aspect of Owner-Engineer-Contractor relationships because when a risk is shared, all parties have an incentive to minimize it. The System It would be shortsighted not to recognize that the system is wider than the Owner, the Engineer and the Contractor. There are many outside influences which affect the day-to-day behavior of each party: Financing agencies Insurance agencies Bonding agencies OSHA and other safety legislation The Federal Power Commission The Public Utilities Commission The General Accounting Office

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. The No. 3 reverberatory furnace at Phelps Dodge. Corporation's Morenci, Arizona copper smelter first received oxygen from a new oxygen plant during October 1982 and began operation with oxygen-fuel and oxygen sprinkle smelting burners which burn concentrate with oxygen. The furnace was completely converted to roof-mounted oxygen-fuel firing in October 1982. All conventional air-fuel bridge wall burners were extinguished at that time. The novel arch-mounted oxygen sprinkle smelting system began continuous operation April 1983. Since startup, unit fuel requirements decreased and furnace throughput significantly increased. Furnace off gas SO2 strength increased from an average of 1.5% SO2 to an average of 20% using only oxy-fuel burners. Oxygen sprinkle burner operation also has given excellent results, with the furnace off gas strength increasing to 35%-60% S02. There has been a reduction in overall arch temperatures, an increase in matte and slag temperatures, and a lowering of furnace bottom buildup with oxygen smelting. Furnace off gas is blended with converter off gas and treated in a sulfuric acid plant.

P.T. Freeport Indonesia's latest expansion has increased total mill throughput to 125,000 dry metric tonnes per day. The most recent expansion included the installation of a Semi Autogenous Mill designed to treat more ore than any other single SAG mill currently operating in the world. Also included in the expansion were two large ball mills, rougher and cleaner flotation including conventional and column cells and a regrind circuit. All equipment is supported by a modem distributed control system. This paper describes the design considerations, construction, commissioning and start-up of the SAG concentrator and support facilities and includes an overview of the oreflow and milling facilities.

P.T. Inco has constructed a smelter to produce 45 000 tonnes (49 500 tons) of nickel per year as a nickel matte from the lateritic ores of Sulawesi, Indonesia. The facilities include mines, five screening stations, two dryers, three novel reduction kilns, three electric furnaces, three top blown rotary converters, and associated infrastructure of port, towns and a hydroelectric generating station. The screening stations and converters are unique in the industry. The problems encountered in the construction and operation of this complex facility in remote Indonesia are described.

The I-75 Modernization Project (Segment 3) just north of Detroit, MI is being delivered as a Design-Build-Finance-Maintain (DBFM), which is a Public Private Partnership (P3). The project includes design and reconstruction of 5.5 miles of freeway, including a depressed section with a 20,630-ft long, 14.5-ft inside diameter, up to 100-ft deep stormwater tunnel, multiple drop shafts, and a pump station. The project also includes a maintenance term of 25-years. This is the first time MDOT has used a P3 delivery method for a major highway and tunnel project. This paper describes the development of the P3 documents, including performance-based tunnel and shaft technical requirements, and the approach to project risk management, financing, and insurance coverage.

St Helena tunnel is the centrepiece of the Pacific Highway upgrade from Tintenbar to Ewingsdale, abbreviated and commonly known as T2E. At the deepest point the twin tunnels run 45 m below the ridge line of St Helena Hill, located about 5 km west of Byron Bay. The tunnel breakthrough was achieved early in 2014 and the works for permanent lining will be completed in early 2015.Once the project will be handed over to the public in 2015, T2E will deliver a safer highway and uninterrupted traffic flow between New South Wales and Queensland. The design speed in the project area has been set to 110 km/h by the client Roads and Maritime Services (RMS), which will reduce the travel times between Brisbane and Ballina to just over two hours.The two tubes of the tunnel have been designed to accommodate three lanes in each direction with shoulders and walkways on either side of the carriageway. These requirements result in a huge cross-section of about 20 m width and an excavated area of about 210 m2.With the tunnel alignment being situated in basaltic rock, St Helena tunnel is conventionally driven. The selected excavation method was predominantly drill-and-blast with temporary support being installed immediately after the excavation. Despite the wide span of the tunnel, the geology allowed the tunnel perimeter to be supported by only rock bolts and a layer of shotcrete over the majority of its length.Due to environmental reasons one of the approval criteria of the project was that the tunnel must not have a detrimental long-term impact on the groundwater system within St Helena Hill. Consequently the tunnel has been designed as a fully tanked structure with a waterproofing sheet membrane installed on the temporary shotcrete.The permanent structure of the tunnel has to meet a 100-year design life and it is designed as a cast in situ concrete lining. Considering the water pressure on the lining the concrete is reinforced with a significant amount of bar reinforcement.The presented paper provides a more detailed explanation of the geology and the consequential temporary and permanent support measures together with the waterproofing system.CITATION:Mueller, A M, 2014. The Bureau of Mines conducted research to provide technical information needed to devise waste management plans for the processing of manganese nodules. Studies included summary descriptions of Pacific manganese nodules, process options and flowsheets, methods for characterizing nodules and their tailings, and results of analyses of laboratory and pilot-plant generated tailings. This information is the result of a cooperative research effort of the Bureau of Mines and the National Oceanic and Atmospheric Administration (NOAA), with NOAA providing funding and the Bureau conducting the research. A summary of the extensive literature review is provided for manganese nodule mineralogy, chemistry, processing techniques, and methods of analyses. Characterizations and analyses of laboratory-generated tailings and slags are given, as well as the results of the leaching studies on these waste materials. Leachability was determined by three standard leachate tests- the Environmental Protection Agency (EPA) extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the U.S. Army Corps of Engineers-EPA seawater elutriant test. While the wastes generated in the laboratory may not be entirely representative of those to be generated in full-scale plants, results of these studies provide a positive indication that commercial recovery of cobalt, copper, manganese, and nickel from manganese nodules would be environmentally acceptable.

Epithermal Au-Ag deposits form in the upper 1 km of the crust and are therefore best preserved in the less eroded Pacific rim arcs, although also recognised elsewhere. Two profoundly different ore fluid types give rise to low and high-sulfidation styles apparent as variations in ore and gangue mineralogy as well as characteristic zoned wall rock alteration. Low sulfidation epithermal Au deposits are derived from near neutral composite magmatic-meteoric fluids and divided into a group with a stronger intrusion association within arcs grading in time and space from: quartz-sulfide Au + Cu, to carbonate-base metal Au, and the epithermal quartz Au + Ag, whereas in strongly extensional settings the influx of meteoric waters promotes the development of chalcedony-ginguro banded Au-Ag epithermal veins. In the presence of continental crust particularly in Latin America polymetallic Ag-Au veins represent a Ag-rich equivalent of carbonate-base metal Au and passes upwards to chalcedony-ginguro Au-Ag style. By contrast high-sulfidation epithermal deposits are deposited from an acidic magmatic fluid which provided characteristic hydrothermal alteration by reaction with wall rocks grading outwards as mineral assemblages dominated by: vughy silica, alunite, pyrophyllite-diaspore, dickite-kaolin and then illite-smectite neutral clays. Au mineralisation is commonly refractory with enargite deposited dominantly later within the silica zone.Exploration for epithermal Au deposits benefits from an understanding of the controls to mineralisation which commonly give rise to the development of ore shoots with widest and highest Au grade ore zones. In low-sulfidation systems a combination of competent host rocks, dilatant structures, higher grade styles of mineralisation and efficient mechanism of Au deposition, contribute towards ore shoot formation. High-sulfidation epithermal Au systems occur in permeable volcanic and breccia host rocks which are linked by major structures to the magmatic source.CITATION:Corbett, G, 2013. Other than being used to convey fill material for the gob stowage or building of ribside packs on advancing longwell faces, pneumatic conveying has not been used for the transport of materials on a large scale in mining operations. The technique is extensively used in the wood products industry for conveying wood chips, limestone and other ingredients for the manufacture of paper, for the transfer from railcars, barges or ships to silos or stockpiles and further transfer into the pulp mills. This method of material transfer has the distinct advantage of transporting suitable material over horizontal and vertical distances within the same system. In considering material associated with mining, this includes, ore, coal and rock up to 4 inch cubed size, throughputs of 200 tons per hour over horizontal distances of 3000 feet or vertical lifts of 2000 feet. In recent years tests have been carried out to determine the physical and economic limitations of pneumatic hoisting, the results of which have led to the installation of two fully productive coal hoisting systems at mines of the National Coal Board in Great Britain. The equipment used for the pneumatic hoisting of coal or waste rock is described in this paper, together with a brief history of the tests which led up to the installation of the two hoisting systems in Great Britain.

The $2 billion Horizon Lateral includes over 30 miles of trenched and tunneled pipeline with diameters up to 120 inches.Related infrastructure includes large and small pumping stations, reservoirs, and flow control facilities. This paper will discuss the strategy and processes used to determine contract packaging and contracting delivery methods for the various project elements with an emphasis on the tunnels and trenchless crossings. Prior Authority experience and the rigorous risk-based approach to develop the preferred alignments played a large role in determining the outcomes along with schedule concerns and permitting and easement acquisition.

These changes and improvements include major equipment rationalization programs, the introduction of trolley-assisted truck haulage, adoption of a sophisticated computerized truck control system, pit design enhancements, improved drilling practices, use of emulsion explosives, and the installation of an in-pit crushing and conveying system. The various changes, their effect on the operation, and their contribution to cost reduction and improved productivity at Paihbora are considered.

PanAust Limited (PanAust) has successfully constructed and commissioned two mining operations in Lao PDR over the past decade and undertaken major studies for three new mine developments. The management of potentially acid generating mine waste and tailings in close proximity of local communities sensitive to water discharge quality have been recurring themes that have confronted PanAust’s project study, development and operational teams. Further compounding challenges, such as the effects of intense annual tropical monsoonal conditions, staging of embankment raises and regular lifting of spillway structures, integrating mine waste and tailings management into production plans and ensuring the long term stability of structures, have been addressed by implementing leading practice management solutions.A recognition of the criticality of managing the substantial business risks associated with these crucial activities led to the early establishment of a governance structure to ensure that the highest standards are embraced for planning and execution. Importantly, these are guided and monitored by a panel of highly experienced and qualified international specialists reporting directly to PanAust’s Managing Director – the Tailings Independent Review Panel. The development plan (long-term plan) of El Teniente Mine, Codelco-Chile, includes 100 per cent primary ore, located at increasing depths, which may involve several difficulties related to the application of the current panel caving method, such as a high seismicity level, a coarse fragmentation and ore pass damage. Therefore, it is a strategic priority for the El Teniente mine, to design and to test alternative mining methods, at similar or lower costs to ensure an efficient and safe ore extraction. In this context, the Macrotrench method is developed, as a competitive alternative to the current method. The document describes the panel caving method, the experience achieved in the primary ore exploitation from the geomechanical point of view. It also describes the æmacrotrenchÆ method as an alternative to the current exploitation method. Finally, the comparative advantages of macrotrench in relation to panel caving are presented. The results obtained during the engineering stage include the following aspects:the mining design, the material handling, a geomechanical evaluation of the method, and a comparative analysis.

Division Andina has considered in its long range planning, the exploitation by panel caving method of "Third Panel" mine, which was started its production stage during the second half of 1995. This mine has two production levels, the first is grizzly level and another is L.H.D. level. Both sectors use the same haulage level where mineral is recollected through ore pass. For mineral loading and haulage its use 50ton diesel trucks combined with electro-hydraulic chutes. The automation has permitted what this operation is carrying out with remote control by driver's truck, in concordance to short range planning.

When the Age of Machinery was suddenly thrust upon civilization about the beginning of the 19th century, an unprecedented demand for mineral resources sprang up. This demand brought about the rapid development of the known ore deposits and the discovery of such other deposits as could be encountered by energetic and canny prospectors. Thus in the countries now reasonably accessible nearly all orebodies have been located except those which are totally concealed even from the eyes and "senses " of experienced and expert prospectors. The high rate of exhaustion of known ore deposits and the necessity of looking farther and farther ahead for raw materials as a matter of insurance on the stupendous capital outlays involved in mining, development, and conversion operations, have resulted in exceptional activity in three different fields of effort. The first is purely geographic. Prospectors are now penetrating the few hitherto inaccessible regions in the hope of stumbling upon exposed ore deposits or locating visible indications of their presence. The second is chemical. Industrial chemists and metallurgists are seeking to facilitate the exploitation of lower grade ores or to find methods of recovering valuable metals from common substances. In the third field of effort lie the activities of the economic geologist and the mining engineer, who endeavor to locate concealed ore deposits which would remain hidden from the prospector no matter how expert or conscientious he might be. Obviously the task which such a man must face is both exacting and indefinite, and the tools which he has heretofore been permitted to bring to it are, for the most part, abstract—a knowledge of certain fundamental principles and processes involved in the origin, occurrence, structure, and distribution of deposits of natural resources and of the rocks which form the environments of those deposits; and a process of reasoning by analogy supplemented by the use of the diamond drill, or such artificial exposure as the test pit, trench, shaft, or tunnel.

The elastic earth waves produced naturally by earthquakes have been used for a long time as evidence from which to draw conclusions in ; regard to the constitution of the interior and crust of the earth. The I elastic earth waves produced artificially by occasional explosions and ' recorded by seismological observatories were used to draw conclusions regarding the geology of the intervening area. Intentionally produced elastic earth waves in the past five years have come to be used extensively in the investigation of very local geologic structure. The scismic method of working geologic structure, which makes use of artificially controlled explosions and the resulting earth waves, has developed almost clairvoyant power in handling certain geologic situations; and, in the discovery of salt domes in the Gulf Coastal Plain region of Texas and Louisiana, it has scored the most brilliant success. The first proposal for the use of artificial earthquakes in the study of velocity of elastic earth waves in the surface formations of the earth's crust were made before 1888, by the English seismologists mallet and Abbot. Partly on the basis of their work, A. Schmidt in 1888 proposed the use of time-(Iistnncc graphs of artificial earthquakes to study the variation of vellocity with depth. Belar in 1902 proposed the practical 'application of such investigation in connection with boring tunnels. Galitzcn repeated1y (1912. I9IX) proposed the use of explosions to study the velocity of the longitudinal and transverse waves in the uppermost formations and pointed out that the velocity depended in a high degree on the physical character of the beds and that from changes in the velocity, conclusions could be drawn in regard to the composition of the beds. Somewhat the same thought was proposed by von dem Borne (1908), by Benndorf, Udden and others.' Particular interest in the ventilation of deep mines, especially those in South Africa, has been created by a very complete system of cooling of the world's deepest mine, the Turf shaft of the Robinson Deep in Johannesburg. The writer visited this mine in January, 1936, and again in 1937. During these visits and subsequently, a considerable part of the theory involved in rock cooling in tunnels was developed and this has been checked by practical observations of the rates of rock cooling made within mines. The purpose of this paper is to set forth the method of attack of the mine problem. The cooling or air conditioning of mines by the use of mechanical refrigeration was not wholly newl-5 when the Robinson Deep installation was made. The first mine to be cooled was the Morro Velho mine, in Brazil. The first installation in this mine was put into operation in December 1920, the refrigerant being ammonia.5 The surface cooling gave considerable benefit but it proved inadequate as greater depths were reached, therefore in 1929 two centrifugal refrigerating machines were installed at the 6000-ft. level. These were used in conjunction with the surface cooling system to furnish additional cooling at the lower levels. This later installation used Carrene as a refrigerant. This nonflammable refrigerant, having a boiling point of 104" at sea level, insured reasonable safety, since all parts of the machine operated at subatmospheric pressure. Very favorable reports have been received on the effectiveness of this installation, but no recent data are available. An interesting feature of that plant is that the condenser water is cooled by spraying it into the exhaust air from the mine at the base of the ventilation upcast, which permits the water to be cooled within a few degrees of the wet-bulb temperature of the air entering the upcast, and the only water that has to be supplied for condensing purposes is that lost by evaporation, or about 0.5 per cent of the volume circulating through the condenser. This plan affords an ideal means for the removal of the heat load from the refrigerating system, and of course also from the mine itself.
