Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

"The proposed Channel Tunnel is a critical component of the San Francisco Public Utilities Commission’s (SFPUC) Central Bayside System Improvements Project (CBSIP), which is a key element of a $6.9-billion sewer system improvement program to upgrade its aging and seismically vulnerable wastewater facilities. The tunnel will provide gravity conveyance and storage of combined sewage flows from the northeast sector of San Francisco, CA to the Southeast Water Pollution Control Plant for treatment. The tunnel will be approximately 2.7 km (1.7 miles) long and 7.3 m (24 ft) in internal diameter. It will utilize a single-pass precast concrete segmental lining system. Tunneling challenges include excavating with pressurized face tunnel boring machine (TBM) technology through highly variable ground conditions including the Franciscan Complex (rock and mélange), clayey/silty sands, stiff to hard clay (Old Bay Clay) and mixed-face conditions. The project will also require several deep shafts that will be technically challenging. Project backgroundThe SFPUC is a department of the City and County of San Francisco, CA that provides municipal power, drinking water and wastewater services to San Francisco.San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. The sewer system includes tunnels, large storage/transport boxes, 1,600 km (1,000 miles) of collection sewers, 28 pump stations and three wastewater treatment plants. After decades of service, much of the system is nearing the end of its useful life.The existing system is also vulnerable to seismic damage. During the 1989 Loma Prieta earthquake, damage to SFPUC wastewater infrastructure was extensive. This included the 3,415 m (11,200-ft) long, 1.7m (66-in.) diameter Channel Force Main, built in 1976, and a critical component of the conveyance system. The Channel Force Main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the Southeast Water Pollution Control Plant for treatment. It is antiquated, not pile-supported and not constructed to current seismic codes. There is also currently no conveyance redundancy for north/central bayside flows to the treatment plant. Figure 1 shows the SFPUC’s wastewater collection system, the existing Channel Force Main and the project location."

INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.

INTRODUCTION We will discuss here only the subway construction phase; that is, two to five years at a given location--not the long-term analysis. We also will compare some tunnel construction methods used for BART and in Los Angeles. Typically, urban planners and engineers try to balance a new mass transit system to include tunneled subways, cut-and-cover construction in city streets, and elevated guideways. Their decisions are based on many factors, most of which can be quantified. But there are some socio-economic-environmental factors which are almost intangible, or nonquantifiable, and these are rarely included in the final report for a rapid transit system. There are two reasons for this: First, it is difficult to evaluate disruptions and psychological inconveniences to individuals and to the community during the construction period, and even more difficult to assign costs because the valuations are always subjective. Second, the rapid transit project capital costs are given in the final report and the public knows them; but the intangible social costs are borne by the affected neighborhood community, not the entire city, and as such they are "hidden costs," which in fact may add as much as 25 percent to the total system cost.

The City of Toronto is currently undertaking the design of the Black Creek Sanitary Trunk Sewer Relief Project. The Project involves the design and construction of approximately 20 kilometers of tunnel through shale rock of the Georgian Bay Formation and soft ground soil consisting of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits. The 20 kilometer alignment has been split into four sections of tunnel (1) the 12.9 km, 3.0 meter diameter Keele Trunk Relief Sewer, (2) the 2.9 km, 1.5 meter diameter Keele Trunk Relief Sewer Microtunnel, (3) the 3.9 km, 1.8 meter diameter Jane Relief Sewer, and (4) the 0.5 km,1.5 meter diameter Combined Sewer Overflow Storage Tunnel. Additionally, one 40,000 m3 wet weather flow (WWF) storage tank and numerous WWF connection shafts are to be constructed and connected to the Keele Trunk Relief Sewer to pick up WWF from existing outfalls currently discharging to Black Creek. The anticipated cost of the project is approximately $600 million with construction of the Project’s Phase One Works, the Keele Trunk Relief Sewer and Jane Relief Sewer, scheduled to commence in 2025. This paper provides an overview of the project in terms of the anticipated geotechnical conditions, the scheme developed for design and construction of the tunnel system and the associated schedule and procurement strategy. The consideration for planning of the tunnel system, the risk-based analysis and decision-making process are presented and form the basis for selection of a precast tunnel lining support method in the rock and soft ground.

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

The planning, design and construction of a service tunnel, under a major arterial road between two hospitals are described. The multiple uses of the tunnel combine to provide a favourable cost-benefit ratio for the tunnel as part of a rationalisation of services between hospitals. The driven tunnel provides economic, program and approval advantages over that of a cut and cover construction. The cross sectional shape of the tunnel was determined during feasibility studies by the degree of weathering of the Silurian mud- stones, the shallow cover and the proposed excavation equipment as well as the functional requirements. The site investigations covering geotechnical, building, noise and level surveys provided input to the design documentation and construction phases. Monitoring of settlement levels and primary support stresses during early construction stages confirmed the adequacy of the proposed tunnelling methods and support to be used adjacent to the major building foundations. The 140 metre long tunnel was success- fully completed in April 1980 at a cost of $650,000.

Burwood Beach Sewage Ocean Outfall is being constructed by the Hunter District Water Board as part of an amplification scheme to eliminate pollution from adjacent bathing beaches. The outfall consists of a 93m vertical shaft, 1950m of 2.7m diameter tunnel with a series of diffuser outlets connecting the seaward end of the tunnel to the sea floor on a rock outcrop. The site of the work is in the Newcastle Coal Measures and the project is complicated by the proximity of colliery workings to tunnel alignment, although the colliery records provided valuable information on geological features. The location of the tunnel was determined to be in the Waratah Sandstone Formation immediately below the colliery workings after three different alternatives were considered. The shaft, which will be sized to suit contractor's construction methods and equipment, will be sunk through about 24.5m of alluvial material and 68.5m of rock. The tender documents were developed to allow the contractor considerable flexibility in construction method to suit available equipment. The specification also allowed great flexibility in tunnel construction method with minimum cross sectional area of 5.7m2 being the basis for a number of allowable alternative profiles ranging from circular to horseshoe.

The Eastern Distributor Tunnels - the first major road tunnel project in Australia - are the preferred solution to traffic congestion problems, when compared with alternatives, in this inner urban environment. This is because of the reduced impact on residential housing, the improvement of the existing environment, less restrictions on future developments, and a reduction in noise and pollution. Developments leading to a tunnelled solution, traffic needs and reasons for route location are discussed. Criteria for design of tunnel alignments and geometry are described, including the restraints imposed by surface connections on profiles and grades resulting in low rock cover at tunnel portals. The main geotechnical restraints are a major weathered dyke at the shallow large span underground fork and the weathered Ashfield Shale capping the Hawkesbury Sandstone at a portal. Rock cuttability and excavation methods are discussed. Roadheader machines are the most suitable for the varying shallow arched cross sections required and the tunnel lengths involved but the use of blasting in special situations cannot be ruled out. Initial support for the major tunnel lengths will be provided by rock reinforcement in conjunction with shotcrete. Steel ribs are proposed in areas of low cover and weak ground. Final support will comprise an insitu concrete lining. Construction concepts and special tunnelling methods required at the shallow underground forks and tunnels are described.

The new St. Clair River International Tunnel Project presented unique challenges in planning, permitting and approval. The project straddles the border between the Province of Ontario and the State of Michigan necessitating the review of U.S. approval legislation that has not been used in 60 years. The preparation of an environmental impact report to satisfy the legislative requirements for the Federal laws of the U.S. and Canada as well as the Province of Ontario and the State of Michigan presented a daunting task. In all, over 200 external contacts were made in carrying out the environmental approvals and permitting work. The definition of the alternatives including the NULL option were documented along with the impacts and mitigation measures. A "Modified Delphi" technique, along with other methodologies, was used for alternative evaluation and selection. A formal and informal public consultation process was undertaken which involved over forty major presentations and external meetings. A unique alternative to the traditional design, tender, build contracting practice was adopted; The Negotiated Compressed Process (NCP).

THE 142D MEETING of the Institute is rapidly shaping up with splendid prospects of a strong technical program and the lighter side of this annual occasion amply provided for. The date is February 20 to 23. The technical sessions will be held in the Engineering Societies building; the smoker-dinner, the informal dance, and the annual reception and dinner, at the Commodore Hotel, Monday, Tuesday and Wednesday respectively. The news to date on the technical side is as follows: Mining Methods-Subsidence The Mining Methods Committee has prepared an interesting program which will be divided into two sessions to be held early in the week. At the first there will be papers on mining methods and development, including a description of the "Sinking and Equipment of No. 2 Shaft at Minas de Matahambre," by Dudley D. Homer and R. H. Cromwell. They describe in considerable detail the equipment used and the practice followed in sinking this important shaft, giving detailed costs and performance figures. Hoist¬ing ?arrangements and mining practice at the "Red Ore Mines of the Woodward Iron Co. at Bessemer, Ala.," are described by Tenny C. DeSollar, superintendent of mines, in a second paper. At this session of the Mining Methods Committee, H. M. Roche and R. E. Crockett, of the Committee on Eastern Magnetite Mining and Milling Methods, will present their paper, "Iron Ore Mining at the Scrub Oak Mine." This mine is in the highlands of New Jersey about 40 miles west of New York City. Prof. Robert K. Warner of Yale University will present a paper on "The Selection of a Mining System," which should have an interesting discussion. Pierre R. Hines, of Portland, Ore., will present, with stereopticon slides, his paper on "The Owyhee Tunnels, U. S. Reclamation Project, Owyhee, Oregon," describing one of the recent irrigation undertakings.

Traditionally closure has been seen by the Resource sector solely as a green or an environmental issue, focused primarily on the requirement to rehabilitate the site following cessation of production activities. In addition to operational, maintenance and production aspects of processing plant design, future design teams will need to take a more holistic view and consider an increasing number of sustainability issues including safety in design and cleaner production as well as closure itself. Sustainability principles being adopted by industry such as the Minerals Council of AustraliaÆs Enduring Value Framework are now broadening our understanding of closure. While issues around the closure of tailings dams and associated infrastructure have been widely studied, few investigations have looked closely at the implications of closure on the design of minerals processing plants. It is likely that design teams may be able to make a significant contribution to meeting industry objectives by adopting innovative designs which, in addition to meeting production objectives, deliver sustainable and cost effective plant closure outcomes. This presentation explores the opportunity for innovative design of mineral processing plants through the assessment of alternative closure objectives. This assessment specifically looks at current industry standards and statutory requirements, as well as potential risks and opportunities associated with each objective. Alternative design strategies to meet these objectives are discussed.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). INTRODUCTION Pneumatic conveyance systems provide for material placement at high compaction rates in confined spaces. This method of conveyance provides proper roof support and ground stabilization important to underground mining activities. Today underground mining activities are conducted far differently than those of our ancestors, in that the reclamation process is the final step in any mining activity. Responsible mine owners are constantly seeking innovative methods to assist them in their reclamation procedures. During the last few years, particular attention has been paid to previously mined areas, as many of these abandoned areas lay open, imposing a constant threat to humans and animals. Considerable attention is being directed to applying proper methods for the filling and sealing of underground slopes, drifts, tunnels, and adits, because today we are experiencing the effects of past mining activities such as subsidence, acid mine water run-off, buring refuse piles, and underground mine fires. Furthermore humans and animals who have ventured into abandoned mine openings have died from exposure, suffocating gases, and mine collapse. This paper explains the method of pneumatically filling and sealing these openings and underground works by means of employing pneumatic equipment and proper backfill material together, thus achieving high material compaction and thereby providing the complete filling of the voids and alleviation of the mentioned dangers. NEUMATIC SYSTEMS The use of air to transport material is widely used; however, conveying abrasive material (e., rock, earth, and cement) requires certain pneumatic transport systems designed to handle the abrasiveness as well as the size of these materials. The Eby pneumatic transport sys tem, known as a Mobile Stower, in mounted on a 42-foot trailer pulled by a Kenwor th tractor. This arrangement allows for quick mobilization and project set-up. The pneumatic system, composed of several components assembled together, produces the volume and pressure of air required to transport the material. Knowledge of elevation, ambient temperature, and material composition at the locations to be backfilled play a big part in the design and useage of the pneumatic system. In this particular system design, material is placed by a front-end loader into an eight (8)-yard hopper which is located over a belt conveyor. The conveyor transports the material up to an air lock feeder, which is the metering devise used to feed the material into the Tee Injector located directly below. Air is supplied by a positive displacement blower which, in this instance, delivers up to 4400 CFM's of air at 8 to 12 PSI. Horse power requirements to drive the blower are met with the useage of either a diesel engine or an electric motor. A diesel engine enables the Mobile Stower to operate in remote areas. As the air flows through the upstream air piping, it passes through the Tee Injector and picks up the material and conveys it through the material conveyance pipe, (referred to as down-stream pipe), and out the placement nozzle. Depending upon material composition and the amount of tonnage to be moved, either mild carbon steel pipe or specially heat- treated hardened pipe is used for the material conveyance line. The entire pneumatic system is controlled from the operator's console. With the aid of instrumentation, only one person is required to operate the system. Use of crushed waste rock recovered by sink-float separation from normal ore production for backfill is an established procedure at Commco's Sulhvan mme, Kimberley, British Columbia. Need for a safe method of placement in voids which were difficult to reach by gravity methods led to a co-operative venture with Radmark Engineering Ltd. in the development of a workable pneumatic transportation system for rock material. This paper reviews work done to date in a current program, and includes comments on the nature of the fill so placed, options for cementing such fill, implications for other aspects of mining and references to other applications of the system by other organizations who exchanged experiences with the Sullivan mine staff during the five-year period reviewed.

The pneumatic conveying of relatively large abrasive materials by dilute-phase conveying techniques has been applied in the underground mining industry for many years especially for backfilling mines and the hoisting of ore, coal, or rock out of the mines. The technique was extensively used in Europe, especially Germany and Britain for backfilling coal mines with rejects from the coal cleaning plants which not only helped to reduce environmental problems on the surface, but offered support to the overlaying strata in the deep underground mines, Similar techniques are being employed in the U.S.A. especially in uranium mines for the disposal of tailings, the main purpose being to extract a larger percentage of the ore from the pillars especially under weak roof conditions. Other than for the backfilling of abandoned mine entries, pneumatic conveying has not been applied in the mining industry in surface applications. In this paper, some consideration is given to three applications for open pit mining which may prove beneficial, namely hoisting coal up the high wall, sealing off auger holes, and stabilizing the high wall when being undercut by a longwall system.

One of the major criterion of any mechanised tunnelling operation is to minimize downtime of the tunnelling machine by employing the most efficient muck handling system space and economic factors permit. A tunnelling machine which remains idle during a large percentage of the available shift working time is a luxury no contractor can afford. There are several possible reasons for non-productivity of a tunnelling machine ... the inability of the muck handling system to keep pace with the tunnelling machine on a continuous basis is one major cause. In large diameter tunnels, where several trains or more than one muck hauling unit can operate simultaneously, downtime of the tunnelling machine may be kept to an acceptable level. On small to medium diameter tunnels, 8 feet to 14 feet in diameter, the muck removal support system is normally restricted in capacity, resulting in an excessive tunnelling machine downtime as the tunnel extends from the shaft. There is a need for an efficient, continuous and economical muck removal system for small to medium size tunnels being driven by a hard rock machine. This paper is intended to provide an insite into pneumatic conveying, and explain the Radmark System; its development and utilisation in the tunnelling and mining fields. INTRODUCTION Virtually every sector of society in our country feels the impact of tunnels, either through the transportation of water, commodities, or people. The economic implications are staggering. The Committee on Rapid Excavation (1) reported that during the near future, 1968-1975, underground excavation activity will comprise 946 miles of tunnels (subways: 85 miles; underground urban highways: 123 miles; intercity highway tunnels: 210 miles; water supply tunnels: 528 miles) and 5,119 million tons of crude ore; metals: 874 million tons; nonmetals: 899 million tons; and coal: 3,346 million tons. It is estimated that the cumulative demand for underground excavation in the decade 1970-1979 will be 13 billion dollars for construction-oriented demand and 16 billion dollars for mining-oriented demand. The respective figures for the decade 1980-1989 are estimated at 22 billion dollars and 18 billion dollars. Of the many advantages claimed for tunnels (2, 3, 4, 5) the environmental considerations are becoming increasingly important. Transportation tunnels particularly for rapid transit systems, offer reductions in noise pollution and air pollution while improving aesthetics and optimizing land use (fewer problems of right-of-way and disruption of utilities). Considerable interest has been shown recently in sub-surface construction and mining (6, 7, 8). Recognizing the future demands for tunnels has led to considerable study of methods to improve rates of tunnel advance per day, safety, and the overall economics.
