The Construction of the Northeast Extension of the Baltimore Metro involved soft ground, compressed air tunneling. During the tunneling, gasoline and dry cleaning fluid contamination were encountered. Innovative approaches and solutions were developed to address these problems. Special emphasis was on the problem of compressed air pushing gasoline vapors into surrounding communities, resulting in an extremely dangerous situation and a public relations nightmare. Guidelines and standards were established for working in this contaminated environment. Also, through a proactive approach by all parties, all claims and disputes have been resolved.

Since the late 1960's the Interstate Division for Baltimore City (IDBC) has been planning and developing the Interstate Highway System for the city to meet regional planning goals. The principal goals are to provide convenient access to the central business district and the port while diverting through traffic away from these congested areas. Interstate Route 95, an eight-lane highway carrying north-south traffic, has headed the city's priority list; during the 1970's its construction proceeded steadily from both east and west towards the harbor. Closing the final 8800-ft (2670-m) gap under the harbor will complete Interstate 95's construction. This final portion, known as the Ft. McHenry Tunnel project, will be built in nine construction contracts. Construction costs of the complete project are expected to exceed $700 million, making it the costliest single project in the Interstate Highway System. Full funding is being provided initially by the Federal Highway Administration (FHWA), and the Maryland Department of Transportation will re-pay the 10 percent local share from toll receipts within the first three years of operation.

A 4200 ton-per- hour marine transfer terminal, where river and oceangoing vessels simultaneously exchange cargos of coal and phosphate rock, is now in operation near the mouth of the Mississippi. Its materials handling machinery includes a bucket ladder barge unloader; a rope operated clamshell bucket unloader; a coal loader; and a rail mounted bucket wheel machine. The design and operation of this equipment is described as are the docks and conveying, breasting and barge-haul systems in use at the facility. Design considerations imposed by soil and river conditions, geography, operating needs and investment requirements are discussed. The economic significance of design and shipping innovations introduced by this facility is noted.

Introduction In underground mining operations the effects of economic and mechanical factors on costs and profits can readily be appreciated and can perhaps be expressed in exact figures and percentages. Less apparent, but frequently more important, is the influence of physical stress. Stress causes failure of supports, collapse of openings, rockbursts, and other damage which directly affects the costs of maintenance, and also to a certain extent the accident rate. Stress can, however, if properly directed, be an aid to mining operations. The caving methods in metal mining and the long-wall method in coal mining are well-known examples. In large-scale mining operations it is almost impossible to neglect stress-control. A better understanding of the mechanism of rock pressure and the application of its principles to practical mining will inevitably lead to a reduction in operating costs. Many theories have been advanced to give the mining engineer a practical outline for stress-control but, although today most experts agree upon the principles of stress distribution around underground openings, there is still no generally accepted theory that explains all phenomena. The main reasons for this incomplete understanding of the problem are the lack of accurate knowledge of the physical properties of rocks under field conditions, and the great complexity of these conditions due to in-homogeneity of the rock, stratification, tectonic disturbances, and many other unknown factors. The research on the rock pressure problems has, however, yielded some valuable facts which, expressed in practical terms, and adapted to local conditions, may become a valuable aid for mining operations. The purpose of this paper is to give a review of the most important accomplishments of this research with respect to the stress phenomena around small underground openings, such as tunnels and shafts, so as to arrive at an outline of the problem as it stands today. Special emphasis is placed on a new theory by the German mining engineer, Rudolf Fenner, which has never before been published or discussed in English. The Pressure Dome Theory The formation of a dome-shaped space around underground openings is well known from field observations. When openings are made in rock under stress, the rock in the top of the openings will often fail, and caving will continue until the openings have assumed a dome-shaped form, after which equilibrium apparently is re-established. The oldest theory which attempted to explain the phenomenon is the "beam" theory, which postulates that the hanging wall consists of stratified measures that behave as independent beams with fixed ends and a uniformly distributed load. By definition the word "grout" means a thin mortar, or a kind of plaster or cement, and "grouting" means to fill up or finish with grout. The words "cement," "plaster" and "mortar" mean a substance that is used in a soft state which subsequently hardens. Thus, grouting is the filling of void space with a substance that hardens. Construction cements are the most common substances used, either by themselves or in mixtures, but the term grouting is applied quite correctly when other substances such as plastics and certain chemicals are used. Also, the use of the term grouting to cover the filling of voids with materials that do not actually become hard, such as the flotation tailings used in grouting in the southeast Missouri lead district, should be considered correct, as some stiffening does take place and, anyway, it is a better descriptive term than any substitute. Engineers are interested in grouting because some of the materials with which they must work contain voids, and certain conditions can be improved if these voids can be filled with something solid and permanent. Grouting is done to accomplish several purposes: I. To stop the passage of fluids and gases, 2. To cement materials together to make them stronger, and 3. To prevent consolidation of materials by filling void space with something solid as a replacement for the air and water that could be forced out under load. The construction industry uses grouting extensively for all three purposes. Grouting is used to stop water percolation under and around dams. It is used to control water flow in tunnel driving and in shaft sinking. It is used to improve foundation conditions under civil engineering structures by permanently filling void space and thereby reducing settlement, or by cementing broken rock together and increasing its supporting strength. The oil and gas industry does a lot of grouting, primarily to stop the passage of gases and fluids. The search for oil at increasingly greater depths has meant greater investment per well, and the oil industry has spent large sums on development of improved drilling methods. This

THE BARRIER-PILLAR SYSTEM in the Lackawanna Basin consists of 93 barrier pillars between Archbald and Taylor, Pa. These pillars affect 48 mines, have a total length of 87 miles, and confine 21 underground pools, which contain more than 10 billion gallons of water. From an investigation of size, position, and condition of the barrier pillars, it is apparent that those concerned are uncertain, not only as to the method by which the sizes of the barrier pillars were determined but also as to the stability of those that may be expected to act as dams. Where a barrier pillar must act as a dam, its failure may result in loss of life, the mine, or both; it would be far better had it not existed and thereby given a false sense of security.

THE INVESTIGATION of barrier pillars in the Southern field is part of the comprehensive study of the mine water problem in the anthracite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8, 9, 10, 11, 12, 15, 16, 18).4 Tim Southern field is in Carbon, Schuylkill, Dauphin, and Lebanon Counties, in eastern Pennsylvania; has an area of 200 square miles; is 70 miles long from Mauch Chunk on the east to the Susquehanna River on the west; and is 1 to 6 miles wide. In the Southern field are 37 underground water pools containing 37312 billion gallons of water (5). Most of these pools overflow to the surface because the barrier pillars controlling them are effective under existent, conditions. Abandonment of mines in the Southern field has resulted in the hooding of 34 percent of the field. The largest tonnage of reserves of anthracite lies in this field, where mining conditions are most difficult. Large reserves of anthra¬cite underlie the abandoned mine workings, and before a great part of these reserves can be developed and extracted, the abandoned workings must be unwatered and kept drained (5).

THE INVESTIGATION of barrier pillars in the Western Middle field is part of the comprehensive study of the mine-water problem in the anthra¬cite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8,9,10,11,1,2,15,16).8 The Western Middle field is in Schuylkill, Columbia, and Northumberland Counties in eastern Pennsylvania. It has an area of 120 square miles, is 42 miles long from Delano on the east to Trevorton on the west, and is 2 to 5 miles wide. In the Western Middle field are 58 underground water pools containing 38 billion gallons of water (5). Some of the pools overflow to the surface, and the water from others seeps into adjacent mines through permeable barrier pillars separating them from abandoned mines. Several active mines are interconnected to workings in abandoned mines, which are partly filled with water. These mines are separated by barrier pillars that are considered effective only below the altitude of the connections. In some abandoned mines, pumping stations maintain the water at altitudes where the hydrostatic pressure against the barrier pillars is not excessive and does not endanger adjacent active mines. If water in these abandoned mines is allowed to rise to where it can overflow into the active mines, it must be pumped from the active mines at lower altitudes; this materially increases the cost of pumping. It is estimated that from 1944 to 1948 approximately 30 percent of the water pumped to the surface was from abandoned mines.

Past experience of ground settlement and groundwater monitoring for tunnelling projects in Melbourne has provided an appreciation of the value and importance to owners of establishing a broad baseline monitoring program of the ground surface movements and groundwater movements well in advance of the commencement of any excavation and tunnelling activities. For the Northern Sewerage Project (NSP) tunnels in the northern suburbs of Melbourne, a baseline monitoring network of ground settlement points and groundwater wells was established in early 2006, 18 months prior to the commencement of project construction, and has continued throughout the tunnelling and project construction activities. This baseline monitoring network provides insights into the superposition and interpretation of both tunnelling and non-tunnelling effects, such as seasonal effects, which result in ground settlement.In the case of the NSP the baseline monitoring and construction phase excavations coincided with several years of drought. The reduced rainfall developed overall downward settlement trends project wide that could easily be mistaken at the local site level to be construction effects if the baseline monitoring was not available to show otherwise. There are lessons to be learned from the NSP experience for tunnel projects where there are variable surface soil types and where project-specific settlement criteria are to be established for the protection of property prior to construction.This paper presents examples of the baseline monitoring, how the tunnelling-specific settlement was identified and determined, and what this means in terms of how settlement criteria should be established and set for project consenting and in the construction contract documents.

THERE are, broadly speaking, three classes of refractories: acid, basic, and neutral. Fireclay, diaspore, silica, and the sillimanite group of minerals are included in the acid class, which for the most part are not very resistant to basic slags. The neutra! class includes chrome, graphite, and silicon carbide, while most important in the basic class are magnesite and dolomite. Although chrome is a neutral refractory, it has no sharp distinction from magnesitic refractoriness. The two are mineralogically (1) and chemically related, and there is available on the market a complete range of brick from straight chrome to straight magnesite. In many indus trial applications, one. type may be replaced by another. The present paper is confined entirely to such refractories. Planning for a project does not start with the announcement of the approval for a project. Planning actually begins when the project is only a prospect and it involves the years of experience of many people because their expertise influences the final decisions. In partial anticipation of the Pinto Valley project, as well as a search for improvement in the Copper Cities operation, two projects were undertaken. The first project was to substitute one 26" cyclone for three 20? cyclones in the single stage grinding circuit. The second project was to replace the Hunt air flotation cells with 300 cubic foot mechanical cells. The 300 cubic foot cells were just being introduced, consequently two types of cells were selected for testing. The results from both projects influenced the decisions on equipment for the Pinto Valley project.

On August, 31, 2006, Tropical Storm Ernesto hit the City of Richmond, Virginia. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This case history describes the fast track design, bidding, and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft sinking methods, and final lining design all contributed to the success of this project. The storm inundated Richmond, Virginia with up to twelve inches of rain in some areas causing widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed causing local combined sewer and storm-water flooding. The collapsed sewer was an 8'-3" wide by 9'-6" high arch sewer that was constructed in the nineteen twenties and later filled over with municipal solid waste and a soil fill cap to current elevations. A sinkhole was created in the area of collapse approximately sixty feet deep and one hundred feet in diameter causing the existing arch sewer to become blocked. As a result of this blockage contaminated flood waters reached depths in low lying areas in excess of twenty five feet. [ ]

On Aug. 31, 2006, Tropical Storm Ernesto hit the city of Richmond, VA. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This article describes the fast track design, bidding and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft-sinking methods and final lining design all contributed to the success of this project. The storm inundated Richmond, VA with up to 305 mm (12 in.) of rain that, in some areas, caused widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed and caused local combined sewer and stormwater flooding. The collapsed sewer was a 2.4-m x 76-mm (8-ft- x 3-in.-) wide by 2.7-m- x 152-mm- (9-ft- x 6 in.-) high arch sewer that was constructed in the 1920s and later filled over with municipal solid waste and a soil fill cap to cur-rent elevations. A sinkhole was created in the area of collapse approximately 18 m (60 ft ) deep and 31 m (100 ft) in diameter. This caused the existing arch sewer to become blocked. As a result of this blockage, contaminated floodwaters reached depths in low-lying areas in excess of 8 m (25 ft).

The purpose of this project is to convey sanitary sewage from an existing pump station to a new waste water treatment plant. This paper will discuss the design and construction aspects of the project. The scope includes construction of three main shafts ranging from 34 to 100 feet in diameter at depths of 200 to 230 feet and 21,000feet of tunnel. Shaft construction consisted of slurry wall excavations keyed into claystone and limestone at depths ranging from 114 to 130 feet, followed by rock excavation utilizing drill and blast methods. The tunnel is being excavated in the Warsaw and Salem shale and limestone formations utilizing a 12'-6" diameter Wirth hard rock TBM.

The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. IN ALABAMA there are three distinct groups of bauxite deposits, as follows: (1) Cambro-Ordovician contact with the principal-deposits located in Talla-dega, Calhoun, DeKalb, and Cherokee Counties, and in adjacent portions of the State of Georgia. (2) Midway-Nanafalia contact, with the principal deposits in Barbour and Henry Counties, and in adjacent portions of Georgia; also in North-eastern Mississippi. (3) Mississippian - Cretaceous contact, with a group of deposits centered around Margerum in Colbert County. For the purpose of more clearly describing bauxite mining in the state, past, present and possible future, these three groups will be described separately.

Nassau County, New York, is undertaking several projects to improve the water quality in the Western Bays of Long Island. A major step forward will be the completion of the Bay Park Conveyance Project, which will divert most treated effluent away from the Western Bays to an existing ocean outfall at the Cedar Creek Water Pollution Control Plant. The ongoing works include 3.6 miles of microtunneling, 7 miles of sliplining, 14 shafts, and a 75 MGD pump station. This paper provides an overview of the design and an update on construction progress through December 2022. The project is a collaborative effort between Nassau County, New York State Department of Environmental Conservation, the design-builder, and various consultants.

The primary water supply system for the City of San Francisco and adjacent peninsula areas consists of aging and deteriorated pipelines crossing under the San Francisco Bay (the Bay). This system is highly vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The Bay Tunnel Project will replace the existing system with a 8-km-long (5-mi-long) tunnel underneath the Bay. The tunnel will be constructed using earth pressure balance methods and will have a two-pass lining system of precast concrete bolted, gasketed segments for initial support, and a welded steel pipe final lining. The project challenges include tunneling through both soft ground and rock conditions without any intermediate shaft access over the entire alignment. Seismic performance criteria include maintaining service flows after a large earthquake.
