The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

The paper will discuss the successful construction of the largest dollar value ($194.5 million, U.S.) TARP (Tunnel and Reservoir Plan) project built to date for the Metropolitan Water Reclamation District of Greater Chicago. The mining and lining of the 18.5km (11.54 miles) tunnels will be emphasized. The tunnels were driven utilizing three TBMs ranging in size from 9.85m (32.33 ft) to 3.70m (12.16 ft) in diameter. The operations surrounding the 11,546m (37,876 ft) long 9.85m (32.33 ft) diameter tunnel will be highlighted. A total system concept was utilized to attain mining rates up to 29.3m (96 ft) per shift and lining productions of 58.5m (192 ft) per day. The reliability of these systems was instrumental in the completion of the project more than a year ahead of schedule.

In offshore oil drilling as it is done today, accidental blowouts cause considerable damage lo the environment. Public alarm over such accidents has already resulted in a number of legislative proposals which appear to favor the cessation of all drilling on the Federally owned continental shelf. Present concern for the environment and the increasing water depths associated with offshore drilling suggest the desirability of applying underground mining technology to offshore petroleum exploration. If offshore drilling were to proceed from underground accesses to the continental shelf, accidental damage to surface waters would be avoided, and so would the difficulties of exploring in deep or ice-filled waters. The specific approach proposed here is intended as a preliminary to offshore oil exploration in a known field or geologic structure. The end result of this method would be an on-shore vertical or inclined shaft terminating in an operating tunnel or haulageway as shown in the illustrations. From the haulageway, branching access tunnels would lead to drilling compartments. With this arrangement, it appears likely that one operating tunnel could serve all lessees ill a particular unit operation. Although an inclined shaft is not illustrated, this would probably be more practical than a vertical shaft owing to the length of the casings and the character of other equipment used in oil producing operations.

Today, the advance rate of underground roadway development by drill and blast operation is limited by the need to ventilate the toxic blast fumes after each cycle. In deep mines this usually is only possible during shift changes when the related mine sections are free of persons. This results in roadway development advance rates of 4 m per shift, or 12 m per day. For long roadways this is a limiting factor in mining development in deep mines. Companies like EPIROC, KOMATSU, ROBBINS and SANDVIK are making serious R&D efforts to disc-cutting mobile miners to overcome this bottleneck. However, today, the achieved advance rates are less than 12 m per day in hard rock. If we achieve full robotisation and/or teleoperation from a safe place for drill and blast operation of an underground roadway development section, we could eliminate this bottleneck. Poisonous blasting fumes do not affect robots and machines as long as these fumes do not create aggressive acids. If we can keep the blast fumes isolated in the roadway development section for the shift until the next ventilation opportunity (eg shift change or designated ventilation times), we can do the drill and blast cycle more often in a shift, which will significantly speed up the advance rate. This requires robotisation of all work steps in the section: surveying, drilling, charging of explosives, blasting, loading and transporting material, roof support, installation of infrastructure etc. Also, cache storage for the material is needed. Special care for the ventilation system to keep the blasting fumes under control in the section is necessary. The paper discusses the aspects needed to achieve this robotisation and the related technical and operational tasks.

Summitville is an old mining district located south of Wolf Creek Pass in the southern San Juan Mountains of Colorado at an elevation higher than 3500 m (11,500 ft). The Summitville mine site is about 40 km (25 miles) southwest of Del Norte. The current mine, developed by Galactic Resources Ltd. and its subsidiaries in the mid-1980s, is on the north facing side of South Mountain. The area is drained by Cropsy Creek to the east and Wightman Fork to the north, both tributaries to the Alamosa River. Mining in the Summitville area began in 1870 when James Wightman discovered placer gold on what is now known as Wightman Fork of the Alamosa River. The first vein-type deposits were located in 1873 on South Mountain near the current Summitville Mine. Mining began in the district in 1875 and continued sporadically through 1942. Major mining episodes occurred from 1875 to 1894 and from 1926 to 1942. Total gold production from the mining district through 1949 totaled 7.5 t (240,000 oz). An additional 7.7 t (249,000 oz) were produced during Galactic's tenure. Natural degradation of the outcropping sulfide-rich veins in the area and the early mining activity, including development of the Reynolds, Dexter and Iowa drainage tunnels in the late 1890s, have polluted the streams draining the area with heavy metals and acidic water. Names of the various tributaries to Wightman Fork, such as Iron, Alum and Bitter Creek, testify to this natural pollution. This degradation has reduced, or killed, aquatic life in several area creeks, including Wightman Fork, for many years before recent mining activity.

The Rock Quality Designation (RQD) is a standard scalar measure of rock quality used in common rock mass classification systems (e.g. RMR, Q system). RQD is measured along diamond drill holes. RQD interpolation between holes is nontrivial. Despite the inherent limitations of drill hole data and the local complexities of structural geology, it is often the only information available for mining and major civil engineering projects. Therefore, maximizing the usefulness of this data is warranted. We derive a correction for directional effects that help reduce the bias and improve the accuracy of the estimations. The correction is derived with the aid of numerous simulations. It relies on simple information, the angle between the joint normals and the borehole axis (JO). A reference direction is identified as the borehole direction with smallest JO. A multiple linear regression model based on JO statistics in the various boreholes defines the correction model. The corrected RQD values are then interpolated. It is shown the method enables reducing the bias on RQD estimation by 50% and improves the accuracy of the estimates by 30%. The corrected RQD values show stronger spatial continuity than the raw values. The benefits of estimating the RQD indirectly by using joint frequency measures are also assessed.

Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

Mining has evolved in recent years, taking steps forward in the way that the industry is considerate of the environment and the communities in which it operates. Technology plays a major role in that evolution. Osisko Mining?s Osisko Mine near Malartic, Quebec is developing a new way of doing business. One manager said, ?We are building the Osisko culture,? but the company is doing many things that could become industry changers. Much of the change is driven by mine ownership and management to offer a better workplace and better community relations. Mining equipment manufacturers are changing, too, by engineering products with more operator comfort, fuel economy, ease of maintenance and more cleanly designed machines. And for those drills working close to communities, smaller bore sizes and sound retention are just two changes for the better.

Canada's only current tungsten producer started up in 1962 with a small open-pit mine on the Flat River , 180 air miles north of Watson Lake, Yukon Territory. The orebody was in a contact-metamorphic skarn zone and contained about 1.5 million tons of ore grading an estimated 2.47% W03 and 0.5% copper. Near the end of the open pit , a new zone was discovered on the lower limb of the same structure, and the decision to go underground was made in 1972. The new "E Zone" contains over 4 million tons of ore grading an estimated 1.6% W03 and 0.28% Cu , and has been supplying the concentrator at about 175,0 00 tons/ year since late 1974. A continuing program of change and up-grading is necessary in the conversion from a seasonal open-pit mine with limited life to an underground operation with twenty years of reserves. Changes are necessary in plant and services as well as the mine. Also, environmental protection requirements have changed from rudimentary to rigorous over the life of the operation. This paper sums up the changes in the operation since 1971 and outlines the changes yet to come.

Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada's position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The many unique aspects of the project are given special attention, particularly in the light of the first year of full-capacity operation. The marketing of the products in a highly competitive world market is reviewed, with special emphasis on product evaluation, quality control and the shipping of high-quality products to consumers throughout the world. The current Canadian coal production is approximately 57x106 tonnes per annum of which some 25 million tonnes is exported. Two thirds of the Canadian output is classified as thermal and one third as coking or metallurgical coal. The Canadian coal industry, like the industries in some other industrialized nations, has gone through a cycle of ups and downs. The current world vide recession and stable oil prices have somewhat dampened the plans for a further growth of this industry - albeit temporarily. No new mines are expected to be developed within the next few years. However the production is projected to increase to 60x106 tonnes in 1985 increasing to an estimated 75 to 80x106 tonnes by 1995. The Canadian mines are highly mechanized and are willing to employ the modern technology to maintain its competitive position in the world's coal market. This paper reviews the recent technical developments which continue to improve resource recovery and productivity.

IN spite of the fact that in 1944 Canada experienced a decline in production of all her leading base metals-nickel, zinc, lead, and copper; despite uncured headaches in the coal-mining industry; and cheerfully ignoring a still further drop in gold, the most valuable product of her mines, which had the lowest output of any year since 1931, the Canadian miner retains the traditional optimism of miners everywhere as he looks forward to the postwar period. Some factors should keep the Canadian mining industry from being too optimistic of the coming era of peace, but the fraternity generally holds that its confident attitude towards the future is based on sound reasons. The decline in production in the Canadian mining industry last year can be almost wholly attributed to the serious shortage of labor and the difficulty in obtaining transport and supplies in remote areas. Some falling off occurred in the demand for certain strategic metals, but the diversion of gold miners, especially, without replacements being obtainable, to direct war work or allied pursuits, was certainly the principal cause of the reduced output in 1944. But that is a situation which will right itself at the close of the conflict.

These mines, which belong to the Burma Corporation, Ltd., formerly a London company now incorporated in Rangoon, Burma, are situated in the semi-independent state of Tawng-Peng, one of the small divisions comprising the northern Shan states and erroneously known as part of Upper Burma. Bawdwin is approximately 23' 6' N. latitude and 97" 20' E. longitude, 450 miles north of Rangoon, 169 miles northcast of Mandalay and 50 miles south and west of the Province of Yunnan, China (see Fig. 1). Although the mines were worked by the Chinese during the Ming Dynasty, 1412 A. D., the most extensive operations took place between 1796 and 1851, when the mines contributed largely to the silver market of China. During the reign of Tung Chik, 1868 A. D., they were abandoned partly because of the Mohammedan rebellion in Yunnan, which made life and property insecure, but largely because of the difficulty of operating the mines on account of water and poor ventilation. Since that time practically nothing was done, although the Burmese kings are said to have made several sporadic attempts to work the mines, until 1891 when Europeans were attracted by the great slag dumps (assaying about 40 per cent. lead) which the Chinese had left after extracting the silver. After a railroad and smelter had been built and 200,000 to 300,000 tons of slag smelted for lead, exploration work was started and old workings cleaned out in order to locate the remnants of the orebody that it was supposed the Chinese had left. After two years of most discouraging work, the remains of a large orebody was discovered by the Dead Chinaman Tunnel or what is the 171-ft., or No. 2 level adit. A JOINT meeting of the Canadian Institute of Mining and Metallurgy and the American Institute of Mining and Metallurgical Engineers was held at Spokane, Wash., and Cranbrook and Kimberley, B. C., on Oct. 13 to 16, 1926, with a total attendance at one or another or all of the meetings of about 300 members, ladies and guests. At the opening meeting, on Oct. 13, in the Davenport Hotel, Spokane, about 175 were present. The morning was occupied with addresses of welcome by M. H. Sullivan for the Columbia Section, who called on Mayor Charles A. Fleming, President John F. Davies for the Chamber of Commerce, and E. R. Hannibal, president of the Associated Engineers, each of whom heartily welcomed the visitors. Philip N. Moore, former president, and special representative of President Samuel A. Taylor, replied for the A.I.M.E., and Lewis Stockett, president, and Charles A. Banks, chairman, British Columbia Division, Canadian Institute of Mining and Metallurgy, and Henry M. Parks for the visiting A.I.M.E. sections, made appropriate responses on behalf of those they represented. The members and ladies had luncheon with the Associated Engineers. Philip N. Moore addressed the assembly on "The Opportunity of the Engineer"; an excerpt from his address appears on another page. At the afternoon meeting, with Lewis Stockett in the chair, Frank M. Smith was asked to make a brief statement of the proceedings of the Silver Producers Association in Denver. Supplementing his talk by placing a well-prepared statement on "Silver and the Plan of the Royal Commission on Indian Currency and Finance" in the hands of those present, he narrated what had been undertaken by the Silver Producers Association and what they hoped to accomplish.

This paper describes Cananea's successful implementation of the world's first mobile high angle conveyor (MHAC™) to achieve multiple-lift stacking of their primary crushed (2,500 mtph) low-grade ore. The mobile high angle conveyor answered Cananea's needs to stack a second lift, 30-meter high, on their Quebalix I pad. The mobile high angle conveyor is a custom unit that was designed by Terra Nova Technologies (TNT) in conjunction with Continental Conveyor and Equipment Company (CCE's 100th HAC). The stacking system expansion project also includes a rail mounted tripper on the existing overland conveyor and a custom designed "corridor conveyor" to build the corridor for the upper mobile HAC tracks and tail of the existing mobile stacking conveyor. Mexicana de Cananea, part of Grupo Mexico, is a large copper producer in Sonora Mexico and has been in operation continuously for over 100 years.
