The Republic of Singapore’s Public Utilities Board is implementing the Deep Tunnel Sewerage System Project. The project’s deep tunnel component, 48 km of deep, large diameter sewer tunnels has been successfully completed (the works are in the defects liability period). Six International Design/Build tunnel contracts utilized eight Earth Pressure Balance TBMs ranging up to 7.23 m in diameter to deal with varied ground types ranging from deep soft clays to fresh granite. Numerous access/workshafts were constructed and using various support systems. This paper provides an assessment/overview of the tunnel contracts, tunnel excavation methods and equipment, and the shaft systems. Suggested enhancements to similar future projects are provided.

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. For tunnels in the Singapore marine clay, the stability number of an unsupported tunnel would be over nine if the tunnel ois more than 8m deep. As a result, a support pressure

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. NIOSH researchers collected basic data from two blast rounds at the SSX-Steer Mine as a component of a larger study on controlled blasting, the goal of which is to reduce injuries from falling rocks in underground mines. Drilling and blasting procedures at the mine were observed. Rock mass property data were collected, a program of seismic monitoring and analysis was conducted, and 3-D laser survey scans of the workings before and after each blast were performed. The geologic data showed that the rock mass quality was characterized as poor to very poor. It was essentially uniform within the panels examined. The recorded seismic data indicated that fill material acted as an effective damper to seismic energy. The pre- and post-blast laser scans showed both over-break and under-break conditions, highlighting the problems associated with blasting a weak rock mass. By comparing the achieved results to the intended design, potential improvements in the drilling and blasting practices can be identified. Comparison of these data with similar data from other mines will help define how various combinations of rock and fill behave during blasting. Through studies such as these, data collection procedures and analysis techniques can be refined. An ultimate goal is to develop blast procedures tied to rock mass characteristics that can minimize damage to rock in the perimeter of the opening, limiting the amount of loose rock and improving the safety of miners.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. Torpedoing Wells. – On the completion of the drilling, or when the production is found to decrease, it is usual to “torpedo” the well to increase the flow. This process was patented in 1862 by Colonel Roberts, who believed, with many others, that the oil was contained in crevices in the rock, which might not have been tapped by the bore-hole. He therefore proposed the use of nitroglycerine, gunpowder, or other explosive, to break up the rock at the bottom of the well, so that these rich “pockets” might be brought into communication with the well.

The safety of persons from accidental explosions and fires during manufacture, storage, transport etc. of explosives, pyrotechnics, propellants, firework and ammunition is most commonly assessed according to prescriptive rule-based approach: Safety is given when all requirements which are listed in numerous regulations and directives (such as e.g. safety distances, limited quantities, protective installations etc.) are complied with. Such a deterministic prescriptive rule-based approach is quite easy to apply but has got disadvantages, however: The actual state of safety in a specific case is not explicitly and quantitatively expressed, and it is not distinguished between the endangered individuals and the whole group. As a result, the effects of the safety measures cannot be measured. This is why uneconomical and in the worst case useless safety precautions cannot be avoided. In addition, waivers are difficult to negotiate, meaningful and sound arguments for pro and con being lacking.

Dr. Mark is recognized as one of the country?s leading authorities on coal mine ground control. Through his research, he has made numerous important contributions to mine safety that have been widely adopted into mining practice. He is a highly original researcher, and has often developed new and innovative methods to tackle extremely complex problems in his field. In recent years Dr. Mark has also achieved wide international recognition. Five research projects in Canada, Australia, and South Africa have been based largely on his work.

Research has been conducted for the Workplace Safety and Insurance Board of Ontario (WSIB) to characterize thin, spray-on lining materials (TSLs), as well as combinations of TSLs and conventional spray supports, and to assess their capacity for inhibiting damage created by mining-induced rockbursts. This study has been performed to assess the capabilities of such support systems for preventing rock and support material damage that often results due to rockbursting. A variety of TSLs and other spray support media were subjected to the effects of simulated rockbursting, through use of explosive detonation trials, to evaluate their damage mitigation capacity. Results have validated that TSLs and variant layer combinations may be as effective as or better than conventional support materials for mitigating rockburst or like damage in highly stressed mine environments. In civil engineering construction, and typically in underground tunneling operations where concrete linings are applied, liner deterioration is a continuing and pervasive problem that often requires expensive and time-consuming rehabilitation effort. The ability of TSLs to provide effective concrete structural reinforcement while providing sustainable resistance against underground or restricted environmental hazards, as with fires or dynamic failure events, may permit wider use of TSLs than is currently foreseen by the mining industry. Significant benefits for use of TSL materials in concrete liner rehabilitation and for concrete material protection have been assessed.

The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. This knowledge involves the properties of the gas itself, an awareness of where these accumulations are likely to occur, and facts on how methane mixes safely into the mine air. The other chapters in this handbook address the handling of methane under a variety of specific circumstances, such as at continuous miner faces or coal storage silos. This chapter addresses some broad concepts that serve as a foundation for the suggestions provided in other chapters. THE EXPLOSIBILITY OF METHANE GAS MIXTURES Methane entering a mine or tunnel often enters as a localized source at high concentration. Figure 1–1 depicts a cloud of methane being diluted into a moving air stream. In this illustration, methane enters the mine from a crack in the roof. As the methane emerges from the crack, it progressively mixes with the ventilation air and is diluted. In the event that this progressive dilution reduces the concentration from 100% to 1%,2 as shown in Figure 1–1, the methane passes through a concentration range of 15% to 5%, known as the explosive range. In the explosive range, the mixture may be ignited. Above 15%, called the upper explosive limit (UEL), methane-air mixtures are not explosive, but will become explosive when mixed with more air.

While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Research, with existing tools, is needed to substantiate claims made for the Bonsil handle.

Emphasis is placed on assessing the hazard potential, on ventilation principles, and on monitoring for gas. The chapter also emphasizes the importance of human factors in reducing explosion risk. Ensuring safe conditions is much more than just good engineering design. It also involves the every-day vigilance of those working underground. This does not imply that the engineering design can be ignored, only that the job of providing safe conditions has just begun with design. EARLY INDICATORS OF A GAS PROBLEM For the engineer planning a tunnel project, reliable early indicators of methane are scarce. How-ever, the local geology can often provide some information.2 Carbonaceous rocks and tar sands are a likely methane source. Gas is also a distinct possibility if it is known to be present else-where in the same sequence of geologic formations. Swampy areas, sewerage systems, and landfills are also candidates because the decomposition of organic materials produces methane. The gas in a tunnel can originate in the strata being excavated, or it can migrate a considerable distance from adjacent strata. Test borings at the project site can also serve as initial indicators of gas. Methane has no odor, but may be emitted along with gases that do. If gas is emitted from the borehole, a sample may be collected by inserting a tube into the hole as far as possible and pumping the gas out. The gas sample should be collected in a sampling bag or canister for later analysis by a chemical laboratory.3

Shafts into coalbeds usually produce the most methane, so the information in this chapter applies primarily to shafts at coal mines. Nevertheless, much of the information is relevant for noncoal mines that have methane in the mine or in the overlying strata. METHANE IN SHAFTS EXCAVATED BY CONVENTIONAL MEANS (DRILL, BLAST, MUCK) [ ] Ventilation. Shafts excavated by conventional means are ventilated with a fan on the surface connected to ductwork that extends down into the shaft (Figure 9–1). Shafts into coalbeds should have ventilation systems designed to handle the higher gas flows to be expected as the shaft excavation passes through any over-lying gas-containing strata and nears the coal-bed to be mined. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

A new technique of dimensional stones blasting for achieving directional rock cutting by conical shaped charges is proposed in this study. This technique has many advantages like precisely controlling numbers and propagation directions of cracks under blasting, having a complete rock excavation face, and maintaining surrounding rock and slope’s stability. So it can be applied to quarrying, underground excavation, tunneling, rock slope blasting, bench blasting and dimensional stone blasting.
