"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining-substances; to promote health and safety, in the mineral industries; to conserve Material resources , and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other Mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January 1, 1975, to December 31, 1979. The discovery and development of explosives mark one of the most important findings in the history of civilization. Without explosives our vast economic enterprise concerning the mining of coal, copper, iron, aluminum, and various other ores could not function. Explosives are used in all kinds of construction works, in the razing of old buildings, blasting of trenches, driving of tunnels, and in many other instances common to our everyday life. For these reasons explosives are rightfully referred to as the forerunner of progress. An explosive may be defined as a substance (usually a mixture) that, when flame or shock is applied, yields readily to rapid combustion or oxidation, accompanied by the formation of such relatively large quantities of gases as to produce much violence and pressure which, in turn, react against their surroundings and cause what is termed an explosion. By their very nature the action of explosives is destructive and disruptive of adjacent materials. Decomposition of explosives can occur through deflagration, which is rapid burning or combustion, as in the case of black powder, or through detonation, which is an almost instantaneous disruption, as in the case of dynamites and blasting agents.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

HISTORY OF BLASTING WITH EXPLOSIVES At one time workmen obtained stone blocks for building by grooving the rock with crude picks, driving wooden wedges into niches in the rock, and pouring water on the wedges; the swelling of the wood forced out the blocks. As late as the 17th century, fires were placed against the face of rock to crack it, and water was sometimes dashed on the heated rock to shatter it by sudden cooling. This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

The typical tunnel boring machine in use on today's tunnel project uses 15'2-inch diameter cutters at a nominal load of 45 kips per cutter. The cutterhead rotates at a speed of 120 over D revolutions per minute where D is the cutterhead diameter in feet. The typical machine operates about 50 percent of the time. Delivery of a new machine takes 12 to 15 months. The TBM is a specialized tool and not applicable to all jobs. There is a range of job conditions that limit the economic use of a TBM. The machine should provide a thrust per cutter at least twice the compressive strength of rock in psi and up to three times the rock strength is required if in "granitic rocks." The rock strength in psi must be at least three times the cover above the tunnel in feet or the machine may stick. For example, 2,500 feet of cover requires at least 7,500 psi rock to avoid problems. When the RQD's over a significant distance of the project are less than 50, the TBM becomes support-bound. When a large percentage of the time is spent waiting while the ground is supported, the TBM cannot perform well (See Figure 1). This problem increased inversely with tunnel diameter. We are finding that increasing the RPM's does not significantly increase progress. The increased RPM results in a substantial decrease in cutter penetration. The explanation for this decrease appears to be vibration, cutterhead drag, or lack of stiffness in the cutterhead (See Figure 2).

The computer program described in this user's guide provides for the static, three-dimensional, linear and nonlinear analysis of structural and geological systems by the finite element method. The guide describes the capabilities and general features of the program and shows how input is prepared. A number of recent advances in finite element theory and computer technology are incorporated in the program. Nonlinear material properties are provided for, including isotropic, anisotropic, and time-dependent material properties, gravity loading, simulation of a sequence of excavation or construction, and a slip or joint element. The finite elements include beam, rod, axisymmetric and plane quadrilateral, hexahedron, thick shell, axisymmetric and plane joint, and a three-dimensional joint. The program also has an automatic mesh generator to minimize user input preparation for continuum finite element meshes.

Occidental Oil Shale Inc. has spent the last eight years at its Logan Wash. mine near DeBeque, Colorado, developing its modified in-situ oil shale process for obtaining oil from oil shale. Modified in-situ technology involves large underground chambers, or retorts, which are formed by mining out a minimal volume of rock to allow explosive expansion of the surrounding rock into tile mined void volumes. The resulting rubblized retort volume must contain a fairly uniform particle size distribution and void distribution to permit maximum oil recovery during subsequent in-situ processing operations. The more uniform the rubblized volume of particles, the more oil recovery obtained during processing. The processing involves first igniting the top of the retort and then. injecting air into the top of the retort to drive the combustion front downward through the entire rubblized volume. The oil is continuously collected at the bottom of the retort during the processing.

Reefs, exposed rocks, and fast currents made the Hell Gate section of New York's East River a treacherous passage ever since man attempted to sail through the area. As the harbor's importance grew, attempts to improve the channel were made, starting in 1851. This paper discusses the first major organized effort to clear the area, which began in 1869 and culminated in a single large blast in September 1876.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.

INTRODUCTION The Washington Metropolitan Area Transit Authority's (WMATA's) rapid transit system, Metro, ultimately will comprise 162.5 km (101 miles) of line divided among 10 routes. As shown in Figure 1, about 24 km (15 miles) of the system will consist of mined rock tunnels distributed along the A, B, C and K Routes. The structural construction contracts for all of the A, C and K Route rock tunnels are complete and trains are running in about one-third of them. A contract for construction of rock tunnel section B-9, the southernmost third of the B Route, was awarded on June 27, 1980. The final design of Sections B-10 and B-lla, the remainder of the rock tunnel portions of the B Route and the Metro system, are well advanced and should be under con¬struction by 1982. Of Metro's 87 stations, 11 will have been constructed by mining in solid rock, a not inconsiderable achievement, since each structure must be over 183 m (600 feet) long, wide enough to accommodate two trains and one or two passenger platforms, and high enough to achieve a stable arching action without encumbering columns. With the passage of years, some original priorities have been reordered, and ways have been sought to streamline and simplify this most complex of Metro structures without grossly violating the architectural standards that make it unique. This paper will summarize that search, and describe the design and construction aspects of the resulting product, the dual chamber rock tunnel station.

INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

En esta perspectiva, el túnel sirvió de base para realizar las investigaciones de campo, obteniéndose así la información básica para un mejor entendimiento del comportamiento del macizo rocoso con miras a la solución de los problemas que planteaba su construcción. Por ello, la mecánica de rocas como técnica empleada, evalúa la alteración al equilibrio del macizo rocoso en el que se construye el túnel. Asimismo, se establecen criterios para la determinación de las cargas del techo y se los relaciona a los diferentes parámetros de diseño para llegar al cálculo del sostenimiento, dándose finalmente los aspectos prácticos relacionados a la selección de los tipos de sostenimiento más adecuados.

This supplement to the final report is a collection of interim and monthly reports and working memoranda prepared during the course of this program to document the progress, methods and results of the work. The supplement is divided into the self-contained sections briefly described below. I. SELECTED MONTHLY TECHNICAL LETTER REPORTS - This section is a collection of selected monthly technical letter reports that briefly summarizes the chronological development of the analyses and results, including the different concepts, theoretical approaches, and methods of data reduction and analysis explored, and the discoveries, insights and findings made along the way. More detailed treatments of the key developments and results are presented in the interim reports and working memoranda reproduced in subsequent sections of this supplementary report, and in the separately published final report. II. BACKGROUND THEORY FOR MEASUREMENT PROGRAM ON MEDIUM AND HIGH FREQUENCY RADIO TRANSMISSION IN COAL SEAMS - Working Memorandum - This working memorandum gives the initial background theory needed to guide the planned measurements and data analyses of this program to describe the propagation of radio waves-in coal seams for the frequency range of 50 to 5000 kHz. III. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION - Interim Report - This interim report presents detailed treatments of the data analysis and modelling techniques used, and the associated results obtained from conductor-free area propagation data measured by T. Cory in the first set of six coal mines. The mines were located in three highcoal seams; the Pittsburgh seam in northern West Virginia, the Pocahontas No. 3 seam in Virginia, and the Herrin No. 6 seam in Illinois. IV. ANALYSIS OF MF PROPAGATION DATA FROM MARGARET NO. 11, NANTY GLO, EHRENFELD, AND ADRIAN COAL MINES - Interim Report - This interim report presents detailed treatments of several improved data analysis and Modelling methods applied to, and results obtained from, conductor-free area propagation data measured by T. Cory in the second set of four coal mines. These mines were located in three low-coal seams; the Upper Freeport seam in Pennsylvania and West Virginia and the Lower Freeport and Lower Kittaning seams in Pennsylvania. In addition, this report contains a reprint of two papers presented at a Bureau of Mines sponsored EM Guided Waves in Mine Environments Workshop held in Boulder Colorado. One paper describes the three-layer theoretical model and its application to the conductor-free data from the first six mines, while the second paper describes the theory developed for the coupling of loop antennas to a cable in a mine tunnel in a coal seam, and the model's application to data in the vicinity of cables taken at the Margaret No. 11 mine. V. A METHOD FOR NONINTRUSIVE, IN-SITU MEASUREMENT OF COAL AND ROCK CONDUCTIVITIES IN A COAL MINE TUNNEL - Working Memorandum - This working memorandum briefly describes a possible direct method, and its potential advantages and shortcomings, for performing in-situ measurements of coal and rock conductivities. VI. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION FROM 50 to 5000 kHz - Interim Report - This interim report presents a summary comparison of theoretical and experimental results for conductor- free areas in eleven coal mines located in seven coal seams. It also summarizes the findings and their implications for intrinsically-safe, portable radio communications between roving miners.

Mine productivity, measured by the output of minerals per manshift, depends on a number of factors including physical conditions of the minable seam, type of mining equipment, management techniques, worker attitudes and governing jaws and regulations. The greatest scope of improving productivity lies, perhaps, in modifying physical conditions to an advantage and using highly productive equipment. In the case of coal mines, increased productivity can be achieved by (i) obtaining prior knowledge of the mineable property, e.g., the grade and thickness of, the coal seam, presence of sand channels, faults, etc., (ii) eliminating conditions that hamper production, e.g., high emissions of methane and water, and (iii) using more productive mining techniques. Conoco/Consol's (Conoco Inc. and Consolidation! bal Company, a fully-owned subsidiary) horizontal drilling system was developed with the hove objectives in mind. It can drill 75 to 1001 in diameter boreholes to depths of more than 600 1 and maintain the borehole in a preselected horizon. Such boreholes can be utilized for premining exploration of the coal seam, for removing methane and water and in devising mining techniques with high productivity. The purpose of this paper is to describe the horizontal drilling system briefly and to discuss its applications in the above-mentioned- areas.
