1. TRENDS OF DEVELOPMENT IN THE MECHANICAL DRIVING OF UNDERGROUND EXCAVATIONS IN THE GERMAN COAL MINING INDUSTRY The demand for higher advance in underground excavations led, in the past ten years, to the development and application of various mechanical methods in the coal mining industry of the Federal Republic of Germany. Hence, a modern mine cannot operate anymore without tunneling machines for the driving of horizontal and inclined roads and shaft boring machines for the sinking of shafts. In future, boring operations will assume a high positional value in the mining industry, as the development of cutters has kept pace with the development of machines. In the past ten years, about 40 km of roadways have been bored by tunneling machines in the German coal mining industry, further 140 km will be bored by 1990, part of which are already under contract. The idea was tempting to apply the technology of horizontal tunnel borers also to the sinking of vertical shafts. The underground contractors Deilmann-Haniel GmbH of Dortmund and Thyssen Schachtbau GmbH of Mülheim/Ruhr developed already in 1970, together with Wirth of Erkelenz, a shaft boring machine working without drill pipes, capable of sinking shafts following a pilot borehole, according to the downward reaming method (Fig. 1). In the meantime, two such shaft borers are operating in coal mines with diameters of 4.50 m to 6.50 m. Recently an order was placed for a third Wirth shaft borer for diameters up to 8.50 m. Since 1971 about 3.800 m of open or blind shafts have been sunk by the reaming process (Fig. 2).

This report presents a mathematical model for the propagation of UHF radio waves in the large cross-section tunnels of a room and pillar limestone mine, and describes the analysis of a small amount of propagation data obtained in a limestone mine. The model and analysis is based on the waveguide mode theory developed earlier for the transmission of UHF waves in coal mine tunnels, with allowance for propagation losses due to refraction into the tunnel walls, to scattering by wall roughness, and to long range random tilt of the walls. Propagation around corners and through pillars is also examined based on a ray theory approach, together with the beneficial effects of placing reflectors at intersections to significantly reduce corner losses. The theory is found to be in fair agreement with the data; however, additional in-mine measurements are needed to provide a more conclusive test of the model.

Today's highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

Damen Avenue to Roosevelt Road, the Tunnel and Reservoir Plan (TARP), a Deep Tunnel Project for the Metropolitan Sanitary District of Greater Chicago consists of 25,189 lin. ft. of 32 ft. tunnel with 1 ft. 0 in. concrete liner throughout. The 17,100 ft. main tunnel connects at both ends with two other Deep Tunnel contracts. A branch tunnel connecting to the mainstream tunnel, commences approximately 4,140 ft. from the construction shaft and runs 8,089 ft. south and terminates at the Racine Avenue Pumping Station. Shaft work consists of one 28 ft. 6 in. diameter construction shaft, one 3 ft. 6 in. diameter access shaft and 25 drop shafts-four of which have vent shafts. The drop shafts vary in diameter from 4 ft. 0 in. to 17 ft. 0 in. All shafts vary in depth to invert from 225 ft. to 235 ft. Work has been underway for 16 months and as of this writing the construction shaft and access shaft are complete. Seven shafts have been excavated and concreting operations have started in four of them. The starter tunnel is complete, the mining machine has mined 250 lin. ft. and the muck removal system is in full operation. The contractor for the project is a joint venture of Paschen/Morrison-Knudsen/Kenny. Paschen Contractors, Inc., Chicago, Illinois is the sponsor. The total contract amount is $107,837,300.00.

INTRODUCTION The Norad Expansion Project was located 10 miles southwest of Colorado Springs, Colorado, within Cheyenne Mountain. The expansion areas to be excavated would be adjacent to the existing underground Norad complex, which would remain in operation during the work on the expansion. The original complex had been constructed approximately eight years earlier and had been in full operation for approximately five years. Phase I, Excavation was awarded the Tiro Construction Corporation, a subsidiary of Harrison Western Corporation, Denver, Colorado, in the fall of 1970. Notice to Proceed was given to Tiro on 28 December 1970. The project owner was the U. S. Air Force, design was performed by the U. S. Corps of Engineers, Omaha District, who would also serve as the construction agency. [ ]

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! In the design of a modem mill, a stockpile storage system for raw and/or semi-processed ore has become almost indispensable. This paper discusses the benefits of such stockpile storage as well as the various types of belt conveyor stockpiling units available. Particular attention is given to large radial stackers since they offer the greatest flexibility. Stacker control systems and accessory equipment are briefly discussed. Various alternative reclaiming arrangements for stockpiles are reviewed and a discussion of the advantages and drawbacks of each arrangement is included.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

Starting in 1967 two major hydroelectric power projects have been implemented in East Africa viz. Kafue Gorge in Zambia and Great Ruaha in Tanzania. The two projects have similar characteristics and each consists of an underground power plant, a dam in connection with the power plant and a reservoir dam. The power plants are both designed and constructed according to principles applied in Scandinavia for a long time. Each consists of a headrace of a horizontal unlined rock tunnel with a length of about 10 km, vertical penstock shafts, machinery and transformer halls in large rock caverns and a tailrace of an unlined rock tunnel with a length of about 1 km. The head of the power plant of Kafue Gorge is 400 m, Great Ruaha 175 m, the capacity is 900 MW and 200 MW respectively. Both plants were executed in one stage, but building and erection works were made in two stages. However, the power plants show some interesting differences in design. The power plants are briefly described in the following, special regard being paid to the excavation works. Tunnel Boring Machine Instrumentation A 9.17 m. diameter tunnel boring machine presently in operation in Chicago, Illinois, has been instrumented to continuously monitor and record machine thrust, torque and penetration rate during boring. A micro-processor-based data logger capable of monitoring up to 60 channels of data digitizes and converts into appropriate engineering units the signals from various transducers mounted on the machine. The output from the data logger is sent to a teleprinter, providing a permanent record of measured data. The program control enables the data logger to scan all data channels at desired time intervals. Data obtained to date have been analyzed to determine the interrelationships of the parameters measured. Penetration rate was found to increase linearly with machine thrust with a unit increase in thrust causing more than a unit increase in penetration rate. For low thrust levels corresponding to the initial stages of a boring cycle, the penetration rate was observed to behave erratically until the thrust pressure was sufficiently high for the cutters to establish full contact with the tunnel face. Torque showed a curvilinear increase with machine thrust, reaching the design rating at about 70% of maximum available thrust. No-load torque was approximately 20% of the machine's rated torque capacity. Overall, the trends observed in measured machine parameters correlated closely with those predicted from experimental and theoretical boreability studies. In summary, the instrumentation system has mett two basic goals. First, it provided extensive and accurate boring data and secondly, it has proven that an automatic data acquisition system can be installed on a TBM and can function under adverse environment.

In order to continue improving the quality of telecommunication services to meet the expectations of the people and to increase reliability in the case of emergency such as disasters, Nippon Telegraph and Telephone Public Corporation (NTT) is now constructing cable tunnels which connect main urban telephone offices. However, almost all the large cities in Japan are built in river deltas, so that their chief underground features are low strength fluvial deposit and a high ground water level. In this saturated soft ground, the ground surface at an installation site has occasionally subsided through deep excavations for cable tunneling construction. As these settlements have sometimes caused accidents, especially in densely populated large cities, NTT has made much effort to avoid such accidents. These accidents have occured mainly in flexible sheeting due to its inward movement. Therefore, after the investigation into forecast method of sheeting deflection with accuracy, NTT has reserched a system which forecasts ground surface settlements. This paper describes an outline of the ground settlement forecast system and practical example on the site.

In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end. As a step in the endeavor to reduce future tunneling costs in New York City, the Environmental Protection Administration, Dept. of Water Resources, instituted a program in 1972 to monitor the performance of the lining of one of its tunnels. A monitoring program was included as part of the contract specifications for the East Branch Interceptor Sewer tunnel for the Port Richmond Water Pollution Control Project in the hope that measured data would indicate possible future cost effective design or construction improvements. The monitoring program involved measuring ground deformations, circumferential liner stresses, longitudinal liner stresses, and jacking pressures. This paper presents some of the findings from these measurements, with emphasis on liner stresses. PROJECT DESCRIPTION The 3.05m (10 ft) diameter steel lined tunnel was constructed under two separate contracts. The easterly portion, Contract 3A, was approximately 3109m (10,200 ft) in length and constructed by Peter Kiewit Sons Co.1 The westerly portion, Contract 3B, was approximately 2160m (7100 ft) in length, and constructed by Richmond Constructors, a joint venture of Grow Tunneling Corp., MacLean Grove & Company, Inc., Grove, Shepherd. Wilson & Kruge, Inc., Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Each contract included three test stations, hence a total of six along the tunnel route. Excavated material along the tunnel route consisted primarily of dense fine to coarse sand with varying percentages of gravel and silt with occasional boulders. Pockets of organic silt were encountered on Contract 3B and a large portion of Contract 3A ran through slightly weathered serpentine and schist. Overlying material and the groundwater level varied considerably along the route as did the height of overburden. Figures 1 and 2 show the generalized soil profiles for Contracts 3A (PK stations) and 3B (RC stations) respectively.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan's Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

BACKGROUND OF TARP The first settlement in Chicago in the 1830's was only 0.61 m (2 ft) above the level of Lake Michigan. The area was flat and swampy with local streams and rivers generally flowing to Lake Michigan. Repeated outbreaks of cholera and typhoid fever in the middle and late 1800's led to the reversal of the river system (away from Lake Michigan to the Mississippi River). As a result of this reversal, the Chicagoland area has had to restrict water withdrawals from Lake Michigan and has had to develop and implement water management programs in compliance with orders set down by the Supreme Court of the United States. In order to comply with restricted lake diversion requirements and to compensate for a natural setting which was essentially hostile to human habitation, it has been necessary to embark on the construction of massive public works which include the world's largest water filtration plants, the world's largest wastewater treatment plants and finally the construction of TARP. The rivers and streams in the Chicago area are the headwaters of the Illinois waterway system. These headwaters are heavily polluted from combined sewer overflows of the area. Present pollution control laws require that combined sewer overflows be eliminated so that the rivers and streams can be used by the citizens of Cook, Du Page and Will Counties and other downstream communities. Fifty-three of the older most densely populated communities including the City of Chicago, covering an area of 971 sq km (375 sq miles), are served by combined sewers. In relation with the construction of the Sölk power station in Steiermark, Austria, tenders were called in October, 1976, for the construction of the 12-km "Donnersbach collector tunnel" by "Steirische Wasserkraftund Elektrizitäts AG". The specified showed both conventional blast tunneling as well as mechanical excavation with a tunneling machine, diameter 3.55 m. Total construction time from the date of the invitation to tender was given as 4 years. Part of the project was the construction of a concrete circular tunnel lining 20 cm thick. In 1977 the contract was awarded to "Arbeitsgemeinschaft Donnersbach", a joint venture formed by two companies, G. Hinteregger & Söhne, Salzburg, and G. Hinteregger, Bregenz. It provided for the project to be carried out with a tunnel boring machine. GEOLOGICAL DATA The entire tunnel was to be bored through a complex of the garnet mica schist group of the Wölz schists formations. These range from highly quartz-bearing to quartzitic mica schists, with thick, discordantly interstratified beds of marble and dolomite. INTRODUCTION This paper summarizes an investigation conducted to determine the relationship, if any, between reported occurrences of abnormal levels of carbon dioxide (C02) gas and the construction of a 2.44meter diameter main sewer tunnel under South Eighty-Fourth Street, West Allis, Milwaukee, Wisconsin. Specific objectives of the study were to determine: (1) the sources of C02, (2) the significance of each C02 source, (3) how C02 could move to areas where it was reported to occur in abnormal concentrations, and (4) what actions could be implemented to eliminate elevated C02 levels associated with the tunneling operation. To accomplish study objectives, expertise from several scientific and engineering disciplines was required including chemistry, geochemistry, microbiology, hydraulics, and hydrology. Pertinent documents were reviewed and field data pertaining to each aspect of the study were collected as required and examined to evaluate existing conditions. Background On or about February 1, 1971, gas with a composition different from normal atmospheric air was reported to enter basements and wells of residences in the vicinity of South Eighty-Fourth Street, West Allis, Wisconsin. Examination of the gas composition revealed that it possessed an elevated concentration of C02 and a depleted concentration of oxygen (02). Public health officials who investigated the appearance of the objectionable gas concluded within reasonable certainty that the elevated C02 concentrations were associated with the tunnel construction under Eighty-Fourth Street.
