To forecast the future of coal intelligently, one must first consider the market outlook. Coal can be used for many purposes, but currently about 25% of it goes into metallurgical coke, while 75% serves as fuel. Coal for metallurgical coke should show a modest growth for at least the next decade, primarily because of increased exports, but the important factor in the coal outlook is energy. Today, this country faces a serious shortage of energy, and its requirements are growing at an almost unbelievable rate. Last year the United States consumed 68 quadrillion Btu, or double the energy it consumed in 1950, and, if projections are correct, this figure will grow to 150 quadrillion Btu by 1990. Thus, in one working lifetime, the nation's energy consumption is expected to increase by roughly five times. The future of coal hinges on its degree of participation in meeting this energy need. The Federal Power Commission predicts that coal consumed by electric utilities will increase about 4-576 per yr, reaching 472 million tons by 1980 and 615 million tons by 1990. If this projection proves correct, 1980 consumption will be double that of last year and, even more startling, the utility industry alone will use more coal in 1990 than the entire coal industry produced in 1970. This is a tremendous increase, but in view of the projected energy growth, it is difficult to see how this country's needs can be satisfied with- out a coal contribution of this magnitude. Unless some new source such as solar energy is discovered, it must be assumed that the projected energy will come principally from the present-day sources-oil, gas, nuclear materials and coal.

Dr. Gardener, in Chapter 2, has presented a comprehensive state-of-the- art review of site investigations For tunneling. Nearly all of the techniques he discussed will also be required for future site investigations. Therefore, this chapter will be devoted to a few rather new exploration techniques plus ideas for improving some of the present-day methods. In March 1962, the first symposium on "Remote Sensing of Environment" was held at the University of Michigan.l Since that time, four additional symposiums have been held at the same University. Also, the technical Literature has recently included a number of articles on remote sensing techniques. A recent one appeared in the February 1968 issue of Materials Research and Standards.Vt was entitled "Developments in Remote Sensing Applicable to Airborne Engineering Surveys of Soils and Rocks," and was written by Dana C. Parker. Mr. Parker predicts that aerial reconnaissance will someday supplant soil augers, rock drills, surface reconnaissance, and geophysical surveys as the engineer's primary means of obtaining information about soils and rocks. He states, "The engineer wishing to survey a route or a site or to locate rock and soils suitable for construction projects will be able to push some buttons in an airplane and record all the data required for determining the relevant conditions. In a short time after he returns to earth with his rolls of film and charts, he will be able to reduce and analyze the data by partially computerized techniques and to compile a concise and comprehensive engineering report that gives all the relevant information about rocks, soil, water, and vegetation in the area he surveyed. Most important he will feel as confident with his recommendations, derived primarily from image characteristics and spectral power distributions, as his predecessors did with recommendations based on more tangible evidence obtained from drill cores and surface reconnaissance." Tunneling is at the threshold of a new era. An exciting new technology is becoming available. And, supplying the increasing quantities of minerals required by a growing and socially advancing world population, together with providing the subsurface facilities attendant to the rapid urbanization of the more developed countries of the world, will require underground excavation during the next decades on a scale that would have seemed fantastic a few years ago. It is estimated that world mineral consumption will increase fivefold by the year 2000. Projections for the United States indicate that domestic consumption of nonfuel minerals may increase two to three times by the end of the century. Meeting these requirements will entail opening up many new underground mines, even if present trends toward surface mining continue. And, at least in the United States, new factors that are becoming increasingly important may modify these trends. We are depleting our shallow easy- to-find and easy-to-mine mineral deposits; and, if we are to avoid becoming dangerously dependent on imports, we must turn more and more toward deeper deposits that are not amenable to surface mining. Growing public concern with environmental quality is apparently leading toward increasingly stringent regulation of surface mining which also will tend to make underground mining economically more attractive. The world market for underground construction is also growing rapidly. The most conservative projections indicate that in the United States alone more than $7.0 billion will be spent on excavation for underground facilities during the next ten years. And these estimates do not include any of the bold, imaginative new applications for underground excavation that have been proposed, such as extensive underground power transmission, the Chicago Deep Tunnel plan, and the Northeast Corridor Transportation project. There can be little doubt then that the market for tunnels for conventional applications is increasing rapidly and that the trend will continue. It

The original Radum aggregate plant, built by Henry Kaiser in 1931, is the oldest of the nearly 200 individual operations established by the Kaiser companies. Since that time it has been producing aggregate products primarily for the San Francisco Bay Area. Currently, and for many years, this plant has been listed as the Nation's No. One aggregate producer. Early this year a new $10,000,000 facility went on line replacing the old plant. Construction of the facilities was performed under the direction of Kaiser Engineers construction management teams. The existing plant continued to operate without interruption during the entire construction period.

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

New York City's $360 million North River Water Pollution Control Project is part of New York State's plan to clean up the Hudson River. The project is to provide a sewage treatment facility capable of accomodating a peak waste water flow of 330 MGD which will in great measure eliminate the 192 MGD of raw sewage that N. Y. C. discharges into its surrounding waters. Eleven miles of intercepting sewer lines must be constructed along the west side of Manhattan Island to service approximately one-half of the island. The first contract award was for a 4134 ft. sewer tunnel with a finished inside dimension of 16' x 16'. This main intercepting sewer will feed a sewage treatment plant located on and adjacent to the Hudson River. The tunnel is parallel to the river and is located under 12th Avenue between 125th Street and 143rd Street. The Penn- Central Railroad tracks are above and just to one side of the tunnel location. The working tunnel diameter is 21 ft. and numerous problems of support, mining method, and ground control have been encountered. (see Dwg. 1)

The "New Austrian Tunneling Method" is one of the most significant developments in European tunneling in the last 15 years. I hope this report will show the significance of this tunneling method, which was developed in Austria exactly 18 years ago and which is now used in many European countries. In Austria from 1948 to 1953, the Moll tunnel with a length of 11.6 km (about 7.3 miles) was constructed as a part of the Kaprun power plant. Depth of overburden varied from 1000 to 1400 m, and there were many rock bursts in calcareous-schist formations. Here for the first time it was found that a thin concrete lining would help to prevent rock bursts if it was sprayed on the rock soon after blasting. During construction of the Prutz-Imst tunnel in Austria from 1953 to 1956, the shotcrete lining was sprayed on the phyllite surface a certain distance behind the blasting face to prevent rapid rock decomposition. This method was also tried in soft-rock sections of the tunnel where steel and wood supports usually were necessary. To prevent loosening of the rock, application of the sprayed concrete was tried immediately after blasting. This method made it possible to tunnel through very soft ground. Where necessary, the shotcrete was supplemented by steel arches and mesh reinforcement. At that time (1953-1956), the machines and equipment for guniting or spraying concrete were being improved rapidly and it became possible to spray aggregates up to 25 mm in diam. Hardening accelerators brought quicker strength and better adhesion of the shotcrete-this also made it possible to use the method in wet tunnels. If the tunnels are extremely wet or flowing with water, it is necessary to seal off the wet rock or drain the water, using, for instance, the Oberhasli method. After these first successful steps with the new Austrian method, large portions of the Schwarzach power plant in Austria were designed and built. At this operation, shotcrete was used almost exclusively for tunneling work. It was on this site where, for the first time, a tunnel 120 m long with a 45-sq- m section was driven through overburden without one piece of timber

Underground construction involves all the legal problems common to the construction industry and adds a nice little group of its own. Elements which will ultimately affect contractor-owner relationship commence to form almost as soon as the owner conceives of the project. A few of these with emphasis on their application to underground construction will be mentioned. (1) During the design stage, determination must be made as to whether the specifications will be general or restrictive. To what extent will the operations of the contractor be controlled? Can he proceed to use any method of tunnel excavation that he desires and only be responsible for the end result or will specific excavation procedures be required? Can explosives be used? Under what restrictions? Are tunnel supports required? How long can the crown behind the heading remain unsupported? What kind of supports are required? What restrictions on the placement of tunnel-lining concrete will be required? Each of you could extend this list for many pages but these illustrations are indicative of decisions that must be made in advance of bidding, and the ultimate decision on each question can have a significant effect on the legal relationships that exist between the contractor and the owner. The owner wants a good job at a fair price. On the other hand, nothing is worse than having a tunnel collapse during the construction period, with its extra costs, loss of life, and delay to the entire project. If the specifications are too restrictive, increased costs of performance are bound to occur. Owners save tremendous amounts of money by obtaining a contractor who has been ingenious in devising the most economical construction procedure. Care must be taken in drafting the specifications so that the benefits of such ingenuity will not be lost. (2) HOW is the contract to be awarded? Will there be open bidding, a restricted list of bidders, or will there be negotiations with a comparatively few contractors? If it is a government project, whether Federal, state, or

The Oso tunnel is one of three tunnels located on the San Juan-Chama Project in south-central Colorado. The purpose of the tunnel is to carry water from the upper San Juan watershed through the Continental Divide into the Rio Grande watershed. The Oso tunnel contract was awarded by the U.S. Bureau of Reclamation to a joint venture of Boyles Brothers Drilling Co., Gibbons & Reed Co., and Cimco in February 1966. The Oso tunnel is 26,660 ft long and has a rock section of 10 ft, 2 in. with a lined diameter of 8 ft circular. The main portion of the rock formation was in the Lewis shale. This formation is quite consistent in hardness and texture with exception of localized limestone concretions and sandy siltstone inclusions. The job was bid on the basis of using a James S. Robbins mole of the P221 series. The decision for using a mole was predicated on the geology and the experience of the same joint venture on the adjoining Azotea tunnel where a mole was successfully used. The Robbins P221 series mole is capable of cutting from 9 ft, 11 in. to a 10 ft, 7 in. diam without any major change. It is 40 ft long and weighs 60 tons. The cutting head has 22 disk-type cutters and one center pilot (standard 9 7/8 -in.) tricone bit. The head is powered by four 75 hp electric motors. Gripper pads at about the midway point on each side of the machine are pushed into the tunnel ribs and thrust-cylinders in front of each gripper apply pressure to the face as the head rotates. The regripping cycle is 3 ft and then the grippers are retracted and advanced. Each cutter on the perimeter of the head is followed by a bucket which scoops up the cut material, almost in the same manner as a water wheel, and dumps it into a conveyor situated along the top of the mole. Movement of water through the Tehachapi Mountains was one of the most challenging parts of the planning, design, and construction of the California Aqueduct. The California Aqueduct is the main artery of the California State Water Project, which will move water 444 miles from the Sacramento-San Joaquin Delta into the arid and semiarid, densely populated parts of Southern California. The $2,000,000,000 project, designed and constructed by the California State Dept. of Water Resources, was started in 1957 at the Oroville Dam site and is now well past the halfway mark in construction. Water is now being delivered from the California Aqueduct to portions of the San Joaquin Valley. The California Aqueduct is scheduled for completion in 1972. Tunnels on the Tehachapi Crossing are often overshadowed in engineering descriptions of the Crossing by the tremendous importance and engineering significance of the Tehachapi pumping plant which will pump water through the tunnel system. For purposes of this paper, it will suffice to say that the plant is designed to lift 4100 cu ft of water per sec up approximately 2000 ft, making this the highest pumplift in the United States and one of the largest in the world. Water will be moved from the pumping plant through twin tunnels called the Tehachapi Discharge Lines to the top of the lift. From here, water will flow through four additional tunnels which are all linked by short connecting structures (Fig. 1). The tunnels are referred to as Tunnels 1, 2, 3, and Carley V. Porter Tunnel. In 1969, the OECD conducted a survey internationally to determine the status and needs for research and development in the field of tunneling. The findings also have some validity for underground excavation in general and for underground mining per se. Of the 17 countries responding to the survey, the U.S. leads in the level of support: $21.8 million and 720 man-years of effort over the last ten-year period. The total volume of R/D for the 17 countries was estimated to be $86 million and 5800 man-years. Performance of research was primarily by government agencies and public utilities (70%); the balance was conducted by private organizations and universities (15% each). In the categories of R/D subjects surveyed, three--Wk mechanics, soil mechanics, and geological exploration--outstripped all the rest in priority of effort to date. Ground support, equipment development, excavation, and environmental control received intermediate attention. The subject areas in which the least R/D effort has been expended are materials handling and systems evaluation. For the future, those R/D areas rated the most crucial to achieve technological progress in tunneling were excavation, ground support, and materials handling. The survey findings of tunneling activity indicated (1) a disturbingly low level of R/D activity in the private sector, (2) the necessity for a reordering of priorities in directing research efforts in the future, and (3) a lack of recognition to date of the importance of systems evaluation in R/D activities.

One of the most important problems in underground works is the assessment of the stability of underground openings and the determination of loads on eventual supporting structures. Under certain stress conditions, a hard and sound rock around an unlined opening may show a tendency to rock bursting, which can be prevented by appropriate measures. On the other hand, a less competent rock even if it fails in a less violent manner may give rise to a rock load because within limited regions surrounding the opening, the failed material may have a tendency to flow into the opening; this condition should be prevented by designing a proper supporting structure. The stability of the opening, as well as the value of the design loads acting on the supports in the latter case, depends clearly on the shape, extent, and location of the failed regions, which are often called “plastic zones.” It has been known for some time how the plastic zones develop in some very simple cases, such as in the case of a circular opening in an elastic ideally plastic medium subjected to a nongravitational stress fie1d.l However, to the knowledge of the authors, no information has been available up to now about the extent of the plastic zones in a more general case and for rocklike media. ASSUMPTIONS ON ROCK BEHAVIOR MADE IN THE CALCULATION The solution shown in this chapter is valid for a horizontal tunnel of circular cross section driven through a rock medium at a finite depth.

The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

The title of this chapter is "Indexing Rock for Machine Tunneling" or, a simplified approach to a very difficult problem. I do not think that we can divorce the considerations for conventional tunneling from that of the requirements in terms of geologic information that is necessary for machine tunneling. Experience has shown that in conventional tunneling, the rate of progress achieved in driving a tunnel and the cost involved can be almost directly related to the general rock quality and to the water conditions actually encountered. The very method selected for driving the tunnel or perhaps adapted during the construction period, that is, full-face, top-heading and bench, or multiple-drift, is largely determined by the degree of severity of the adverse geological features. The amount and type of support required to stabilize the rock behind the advancing face are also directly related to the ground conditions. The support may range from bald-headed to rock bolts placed as needed- perhaps pattern rock bolting, light steel sets, all the way to closely spaced heavy steel sets with full lagging and invert struts. At times crown bars, spiling, and breast boarding must be used to advance the face. Shotcrcte applied immediately to the arch and upper walls is a fairly recent advance in providing both temporary and permanent support. Ground-water inflows can further reduce the rate of advance, causing stability problems and reducing the overall efficiency of the mining crew. Required pumping may also be very expensive depending on the grade of the tunnel and the amount of water. And in shafts, of course, there is the pumping problem. To offset the adverse effect of the ground-water inflows, one must often resort to grouting ahead of the face. But this very operation which helps cut down the water inflow also increases greatly the time required for mining, and of course, there is additional cost involved in the actual operation. The conditions described above do not occur uniformly throughout the rock mass but rather they are concentrated

The brief comments made in this chapter deal mainly with shaft sinking, but don't assume that freezing techniques apply only to shaft sinking. They can be used on tunnel work, on such things as liquid gas storage in sediment, and I think you will probably see other applications for it as we go along. The method was first developed in 1883 and was used to sink shallow shafts through water-bearing overburden in Germany and in England. One of the early shafts was in Germany and was sunk by freezing to 310-ft depth. The project required 17 months for drilling, roughly 5 1/2 months for freezing, and another 7 months for sinking, giving an average progress of 10 ½ fpm. Fortunately there have been numerous improvements and new developments in this technique through the years. With equipment and techniques available today, we can take a 20-ft-diam shaft down through 2000 ft of water-saturated overburden and the time schedule runs roughly 4 months for site preparation, freeze-hole drilling, installing the casings, and setting up the plant; 4 ½ months for freezing; and 6 months for excavating and installing permanent linings. This gives a progress rate of about 140 fpm, on average. I might qualify that a little in that the special linings that are required for some formations can affect the time. If it's straightforward sinking where one can use a heavy concrete lining, up to 630-640 fpm may be achieved in a shaft; but with special cast-iron tubbing or types like that, 5 fpd is pretty good progress, so the lining does affect the time. The freezing method is used mainly for sinking shafts through unstable water-bearing formations which cannot be grouted either effectively or economically and which are too deep to enclose in pile casing. Even with overburden, grouting methods available today can handle roughly 100 lb water pressure; in the range of, say, 100 to 150 ft from the surface, it's very often best to grout 40 or 50 ft. An immersed tube tunnel is one which is composed of elements that are prefabricated in a dry dock or on shipways, usually away from the actual tunnel site, floated into position and then lowered into a preexcavated and graded trench below a body of water. The elements or segments are then connected to each other under water, and the entire immersed tube tunnel covered with a protective blanket. Because water is essential, this method of construction offers advantages in a relatively limited field. By the very nature of the method, lowering elements to the bottom of an underwater trench, immersed tube tunnels are primarily used for crossing bodies of water, such as rivers, bays, straits, canals, etc. Although this method of construction was first used for a subaqueous railway crossing under the Detroit River in 1906-1910 and again in 1912-1915, for a four track subway tunnel under the Harlem River in New York, the reason immersed tube tunnels construction has not been used more extensively is simply a matter of economics. Bridges, compressed air tunnels and similar structures could be constructed at a lower cost.

All the tunneling machines discussed in this chapter are Calweld machines. I have divided the machines designed for soft-to-medium formations into three groups, correlated with typical formations and estimated compressive strengths: 1) Running sand and silt requiring blade cutters. 2) Chalk and clay, requiring drag-type cutters, for compressive strengths ranging from 0 to 2000 psi. 3) Sandstones, hard clays, and limestones, requiring disk cutters, for compressive strengths ranging from 2000 to 20,000 psi. All of the soft-to-medium-formation machines are powered by electric hydraulic or diesel hydraulic pumps. The pumps in turn drive hydraulic motors for the torque reaction. The soft-to-medium-formation machines are enclosed in a 360º shield with a cutting shoe, a center portion of the shield housing the mechanical equipment, and a tail shield. Tunnel supports are usually required, and the supports are normally erected in the tail shield. Our first machine was built in 1963, and all but five of the machines illustrated in the figures with this chapter were built in 1966 and 1967. Some of the machines manufactured will be discussed in the following sections; specific features as development has progressed will be pointed out. HARD-ROCK MACHINE The Calweld hard-rock machine has been designed along basic and accepted principles for a hard-rock mechanical borer. The features of this machine are as follows: 1) Direct electric motor drive through a planetary gear reduction ring and pinion gear, and then to the cutting head through a hollow drive shaft.

The principal activities of the Bureau of Mines Explosives Research Center (now Safety Research Center) during fiscal year 1968 (July 1, 1967, to June 30, 1968) are reviewed in part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the thermal decomposition of RDX and HMX not destined for publication elsewhere.
