These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.

Introduction The property of the Britannia Mining and Smelting Company is on the east side of Howe sound, some twenty miles north of-Vancouver. The camp is served by two settlements, one at Britannia Mines townsite, approximately three miles from the water's edge at an altitude of 2,100 feet, the other at Britannia Beach, on Howe sound. The first discovery of copper ore on the property was made in 1888, but it was not until 1905 that production started. From that year until the end of 1944, production had totalled 732,414,420 pounds of copper and 261,126 ounces of gold from six orebodies, known as the Victoria, Empress, No. 5, Fairview, Bluff, and Jane. No. 8 orebody, with which this paper is concerned, was discovered in 1937 by diamond drilling from the 4100 level, some 300 feet above sea level. Development of this orebody to the end of 1944 had included the sinking of a shaft from the 4000 to the 5250 level, and a limited amount of stoping. This work has delimited the orebody from the 3800 to the 4950 level and has indicated upwards of 1,000,000 tons of copper-zinc-gold ore. It is planned to commence production in the near future, while continuing exploration of the orebody at depth.

WHEN operations were first started at Climax in 1917 by the Climax Molybdenum Co., they were pioneering in the molybdenum industry for little was known relative to the uses of molybdenum or the metallurgy of molybdenite concentration. Concentration of molybdenite is relatively simple today but in 1916, when the Climax deposit first attracted attention, it presented serious difficulties. Little was known, in fact, even about the assaying of such low-grade molybdenum ores. Mine samples were sent to at least a dozen of the best laboratories in the United States and average values reported varied from 0.4 per cent to 1.0 per cent MOS2. Owing to the wide variations in MoS2 content obtained from reliable chemists, the actual value of the ore was most uncertain. This variation occurred repeat¬edly over a period of six months in 1917. It was finally decided, as a last resort, to cut several tons of sample from the tunnel and have a mill test made, using the recovered MoS2 per ton as the grade of the ore, for a small error in the assaying of the concentrate would not materially affect the results. These mill tests were made by the General Engineering Co. (Callow) at Salt Lake City. The results proved an ore of commercial grade and indicated the flotation process for the best metallurgy. Introduction We are all familiar with the bright and attractive colours of the roofs of our suburban houses and country cottages, but few of us fully appreciate the complex and highly technical nature of the business which produces these roofings. Roofing granules consist of small broken particles of certain types of rocks, burned clay products, or slag. They are used either in their natural state or artificially coloured and are affixed onto one surface of asphalt sheeting. Their main functions are to protect the roof against external fire hazard, prolong its life, and enable it to withstand extremes of weather over a period of years without deteriorating. Pleasing designs and colours are added attractions. The reverse, or inner side, of the sheeting is coated with a film of talc or fine mica to prevent it sticking when rolled up for convenience of handling for transport. The finished sheets or strips are cut into a variety of shapes for roofing shingles, or for sidings which resemble rows of bricks separated by mortar. In Canada, the consumption of roofing granules has increased fourfold in the past decade and indications are that the industry will continue to expand. At present, fourteen plants are engaged in manufacturing granule-coated roofings, but, apart from a relatively small output of natural granules by two producers in British Columbia, only one eastern producer makes both natural and coloured granules in Canada, and these only for its own use. The annual consumption is now over 77,000 tons of roofing granules valued at more than $1,600,000, but about 62 per cent of the tonnage is imported. It is thus apparent that the production of Canadian-made granules, both natural and coloured, could be considerably increased. This paper is presented in order to give an outline of the industry and at the same time to point out its difficulties and pitfalls.

Description of the Springhill Coal Field The Springhill coal basin, which lies in the approximate centre of Cumberland county, Nova Scotia, is of Carboniferous age, and forms a syncline plunging to the westward at an angle of 32° at the outcrop but gradually flattening to the dip. It contains several workable seams of varying thicknesses, a generalized section of the measures in descending order from the surface being: [] The 1,114 feet of strata is composed of shales and sandstones, and all of the coal seams mentioned, with the exception of No. 4 and No. 5, have been mined commercially. The coal is said to be the best steam and domestic coal in the Province of Nova Scotia.

Introduction This paper deals with the operations and plant of the Craigmont Corundum Project, formerly of Wartime Metals Corporation but now under the Mines Section of the Resources Development Branch of the Department of Reconstruction and Supply. Corundum is recovered by the re-treatment of an old tailing deposit at Craigmont, Ontario. Crude concentrates so produced are shipped to the plant of the American Abrasives Company, Inc., at Westfield, Mass., for final processing and distribution to the abrasive industry. The plant was recently described in a paper entitled Craigmont Corundum which was presented by the writer before the Chicago meeting of the A.I .M.E. in February, 1946. General The Project is located on? lots 4 and 5, concession XVIII, township of Raglan, Renfrew county, Ontario, near the village of Combermere, which is on Highway 62. The property is about 135 miles from Ottawa. The general area enjoys a pleasant climate with moderate summer temperatures, though the winters are rather severe, the mercury frequently falling to - 35 deg. F. The excellent boating, fishing, and hunting have made the district a favourite resort for tourists. Lumbering is the main industry. Some farming is carried on, but the soil is poor and much of the land is hilly and rocky. There are no other operating mines in the immediate vicinity, though several 'industrial minerals', including mica, feldspar, nepheline, beryl, socialite, and others have been produced in the area. The district is drained by the York and Madawaska rivers and is generously dotted with large and small lakes. The general elevation is about 1,000 feet above sea level, though numerous hills rising several hundred feet give a rolling appearance to the landscape.

"INTRODUCTION Numerous deposits of iron ore are found in Cherokee, Bartow, Floyd, and Polk Counties in northwest Georgia. The deposits are generally small and irregular in shape. The ore is usually referred to as ""brown ore"" and is predominately limonite. The crude or ""bank ore"" has to be washed and concentrated before being shipped.The proximity of the deposits to the Birmingham furnaces and a favorable freight differential permit the operation of many deposits that otherwise would be uneconomical. The district produced 413,468 long tons of brown-ore concentrates, averaging 45.53 percent iron in 1943.The necessity of developing additional iron-ore reserves for the war energeucy to supplement the production of the Birmingham district, prompted the Bureau of Mines to initiate exploration of the more promising northwest Georgia deposits. Thirteen properties in the four counties were explored during the program (fig. 1).HISTORY AND PRODUCTIONSeveral furnaces were operated in the district until the early 1900's, ranging from charcoal furnaces to more modern plants with capacities up to 50 tons of pig iron. No furnaces have operated for about 40 years, the product being shipped to Alabama and Tennessee.Bartow County iron mining is declining, although formerly it was the principal producer of the district. Most of the known merchantable ore deposits have been exhausted. For the past 3 years the Mitchell-Hodge mine has annually produced about 225,000 long tons of concentrates containing 46 to 43 percent iron and at present is the only large producer in Bartow County."

In Europe and in certain other foreign countries studies have been made, extending over a period of years, relating to the winning of oil from oil shale. More work has been done in these countries than in the United States, for the reason that a supply of natural petroleum has not been so generally available there as here. Information has been obtained relating to present practices in these foreign lands in the development of a shale-oil industry. It is realized that in the past there has been very little inducement to invest capital in shale-oil enterprise in the United State's because the supply of petroleum has been plentiful; however, the time possibly is not far distant when the utilization of oil shale may be cons¬idered a desirable and financially sound venture, as it may be necessary before long to augment our supply of oil with that recovered by processing shale. The data presented herein portrays at least some of the thoughts of those engaged in obtaining oil from oil, shale in Europe, and they depict some of the results thus far obtained as well as certain plans for further efforts to win oil from shale; it is hoped that those who undertake the development of a shale-treating industry in this country will find useful information in this report.

Introduction In 1937, the Britannia Mining and Smelting Company, Limited, was carrying on an extensive exploratory diamond-drilling programme. Most of this drilling was done on the 4100 level, the lowest working level in the mine. One of the exploratory diamond-drill holes, at approximately 12,500 feet from the portal of the tunnel, encountered heavily mineralized stringers of chalcopyrite and sphalerite in silicified grey schist. The mineralization was encountered just to the hanging-wall of the green mottled schist at a point 350 feet south of the 4100 tunnel. To delimit this new orebody, drifts and cross-cuts were driven on 3500, 3800, and 4100 levels to the hanging-wall in the area of the projected mineralization. On the 3500 level, the top of the mineralized zone was encountered. The zone was thoroughly explored by drifting and diamond drilling. The mineralization, however, was not sufficiently concentrated to be of commercial grade. On the 3800 level, the zone was found to consist of disconnected stringers of chalcopyrite and pyrite. Drifting was continued to the west and a long lens-shaped area of grey schist containing fairly heavy stringers of chalcopyrite was delimited. This lens later proved to be very close to the top of the commercial mineralization of the No. 8 orebody. On the 4100 level, a diagonal cross-cut was driven to the footwall of the downward projection of the mineralized zone. Diamond-drill holes from this cross-cut indicated a zone of heavy mineralization. A drift was driven off the cross-cut parallel to the zone and some distance to the footwall of it. Further diamond drilling disclosed a mineralized zone approximately 300 feet long and 35 feet wide containing sphalerite, chalcopyrite, and pyrite. The foregoing development work indicated a fairly large lens of mineralization of sufficient concentration to be classed as ore between the 4100 and 3800 levels. To explore this mineralization at depth, long diamond drill holes, dipping at minus 57° and minus 80°, were planned from some point to the hanging-wall of the orebody. The 4100 level was not suitable for small development headings, due to wider gauge track and larger cars than on the levels above. Therefore, a raise was driven from the diagonal cross-cut on the 4100 level to a point some 70 feet above and just inside the footwall of the orebody. From the top of the raise, drifts were expanded east and west to delimit the ore zone. In addition, a long cross-cut was driven 350 feet to the hanging-wall, and drifts were opened east and west from the end of the cross-cut to provide diamond-drill stations for the exploration of the orebody at depth.

Every finding of the year's work, obtained under stress to meet present objectives, contributed to postwar needs, because the very nature and constitution of petroleum and natural gas require that research be conducted along the same general lines whether the results are applied in peace or war. More than 40 reports were submitted to the Petroleum Administration for War and others concerned with (1) evaluation of crude oils to determine their content of aviation-gasoline base stock, (2) evaluation of base stocks for blending with high-octane, synthetically manufactured components, (3) analyses of naphthas to determine their content of various types of hydro-carbons, such as benzene and toluene, and (4) the improvement of quality of marginal base stocks to meet future requirements of aviation gasoline. This upgrading of marginal stocks is being attained by selective distillation and chemical and catalytic removal of sulfur compounds. Asphalts were studied with respect to the characteristics of their various constituents in order to compound them, in the same way that aviation fuels now are being "built" to meet exacting requirements. The work previously initiated to give the industry fundamental data on thermodynamics of hydrocarbons progressed satisfactorily, and the heats of combustion of 10 hydrocarbons in the lubricating oil -range of petroleum were determined. Thermodynamic data requiring highly specialized techniques are so broad in application that their commercial usefulness is not yet fully appreciated.

Early in the present century, prospect-ing was active in the area of the present Miami district. There were plenty of blue and green copper outcroppings, but very little ore of a grade that would stand shipping costs had been uncovered. Late in the first decade of the century, tunnels were driven into the north and south slopes of the Inspiration ridge, and two of them exposed disseminated copper sulphide ore. This was the original discovery of such ore on the ground of what eventually became the Inspiration Division of the consolidated company. By 1910 exploration of the ground area was well along and by 1911 underground development had been started. In the next few years a large tonnage of disseminated copper ore had been proven— sufficient to justify the expenditure of several million dollars in mine development and for mine equipment plus large sums for treatment plants. The mine and treatment plants were placed in production July 1, 1915. To Jan. I, 1945, there had been produced from the mines of the Inspiration Consoli-dated Copper Co., more than 106,000,000 tons of ore. Nearly all of this tonnage had been recovered by block caving. GeologIcal and EconomIc FActors Block caving is a mining system based on the fact that if a mass of rock has a sufficient number of fractures and planes of weakness the mass will disintegrate if the support of an area of sufficient size is taken away—that is, "undercut." If the material that caves away from the bottom of a block is drawn off the spalling is progressive. There is a limit to the speed of this spalling or caving action, which varies with the structure of the rock being caved. If the rock is drawn at a rate faster than the caving rate, and if this drawing is continued too long, a void may be created that could make a very dangerous condition if the area should drop as a block and force the air below the uncaved rock out through the raises and drifts. This can be a very destructive force. On the other hand, if the broken material is not drawn fast enough the swell of the material in place to broken material would pack the mass until it was almost solid again and could not be drawn without much blasting, or perhaps even partially undercutting again. Geologically therefore it would seem that any rock with seams and fractures would cave; but for block caving there should be enough seams and fractures in a limited area so that such an area will cave and produce a product that can be drawn safely, rapidly enough and at a cost justified by the value of the product being drawn. At the Inspiration the disseminated ores occur in two formations, the Pinal schist and the Schultze granite. There is no material difference in the grade of the ore formed in the schist and in the granite. The chief copper minerals are chalcocite, malachite, azurite and chrysocolla. Other copper minerals occur in limited quantity.

In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

The present case history deals with the examination of an almost forgotten nickel prospect, near Winesap, Chelan County, Washington. Although the final results yielded no ore body of commercial importance, the integration of surface and underground exploration, geophysical survey and diamond drilling endow the story with interest. The program is significant because it is illustrative of how the most disappointing expenditures in mining exploration, the "not-finding" costs, could have been reduced had geophysical methods been applied at an appropriate stage in the prospecting work. The Chelan nickel deposit was discovered about 1900, on a sage-brush-covered hillside with a southerly slope, adjacent to Winesap Canyon; the paved highway now extending from Wenatchee northward, up the Columbia River and into Okanogan Valley, is only a mile away. After the deposit was found, three short prospect tunnels were driven into it, and the prospect then remained dormant for 40 years. No. x tunnel was 80 ft. long, running north into the hillside. For the first 35 ft. this adit exposed a typical, iron-stained gossan with streaks and stains of malachite, and small seams of water-soluble nickel sulphate. Beyond this, it encountered a relatively fresh peridotite, well mineralized with blebs of pentlandite. Systematic sampling yielded an average assay of 1.5 per cent nickel and 0.3 per cent copper. Down the hillside to the south and 35 ft. lower in elevation, No. 2 tunnel was driven under No. I and in the same direction, traversing 50 ft. of gneiss before it reached the peridotite. At this point the latter formation showed only scattered blebs of sulphides, not of commercial grade. To the west, on the same contour line as No. I tunnel, and 800 ft. around the hillside from it, No. 3 tunnel was driven 50 ft. into the hill to explore a strong gossan outcrop that assayed 0.5 per cent nickel (Fig. I). From the geological exposures on the hillside and in the tunnels, it appears that the main mass of the hill is formed of an ancient and altered gneiss complex. Into this, a sill-like injection of amphibolite (altered peridotite) was intruded, which, at least in some places, contains commercial quantities of nickel sulphide. Its structure is obscure, but it appears to dip into the hill at an angle of about 15°. In the vicinity of No. 3 tunnel a large dike of quartz diorite cuts the peridotite or amphibolite; about 140 ft. north of the portal of the tunnel, a dike of andesite 00 ft. wide cuts boldly up the hillside to break the continuity of the peridotite in that direction. The geological evidence available was not adequate to decide whether the peridotite forms a continuous sill, or occurs as isolated bodies in the gneiss. A GOOD idea of the magnitude of the underground operations at Climax can be gained from the following figures. A little more than 43,000,000 tons has been drawn from the mine and of this amount, 40,500,000 tons has been drawn in the past ten years and 12,000,000 tons was drawn in two of the war years. The maximum daily average output over a period of one month was slightly more than 20,000 tons but during this period, production on certain days was 24,000 tons, and 9000 tons was produced in a single eight-hour shift. This production came chiefly from 260 draw points although all of them were never in operation at one time. The haulage system for these draw points is made up of 7.5 miles of 36-in.-gauge track, and 131,000 ft. of subsidiary drifts and 44,000 ft. of raises have been driven to develop the necessary broken ore reserves for this high production. Power consumption is often considered an index of operating efficiency. In 1943, the year of maximum production, the mine power consumption was 19,223,000 kw.-hr. or 3 kw.-hr. per ton; in 1945 it was 3.5 kw.-hr. per ton. To handle this amount of power, there are four transformer stations and one switch station in the mine. Mr. Garrabrant, the chief electrician, describes the electrical installation in this issue.

ELECTRIC power requirements for Climax are similar to those of most metal mines, except that large blocks of power are used underground and there are a number of other unusual applications. Power is furnished to the Company by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are designed so that with the addition of forced cooling their capacity may be increased a third at 12,000-ft. altitude. On the secondary side of this bank is a 15-kv., 1200-amp. oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. The scope of this paper is such that it was deemed advisable to group the contents into several main sections. They are: Section 1. Geography and Geology. Section II. Historical Review. (a) Mining and Smelting in Alabama. (b) Milling. (c) Summary of Milling Research. These two sections are primarily a bibliography and summary of the research on the Birmingham Red Mountain ores up to the middle 1040's. Section III. Status of the Birmingham Iron Industry. This sect ion points out the extent to which the findings of the iron-ore research have been applied on a commercial scale. Also, a very brief description of the dependent and allied industries is included. The value of the Birmingham iron ore is greatly enhanced by the proximity of coal and dolomite. Thus the coal and coke industry and the dolomite industry are closely allied with and to a large extent dependent upon the possibilities of economic utilization of the Red Mountain iron ores. Section IV. Beneficiation Investigations of the Red Mountain Iron Ores. This is a record of the most recent, hitherto unpublished work of the Southern Experiment Station of the Federal Bureau of Mines, Tuscaloosa, Ala., on the chemical and physical composition not only of the Big seam but of most of the iron-bearing rock strata of Red Mountain.

SAFETY and industrial hygiene have always been recognized as highly important in company policy, and the co-operative support of the company officials and entire plant personnel has contributed largely to the present success of the Company's program in this field. Growth has necessarily been slow, and dependent, at times, on trial and error but the program in its present form combines the regulations, working methods, and equipment that have proved their value under actual operating conditions. Every effort is made to keep the program on a practical basis. Continuous experimental work is carried on in conjunction with the health and safety program, with resultant periodic changes for improvement. As a proof of accomplishment, in 1945 the frequency and severity rates for accidents were the lowest in the history of the operation. A full-time safety engineer was employed in 1933 and an assistant safety engineer in 1936. This is the tenth annual report of research and technologic work conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal and coal products. These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.
