MR. G. G. BOWSER: Mr. Kalbhenn's paper is an excellent one and is a concise description of a very interesting piece of work. It is well known that a great deal of preliminary study was given to this job before the final plans were made. It is due to this thorough preparation .chat the work progressed so satisfactorily, smoothly, and safely. The ideas carried out in the construction of the hardwood pack, timbered compartment, inclined raise, loading chute, and steel-boomed room, all contributed to a successful conclusion of the work. The extra care in being certain that the compartment shafts were well timbered was especially necessary on account of the difficult blasting conditions. In other words, the foundations .of this job were well and truly laid. The blasting in this work was very difficult due to the nature of the Strata. Working under an ever precarious roof condition and completing .this job with only two lost-time accidents is a record of which to be proud. The shaft men engaged on this work are also due for praise. I regret I did not visit this work while it was in progress. It was not in lack of interest. This, however, more or less proves that the blasting end .of this job went along with practically no trouble. I have seen the nature of the rock, as I made several visits to the tunnels while they were being put through from the Phalen to the Harbour seam. According to figures in Mr. Kalbhenn's paper, the explosives consumption works out to 1.61 pounds per cubic yard of rock in the solid, or 0.8 pounds per ton. The explosives consumption in the tunnels ran from 2.86 to 3.46 pounds per cubic yard or an average of 1.58 pounds per ton of rock. Of course, the rock in the shaft was blasted in the most economical way possible, as far as powder costs are concerned, as the face advanced at close -wright angles to the strata and gravity was acting with the explosive. The tunnels were driven nearly 'end on' the strata and bottom holes had to be lifted, and I believe there was some re-drilling of ribs left in the floor. I would like to congratulate Mr. Kalbhenn on his very fine paper.

Development of longwall mining to the present system of three walls in line is outlined, together with a summary of the cycle of operations involved in systematic operation.

PART of the plan of re-allocation evolved by the engineers of the Dominion Steel and Coal Corporation in 1932 to retard the rapid advance of the submarine workings seawards was the opening of Dominion No. 20 Colliery, in the Harbour seam, by a pair of cross-measure tunnels from the workings of an older mine working the Phelan seam, which lies 430 feet below the Harbour seam. The tunnels, 8 ft. by 13 ft. in size, were started away from the old workings of Dominion No. 2 at a point 1.5 miles beyond the shore line and were driven on a rising grade of 1 per cent for a distance of 5,335 feet, tapping the Harbour seam at a point 2 ¼ miles off-shore. For transportation and ventilation, shafts and roadways already existing in the Phelan seam were made use of during the stages of development and up to the present time. One of the two tunnels served as a main haulage road and an intake airway, and the other as a return airway and travelling road. However, as the workings of this new colliery expanded, the need for additional airways arose as was anticipated when the plans for the development were formulated. To meet this need, work was started on October 1st, 1942, to establish a new opening between Nos. 2 and 20 Collieries in the form of a vertical shaft to provide a passageway for the ventilating air current of some 250,000 cubic feet per minute on its return to the upcast shafts in No. 2 Colliery, thus making both tunnels available for intake airways. In the interest of safety, speed, and economy, the shaft was raised from the Phelan to the Harbour seam. It is 20 ft. by 12 ft. in size and, with the exception of three timbered compartments across the narrow end, is untimbered. One of the three timbered compartments housed the ventilating tubing and pipe lines, the centre one served as a cage-way for hoisting men and material during the operation of raising, and the third one contained a ladder way. The rest of the shaft was filled with debris during the period of shaft raising.

From time to time the Bureau of Mines receives requests for information and advice regarding the safety of using internal-combustion engines operated on butane fuel as prime movers for haulage and other purposes in mining and tunneling. The purpose of this, circular is to discuss the properties of butane and to present data in regard to the possible use of this fuel in underground operations. Published information on the use of commercial butane as a fuel for internal-combustion engines indicates that, insofar as performance is concerned, butane may be utilized satisfactorily and efficiently for this purpose. However, the introduction of a volatile, inflammable material such as butane into confined spares such as mines or tunnels would create potential fire and explosion hazards that should be given due consideration by those concerned with the promotion of safe practices.

The curve of coal production in Nova Scotia over the past forty years shows a definite maximum reached in 1913. Continued production to this maximum will require a greater tonnage per man-day, and this means there cannot be any increase in total man power used in the operations. There are still large reserves of coal but much of it will require washing or beneficiating to make a usable product. By-product recovery based on the present product ion is relatively satisfactory. Further development of secondary industries requires adequate markets for the bulk materials produced by the processing. It also requires access to other raw materials as well as markets for the principal product of the operations. Scientific investigation and research are needed to prove the quantity and value of lower grade or poorer quality coals, and methods for their recovery and utilization. Economics of further processing of present and future production must be investigated beforehand, if a successful development is to be assured. Such development cannot be expected largely to replace present markets. Production of coal for genera l use must continue to form the major function of the coal industry of the Province. Costs per ton must decrease, or subsidies or other assistance must increase, if the industry is to survive. Costs of investigation and research and costs of capital outlay for further development muse be met.

SHORTLY after Denny, Robson, and Irwin(l) published their first paper, in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery. It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in: (1) Shakers on machine columns, vibrated? by drills (2) Vials placed in drill holes to be blasted (3) Both homogeneous and heterogeneous. mixture with explosives ( 4) Packages with tamping (5) Compressed-air lines (6) Special compressed-air ejectors for use while drilling and after blasting (7) The discharge of ventilation fans (8) The filters of respirators It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium powder, and would interfere unduly with underground routine. Later, animal experiments by Denny, Robson, and Irwin(2) showed that aluminium powder provided effective therapy when inhaled independent of silica dust. Therefore, some means of surface treatment was deemed more practical.

COMPLETED in November, 1943, at a cost of over $1,500,000, Elk River colliery of the Crow's Nest Pass Coal Company, Limited, has been laid out and equipped for an ultimate annual production of 1,000,000 tons and replaces the recently closed Coal Creek plant, which has been operated by the Company for the past forty-five years. The project has involved the opening of mines in three seams, the construction of a complete set of colliery buildings, including a modern preparation plant of 360 tons per hour capacity, and the laying out of the necessary yard tracks and spur connecting the new development with the Company-owned Morrissey, Fernie and Michel railway, which, in turn, connects with the Canadian Pacific railway at Fernie. The colliery is three and a half miles east of Fernie, B.C., near the southern end of the Crow's Nest coal field, which contains the largest and most important body of coal in the Province of British Columbia. The coal-bearing horizon is the Kootenay formation, present in the form of a syncline covering an area of 230 square miles. Most of the coal seams occur in the lower 2,000 feet of the formation, the covering beds being largely coarse sandstones and conglomerates of great thickness, the presence of which accounts largely for the preservation of the coal measures. James McEvoy, in the report of the Geological Survey of Canada for the year 1900, states that the basin appears to contain a fairly constant coal content of nearly 172 feet in 23 seams of a thickness of one foot or over. Coal has been mined in the Fernie district since 1897 and the first shipments were made from Coal Creek colliery in the following year, over the then newly constructed British Columbia Southern railway. Since that time, a total of over 16,000,000 tons of coal has been produced, an average of 350,000 tons per year. The7ears of peak production were 1910, 1912, and 1913, with an all-time high of 924,000 tons in 1913. The lowest output in the history of Coal Creek was that for the year 1933, when only 60,340 tons were produced, the colliery being closed for some months. Present production from Elk River colliery averages 1,150 tons per day, the output being considerably less than it could be were sufficient man-power available.

Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.

With production of coal per man-hour of work highest in history, the coal mines of the United States established a lower accident-frequency4 rate in 1942 than in any year since 1930, the first for which the Bureau of Mines, United States Department of the Interior, collected complete reports of nonfatal as well as fatal injuries. Reports from mine operators and State mining departments showed that 530,861 men were employed in and about coal mines during the calendar year 1942. This number does not include office employees or coke-oven workers. The figure represents a decrease of 15,831 men from the previous year, owing to losses of men to the military services and to more lucrative employment in the munitions and other industries. The loss of men was offset to some degree by an increase in the number of days of mine activity and the average number of hours of work per man during the year. The volume of work done during 1942 was 910 million man-hours, 11 percent more than in 1941. The average employee worked 243 days, 30 days more than in 1941. Production reached the unprecedented total of 640 million short tons, an increase of 12 percent over 1941; 582 million tons came from the bituminous fields of the United States and 58 million tons from the anthracite fields of Pennsylvania. To produce this quantity of coal 1,471 men sacrified their lives, and 69,564 men suffered nonfatal injuries that disabled them for more than the remainder of the day on which the accident occurred. The nonfatal injuries were divided into three groups: 65 caused permanent total disability, 2,045 caused permanent partial disability, and 67,454 caused temporary disability of 1 day or more but did not result in the loss of, or permanent loss of use of, any part of the body.

With greater production of coal per man-hour of work than ever before achieved, the coal-mining industry of the United States established a better safety record in 1941 than in any year since 1930, the earliest for which complete reports of nonfatal as well as fatal injuries were collected by the Bureau of Mines, United States Department of the Interior. In only one year (1933) of the 12-year period 1930-41 was the fatal-accident rate better than in 1941, whereas the rate for nonfatal accidents was better in 1941 than in any previous year. Accident and employment reports received from mine operators, together with fatal-accident reports received monthly from State mining departments and inspectors, showed that 546,692 men were employed in and about the coal mines of the United States during the calendar year 1941. This number does not include office employees or coke-oven workers. The increase of 1.3,426 over the number of employees in 1940 was accompanied by a gain in man-hours of work performed at the mines and an increase in average number of hours worked per man during the year.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. PHOSPHATE ROCK is a low- priced commodity. This fact has influenced the choice of mining and beneficiating methods to a greater degree, perhaps, than in most other low-grade mining operations. The fact that many yards of everburden and matrix must be stripped and mined per ton of salable "rock" produced and sold has necessitated he development of relatively simple btneficiating plants having high capacity and low capital and operating costs. The law of diminishing returns must always be reckoned with in phosphate mining and washing, and often recovery must be sacrificed in favor of costs in order to achieve the highest over-all economic efficiency. The phosphate-bearing formation, known as "matrix," is composed of (1) phosphate pebbles, which are somewhat rounded in shape and which vary in size from 1-in, to micron sizes, (2) rounded quartz grains usually smaller than 10 mesh, and (3) clay, of varying "stiffness," which is the binder of the matrix. The phosphate pebbles vary in hardness. Their color, which varies from white to black, is not a reliable indicator of the Bone Phosphate of Lime (B.P.L.) content of the

THE Western phosphate deposits extend over a large area in the Rocky Mountain region, comprising portions of south central Montana, southeastern Idaho, northeastern Utah, and southwestern Wyoming. A limited acreage of these deposits passed into private ownership prior to Dec. 9, 1908, at which time 7000 sq. mi. of land in these phosphate fields was withdrawn from public entry by direction of the Secretary of the Interior. Under the Act of Feb. 25, 1920 (41 Stat. 437) title to all phosphate lands in the public domain was reserved to the United States with provisions for leasing portions to citizens, corporations, states, etc. The above act, in effect, created by law a Western phosphate reserve of approximately 2,269,055 acres.

ACCELERATED programs, as discussed in this paper, refer to the year-around operation of a college or university with three sixteen-week or four twelve-week terms per year, with pauses between sufficient only to allow the administrative group to perform their functions. In most engineering schools, under such conditions, the conventional four-year course can be condensed to two years and eight months. These accelerated programs of study, which now exist in most of our technical institutions, were forced upon us under the influence of the outburst of wartime patriotism, perhaps one might go so far as to call it hysteria. Many of us felt and hoped that these programs were temporary expedients, but the cold hard threat of permanency now rears its head; consequently we should examine the merits and shortcomings of the new order, and evaluate its effect on our educational system, since it may persist in some form in the postwar years, because of the changing political and financial situation. THE early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 334 million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20° to 90° and some are on the invert in, many sharp folds and faults. PLANNING The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: 1. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

One of the war problems with which the Bureau of Mines is concerned is to increase production of iron and steel , in which coke is one of the major factors . The output of byproduct coke for use in iron blast furnaces is insufficient and is being supplemented by coke from beehive ovens (figs . 1 , 2 , and 3) . Some difficulties that cause a reduction in iron output have been reported in the use of some of the beehive coke.6/ About 20 years have elapsed since beehive coke was made on a large scale , and many of the skilled operators of those days are no longer available . Furthermore , in many instances the quality of the coal supplied to the ovens has not been as good as formerly. The ash and sulfur contents are often abnormally high; and in other instances they vary greatly in amount, so that a nonuniform coke is produced . To assist operators to improve quality and yield of beehive coke , the Bureau of Mines equipped a truck as a field laboratory ( fig . 4 ) and sent the authors with it into the Pennsylvania beehive district . The truck contains necessary equipment for sampling and analyzing coke oven gases , measuring temperatures , screen - sizing coal, and float -and - sink testing coal . Coal specimens may be sent to the Pittsburgh laboratory for analysis . Beehive plants producing good coke were visited first to observe details of operation and to collect data on the operating process . These covered temperatures , analyses of the exit ( or trunnel) gases , and coal quality, and were to be utilized in searching for faults in plants not producing good - quality coke and to assist in improving such plants or their operation .

The first six Reports of Investigations in this series , pertaining to the investigation of stemming at the Mount Weather Testing Adit, dealt with ( 1 ) the dust produced by blasting , ( 2) the effect of stemming upon gases generated by blasting , ( 3 ) the relative advantages and disadvantages of different types of stemming and no stemming when used with 60 - percent ammonia gelatin dynamite , (4) the length of stemming material through which a primer will fire and detonate a charge of dynamite , ( 5) comparison of dust and gases produced when blasting charges of dynamite in drill holes , bombs, and mud - cap shots , and ( 6 ) the relative advantages and disadvantages of different types of stemming and no stemming when used with 40 - percent ammonia gelatin dynamite .

The recent introduction of small coal jigs in Alabama to meet the needs of truck - mine operators for cheap and economical cleaning equipment marks another step in Alabama's pioneering record in the mechanical cleaning and preparation of coal . During the past 4 or 5 years a number of these small jigs , with capacity of 5 to 10 tons per hour , have been installed at Alabama truck mines and at a few truck mines in Illinois , Tennessee , and Pennsylvania . Most of the installations have been at mines that specialize in the production of domestic , stoker coal . This report describes three models of small jigs and includes performance data obtained recently on one of the models by the Bureau of Mines, United States Department of the Interior , in cooperation with the University of Alabama, Tuscaloosa , Ala . , for the purpose of comparing it with fullsize jigs on a performance basis . With literally hundreds of truck mines now in operation throughout the country , it has been assumed in preparing this report that there is widespread interest in the availability of small - scale inexpensive preparation equipment for use at such mines in the production of steam and domestic coal and in some instances coal for manufacture of coke . Practically none of the coal from Alabama truck mines is scld to coke - oven plants ; but in some sections of the country truck mines supply a considerable amount of coking coal, and the use of small, inexpensive washers at some of them might be very advantageous during the present war emergency from the standpoint of increasing pig - iron production through improvements in coke quality .
