THE Bullion mine, in the famous Cariboo district of British Columbia, is situated on the left bank of the South fork of the Quesnel river, approximately three miles below the outlet of Quesnel lake. A good road leads 63 miles northeast to the property from Williams lake, the railhead on the Pacific Great Eastern railway. The mine may also be reached over good roads from Vancouver via the Fraser canyon, Ashcroft, Clinton, and the 150-mile house, a total distance of 407 miles. In the early days of placer mining on the South fork of the Quesnel, several rich bars were found. The 'pay' on one of these at the mouth of Dancing Bill gulch was followed up the gulch by a Chinese company, who proved to be the discoverers of the present Bullion mine. This Chinese company commenced working in 1884, in what was then referred to as the China pit. Although working under very primitive conditions, it is reported that, during the ten years they operated the property, they recovered in excess of $900,000 in gold. This somewhat large recovery was due to a local concentration, the result of Dancing Bill creek having meandered down that portion of the channel and washed off the overburden. In 1894, a syndicate composed largely of the Canadian Pacific Railway directorate of that time, with J. B. Hobson as their field manager, acquired the property, as the apparent magnitude of the operation was too great for the resources of the Chinese company. Mr. Hobson, during the first ten years of his regime, developed the mine into a large-scale hydraulic operation, and during that period, from 1894 to 1905, recovered approximately $1,234,000 in gold. In 1906, the property was sold to the Guggenheim Exploration Company, who retained Mr. Hobson as Manager and embarked on an extensive programme to bring in additional water. This project was never completed, however, work being suddenly abandoned in 1907 and the mine closed down. Shortly afterwards, the property was purchased by a small operator on what is believed to have been largely borrowed capital. This venture resulted in no production, but in much litigation, which eventually reached the Privy Council in 1920.

Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

An explosive may be defined as a substance (usually a mixture) that has the property of yielding, readily to combustion or oxidation upon application of flame or shock, the combustion or oxidation process being rapid and accompanied by formation of such relatively large quantities of gases that much violence and pressure are produced; these, in turn, react against their surroundings and cause what is termed an explosion. By their very nature their action is destructive and disruptive of adjunct materials; hence, all explosives axe potentially hazardous and every type of explosive, irrespective of its relative safety, should be handled, .stored, and used with utmost care at all times and under all conditions. It should always be remembered that any explosive can be rude safe only in certain of its features and under certain conditions and circumstance. If these facts (and they certainly are facts) are always kept in mind, most of the modern types of explosives can be utilized advantageously in our industrial life and with a considerable degree of safety. That commercial explosives can be handled. safely is borne out in part by the fact that in the past 15 years at least 3,000,000,000 pounds of the commercial explosive dynamite have been transported by railroads in the United State, without injury to any person, insofar as available records indicate.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

The accident-prevention record of the coal-mining industry in the United States was more favorable in 1936 than in 1935, both from the standpoint of the relative safety of the individual miner on the job and of the price in life and limb that the Nation paid for its year's supply of coal. The increase in relative safety of the individual miner was indicated by a lower death rate and a lower injury rate than in the preceding year per million man-hours of exposure to the hazards of mining; that is, per million hours of work performed by the employees. (See table 1.) A reduction in the price in life and limb that the Nation paid for a year's supply of coal was indicated by a smaller death rate and a smaller injury rate per million tons of coal produced. Thus the individual miner was a better insurance risk, as far as accidents were concerned, in 1936 than in 1935, and a ton of coal used in the homes and industries of the country represented less human suffering than in 1935. The two points of view are distinct, and both should be kept in mind when considering accidents and safety in coal mining or in other industries. More men were employed in 1936 than in 1935, and more workdays were available for the individual miner. Large gains were also made in the total number of man-shifts and man-hours worked in the industry as a whole. In number of tons of coal mined, 1936 showed large gains over 1935. Moreover, the average output of coal per man-hour worked was higher in 1936 than in 1935. All of these gains were made without lengthening the average number of hours of work per man per day.

This report 3/gives the results of a reconnaissance of the mining districts in Lander County, Nev., made from March 29 to April 20 and from May 9 to May 21, 1938, during which virtually all of the mining districts n the county were visited. No attempt has been made to include in this report all the mines and prospects in the various mining districts, and it should be stated that whether or not a property is mentioned herein has no. bearing on its merits. The report rovers the situation of the various districts, types of ore deposits, ownership and description of mines and prospects, information on past and current activity, and other information of economic interest likely to be useful to those interested in the development of our mineral resources. The names of the various districts mentioned are those generally used when they were organized for purposes of record and regulation. When originally organized, the districts embraced large areas with no well-defined boundaries, so that the names have little geographical significance.

REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.

INVESTIGATIONS by the Bureau of Mines of deposits containing strategic minerals were authorized by what has become known as the Strategic Materials Act (Public No. 117, 76th Congress, Chapter 190. 1st Session). A later act providing an appropriation for the first of four years through which the investigations are to be conducted was signed on Aug. 9, 1939. No time has since been lost as seven field projects already are being vigorously prosecuted, and two others no doubt soon will be in course of execution. Project engineers were at their stations within two days after funds had been made available. Crews have been hired; equipment and supplies have been purchased; 5 bids for diamond drilling have been obtained and the drilling has started base camps have been established: ground has been cleared; and several thousand feet of trenching, test-pitting, and sampling have already been done. At the Reno Experiment Station of the Bureau, a special metallurgical laboratory has been provided to make assays, analyses, and tests upon samples of ores from all projects under investigation.

LET'S imagine we are at the Grand L Coulee Dam, where daily 15,000 barrels of low-heat Portland cement and 27,000 tons of processed aggregate in various sizes are mixed to produce 30,000 tons of concrete. Inspect the autographic records which show for each 4-cu-yd. mixer batch of concrete the weights of its constituent materials including its several sizes of aggregate, cement, and water, and which also show the period of mixing and the consistency of the mix. Watch the inspectors sample and test the aggregate for gradation and moisture content of sand, and sample the concrete for homogeneity. Watch the huge buckets deposit the concrete in the forms. It looks too dry to handle, but the concrete vibrators make it melt away. Just enough vibration fully to com- pact the mass, but not enough to produce segregation of the materials; the inspector says when. See the sprinkler system covering all hardening concrete with a spray so that it may not thirst for water. Watch the cleaning of the top of an old lift preparatory to placing a new lift; the sand blasting; the blow-down; the mop-up; the minute inspection.

SOME extension of flying service to the mining industry occurred in 1938, particularly in Canada, where freighting activity radiated from Edmonton into the new northern mining districts. Again the airplane demonstrated its usefulness in getting new equipment rapidly into the field and in decreasing shutdown time while waiting for repairs. An 18-ton Caterpillar tractor with shovel attachment was disassembled, brought in by plane, and placed in operation at Berens River, Ont., within seven days after its de- livery at Winnipeg. At Central Patricia a mill breakdown required the replacement of a full mill head and trunnion with ball bearings, weighing 2700 lb. The Canadian Airways Junkers, termed the "flying boxcar," was called in from Yellowknife, 1300 mi. away, and the new installation was completed three days later.

MUCH has been said and written about deep mine shafts and deep drill holes as man in his search for mineral wealth digs deeper into the earth's crust. Each year some new extra depth is heralded as a record, but with unlimited possibilities of going still deeper. In contrast to "digging deep," "mining high" is limited by the height of the mountains (Mt. Everest being the maximum with its 29,000-ft. elevation) and also by the extent of human endurance. An ex- ample of what might be called near- stratosphere mining in what is probably the highest mine worked by compressed air in the world is seen in a recent project in the Andes mountains of southwestern Bolivia.

NONMETALLIC minerals (excluding fuels) arid their primary products produced annual in the United States have a value in excess of one billion dollars, or more than that of the metals, yet the lack of expert knowledge of some of the fundamental technical and economic aspects of this most important and complicated business is astonishing. This paper will deal with the economics of this non- metallic mineral field-the business of making money from producing these minerals. The incentive behind all business activity in a capitalistic economy is to make money-to plan so that each dollar invested in property, plant, equipment, services, and so on will return more than a dollar plus simple interest. Of course, business has social, civic, and national duties and responsibilities, but the fulfillment of these is largely dependent upon financial success.

The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.

PARTICULAR interest in the ventilation of deep mines, especially those in South Africa, has been created by a very complete system of cooling of the world's deepest mine, the Turf shaft of the Robinson Deep ill Johan-nesburg. The writer visited this mine in January, 1936, and again in 1937. During these visits and subsequently, a considerable part of the theory involved in rock cooling in tunnels was developed and this has been checked by practical observations of the rates of rock cooling made within mines. The purpose of this paper is to set forth the method of attack of the mine problem. The cooling or air conditioning of mines by the use of mechanical refrigeration was not wholly new 1-5 when the Robinson Deep installation was made. The first mine to be cooled was the Morro Velho mine, in Brazil. The first installation in this mine was put into operation in December 1920, the refrigerant being ammonia.5 The surface cooling gave considerable benefit but it proved inadequate as greater depths were reached, therefore in 1929 two centrifugal refrigerating machines were installed at the 6000-ft. level. These were used in conjunction with the surface cooling system to furnish additional cooling at the lower levels. This later installation used Carrene as a refrigerant. This nonflammable refrigerant, having a boiling point of 104° at sea level, insured reasonable safety, since all parts of the machine operated At subatmospheric pressure. Very favorable reports have been received on the effectiveness of this installation, but no recent data are available. An interesting feature of that plant is that the condenser water is cooled by spraying it into the exhaust air from the mine at the base of the ventilation upcast, which permits the water to be cooled within a few degrees of the wet-bulb temperature of the air entering the upcast, and the only water that has to be supplied for condensing purposes is that lost by evaporation, or about 0.5 per cent of the volume circulating through the condenser. This plan affords an ideal means for the removal of the heat load from the refrigerating system, and of course also from the mine itself. THE output of coal from the Province of Alberta reached its peak; in the year 1928, when 7,334,179 tons were produced. Following this, a steady decline was recorded, and in 1930 a low mark of 4,564, 290 tons was made. Since that time, however, the tendency has been upward, and this year (1937) 5,551,682 tons were produced, compared with 5,696, 375 tons in 1936 and 5,462,973 tons in 1935. The value of the output in 1937 was $14,434,969, against $14, 720,004 in 1936. The coals of Alberta have been classed under three heads, viz., domestic, sub-bituminous, and bituminous The domestic (or lignite) and the sub-bituminous coals are used chiefly for domestic purposes, with the possible exception of the smaller sizes and the output of the two stripping pits at Stereo and Coal Valley The bituminous output is used mainly by the railways, for locomotive purposes, which, in 1937, accounted for 80.6 per? cenr of the total sales of bituminous coal. A fair proportion is sold for stationary engine and steam purposes and, in 1937, 25,000 tons were used in making briquettes at plants operated by the Canmore Coal Company, Limited, and Brazeau Collieries, Limited. The International Coal & Coke Company, Limited, used 99,500 tons in their plant at Coleman, for making coke. The bulk of the 66,000 tons of coke produced was sold for use at the smelter at Trail, B.C.

The increasing use of Diesel engines for operating equipment on trunk-line railroads and for power-plant units has stimulated interest in the use of Diesel engines for other lines of work, among which is the possibility of substituting Diesel locomotives for trolley locomotives for mines. The possibility of developing Diesel locomotives for duty in American mines is not as remote as it might seem, particularly in view of the fact that locomotives of this type are already used in considerable numbers in European mines. A study of Diesel locomotives in Europe is contained in Report of Investigations 3320, Diesel Mine Locomotives - Development and Use in European Coal Mines, by George S. Rice and F. E. Harris.

PERUSAL of a list of present-day commercial explosives perhaps does not convey a full realization that there has been a great deal of improvement since the original dynamite was discovered nor that, in recent years, great developments have taken place in specialized explosives. This is true particularly of high-explosives for use in metalliferous mining or what is more commonly termed 'hard-rock' mining. Not many decades ago, only two or three types of explosive were avail-'able for commercial use. One was black blasting powder. Another was ordinary nitro-glycerin dynamite in various strengths. Black blasting powder remains with but very little change. Despite its ancient lineage, it is still with us as perhaps the sole explosive in use today which is almost identical in appearance, physical properties, and working ability or execution co the original. Which dynamite the story is different. Its evolution may be likened to that of the dog, nitro-glycerin as first discovered being the counterpart of the wild dog and, like it, dangerous and hard to control. The original dynamite as made by Nobel might then be considered as representing the first domesticaced species. This original dynamite, however, has been 'crossed with other bloods' until one sees now many distinct 'breeds' in the list. Present-day explosives still have the 'bark' and the 'bite', but with control and research have come many improvements; and types have been created which are specially adapted for particular kinds of work. We still have the direct descendant of Nobel's dynamite in the form of an improved nitro-glycerin dynamite. This C-I-L explosive, Polar Dynamite, is no longer the best type to use in the hunt for gold, silver, iron, and other metals. There have been developed other explosives more suitable for chat work. In Canada, such explosives are accomplishing this work effectively, not only where climatic conditions are moderate but through the rigours of our northern winters, with their sub-zero temperatures.

THE Polaris-Taku mine is a new gold property, situated in the far north-west corner of British Columbia. Production was started in November, 1937, at the rate of 150 tons a day, and recently has been increased to 200 tons. The property, which promises to become one of British Columbia's important gold mines, was developed and brought into production in twenty-nine months after work was started on it as a virtual prospect in June, 1935, by Edward C. Congdon and associates. Inaccessibility, extraordinarily complicated geological problems, and difficult metallurgy retarded development of the property before acquisition by the present interests, an::l, in fact, discouraged two companies that had spent substantial sums upon it from continuing development. This paper is concerned with reviewing the development of the property and describing the principal features of the geology, the mining and metallurgical practices, and the equipment employed. The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

This paper gives the cost and describes the mining of 55 tons of nickel-bearing rock by hand methods from a prospect in southern Nevada, June 15, 1937, by the Mining Division of the Bureau of Mines. The geology, mineralogy, and problems related to future development also are discussed briefly. The main object was to obtain a 55-ton sample within the limited period during which funds were available; little time was available to make a first-hand detailed study of the possibility of commercial ore deposits being found. The sample was desired by the Metallurgical Division of the Bureau for experimental purposes at the Electro-Metallurgical Station at Boulder City, Nev. The term "ore" is used loosely in the following discussion to designate dike material containing nickel and copper, without consideration of its commercial value.
