It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

THE stresses in the e simplest structures are often those we find most difficult to analyze. The most complex condition in mine stresses is found in simple tunnels where the roof, the sides, and the floor are a monolith. The functions of the parts are like the parts themselves not distinct and specialized, and the problems to be solved are like those in a metal structure with riveted joints or a redundancy of bars. This difficulty explains perhaps why the condition has not been treated. But just because it cannot be discussed in its entirety is no reason why it should be treated as an action of parts with specialized functions as a roof 'beans with supports and a foundation. The problem cannot be ignored on the ground that it is not of sufficient importance to warrant careful consideration, because conditions of complete monolithism, of which the tunnel is the type, are found materially unchanged) in room-and-pillar and in longwall work. This unity between roof, sides, and floor, which to the coal miner is a difficult conception, really deserves a scientific appellation, and perhaps holoid (from holos, whole, and eidos, form) will serve the purpose as well as any other. In a simple tunnel the roof, the sides, and the floor form integral parts of one and the same structure; and the distortion of one cannot be conceived without a consequent strain in the others. Thus when the roof of the tunnel droops by reason of its weight, the upper parts of the sides are drawn in because they are integrally-connected with the roof and must approach each other whenever, by the sagging of the roof, the distance between any two points in it is diminished. Norris, Wilkes-Barre, Pa.-I have had a little experience with gasoline locomotives and I want to indorse very strongly Mr. Hood's point with regard to the danger of carbon monoxide poisoning. I think .the terrible danger is not fully realized. I was foolish enough some time ago, in investigating a gasoline locomotive, to attempt to walk out of the mine entry behind it, and for several days I felt very seriously the carbon monoxide effects. The use of gasoline locomotives ought to be confined to mine entries where there is a very large amount of air. One of the grave dangers is their great convenience and the temptation to run them into chambers for just a few moments to get a car or two. GEORGE S. When my attention was. first directed to the type of gasoline locomotives which I saw in the foreign mines-France, Belgium, and Germany, I was most favorably impressed with them, and they have given no trouble on account of fumes, so far as I could learn. Large numbers of them were being used, but all were of small capacity, and of a kind in which the speed control is by a governor of the hit-or-miss type, the engine running continuously. Their power capacity was very low, if I remember correctly it was not over 4 or 5 h.p., but they were used under favorable conditions where the grades in the mines were slight, since the entries or tunnels bad a slight grade in favor of-the load, making about the same pull for the empties against the grade as for the load with the grade. I understand the hit-or-miss valve arrangement enables a setting that will give more perfect combustion than can be insured with the valve controlled by the operating man, as in the automobile type of valve and engine used in this country. Apparently the European type of locomotive does not have the capacity to permit use under the conditions existing in this country, where most of our entries or tunnels have variable grades and long heavy trips of mine cars are used.

Discussion of the paper of DWIGHT T. FARNHAM, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 93, September, 1914, pp. 2357 to 2364. DAVID T. DAY, Washington, D. C.-Do you know anything about the character of that clay as to organic matter? H. RIES, Ithaca, N. Y.-No; it is a dark brownish clay, sandy in its nature. The brownish coloring is probably due to organic matter. Some lignite is also present. DONALD W. Ross.*-I have worked at the plant under consideration. I have not seen Mr. Farnham's paper; but in answering the question as to the organic matter, I might say there is practically no organic material scattered through the shale. There are, however, several layers of carbonaceous shale and rather low-grade coal interbedded with the formation. There are two very serious drawbacks-one which threatens to shut down the plant and another which merely means the expenditure of money. The first is taking care of the sediment from the washing away of the overburden. The government is doing extensive work at different points about Lake Washington with a view to creating a fresh-water harbor for Seattle. I understand that they keep at the Denny-Renton people to keep the channel of Cedar River clear. The Denny-Renton Co. can hardly help filling up the channel so long as they continue their hydraulic work, so this is probably one of their most serious problems. The other is this: There is a large percentage of what I should call micaceous shale or sandstone-a sandstone which contains a large amount of light-colored mica. Of course only a limited amount of this can be used in the manufacture of paving brick. As they shoot down the bank after the overburden of gravel and loam is washed away, these large boulders of micaceous sandstone come down. The strata have apparently been crushed where the clay pit is located so that the exact formation cannot be readily determined. These pieces of sandstone, 5 or 6 ft. in diameter, have to be blasted and removed from the shale. They bother both in the open pit and in the tunnel mining. In the tunnel mining of the shale blocks frequently cover the holes in the roof of the tunnel through which the shale is loaded into cars.

THE underground haulage system in the lead-silver mine of the-Bunker Hill & Sullivan Co., situated at Kellogg, Idaho, is the most extensive in the Coeur d'Alène district, comprising about 35,000 ft. of tunnels, drifts, and cross-cuts where locomotive haulage is in use. The main working adit, known as the Kellogg tunnel, or No. 9 level, is approximately 10,000 ft. in length from the portal to the main working shaft and extends beyond that about 4,500 ft. in each of two directions. On this level all the ore from the Bunker Hill & Sullivan, the Sierra Nevada Consolidated, and the Caledonia Mining Co. an average of 44,600 tons per month-is hauled to the mills, located a short distance from the portal. Electric haulage by the trolley-type locomotive is used on this level throughout. Below this level, at intervals of 200 ft. vertically, are five other working levels (Nos. 10, 11, 12, 13, and 14); and the total haulage distance on these, where electric locomotives are used, is approximately 16,000 ft. No. 13 level has but recently been opened up and is not working-to capacity; while the main cross-cut on No. 14 has just been started, and has no need of power haulage. Of the four levels equipped with electric haulage, Nos. 11, 12, and 13 have storage-battery locomotives, and No. 10 still retains the trolley type by reason of the small and decreasing tonnage produced.

In June, 1911, the writer spent a few days in studying the economic geology of the vicinity of Park City. During this rather hurried visit a number of specimens of ore were collected, which have since been examind. The results of these investigations show that bournonite (PbCu-SbSa) is present in the ores in greater or less quantity. This fact has never before been reported, as far as can be learned. The failure to recognize this mineral is due to its similarity to tetrahedrite, with which it has probably been confused during a long period of years. Jamesonite (Pb2sb2s6) has been reported from the region in a rather doubtful manner, but the writer has seen it in notable amounts from several mines, and can offer the first analysis of this mineral from the district. Calamine (HzZn2SiO5) was found at one mine and has never been ecognized and reported from the district. Geogbaphy and Geology Park City, Utah, is located at an elevation of about 7,000 ft. above sea level on the eastern slope of the Wasatch mountains. It is situated approximately 25 miles southeast of Salt Lake City. ' The geology and ore deposits have been described in detail by Bout well and Woolsey.' The mines visited are situated south-southeast from the town. The Silver King Coalition mine is located in Woodside gulch about 1 mile southeast of Park City, at an altitude of about 8,100 ft. The other mines visited were the Daly West and Quincy, which are in Empire canyon about 2 miles sontheast of the town, at elevations of 8,300 to 8,500 ft. respectively. The Daly Judge tunnel goes into the mountain from Empire canyon about 1 mile south of the city, at an altitude of 7,700ft.

Electrification - Electric power is supplied to the mine by two systems. The first, the 500-volt direct-current trolley, was installed in 1897 when the Kellogg tunnel was started, and was extended as the tunnel advanced, being used for the first trainload of ore on Nov. 17, 1902, since which time it has been in continuous service. The current for the line is transmitted on a No. 00 copper wire as far as the shaft, and on No. 0 wire throughout the remaining length of the Kellogg tunnel; and until the installation of the storage-battery locomotives it was used in practically all the cross-cuts and drifts on each level below No. 9.

The direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1 It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The. shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. This report aims to discuss, from the viewpoint of the mining geologist, the bearing of topographic and geologic conditions on cer- tain problems that arose in the construction of the Panama Canal. T+ is published by the Bureau of Mines as a contribution to engineer- ing liters ure because it presents information that shows how geology and topography must be considered by the mining engineer in plan- ning excavations and in removing loose material and solid rock in the safest and most efficient manner. The printing of this bulletin has been approved by the governor of the Panama Canal, as it was impracticable for the Panama Canal to give this information to the general public in any of its publications. The "sword cut" of Goethals and his men did not sever the Isth- mian barrier; it merely clove the hills to a depth of 40 feet above sea level. This cut and the great areas of low valleys at both ends of it have been covered with fresh water to the 85-foot level. This high-level lake held by dams at either end, the 85-foot locks, by which ships enter it, and the dredged approaches from the two oceans constitute the Panama Canal. In the preparation of accurate estimates concerning the cost of large excavations information regarding the geologic conditions, as obtained by a study of natural features, is necessary. Drill holes and test pits will furnish supplementary geologic information, but without a gen- eral knowledge of the geologic conditions it will not be possible for the constructing engineer to answer such questions as the following: (1) What rock units will be encountered in the excavation and in what proportion? (2) What will be the cost of drilling each for blasting (3) How far apart and how deep must the drill holes be to efficiently break the rock of each to the proper size-not too fine nor yet too coarse? In this connection jointing, fissuring, bedding, toughness, and other physical characteristics must be considered (4) How steep will the slopes of the excavation stand, and to what extent will they wash and trench on exposure to the atmosphere? (5) What proportion of the material to be excavated is of such physical character that it may be utilized in any other part of the project, such as in concrete construction, road making, wharves, breakwaters, riprap work, etc.

In this report an attempt is made to discuss the first cost of each of several types of mine-ventilation stoppings, as well as the total annual expense of maintaining a stopping during its required period of service. Such data furnish a basis for comparison of the efficiency of the different types, and are of great importance to an engineer planning the development of a mine. The data given were obtained through an investigation conducted under a cooperative agreement between the Bureau of Mines, the Illinois State Geological Survey, and the department of mining engineering of the University of Illinois. The report itself is published by the Bureau of Mines as a contribution to the literature on safety and efficiency in coal mining.

This report presents the results of an investigation begun by the Government in the summer of 1907, the investigation being started under the immediate supervision of Dr. J. A. Holmes and continued under him as director after it was transferred to the Bureau of Mines in 1910, the field studies being completed in the spring of 1912. The purpose of the investigation was to obtain information on the origin of the inflammable gases in coal and the conditions under which they occur. It was especially intended to ascertain whether there was any relation between the occurrence of gas and the structural or other geologic features of the coal beds. To this end many months were spent in mines and much time was devoted to the examination of mine maps, bore-hole records, and other data made available by the kindness of various coal companies. Two fields of work were selected-one in the northern anthracite basin of Pennsylvania, where the beds are considerably flexed, and the other in the southern part of the bituminous coal field of Illinois, where the beds lie nearly horizontal. In order to take advantage of results of previous investigations of the same general subject, an extended examination was made of reports of various investigators in Europe and America. A digest of the information obtained from these publications is included in the first part of this report, which constitutes an introduction to the discussion of the conditions governing the occurrence of inflammable gas in coal beds.

When a gasoline locomotive is used in a mine there is danger of the noxious gases of the exhaust vitiating the air, but if enough air is circulating in those parts of the mine in which the locomotive is used, these gases are so diluted that they are rendered harmless, and the health of the workmen is not affected. In some mines the use of gasoline locomotives is impracticable, though in the majority of mines where they have been tried they have proved to be safe and economical. To determine the limitations that should surround the use of these machines in mines so that they shall not be detrimental to health and so that their economic advantage may be retained, it is necessary to ascertain the volume and the character of the exhaust gases and the amount of these gases that may be safely allowed in the mine air, and also to determine safe conditions of operation. The problem is primarily one of ventilation and like all ventilation problems must be intelligently computed to meet the conditions of each mine. The investigation described in this bulletin was undertaken 'by the Bureau of Mines in an endeavor to obtain exact information on some of the basal questions involved in the use of gasoline locomotives in mines, this investigation being one of many that the bureau has been conducting in its efforts to increase safety and efficiency in mining.

A complaint in an action to quiet title to minerals and to the min- eral rights in certain land is insufficient in the absence of a direct allegation of possession, although it avers that the plaintiff from the time of receiving the conveyance assessed the mineral interest for taxes each year and paid the taxes thereon and exercised various acts of ownership of such mineral interests, in that he caused test pits to be dug on the land for the purpose of exploring the minerals and ascertaining their quality and extent, in going upon the land and looking after them from time to time, and that he accompanied or caused his agents to accompany prospective purchasers of such mineral interests and exhibited the same to such prospective pur- chasers in efforts to sell them. ORES PROCESS OF ORE CONCENTRATION-PATENTABILITY. The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. In an action by the grantor of a certain mine and mining property against his grantee to recover damages for the conversion of a quantity of ore that the grantor before the conveyance had mined and extracted from the mine and placed on the dump near the mine, the plaintiff is not entitled to recover where it appears that at the time the ore was placed on the dump the mine was owned and operated by a mining company and that at the time the ore was taken out of the mine the company had no intention of doing anything with it but simply deposited it on the dump as waste and to give an opportunity to develop the mine and get better ore to send to the smelter, and that

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. This paper will be confined to a discussion of the methods in use in the property of the Lehigh Coal & Navigation Co. in the Panther Creek valley. Only the methods used in mining the Mammoth vein will be .considered, as the methods in use in the smaller veins are adaptations of the same. Typical cross-sections of the coal basin are shown in Figs. 1, 2, and 3. The Mammoth vein varies in thickness. It is 21 ft. at one colliery, 50 to 125 ft. at another, and over 200 ft. at still another. Its normal thickness is 35 to 40 ft. At some points in the Panther Creek basin the Mammoth vein is made up of three splits-the Bottom, Middle, and Top, while in other portions the dividing strata between the benches amount to only 1 ½ to 2 ½ ft., and the vein is practically in one. The section of the Mammoth vein shown in Fig. 4 was taken at the Greenwood colliery, and shows a thickness of 60 ft. The miners know it by benches, as follows:. The Three-Foot, the Four-Foot, the Eighteen-Inch Slate, the Bony, the Grey Slate, the Grain Clear, the Five-Foot, the Seven-Foot, the Slaty or Dirty benches, the Blue Slate, and the Top bench. The present-day methods of mining are an outgrowth of the experiences of the last 100 years in this territory. The first attempt at mining, according to the company's maps, was made at Summit Hill in 1792, when open cuts and pits were made. Later the pillar-and-breast method was introduced. This and other methods will be discussed hereinafter. Drifts, slopes, and shafts, according to the requirements and physical conditions, are the main openings, from which the gangways are driven. The gangways (haulageways) and airways are driven along the strike of the vein; the gangways in the various veins on the same level being connected by tunnels through the intervening rock. The gangways and airways in thick veins are heavily timbered ;throughout. The sets of timber, consisting of a collar and two legs, are spaced 5 ft. apart, and later, after the ground :has settled, additional sets, called "liners" or "relief sets," are placed between, to relieve the strain on the original timbers, so that the result is a set of timber every 2 ½ ft.

Description of Quarry THE shale used at the Renton plant of the Denny-Renton Clay Coal Co., for the manufacture of vitrified paving brick occurs in a hill rising from 200 to 300 ft. above the level of the valley in which the plant is situated. The shale deposit, which is of unknown thickness pitches about 10° to the southeast. The 150-ft. face worked extends approximately east and west, so that the clip, as shown by the photograph, is to the left and into the hill. The shale is overlain with about 50 ft. of gravel, 70 ft. of clay, and 30 ft. of mixed loam and gravel, making altogether from 125 to 150 ft. of overburden. Disposal of Overburden The overburden is removed by sluicing. For this purpose a No. 2 Joshua Hendy giant is used, throwing a 12-in. stream', and having 60 lb. pressure at the nozzle. The water is drawn through an 8-in. pipe from Cedar river, about 1,000 ft. distant, by means of a Worthington four-stage centrifugal pump, direct connected with a 100-h.p. motor placed just south of the factory, and 1,500 ft. from the nozzle This plant handles the material satisfactorily to a height of about 75 ft. above the level of the top of the shale. When the higher levels are worked, an auxiliary plant consisting of a four-stage Byron Jackson centrifugal pump with a 100-h.p., belt-connected motor, is thrown into the system. This plant is situated on top of the shale and can be discerned at the extreme right of the trestle work in Fig. 1.
