In 1994, the East Bay Municipal Utility District (EBMUD) commenced a system-wide Seismic Improvement Program to protect their facilities from catastrophic damage. A primary focus of this program has been on retrofitting the 75-year old Claremont Tunnel, which crosses the active Hayward Fault zone. A large earthquake on the Hayward Fault could generate enough right-lateral fault slip to effectively sever this important lifeline. The retrofit project involves construction of a new bypass tunnel through the Hayward Fault zone, together with systematic contact grouting and localized structural repair of the existing concrete liner. Several innovative design measures have been incorporated into the seismic retrofit design, including an oversized tunnel cross section, backfill concrete side drifts, seismic isolation of an internal structural pipe, and shear fuses in the final lining.

The rapidly increasing use of motor vehicles in the United States has introduced an entirely new problem in the proper ventilation oftunnels , subways , and other confined spaces through which such machines must pass . This problem was brought to the attention of the Bureau of Mines by the New York and New Jersey State Bridge and Tunnel Commissions with reference to the ventilation of the proposed vehicular tunnel under the Hudson River . This tunnel , consisting of twin tubes 29 feet in diameter and 8500 feet long between entrance and exit , presented an unprecedented problem in ventilation both on account of its length and on account of the traffic density , which is expected to reach a maximum of 1900 vehicles per hour . An exhaustive study by the tunnel engineers of all available data on the amount and composition of automobile exhaust gas disclosed very little information on the percentage of carbon monoxide in motor exhaust gas from the average run of automobiles and trucks under actual operating conditions on the road. It was well known that carburetor adjustment and other operating factors changed the percentage of the poisonous constituent , carbon monoxide , from practically 0 to 12 or 13 per cent ; but no safe estimate could be made of the most probable figure without further investigation .

At the 9th International Conference of Directors of Safety in Mines Research a paper6/ was presented describing the initial phases of research by the Safety in Mines Research Establishment at Buxton, England, on the remote control of timber fires with high-expansion foam plugs in a rock tunnel. The work received extensive publicity, and great interest was aroused by the implied possibility that the method might be used successfully to control coal-mine fires, which for various reasons cannot be approached and attacked by standard fire fighting measures and frequently require sealing extensive, valuable coal properties and lead to loss of production and coal reserves and occasionally loss of lives. To investigate the practicability of the foam-plug technique under American min¬ing conditions, with room-and-pillar-type extraction and multiple entries, the Bureau of Mines in 1957 began an investigation at its Experimental Coal Mine, Bruceton, Pa, In preparation for this work it was necessary to rehabilitate and reinforce an elliptical tunnel in the mine where studies had been made, many years ago, leading to development of a ventilation system used in the Holland Tunnels between New York and New Jersey, and in many other vehicular tunnels.

This paper presents a novel model to assess the risk of adjacent buildings in tunnelling environments based on Extended Cloud Model (ECM). ECM is an organic integration of Extension Theory (ET) and Cloud Model (CM), where ET is appropriately employed to flexibly expand the variable range from [0, 1] to (-8, +8), and CM is used to overcome the randomness and fuzziness during the gradation of evaluation factors. The risk level of a specific adjacent building is assessed by the correlation with the cloud models. A confidence indicator ? is proposed to illustrate the rationality and reliability of evaluating results. Ten buildings adjacent to Wuhan Metro Line Two (WMLT) are randomly chosen among hundreds of adjacent buildings for a case study. Results have proved to be consistent with the actual situation. Compared with other traditional evaluation methods, ECM has been verified to be a more competitive solution with high calculation accuracy, wide adaptability, as well as simplified computer programming. There are no stringent requirements on the quantity of training data during the modelling process, and the original data can be directly entered into ECM without a normalization procedure, avoiding the potential information loss. ECM can be offered as a decision support tool for the risk assessment in urban tunnelling construction and worth popularizing in other similar complicated projects.

"Aiming at the problems of the existing calculation methods for the support pressures of shallow tunnels in layered jointed rock strata, by using OAT (orthogonal array testing strategy) and DEM (distinct element method), 12 influencing factors including the thickness of the weathered overburden, and the states of the rock joints were considered. Then, the classification of the loosening zone was analysized. On this basis, by using the DEA (data envelopment analysis) theory, quantitative analysis on the influencing factors was conducted. By analyzing the influence of the key factors, a prediction formula of the boundary of the ringent trumpet-shaped loosening zone was established. According to principles of stress transformation, the formula of support pressures of the loosening zone which could considering the key factors were deduced. Finally, a practical case was introduced and studied to verify the proposed method.INTRODUCTIONIn recent years, various urban subway tunnels are increasingly carried out through jointed rock strata in many cities. Rock masses are discontinuous mediums with fissures, fractures, joints, bedding planes, and faults. The frequency of joints, their orientation with respect to the engineering structures, and the roughness of the joint have a significant importance from the stability point of view. However, there is a lack of understanding about the influence of the joints on the stability of tunnels. Therefore, how to measure the degree of the joints’ influence is a problem that needs to be solved.For the calculation of the support pressures, until now, many research results were focused on soil ground (Bierbäumer 1913; Terzaghi, 1943; Peck, 1969; Sabatini et al., 1999). In terms of site tests and model indoor tests, by measuring strut loads and calculating earth pressure based on strut spacing, the results proposed by Peck (1969) and Tschebotarioff (1973) have been widely used in practice for designing excavation support systems under sand (drained) and clay (undrained) soil conditions. Note that, it is unclear whether these findings could be extended to rock strata. For numerical simulations, how to simulate the states of the rock joints is a key problem that needs to be solved."

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

"There’s no fast way to add more than four miles of track, most of it underground, to the Sound Transit Link Light Rail system in the Seattle area. But increasingly busy traffic through a number of neighborhoods made it necessary. That’s the challenge a joint venture of several tunneling contractors faced when starting its portion of the $1.9 billion Northgate Link Extension in 2013, and the project is still keeping them busy three years later. Completion will mean just a 14-minute ride from Northgate to downtown for an extra 60,000 passengers by 2030. The transit lines will join 58 km (36 miles) of new and under-construction light rail lines running north, east and south from Seattle.Voters, tired of long commute times, approved the project, a key part of Seattle’s regional mass transit system, in 2008. The extension is part of a plan adopted by the Sound Transit board in 1996 to connect the region’s major activity centers. The Northgate project is meant to relieve one of the area’s most congested traffic areas by connecting the Northgate, Roosevelt and University District neighborhoods to existing routes including downtown Seattle and SeaTac airport.Sound Transit dedicated more than a quarter of the project’s estimated expense — $440 million -— to general contractor JCM Northlink LLC to handle the tunnel segment. JCM is a joint venture formed in 2013 between Jay Dee Contractors of Livonia, MI, Frank Coluccio Construction of Seattle, WA and Michels Corp. of Brownsville, WI. The contractors regularly collaborate on large-scale projects and brought experience working on a different section of the extension they completed in 2013.JCM project leaders knew immediately that the schedule would be demanding. They had to work around the clock, six days a week to meet deadlines. The extension runs through highly populated areas, meaning contractors had to follow strict city noise restrictions between 10 p.m. and 7 a.m. Plus, supervisors needed to manage the scheduling of nearly 250 employees to keep work running smoothly.“We had eight different operations and four different subcontractors trying to work in one tunnel,” said Chris Wood, JCM site project superintendent. “It’s important that we keep work linear. That’s the biggest challenge: keeping a path in and out so you can pour concrete, keep electricians and carpenters going, and accomplish everything else.”"

The Rapidex continuous drill and blast tunneling concept utilizes a unique spiral blasting pattern that permits efficient performance with relatively small single shots, while at the same time directing major blast fragments at right angles to the tunnel axis. The concept's self-shielding geometry permits the design of a lightly shielded machine that can stay at the tunnel face firing frequent small blasts to provide rapid, virtually continuous advance. This paper describes Phase III of the development program (supported under Bureau of Mines contract H0252047) in which the "front end" of the machine?drilling loading, and shooting components, together with the shield--was fabricated and field tested underground at the White Pine Copper mine, Michigan. One of the major accomplishments of the Phase III effort was to develop a fully remote controlled loading and initiation system in which explosive slurry is pushed, through a hose into the blasthole by a small water-driven piston carrying the blasting cap. The cap is ignited via an induction coil just prior to entry into the borehole, after which a delay permits complete -withdrawal and shielding of the loading hose. The ultimate objective of the present Bureau-sponsored program is to evaluate the feasibility of mechanizing hard rock mining operations, such as development to a point where drilling, loading, shooting, and mucking can proceed simultaneously and result in increased productivity.

World urban expansion puts constraints on the available land surface area of our major cities both for accommodating people as well as providing infrastructure and services whilst at the same time attempting to preserve the remaining natural environment. Whilst consideration is often given to underground planning for private and public transport infrastructure, the author is of the opinion that the current lack of underground planning of our cities that are suitable for underground development will have major long implications when finally the need for underground space planning is critical and ultimately recognised. This paper identifies the need for our city planners to integrate surface planning and underground planning as a ‘total planning solution’ where the city plan incorporates the elements of underground space planning as identified in this paper. Investigations by the author reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. The author uses the City of Brisbane as a case study for the potential introduction of underground space planning as part of the city plan. Despite efforts by the author to include the planning concept of underground commercial development in the latest Brisbane City Plan 2014 as well as four underground space workshops in Brisbane over the past 20 year through the Australasian Tunnelling Society (ATS), underground space planning for the City of Brisbane, apart from infrastructure projects, is not considered of significance to the City of Brisbane.CITATION:Robertson, A C, 2014. The application of high technology to monitor and control fire life safety, critical functionality in tunnels and underground spaces generally has progressed at an ever accelerating rate over the past decade. Today these systems comprise some of the most complex and little understood aspects of the tunnel/underground facility construction industry, with this area being perceived as high risk comprising impenetrably complex ‘black box’ technology covered in blinking LEDs. This paper will seek to explode some urban myths and common misconceptions associated with such systems, providing its intended audience with a review of what all this technology comprises and where the real risks lie in its delivery lie.The author contends (and looks to support such contention via this paper) that by applying baseline project and risk management processes to the procurement of this widely misunderstood black box technology, the quality of the final outcome can be much improved, driving innovation, reducing both cost and significantly mitigating delivery risk.CITATION:Taylor, G M, 2014. "This paper presents an overview of Alberta Oil Sands Technology Research Authority's in situ oil sands recovery project at its underground test facility near Fort McMurray. It covers the rationale for horizontal wells drilled from tunnels below the oil sands, the tunnel layout, the drilling program, and the recovery process and facilities. INTRODUCTIONThe Alberta Oil Sands Technology and Research Authority (AOSTRA) has constructed an Underground Test Facility (UTF) in the Athabasca oil sands deposit in northern Alberta, approximately 50 km northwest of Fort McMurray (Fig. 1). The facility initially is to serve as an underground laboratory from which to field test new approaches to in situ recovery of the bitumen (oil) in the Athabasca deposit.The UTF employs mine access to get at the effective exploitation of an oil reservoir. It does so, however, under conditions considerably more difficult than those faced by most other applications of the technology. Because of the unconsolidated nature of the McMurray formation, the development of drilling chambers directly in the reservoir would be prohibitively expensive. Further, mobilization of the extremely viscous bitumen requires intensive steam stimulation with the attendant concerns of large, complex well completions and potentially hazardous operations Over-all, the oil sands presents mining, drilling and operations challenges which push the technology to a new state-of-the-art. The UTF as it now exists consists of:• a 20 000 ha lease with all-weather road access;• 925 m of 5 m by 4 m tunnels in the limestone 15 m below the oil sands at roof depth of 178 m below the surface (Fig. 2);• two 3 m diameter steel lined shafts to a depth of 213 m;• administration and sur face mine support facilities from which to operate the UTF (Figs. 3 and 4);• underground piping systems to transport drill fluids, steam, produced fluids and services to and from the future well heads underground (Fig. 5);• surface steam generation and production handling facilities (Figs . 3 and 4).• a drilling rig and auxiliary systems specifically designed to drill long horizontal wells into the oil sands from tunnels in the underlying limestone (Fig. 6);• an experienced staff to engineer and operate the facility (Fig. 7)"

A new portal and access drift was constructed by Concrete Constructions for BHPÆs Elouera Colliery, south of Wollongong.The portal area at the base of the Illawarra Escarpment is in soft colluvium material, underlain by highly to moderately weathered sandstone. The area has a well documented history of slope movement or slope creep and one of the main criteria for the design was to minimise disturbance to the unstable slope by limiting the excavation for the portal establishment. This was achieved by incorporating a sloped headwall and gabion wingwalls to accommodate the anticipated creep and groundwater seepage.Main features of the design process also included the provision of both primary and secondary support in a single shell application and the use of canopy tubes to provide support ahead of the tunnel face.The active involvement of the designer during the construction phase and the flexibility of the design concept allowed changes to the support methodology to be carried out as excavation proceeded.This paper describes the design process undertaken for portal establishment and access drift to cater for the variability of the exposed ground conditions along the drift alignment.

The Domain and Burnley Tunnels, which are major features of the Melbourne City Link Project, are MelbourneÆs first road tunnels. They are 1.6 km and 3.5 km in length respectively and are being constructed through a variety of ground conditions. Deeper sections of the tunnels have been driven through the Silurian mudstone which underlies Melbourne. Other shallower sections of the tunnels pass through a variety of ground conditions including silts, sands, clay and rock and have been constructed using both top-down and bottom-up cut and cover construction techniques. The Yarra River Crossing is a 140 m length of the Domain Tunnel which crosses under the Yarra River on a relatively shallow alignment. The crossing of the river using cut and cover techniques was identified in the early stages of design development as being one of the most challenging stages of the works on the Southern Link. The prevalence of varying geological conditions combined with the need for maintained traffic and stream flow conditions provided a demanding and often conflicting set of criteria for which there appeared to be no one clear solution. A team of designers, constructors, estimators and specialist contractors were involved in a concept evaluation and risk analysis study spanning a period of approximately 12 months. During this study, four concepts were considered as likely contenders. This paper provides a brief outline of the four concepts addressing their relative merits, disadvantages and risks followed by a detailed description of the adopted solution, namely top-down construction using secant pile walling (east bank) and bottom-up in situ construction (west bank).

The Myojin Tunnel, located on the Shikoku Expressway being constructed by the Japan Highway Public Corporation, is 3,770 m long with a cross sectional area of 80 m2. Kajima Corporation, the contractor for the northern construction section of this tunnel, adopted here its newly developed "mini-bench" method of excavation. The objectives of this method were 1. to be able to perform all tunnelling operations using the whole cross sectional area of the tunnel under any ground conditions, and 2. to be able to vary the length of the mini-bench within the range of 0 to 7 m according to ground conditions. In order to achieve these objectives, original, sophisticated equipment was developed and employed in the work. One of the newly developed machines is a special jumbo, a hydraulic crawler jumbo with five rotary type booms. This machine is capable of accommodating variation in the length of the mini-bench accompanying changes in ground conditions and is equipped with a special mechanism by which the positions of the booms can be controlled by means of hydraulic cylinders. Also developed was a shotcrete robot for use with the mini-bench method which has the control board near the shotcrete nozzle for close control of application.

The Northside Storage Tunnel Project in Sydney includes over 20 km of TBM driven tunnels, over three km of declines and major caverns and pump rooms. The paper describes methods used for design on the project. Emphasis is given to the refinement of the use of empirical rock mass classifications, and to the use of discontinuum numerical methods. The use of empirical rock mass classifications in Sydney sandstone has usually led to conservative design because the systems are based on a random orientation of joints in the rockmass. Because the joint sets are usually oriented in a way that is beneficial for tunnelling, limits must be placed on the parameters used in the classifications system. The paper discusses these limits and the derivation of the parameters. The use of numerical methods in Sydney sandstone is discussed. Continuum methods have their uses, but discontinuum methods are preferred. The use of UDEC has been validated against a previous project, the New Southern Railway. Recommendations are given for UDEC models. In Sydney's geology, so advantageous for tunnelling, the challenges of this project have been to make the best use of the good conditions, while maintaining safety for the workforce and the future operators of the project.

Watertightness is of central importance in hydraulic and underground structures but has always been associated with a risk, as demonstrated by the very high impact that water inflows have on the damage of linings and infrastructure (Howard, 1991; Sandrone and Labiouse, 2011). Concrete is vulnerable to groundwater and chemical contaminants in the soil. These can leach into the pores and cracks of the concrete and degrade its integrity, causing spalling and corroding the reinforcing steel. Moisture migrating into the building can also degrade structural elements over time and lead to mold and other hazards to occupants’ health. In this connection, the demands placed on the setup and detailed design of the seal depending on the negative influence by water on the one hand and on the other hand on the function of a construction in view to its watertightness classification. Thus, the reliable functioning of a seal is of particular significance in the case of traffic tunnels, which are not easily accessible for all subsequent repairs after the construction in seepage water and especially when located in a pressure water zone (risk–cost assessment). Requirements for the long-term efficiency and quality of underground structures have increased in recent decades. Today, the standard lifetime requirement for an underground infrastructure project is 100 to 120 years and, in some cases, even higher. This calls for high increased attention to the durability of the whole structure and of each individual element. Standards, which started as application guidelines given by the manufacturers, are available in the market since the 1980s and are constantly adapted to the current developments in various technical committees. Differentiations are made between: Manufactures application guidelines, case studies or published articles Test standards for the laboratory to guideline the testing procedures (air temperature, type of test equipment, dimensions, test speed, test duration, concentration, type of liquids, monitoring, tolerances, interpretation of results, documentation, etc.), developed by committees based on material and laboratory experts Application standards, which include test standards but also the related minimum performance requirements (values) for material, processing, and quality assurance (practical tolerances), developed by committees based on a wide range of experts (e.g., designers, construction companies, applicators, manufactures, owners, test institutes, quality engineers) and therefore also based on a wide field of experience, different views and up-dated case studies. Coal dust is hazardous to underground coal workers and water spray is the most common and economic method for controlling coal dust. Previous studies proved that the addition of surfactants can improve the performance of water spray on coal dust suppression. The evaluation methods for surfactants vary from different studies. The zeta potential test is a common method for evaluating surfactants with ionicity. Generally, the suspension of coal dust with pure water usually showed a negative value of zeta potential. The addition of cationic surfactants can increase the zeta potential to a positive value with a small dosage, while the addition of anionic surfactants can only lower the zeta potential. However, there is a lack of comprehensive study to investigate the relationship between the zeta potential and the suppression performance for coal dust. The aim of this study is to reveal the consistency and discrepancy between the zeta potential and the suppression efficiency of a surfactant. Firstly, the mixture of cationic surfactant solutions and coal dust would be evaluated by the zeta potential test. The wind tunnel tests would then be conducted for the same surfactant solutions to measure and calculate the suppression efficiency. It was found that the addition of surfactant can increase the zeta potential and the suppression efficiency and it reached the greatest efficiency when the zeta potential approached to zero. The equilibrium of zeta potential can benefit the suppression performance of surfactants in the wind tunnel test. The result of this study can achieve a better understanding of the mechanism for coal dust suppression. The selection of surfactants will also be suggested for researchers or industries in terms of coal dust control. It would be more economic if a similar performance could be achieved by less consumption of surfactants.

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. Full-face tunnelling machines were introduced into German coal mines 12 years ago. It was aimed to utilize these highly efficient systems to drive mine tunnels in rock so that the large demand for development work in some mines could be met. A characteristic feature of coal deposits in Germany - and particularly in the Ruhr Area - is a thick overburden strata. Access is therefore only possible through vertical shafts. A network of horizontal drivages leading from these shafts open the deposits between the different mine levels. The hardcoal-bearing formations are multi-folded and heavily tectonically stressed. Apart from a few extensive fault zones there are many single faults of different natures in the carboniferous strata. During the course of decades coal mining has penetrated to ever increasing depths. Nowadays coal is mined from depths of between 600 m and 1,200 m. The effects of ground pressure in connection with extremely varying rock strengths and high temperatures are particular difficulties which have to be overcome during drivage work. The first full-face tunnelling machines to be applied in the mines had originally bee deigned and developed for tunnelling projects. Not only the machines themselves, but also the back-up equipment had to be adapted to meet the special demands of German coal mines.
