Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

"DEFINITION OF THE REGION, ITS BOUNDARIES, AND PHYSICAL AND GE'OLOGICAL CHARACTERISTICSTHIS PAPER concerns the Western Cordilleran region, embracing most of British Columbia, the southern half of Yukon Territory and the southwestern most part of the District of MacKenzie. It excludes Vancouver Island and the Queen Charlotte Islands, which are discussed in a background paper on the Pacific Continental Shelf. The region is bounded on the south by the northwestern United States, on the west by the continental shelf and Alaska, on the north by the front of the Ogilvie Mountains, on the northeast by the axis of the MacKenzie Mountains and on the east by the Rocky Mountain Trench.The region is dominated by two mountain chains that con tain icefields and glaciers: the St. Elias, Coast and Cascade Mountains in the west; the Selwyn, Pelly, Cassiar, Omineca and Columbia Mountains in the east. The Intermontane region between these mountain chains consists of lower mountains and plateaus. In the mountains, the region above the timberline and many of the steep valley-walls provide good exposures of rock, but these areas are subject to rockslides and landslides and in winter to snow avalanches. Much of the Western Cordillera was covered by ice-sheets at various times during the Pleistocene epoch. Consequently, the larger valleys in the mountains and much of the Intermontane region contain much glacial drift and alluvium and only limited exposures of rock. This same terrain in the Southern Cordillera, however, is the most favourable for agriculture. Parts of the region, particularly in the two mountain chains, are heavily forested. Elsewhere, the forest cover is less, with grassland prevailing in the south and tundra in the north."

The Bureau of Mines and many member companies of the Industrial Sand Association have been working in several areas to reduce personal exposure to respirable dust. Areas investigated include ventilation, modification of hardware, moisture addition to the product, and improved housekeeping practices. Ventilation systems have been devised and shown to contain 100 pct of a tracer gas released within the hood. An industrial clean air island has been developed and shown to reduce dust levels 90 pct at the opera- tor's position, Modification of hardware on a bag filling machine has been demonstrated to reduce dust 83 pct at the machine operator's lapel. This particular development has been termed a significant advancement in the state-of-the-art of bag filling by industry representatives. Addition of moisture to dried product materials has been tested with results showing dust reductions of 90 pct are possible!, Control of the moisture addition method still needs refinement and costs may be prohibitive. Dust sampling results clearly show the benefits of housekeeping practices such as building cleaning and vacuum sweeping. Rotation of work schedules is also effective for reducing personal exposure.

The Brewer mine, near Jefferson, Chesterfield County, S. C., was originally operated as a gold mine. As late as 1890 this mine was reported to have been one of the large gold producers in the southeast. Occurrence of topaz on the Brewer property was not reported until 1935, when it was discovered, by Parks3/ and Parks of the Federal Geological Survey while they were investigating gold deposits in the Piedmont province.

The Bureau of Mines investigated factors that influence the formation of methane and other hydrocarbon gases in coal, which is an integral part of the coalification process. Coalification begins with a biogenetic stage in which plant debris decomposes and peat is formed; methane and CO2 are the predominant gases produced during this stage. During the diagenetic stage of coalification hydrogen and the hydrocarbon gases methane, ethane, ethylene, propane, propylene, butene, iso- and normal butane, and pentane are formed by dissociation of the organic material. Methane may also be produced by a secondary reaction of hydrogen with unsaturates or by the reduction of CO2. The gas contained in coalbeds is a mixture of methane, C2 through C5 alkanes, CO2, 02, N2, H2, and H2; its heating value is equivalent to that of natural gas. The gas content of coal depends on many variables, but an empirical relationship between adsorptive capacity, rank, and depth has been observed.

With increasing land development, the potential of fatalities from abandoned mine shafts increases. To minimize potential liability, shaft closure should be a critical part of mined land reclamation. The Bureau of Mines is conducting research into using lightweight foam concrete in sealing abandoned coal mine shafts. A demonstration seal consisted of a 3m thick foam concrete plug to provide lateral stability inside the shaft. A high density concrete cap provided load-bearing capacity for a 100-year service life. The USBM has also completed research into changes in foam concrete when it is pumped or dropped from different heights. It is concluded from the research that foam concrete can undergo significant air loss with pumping or dropping. This foretells significant changes in the characteristics of the concrete as well as an increase in the weight and cost of the in-place concrete seal. When using foam concrete to seal abandoned mine shafts, care must be taken to minimize air loss during placement.

"An underground environment with high air temperature and humidity conditions generated from various heat and moisture sources can significantly affect the thermoregulation processes of the human body. This can lead to a series of heat-related illnesses such as heat exhaustion, heat cramps and heat stroke. The majority of the metabolic energy of a mine worker results in the production of heat. If the human body is to maintain thermal equilibrium, then this metabolic heat must be transferred to the ambient surroundings at the same rate. The heat loss from the human body occurs through a combination of heat transfer processes, such as respiratory heat exchange, convection, radiation and evaporation. If the heat loss from the human body to the ambient surroundings is less than the metabolic heat produced, the excess will be accumulated within the human body, which will result in a rise in the core and skin temperatures. This can ultimately lead to a heat-related illness or a combination of heat-related illnesses. This paper aims to discuss major heat-related issues and provide an overview of various mine ventilation and cooling systems, which can be employed to overcome high levels of heat and humidity in underground mines. In this paper, the effects of heat exposure on the health, safety and productivity of the mine workers are also highlighted. IntroductionMining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injuries over the last century (Coleman and Kerkering, 2007; Saleh and Cummings 2011; Jacklitsch, Musolin and Kim, 2016). Occupational health hazards within the mining industry include hazards that are physical, such as traumatic injury or hearing loss; chemical, such as silica or diesel particulate matter; biological; ergonomic; and psychological (Donoghue, 2004; Saleh and Cummings, 2011). The effects of some of these hazards can be diagnosed immediately, while many, like black-lung and silicosis, will have long-term effects on the health, safety and life quality of mine workers (Donoghue, 2004; National Institute for Occupational Safety and Health, NIOSH, 2000). Among these hazards, exposure to heat and humidity can significantly affect the safety, health and productivity of mine workers, particularly in deep and hot underground mines (Roghanchi, Sunkpal and Kocsis, 2015). Short-term acute heat exposures can cause a rise in the core temperature of the human body, which can result in a heat-related illness or combination of heat-related illnesses. Adverse long-term chronic heat exposure can generate serious occupational heat-related illnesses, such as cardiovascular diseases, mental health problems and chronic kidney diseases. High core body temperatures coupled with dehydration can generate negative behavioral effects such as physical fatigue, irritability, lethargy, impaired judgment, loss of dexterity and loss of concentration (Xiang et al., 2014)"

"Although silicosis has been studied extensively, the mechanism is still not fully understood. Experiments do provide evidence that the actions of unique properties of silica surface on the cell membrane are the starting point of silicotic processes. This paper summarizes literature on chemical properties of silica surface, and the effect of particle size on silica toxicity. This paper also discusses the ways in which silica dusts are thought to interact with the cell membrane, with emphasis on freshness, hydrogen bonding, and free-radical interactions.INTRODUCTIONSilicosis is a debilitating pulmonary disease that afflicts persons (miners, foundry workers, ceramic workers, heavy construction workers, etc.) who chronically inhale silica-containing dusts (Schepers, 1960; Silicosis and Silicate Disease Committee, 1988). Since silica is second only to oxygen in weight percentage of the earth's crust (about 28%) and is found in an enormous diversity of minerals, it is natural that silicosis is one of the major industrial health hazards all over the world. Although silicosis has. been studied extensively, the mechanism by which the dusts exert their toxic actions on cells and the processes by which these actions progress to fibrogenesis are still poorly understood. The biological characteristics of the dusts are largely unknown, although it is suggested that the dust size, shape, surface charge, roughness, surface chemical composition, trace metal content, and crystallinity; dose of silica in the ambient air of the workplace; duration of exposure; genetic variation in exposed subjects; personal respiratory patterns; and presence of any coexisting disease (such as tuberculosis or rheumatoid arthritis) all influence the expression of silicosis (Koskinen et al., 1983; Noweir et al., 1980; Raask and Schilling, 1980; Reiser and Last, 1979; Thorne et al., 1985; Wolff et al., 1981). The actual biochemical mechanisms through which these factors operate are still unclear. However, the experiments do provide evidence that the actions of certain unique properties of silica surface on the cell membrane are the starting point of the silicotic process (Allison et al., 1966; Allison and Harrow, 1971; Bateman et al., 1982; Marks, 1957; Parazzi et al., 1968; Reiser and Last, 1979; Summerton et al., 1977). Many unique ventilation problems have been faced as Avery Island Mine's large openings have been mined. High humidity of outside air combines with the hygroscopic salt to create a corrosive atmosphere. Massive rooms preclude routine use of brattices to direct air flow to the working faces. Large amounts of explosives are consumed in single blasts. Resulting concussion pounds air control structures and ANFO ignition creates large amounts of nitrogen dioxide in single rooms. Geologic constraints confine new shafts and slopes to areas thought to be free of potential ground water hazards. Dust control techniques are limited by dry product demanded by customers. The Avery Island Mine's ventilation system has evolved to deal practically with the conditions and to dependably provide fresh air to the miners. International Salt Company's Avery Island Salt Mine, a multiple level room and pillar operation, has been mined steadily since about 1900. It is known as one of the "Five Island" salt dome mines of South Louisiana's Gulf Coast. Production from the area places Louisiana first in United States rock salt mined tonnage, according to the United States Bureau of Nines, 1982 (1). International Salt Company is a major force in U.S. salt production, as it also operates mines in Detroit, Michigan; Cleveland, Ohio; and Retsof, New York; a solar salt facility in Bonaire, Netherlands Antilles; and a solution mining plant at Watkins Glen, New York.

The nonmetallic minerals work of the Bureau of Mines started with the organization of the Mineral Technology Division in 1912. A special experiment station devoted to the mining, preparation, and processing of nonmetallic minerals was established in 1923 at New Brunswick, N. J., and concentration problems on nonmetallic minerals of all kinds also were studied at the Mississippi Valley Experiment Station at Rolla, Mo. In July 1936 the Nonmetals Division was organized, and in May 1937 the Nonmetallic Minerals Experiment Station at New Brunswick, N. J., was moved to and made a part of the new Eastern Experiment Station at College Park, Md. At present the Nonmetals Division operates at three points: The Eastern Experiment Station, College Park, Md., which is headquarters for the division chief; the Southern Experiment Station, Tuscaloosa, Ala.; and the Northwest Experiment Station, Seattle, Wash., where coal washing and preparation studies are included with those on nonmetallic minerals. Sand, gravel, and aggregate work is carried on by the Mining Division, as sand and gravel preparation are intimately associated with mining methods. The Economics Branch of the Bureau of Mines also prepares occasional papers on nonmetallic technologic subjects in connection with the presentation of statistics on a particular industry and reviews of the mineral industry in foreign countries for use in the monthly publication, "Mineral Trade Notes."

WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

Los túneles Graton tendrán poco más de 11 km, los cuales pueden perforarse desde accesos en el Valle del Río Rimac, poco más arriba del pueblo de San Mateo, en un punto denominado "Carbonyacúpalabra" quichua que significa «agua de carbón». Asimismo, estos túneles gemelos se terminarán bajo el pozo de la mina Aguas Calientes de Casapalca. The presence of discontinuities strongly affects the mechanical and hydraulic behavior of rock masses. Joint geometry networks play a vital role in civil, mining, and petroleum engineering projects associated with jointed rock. The need for a realistic representation of joint geometry in rock masses has been recognized. The first part of the paper shows how to build three-dimensional stochastic joint network schemes and also shows how to perform validation studies for these schemes using joint data from the Stripa mine, Sweden. Due to the existence of complex joint patterns, mechanical behavior of jointed rock masses usually exhibit scale effects and an-isotropic properties. A correct understanding of the mechanical properties (strength and deformability) of jointed rock masses is important for designing and performance estimation of structures build in and on rock masses. Beyond a certain volume, the mass proper-ties of the rock may remain essentially constant with respect to the effect of joints. This minimum volume may be used as the element size to represent the equivalent properties of a statistically homogeneous rock mass volume which contains a significant number of joints. This volume may be termed as a "Representative Elementary Volume" (REV) and may be of great importance for engineering purposes. Investigations are underway at both the 2D and 3D levels to look into the possibility of establishing relationships between REV mechanical properties and joint geometry parameters. Recently developed joint geometry modeling schemes are linked with existing distinct element codes (both 2D and 3D) to create a stochastic/deterministic stress analysis approach in achieving the goal. Results obtained so far in this direction are presented in the second part of the paper.

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferro silicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker Hill Mine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

"This paper discusses the evaluation and application of a portable parked-vehicle tailpipe emissions measurement apparatus (EMA). The EMA consists of an exhaust dilution system and a portable instrument package. The EMA instantaneously dilutes and cools a sample of exhaust with compressed nitrogen or air at a known dilution ratio, thereby presenting it to instruments as it is presented to personnel in the surrounding environment. The operating principles and governing equations of the EMA are presented.A computational method is presented to determine the engine operating and performance parameters from the exhaust CO2 concentrations along with an assumed engine overall volumetric efficiency and brake specific fuel consumption. The parameters determined are fuel / air ratio, mass flow rates of fuel, air and exhaust emissions, and engine brake torque and horsepower. These calculated engine parameters are used to characterize engine load when performing EMA in-field tailpipe sampling without a dynamometer, and to detect deteriorated engines.Evaluations of the EMA by comparison of diesel tailpipe measurements with those made using laboratory-grade instruments showed that the EMA measurements are accurate and reproducible. The results also show that the EMA is capable of detecting emission concentration changes resulting from engine faults. Calculated engine operating and performance parameters correlate and compare well with laboratory-measured values.The EMA in-field engine loading and tailpipe sampling procedures for parked vehicles are presented, and results of the EMA field measurements are also presented. Low coefficients of variation for repeat EMA tailpipe measurements on diesel-powered haulage vehicles in four underground mines indicate that the EMA in-field engine loading and tailpipe sampling procedures are reproducible.An analysis of EMA tailpipe measurements for three haulage vehicles in one mine shows that the EMA can: 1) identify haulage vehicles that emit excessively high pollutant concentrations, and 2) provide data needed to evaluate and determine the efficiency and effectiveness of tailpipe emission control devices.Finally, recommendations for a proposed commercial EMA system are presented. This commercial system would overcome many of the adverse features of the prototype EMA used in these tests."

Introduction In the Early part of 1930 the Ontario Research Foundation was asked by the Minister of Mines, the Hon. Charles McCrea, K.C., M.P.P., to undertake a technical and economic investigation of the Northern Ontario lignite deposit. This investigation has been under way since June, 1930, and has necessitated considerable work at the deposit, in the laboratories of the Foundation, and at test plants in Europe. All the work has been carried out in active co-operation with the Provincial Department of Mines, the Deputy Minister, Mr. T. F. Sutherland, and several of his technical colleagues being associated with members of the staff of the Foundation on the Advisory Committee, which has met at frequent intervals to co-ordinate and direct the various lines of research. An interim report was made to the Minister of Mines by the Director of the Foundation, Dr. H. B. Speakman, at the end of December, 1932, and is at present under consideration by the Minister. This report deals with the extent and character of the deposit, the methods and costs of mining, and the methods and costs of processing raw lignite, the characteristics of certain lignite products, and the technology and economics of present fuel utilization by railways, industry, and domestic users in northern Ontario. It is not the purpose of the author to discuss in this paper either the geology of the deposit or the economics of the mining, processing, and utilization of lignite, but rather to deal briefly with some of the technical problems investigated by the Foundation during the study of the characteristics and methods of utilization of Northern Ontario lignite. Some mention, however, of the work carried out to define the extent of the deposit is a prerequisite to any discussion of the nature of the lignite.

"Coal mining in New Brunswick dates from the year 1639, when, as today, coal was produced from the area surrounding Grand Lake near the geographic centre of the province. Current production by N.B. Coal Ltd. is approximately 453,000 tonnes per year and comes from a single, thin Pennsylvanian age seam. The history of development and understanding of the geological setting of New Brunswick coals is discussed, beginning with the work of A. Gesner in 1839. The lithostratigraphic sub-divisions of the Pennsylvanian strata proposed by various workers are summarized and the present hypothesis that only biostratigraphic subdivision is possible is detailed. The Pictou Group, which includes the New Brunswick coals, consists of repetitive sequences of sediments consistent with flu vial and upper delta plain sedimentation. The development of coal mining in the province has progressed from horse-powered stream-bank stripping operations prior to the late 1800s through to the present use of open stripmining techniques utilizing eight walking draglines of various sizes. During the intervening years the introduction and eventual phasing out of underground mining occurred with the near termination of the coal mining industry in the province prior to 1973. The coal seam worked by N.B. Coal Ltd. averages 46 cm in thickness, has never been found to be more than 76 cm thick and has both high ash (12.4 -31.1%) and sulphur (4.9-7.8%) content. The wide variety of coal beneficiation studies and tests completed on New Brunswick coals have lead to the conclusion that a washed New Brunswick coal product could be expected with 10 to 12% ash, 5 to 6% sulphur, and 30,225 to 31,388 1/gm. Recoverable coal reserves, including those in the area licenced to N.B. Coal Ltd. and those licenced, although not yet in production, to both the St. Lawrence Cement Co. Ltd. and Provincial Holdings Ltd. at Lake Stream and Beersvil/e, total 60 million tonnes. At present, coal in New Brunswick is removed from prospecting and staking and all existing and future coal exploration and development will be administered by agreement under the Mining Act. Based on the results of a recently completed drilling project undertaken by the Department of Natural Resources, seventeen coal exploration blocks which carry minimum work commitments will be offered to the New Brunswick Electric Power Commission on a sixty-day first right ofrefusal basis. Those blocks not taken up by the Power Commission will be offered under the same commitments to the private sector."

The objective of these projects is to provide an ordered and sequenced advance toward the Bureau's overall goal of providing the system technology required to create a more healthful and safer working environment for the Nation?s mining and minerals processing workers.

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity which exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into worldwide business with a capacity of about one-half million tons/yr. This paper will present data on the chemistry, mining, manufacturing and applications for acid- activated clays.
