"1. INTRODUCTIONTunnel face stability is one of the most important consideration in New Austrian Tunneling Method. In general, if all of the material properties of ground can be obtained through the field investigations, the tunnel face behavior can be predicted using numerical simulation prior to tunnel construction. However, estimating the safety of a tunnel face is difficult, especially in cases where the ground is very weak such as in an urban area.In this study, numerical analyses of tunnel excavation in very weak ground conditions, such as a low cohesion and low internal friction angle, were carried out. The relationship between the average shear strain distribution on the tunnel face and the overburden was analyzed. This relationship estimates the shear strain of the tunnel face relative to the critical shear strain obtained by the ground properties. The critical shear strain was defined as an allowable value for the maximum shear strain. We proposed the allowable overburden as tunnel face stability index (TFI) that satisfies the critical shear strain criterion of ground. Finally, a design chart of the allowable overburden for various cohesion values and friction angles of ground was created. This chart is useful in the preliminary tunnel design stage to judge the necessity of additional counter measures against normal tunnel support design.2. WEAK GROUND MODELING AND ANALYSIS PROCEDURE2.1 Setting material propertiesWith reference to a past study1), the material properties were adopted on the basis of material properties in the standard worst rock classification case called “DII”2) for standard support pattern of weak ground in Japan. The typical material properties for “DII” are listed in Table 1. In addition, Fig.1 shows the distribution of the representative weak ground according to cohesion and internal friction angle. When the internal friction angle is relatively high and the cohesion is weak, the ground is categorized as sandy ground. Furthermore, when the internal friction angle is low and the cohesion is strong, the ground is categorized as clayey ground."

This paper presents the construction of the ventilation shaft for the single-tube, doublelane Kramer tunnel. The project is located in the Federal State of Bavaria, Germany. This road tunnel, which has been under construction since December 2019, is the key component of the western bypass of the town of Garmisch-Partenkirchen. Once completed, it will relieve the town’s central district from enormous volumes of traffic. The contractor is the joint venture named ARGE Kramertunnel consisting of BeMo Tunnelling and Subterra. The whole project will be completed and handed over to the project owner, Staatliches Bauamt Weilheim, in 2023. The opening of the entire bypass section including the tunnel to traffic is planned for 2024. The tunnel, with a total length of 3,609 m (2.24 miles) and an estimated cost of EUR 178 million incl. VAT (US-Dollar 201 million), is designed as a single-tube, double-lane structure with one traffic lane for each direction of travel. The safety issue that exists for singletube tunnels is solved by a parallel escape tunnel passable for vehicles. For tunnel ventilation, an intermediate shaft has been designed with a depth of approximately 90 m (295 feet) and an inner diameter of 4.5 m (14.8 feet). All tunnels and ducts are excavated according to the principles of the New Austrian Tunnelling Method (NATM). The geological and hydrogeological conditions, the change in the profile (from round to square geometry), and also the shaft being located at a high elevation presented a demanding technical and logistical challenge. The site arrangement with the pit bank was located in a cut, the slopes of which had to be stabilized with shotcrete and soil nails. This excavation was carried out from the fall of 2020 to the beginning of 2021 because construction operations had to be completed outside the nesting period of protected birds.

"Strong earthquakes occur frequently in Japan, and some rock tunnels have sustained severe damages on their permanent lining. Many road tunnels, which were constructed by conventional steel arch support and timber lagging method, exist in Japan and they need risk mitigation measures against earthquakes as per our empirical knowledge. Many reinforcing measures for deformed tunnels that may be effective against earthquakes are developed; however, behaviors during earthquakes are not fully understood.In this study, static loading tests and numerical analysis, which simulate a loading condition during earthquakes, were carried out to clarify the effect of the countermeasures. The Load-bearing capacity is estimated for the tunnel structures facilitated by the installment of an inverted arch; however, a joint between inverted arch and sidewall become structural weakness. Rock bolts and carbon fiber sheets have a potential able to mitigate the risks of collapse of the lining by the forces from an earthquake.INTRODUCTIONA number of rock tunnels with no apparent unfavorable ground conditions suffered severe damage, including the collapse of their permanent lining, in large seismic events such as the Chuetsu Earthquake in 2004 (e.g., Mashimo 2005). Since these tunnels were considered to exhibit the required structural strength to survive earthquakes, studies are being carried out to clarify the mechanical behavior of tunnels during earthquakes and their damage mechanism (e.g., Kusaka et al. 2009); however, the aseismic design methodology for mountain tunnels has not yet been established.In many cases of earthquake-damaged tunnels, some defects already existed, such as improper construction and deterioration of lining concrete. Although countermeasures are usually implemented against such problems, their earthquake-resistant effect was not fully understood.In this study, static loading tests and numerical analyses to reproduce these tests were carried out assuming that a rock tunnel was affected by the earthquake to clarify the mechanism of the lining damage and the effect of the countermeasures."

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. From 19BS thru the present, Guy F. Atkinson Construction Company has been involved in several transportation construction projects in the Seattle area. Two of these contracts, the Mt. Baker Ridge Tunnel, and The Seattle Bus Tunnel, had unique foundation features. MT. BAKER RIDGE TUNNEL ACCESS PITS The Mt. Baker Ridge Tunnel is part of the general upgrading of the I-90 freeway between I-405 and I-5 (see Fig. 1). It is located on the western shore of Lake Washington and consists of a 1300 foot long large diameter tunnel thru Mt. Baker Ridge. The ridge consists of over consolidated silts and clays overlain by a loose to medium dense silty fine sand. The water table is perched in this upper layer of material. The clays of Seattle have a history of being very sensitive to excavation. The hills are marginally stable and numerous landslides have occurred recently in the area of the tunnel. [ ]

The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.

The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

The Nutley Quarry Trunk Sewer Project is a good example of a tunnel that went through difficult and complex ground. The 2 m (7ft.) diameter and 840 m (2,750 ft.)long tunnel passed through soft ground, mixed face, and hard sandstone. The soft ground and mixed face tunneling provided several challenges. During excavation of the tunnel, the Contractor encountered a number of unanticipated large boulders. In addition, the length of the mixed face portion of the tunnel increased by 100%. The Contractor tried various construction techniques to overcome the difficult ground conditions and complete the project. The tunneling progress was slower than expected. The Contractor claimed extra costs for differing site conditions. Through discussions and negotiations between the Contractor, Engineer, and Owner, all of the changed condition claims were settled before the construction of the project was completed. This paper addresses the difficult ground conditions, claims evaluation, and how they were resolved by cooperative efforts between the Contractor and the Owner/Engineer.

The Adra tunnel near Naramata BC experienced a fire in 2010 that burned timber sets within the tunnel and caused severe spalling of rock from the roof and tunnel walls. The nature of the damage is documented and efforts completed to rehabilitate and open a portion of this tunnel to the public are described. The use of shortcrete and rock bolts is a technically and economically superior support system to timber sets as well as being far more fire resistant.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion project in coastal Virginia, USA will add two 1.5-mile (2.4 km) TBM bored tunnels alongside two existing immersed-tube tunnels between artificial islands. The site’s unusual constraints and the requirements of a large-diameter variable-density TBM shaped the design-builder’s decisions for handling TBM inputs and outputs, siting the TBM plant and supporting equipment, and sequencing tunnel-construction operations. This paper addresses the logistics necessary to enable key functions of the 46-ft (14-m) TBM and its ancillary equipment, including transport of most materials by barge, U-turn of the TBM on an artificial island, and delivery of materials for the second tunnel through the first one while interior structures are under construction.

The Silicon Valley Clean Water (SVCW) Gravity Pipeline (GP) is the first Progressive Design Build (PDB) tunnel completed in North America. As part of the Regional Environmental Sewer Conveyance Upgrade (RESCU) Program, the tunnel is a key component to replacing and rehabilitating components of the existing conveyance system in San Mateo County, California. The GP consists of a large diameter Fiberglass Reinforced Polymer Mortar (FRPM) pipe installed inside a 4.1 m (13.5 ft) inside diameter, 5.3 km (3.3 mile) long precast concrete segmentally lined tunnel. The tunnel was constructed using a 4.6 m (15.2 ft) diameter Earth Pressure Balance (EPB) Tunnel Boring Machine (TBM) through heterogenous silts, clays and sands. Construction included two separate TBMlaunches from a centrally located access shaft, and a tunnel alignment below but in close proximity to very soft Young Bay Mud. Settlement criteria and mitigation strategies focused on protection of an existing 1.42 m (56 inch) diameter force main and adjoining structures along the alignment. This paper discusses the results of the theoretical settlement analysis versus the actual observed ground movements, while also presenting mitigation measures and adjustments made during tunneling to reduce the risks of adverse settlement.

BHP has recently constructed a Hot Briquetted Iron Plant at Port Hedland in the Pilbara region of Western Australia. Supply of iron ore fines to the plant is by conveyor from the companyÆs existing Nelson Point stockyards. The conveyor passes under Port Hedland harbour in a concrete segmentally lined tunnel, approximately 1030 m long and with a 5.1 m external diameter. The tunnel was constructed by a Tunnel Boring Machine (TBM) which both excavated the ground and erected the tunnel lining. The tunnel was bored between cut and cover in situ concrete portal structures, the TBM being launched from the Finucane Island side towards Port Hedland town. The alignment required lengthy gradients of 1:6 on either side of the harbourÆs dredged channel, under which the tunnel is bored with a minimum clearance of 8 m.The tunnel is fitted-out with:1800 mm belt conveyor capable of 10 000 tph;walkway along which a specially designed inspection/ maintenance vehicle can run; andtunnel services including power, light, fire detection and suppression communications, water mains for wash down and sumps and pumps for drainage.This paper gives a general overview of the design and construct contract, important aspects of the design and the construction process itself.

Tunnel Boring Machines (TBMs) are widely used for tunneling in urban areas because of their high advance rate, precise as-built profile and minimal impact to buildings and traffic on the ground. For a tunnel built by a TBM, there are strict requirements on alignment control and safety. To meet these requirements, it is important to monitor the position of the TBM. In the current practice, the TBM position data, including advance distance and line and level deviations, are reported manually to the managers on a daily basis. To interpret and analyze the position data, the managers also need to refer to various construction drawings. This practice is untimely, inefficient, and error prone for decision making. To improve the current practice, an automatic approach for real-time as-built tunnel product modeling and visualization is proposed, based on TBM position and orientation data autonomously sourced from the Virtual Laser Target Board (VLTB) TBM Guidance System developed at University of Alberta. Related information of the tunnel project, such as the as-designed alignment, soil layers, the ground, existing utility lines, is also visualized together with the model of the as-built tunnel. The modeling algorithm is presented step by step. Its application in a real-life drainage tunnel project is discussed and limitations are also identified.

"INTRODUCTIONThe idea of building a summit tunnel under the Brenner occurred to the Italian engineer Giovanni Qualizza as far back as 1847. But it was to be another 160 years to pass before a base tunnel was to be built.In 1971 the idea of a tunnel at the Brenner was dusted off again. The UIC, the International Union of Railways, commissioned a study for a new Brenner railway with a base tunnel. By 1989 three feasibility studies had been drawn up which formed the basis for further planning of the Brenner Base Tunnel.This was the start of the planning activities. In 1994, the European Union included the Berlin-Naples corridor in the list of priority projects. Ten years later, Austria and Italy signed a State Treaty to build the Brenner Base Tunnel. In that same year, what is today the BBT SE was established.PROJECT DESCRIPTIONThe Brenner Base Tunnel (BBT) with a length of 55 km is the centrepiece of the Helsinki-Valletta Transeuropean Traffic Corridor from Finland to Southern Italy. The BBT tunnel system connects in the north with the Innsbruck station (Austria) as well as to the feeder routes in the Lower Inn Valley, and opens to the south with the projected new line in the direction of Verona (Italy). The tangible design efforts have been underway since 1999; the start of construction of the first section was in the year 2007. The project is financed by the Italian and Austrian governments (each 30 %), as well as by the European Union (40 %).From 2027 onwards the Brenner base tunnel, including the existing lines connected with it, will carry a daily average of 330 trains (approx. 80% cargo trains and 20% passenger trains)."

The Rosedale Outfall Project utilised an earth pressure balance (EPB) tunnel boring machine (TBM) for only the second time in Auckland. Although the tunnel was excavated fully through East Coast Bays Formation (ECBF), the downhill gradient along with some unexpected areas of extreme water posed some significant challenges during construction.The Rosedale Waste Water Treatment Plant Outfall Tunnel project was commissioned in response to the growing needs of North Shore City, New Zealand. The outfall tunnel comprises a 3 km long segmentally lined tunnel and a 2.1 km buried marine pipeline, and discharges 2.7 km offshore. The capacity of the new outfall is 6 m3/s compared to the existing outfall capacity of 1 m3/s.Following previous project experience, and with the tunnel located along its full length in the bedrock weak sandstone/siltstone bedrock of the East Coast Bays Formation, tunnelling conditions were expected to be benign. However during construction six high inflow events were encountered, including a full face (3.4 m diameter) of Albany Conglomerate over a 48 m length of tunnel. This material comprised cobbles in an uncemented sand matrix, and inflows were recorded at over 25 L/s.This paper describes the design challenges on the project including the design of a steel fibre reinforced segmental lining for internal pressures. The specification of the machine is discussed including the modifications required to enhance the risk mitigation measures already in place. The ground conditions encountered are discussed and have improved the knowledge of the range of conditions that can be expected in Auckland.Despite the challenges presented during construction, excellent progress rates were achieved and the tunnelling was successfully completed ahead of program.

"From June 16 to 19, more than 1,400 tunneling and underground construction professionals gathered in Chicago, IL for the bienial Rapid Excavation and Tunneling Conference (RETC). There, they were greeted by a full technical program and an exciting exhibit hall that provided a comprehensive look at the world’s bustling tunneling and underground construction industry.The successful conference was a reflection of the industry itself, which is to say, busy. As much of the world has begun to focus on creating a cleaner and greener environment, the global tunneling industry has seen an uptick in infrastructure projects move from design-build to construction phase. With a global shift away from the use of fossil fuels, major cities around the world are looking to increase public transportation options, which leads to the need for more transportation tunnels. And as urban populations continue to grow, the need for clean water calls for more tunnels, and as urban footprints continue to expand, the need to increase and update combined sewage overflow tunnel grows with them.During two and a half days, more than 20 sessions covering all of these topics were presented at the Hyatt Regency in Chicago, many to packed rooms in which every seat was taken and people were standing along the side and back walls.RETC is a biennial conference and one of the largest in the North America for the tunneling and underground construction industries. As such, it hosts a robust exhibit floor. This year 172 vendors occupied 205 booth spaces. The exhibit included everything from tunnel boring machine manufacturers, like Robbins and Herrenknecht, to the companies that supply all kinds of parts and services to the industry."

"To more rigorously address tunneling risks to above-ground structures, vulnerability evaluation of all structures along a tunnel route is required. This multi-block area along the route can be considered a district. To fully assess each structure within a tunnel’s zone of influence, a multi-block or district-level model may provide new insights as to risk evaluation and mitigation strategies. However populating such a model with the existing geometry of the built environment poses a major challenge as measured drawings are not readily available for all structures along a tunnel’s route. Cost-effective population of such a model could arguably involve remote sensing data in the form of laser scanning or photogramme-try. However even for unreinforced masonry structures, where external, above-ground geometries can be captured, without a prohibitively expensive building-by-building, in person survey many factors would remain unknown. To consider these uncertainties in an automatic way, a performance assess-ment framework is proposed. Such a framework allows a more rigorous, initial, risk quantification than is currently possible within the simple empirical models generally being used in industry when tunneling risk is initially assessed. This paper introduces (within the allowable space limits of this format) consider-ations for auto-population and application of a district-level, tunnel-risk screening tool. INTRODUCTION Challenging topography, intense urbanization and infrastructure development, combined with limited land availability and a growing awareness of environmental issues have lead to increasing usage of un-derground spaces to control aboveground traffic and provide essential services in metropolitan areas. Tunneling, however, is not without its own risks, especially with respect to aboveground structures whether it be widespread minor damage (Burland et al. 2001) or the more notable, although less fre-quent, large-scale collapses such as the 2003 Shanghai (Allianz 2015) or 2004 Singapore (Magnus et al. 2005) events."

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. "There is certainly no argument that LED lighting systems have taken a strong foothold in the lighting marketplace over the last several years. This has even proven true in the world of transportation and transit lighting, for which new LED cobra head style luminaires are replacing traditional HID cobra head luminaires on North America’s roadwaysand linear LED light fixtures are replacing conventional linear fluorescent light fixtures in North American rail transit facilities. However, LED technology has taken a while longer to penetrate the very specific market of vehicular tunnel lighting in this continent. Though both the New York/New Jersey Holland and Lincoln Tunnels have recently been retrofitted with LED lighting, and an LED Lighting RFP is currently out for Boston’s Central Artery Tunnels, very few vehicular tunnels in North America to date have been illuminated with LED light fixtures. This is largely because cost effective LED lighting, that met our typically stringent tunnel lighting standards, was until recently simply unattainable. However, with the rapid advances in LED technology over recent years, owners and specifiers of North American tunnel lighting projects have finally begun to adopt LED lighting systems as the norm. In fact, a recent Lux Fit/Yole Development “LED in Road and Street Lighting Report” stated that “LED luminaire growth will be driven firstly by tunnel lighting, and then relayed into highway, road, residential and amenity lighting applications starting in 2014.” 1 Our highways are continually becoming more congested. As a result, Provincial and State Departments of Transportation (DOTs) are constantly looking for innovative ways to improve traffic flow. One way DOTs are now helping to ease congestion is by expanding the use of tunnels and long underpasses in large interchange reconstruction projects. With less available right-of-way to work with, and the high costs of maintaining elevated bridge structures over the years, it often makes more sense to “go under” (rather than over) the traffic congestion points. With the addition of these new tunnels and long underpasses comes the issue of proper illumination within these structures, for a safe and efficient driving task. DOTs use recommended lighting practices and guidelines for highway lighting, which include specific criteria for tunnels, set by either the Illuminating Engineering Society of North America (IESNA) or the American Association of State Highway and Transportation Officials (AASHTO). However, both IESNA and AASHTO point out that these recommended practices and guidelines are not a mandate, and DOTs are free to make their own decisions about lighting criteria. Accordingly, effectively illuminating tunnels is often times a challenge. This paper will examine the key considerations of the tunnel lighting application in generalas well as what LEDs now bring to the table and how, accordingly, traditional lighting technologies will be phased out in the future illumination of tunnels."

H3 Tunnelers recently excavated two conventional 48 foot diameter highway tunnels through the Halawa side of the Tran-Koolau Mountains on Oahu. The primary blast design challenge on this Job was minimizing overbreak In the alternating layers of pahoehoe and aa lava, clinker, end tuff. Two different excavation techniques were evaluated in the Halawa tunnels. The first method used drilling and blasting to excavate the tunnels to within one foot of their final perimeter. A roadheader, mounted on a backhoe, was then used to excavate the remaining foot of ground. The second method used conventional smoothwall blasting techniques, without any mechanical excavation. This paper describes the details and relative success of the two excavation methods tried in the Halawa tunnels.
