Overexcavation and ground loss events during pressurized-face TBMadvance in soft ground can result in unplanned deformations above the tunnel and damage to existing infrastructure. Successfully managing the risk of this occurring is crucial for any project in an urban area to proceed. Common risk management approaches include a combination of establishing suitable ranges of TBM operational parameters and using geotechnical instrumentation for deformation monitoring. Another risk management tool is material flow reconciliation, which varies depending on the specified mining method and the equipment choices by the contractor. This paper compares recent and ongoing projects in the Pacific Northwest regarding overexcavation risk management.

The line seven, as part of the development of the Subway Master Plan in Mexico City, will tunnel under different subsoil conditions of clay with high water content and low shear resistance located between 8 and 12m beneath the surface. Boulders in silty sand and gravel to a 40m depth underlay this stratum. Economics, scheduled time of construction, and the obligated interconnection with existing lines one and two determined the construction of the tunnels to have an overburden of 1.0 to 2.2 times the diameter. In the north part of line seven there is a track of 251m length that was decided to attack with an open shield of 9.14m of diameter due to the characteristics of the sub-soil, minimum section needed as well as a minimal overburden, of 10.41m. The paper explains the construction procedure from the excavation stage to the reinforcement of the final lining obligated for the ground subsidence as a result of volumetric changes of a stratum of 4m thick of clay overlying the crown of the shield. Efficient performance of EPB TBMs in clayey ground is primarily dominated by the flow capability of the excavated muck in the cutterhead and screw conveyor. Currently, Consistency Index approach is used to evaluate clay clogging potential, but it does not include the effects of surcharge pressure on clay behavior. In this paper, a macro-scale soil rheometer is introduced to assess the clogging potential under various water content and surcharge loading conditions. The results show that, in addition to water content, surcharge pressure has clear impact on clay clogging too. In practice, Consistency Index chart can be refined to incorporate the impact of face pressure to better simulate the EPB tunneling conditions.

For centuries tunnellers have made use of the experience of miners. In West German coalmining tunnellers have returned the impulses in recent years by giving the miners valuable stimuli with the result that a technology has evolved which benefits drill and blast heading, opens the door to TBM heading and has developed special measures for difficult strata conditions in deep coal mines. WHAT DO THESE ROCK HEADINGS LOOK LIKE? The main roadways dealt with in this paper have crosssections of 20 to 40 m2, big enough to allow the massive airflows needed to aircondition the mines. Because of the difficult strata conditions they have to be supported: in shotfired headings mainly with multi-element arches, in TBM headings with rings of 6 to 6.5 m diameter. In West German coalmining the majority of rock headings are blasted. The proportion of rock headings driven by TBM was 11 % in 1980 and 16 % in 1981, a rising trend expected to continue. Drill and blast headings Drill and blast headings are normally equipped with two or three-boom electro-hydraulic jumbos, electro-hydraulic crawler-mounted loaders with 1.2 m3 shovel capacity, a movable working platform and both chain and belt conveyors for dirt clearance to the minecar loading point. Fans and air-condition plant complete the equipment. Spacing between arches is usually 0.8 m. Investment for this type of mechanisation works out at around 1.3 m DM.

The Standley Lake Dam Rehabilitation Project in Colorado included the complete replacement of the outlet works. This required two 1.8m (6 ft) diameter microtunneled wet lake taps, 380m and 186m (1246 ft and 636 ft) long, a permanent valve shaft 12.2m(40 ft) wide and 32m (105 ft) deep, and a 3.5m (11.5 ft) diameter (962 foot long) outlet tunnel driven with a roadheader. The tunnels were driven in low-strength, expansive, and slickensided claystone. The paper addresses the site investigation, shaft construction, roadheader performance, shotcrete placement, tunnel convergence, long distance microtunneling, and wet lake taps.

This paper outlines the manner in which legislative control for tunnelling and allied operations has evolved, detailing Victorian experience. It examines the concept of mine managers as it relates to the industry and attemps to illustrate its benefits. The Victorian experience in relation to fatal and serious accidents is examined in detail, particularly in the allied art of trenching and examines the Krings system of trench lining support which is hoped will catalyse an increase of engineering expertise in this area. The paper concludes by demonstrating that safety awareness is not incompatible with production efficiency or economic viability.

INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

A 1.89 km-long, 4.5 m-I.D. tunnel was successfully constructed through saturated hard clay, and highly abrasive dense sand and gravel, with groundwater heads ranging from 10 to 20 m. In order to address these conditions, a Lovat earth pressure balance TBM was used, with soil conditioning by foam, water and various polymers. Support was provided by a single-pass segmented concrete lining. Groundwater inflows of 400to 1,600 lpm at times created challenges for changing cutting tools. Surface settlements were generally less than measurement thresholds, except under very low cover at startup. This project provides a pivotal case study of the successful application of EPBM technology in saturated, abrasive glacial soils and the successful application of soil conditioners.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

The Disputes Potential Index (DPI) is a computer program designed to help team mem¬bers assess the likelihood of contract disputes on a construction project. The program's predictions are based on data from 159 construction projects that encompass a variety of public and private projects. The impact of three categories of project characteristics are included in the DPI program, specifically, people, process and project characteristics. Ultimately, DPI returns an overall project score that indicates the likelihood of exces¬sive contract disputes. The output of a DPI analysis can be used as part of a contract readiness review or to define the need for extraordinary dispute avoidance procedures. This paper examines the development of DPI and presents the results of DPI analyses on several tunneling projects.

The one-pass tunneling pipe jacking method has often been the most schedule and cost efficient method for the pipe line installation. The main challenges in jacking pipes larger than 108 inches and for longer runs are: transportation and logistics, requiring high jacking forces, keeping line and grades, control of ground surface settlement, providing adequate external lubrication, and the potential of damaging the joints and pipe spigots. In recent years, 144" diameter pipes have been jacked for short runs of up to only 300 feet. In this article design and construction of installation of up to 1,000 linear feet run of 144-inch internal diameter, reinforced concrete pipes without intermediate jacking station in Chicago O?Hare International Airport are discussed. The article also presents discussions regarding the subsurface saturated silt formation, shallow cover, dewatering, jacking and receiving shafts, jacking forces, lubrication and settlement data.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. The Washington State Department of Transportation (WSDOT) is constructing a new tunneled route under Seattle to replace the existing State Route 99, Alaskan Way Viaduct (AWV), which follows the historic waterfront for several miles. The viaduct separates the businesses that rely upon the tourist trade from the down-town area. The reconnection of the city to the waterfront areas will occur following the completion of the SR99 Re-placement program that replaces the aging structure that was severely impacted by the 2001 Nisqually earthquake, with a state-of-the-art, twin-deck highway with a world record-breaking 17.4-m (57.3-ft) bored tunnel. Constructed in the 1950s, the double-tiered viaduct is nearly 3.2 km (2 miles) long and runs parallel to city?s waterfront. The viaduct, which is partially supported by the seawall, is a vital local and regional transportation link and carries about 110,000 vehicles each day. The seawall, built from concrete and timber in the 1930s, extends along Seattle?s waterfront and supports the soil behind it. Studies in the 1990s showed that the viaduct was nearing the end of its useful life, apparent by its exposed rebar and weakened columns. The 2001 Nisqually earth-quake further damaged the viaduct, forcing WSDOT to temporarily close it for inspection and limited repairs. The viaduct and nearby seawall are vulnerable to an-other earthquake and continue to show signs of age and deterioration. Following a collaborative process, WSDOT developed the following guiding principles to the viaduct replace-ment:

The Bureau of Mines conducted groove cutting experiments in marble, lime-stone, granite, and quartzite with a 7-inch disk cutter under a normal thrust of 7,000 lb. The values of muck weight per unit length, specific energy, cutting coefficient, and groove depth for each of these rocks were determined for groove spacings ranging from 0.1 to 4 inches, and from these results the values of optimum and critical spacing were computed" The results indicate that compressive strength may be used to predict some of the cutting characteristics of the independent grooves. Considering all the cutting characteristics, particularly those for the interacting grooves, Shore hardness, coefficient of rock strength, and torsional velocity correlate with cutting characteristics better than do other physical properties. Some of the field applications of the principles established in this report are identified.

"The Bankei-Kitanosawa tunnel that is located in Sapporo, Hokkaido, Japan includes a 450m long section near the arrival point where mudstone which can liquate out natural hazardous materials such as arsenic and selenium exceeding the tolerance stipulated by country as well as weathered mudstone and unconsolidated sedimentary rocks with small overburden and the competence factor less than 1.0 are present. The mucks containing hazardous materials were disposed into the waterproof branch tunnels created from the inside of the main tunnel. The full face early ring closure method was employed to ensure the stability of the tunnel in the low strength rock masses having no stand-up time. As a result, the waterproof tunnels branching off the main tunnel can manage water tightness so as to ensure safety and relief against environmental risks of the hazardous materials. It is also demonstrated that the full face early ring closure method enable construction of the tunnel with a small overburden in the low strength rock masses. In addition, full face early ring closure (Sato et al., 2013) was employed to stabilize the tunnel so as to enable safe tunnel excavation in low strength rock masses where a ground arch is deemed unachievable. This paper presents the safe disposal method of mucks which are likely to liquate out natural hazardous materials as well as the full face early ring closure method and its mechanical characteristics."

"Exampling of the tunneling task in the Tsengwen Reservoir Transbasin Diversion (TRTD) in southern Taiwan, this study investigates the application of the Drilling Survey System (DRISS) in both Drilling and Blasting (D&B)- and Tunnel Boring Machine (TBM)-excavated sections. In the D&B section, a nonlinear relationship exists between drilling energy and uniaxial compressive strength of rock mass, in which a reasonable coefficient of determination can be analyzed statistically. Additionally, the DRISS accurately predicted an unfavorable section with a valuable position. The magnitude of uniaxial compressive strength back calculated using DRISS data also matches those acquired from geological investigations with different approaches. Study results indicate that the DRISS is an effective tool for fore-probing of both D&B- and TBM-excavated tunnels. INTRODUCTIONModern advancements in geological and geophysical investigations, and drilling techniques, have provided valuable information for detecting and interpreting geological conditions of rock tunnels with a resolution of several to ten of meters (Brückl et al., 2001, 2008, Lorang et al., 2005). Nevertheless, construction risks remain considerable during tunnel excavation, especially when a tunnel was excavated by a Tunnel Boring Machine (TBM). Predictions of the local fault, shear zone, and other minor geological features, which may cause moderate collapse or excessive deformation of rocks surrounding the tunnel, before tunnel excavation is highly desirable for high-quality tunnel construction and economically efficient project management.Rather than conventional geophysical prospection methodologies, which always favor large-scale investigation with moderate precision, this study focuses on the drilling method probing ahead of a tunnel. The goal of such an investigation is not only to prevent catastrophic collapse, but also to provide quantitative or semi-quantitative information for estimation of the mechanical parameters of rock mass.For the tunneling task in the Tsengwen Reservoir Transbasin Diversion (TRTD) in southern Taiwan, a drilling survey system is adopted for fore probing. Data collected from both drilling and blasting (D&B) and TBM-excavated sections are analyzed statistically and discussed. The applications of the Drilling Survey System (DRISS) are addressed accordingly."

Determining the best excavation method is a critical step in successful tunnel construction. In rock tunneling, several factors can dictate the excavation method, such as: (1) rock characteristics, (2) tunnel size and length, (3) nearby utilities/infrastructure, and (4) contractor’s preferred means and methods. This paper discusses the various rock tunnel excavation methods utilized on the Doan Valley Storage Tunnel Project (DVT), a project constructed as part of the broader Project Clean Lake in Cleveland, Ohio. The differences between each method’s initial and final lining, geology, and cycle sequence will be analyzed and compared.

Pipe canopies continue to gain momentum as a reliable methodology for construction of excavations below critical facilities with minimal surface settlement tolerances, such as railroads or roadways. Two tunnel projects designed by Kilduff Underground Engineering in the Salt Lake City, UT area, each at varying stages of completion, had project design criteria for selection of a tunneling methodology to minimize surface settlement. Both projects consist of a pedestrian tunnel, one crossing beneath a major roadway in downtown Salt Lake City and the second beneath UPRR tracks. Both projects were in difficult, coarse alluvium/fan ground conditions with project criteria that resulted in minimal cover above the tunnel. For each project, a pre-support pipe canopy was designed, requiring the placement of steel, canopy pipes driven the extent of the tunnel length. The pipe canopy is installed using a trenchless technology and then excavated with SEM tunneling and shoring provided by traditional support of excavation methods. The pipe canopy pre-support method offers a low-impact method to install an underpass beneath critical structures by adding significant stiffness to the subgrade to mitigate surface settlement during the main tunnel excavation sequence. These case studies seek to communicate the challenges associated with pipe canopy installation in site-specific ground conditions and explains how these challenges were overcome. This paper aims to define the project risks and describes the pipe canopy methodology as a viable solution to mitigate surface settlement in low cover tunneling scenarios.

Mott MacDonald and Project Management Advisors are providing Technical and Project Management services for San Diego County for the Courthouse Commons Project. The Courthouse Commons Project involves the redevelopment of three downtown blocks owned by San Diego County and construction of an Inmate Transfer Tunnel between the County Central Jail and the San Diego Central Court. The tunnel will be 327 feet long, crosses the San Diego Fault and is being constructed using the Sequential Excavation Method (SEM). This paper discusses the history and procure‑ ment strategy for the project, the technical aspects of the transfer tunnel and the con‑ struction progress of the tunnel to date.
