This paper mainly presents geotechnical aspects of a vehicular underpass that was built across under one of the busiest highway in Hong Kong. The underpass, in a section comprising an upper arch and invert slab, is approximately 6.2 m high at crown and 15 m wide at the base level with 40 m in length. The construction inevitably requires the underpass to be built using tunneling techniques to keep the overheadroad traffic uninterrupted. The paper will describe the design of temporary support for the tunnel excavation that was provided by an arch formed with horizontal pipes, which were installed using the pipe ramming method. The pipes arch was then supported by steel ribs founded on rock or mass concrete. Permanent lining design consideration was also discussed. Results of numerical modeling of the soil-structure interaction using the 2-D computer code FLAC will be presented. The predictions have been compared to the monitored results during construction, which indicates the prediction is in reasonable agreement with the measurement in the light of ground movement. The construction challenges will also be discussed in the paper.

The paper addresses some geotechnical issues related to the construction of the Deriner dam and HEPP. Design considerations and rock stabilization measures are presented for the excavations which took place in a highly fractured and weathered rock mass prevailing on site. Particularly, the shallow excavations for the overflow spillways tunnels are discussed. These present huge openings that are 12 m wide and 18 m high in portal areas, with an overburden of approximately 20 m, for which numerical finite element analysis and structural discontinuity analysis have been performed to ensure safe excavation process and future operation.

Further development of mechanical boring machines for hard and abrasive rocks will be effected by the development of more efficient rock cutting tools or the evolution of entirely new rock excavating principles. Presently the cutting tools suitable for extremely hard rocks and successfully and economically used with raise and tunnel boring machines are tungsten carbide insert big hole cutters. This paper explains the design, rock cutting principles, and actual boring operations to illustrate the capabilities and applications of tungsten carbide (TC) insert cutters. While the rate of borehole advance may fall short of the rapid excavating results achieved with soft rock boring machines, the cutter described in this paper may prove to be the most suitable tool in hard rock excavation for many years to come. DEFINITION OF HARD ROCK Existing bored excavations in hard abrasive rocks are proof of the economic application of new methods and mechanical rock boring in the mining industry. Most of the experience in cutting hard to extremely hard rocks has been gained in raise boring where relatively short and small diameter openings are bored. This poses a lesser risk regarding cutter cost than a long and large diameter tunnel and has therefore promoted the testing of various cutter products. Many types of rocks and geologic conditions were en- countered and actual test data was recorded in materials of up to 100,000 psi uniaxial compressive strength. To clarify the term hard to extremely hard, a 1970 interpretation of rock strength which was recently used is adopted and expanded in this paper.

INTRODUCTION Rock bolts are one of the most common mine support systems in use today with approximately 90 to 95 million used annually in the nation's coal, metal and non-metal mines. By far the largest majority of these are steel bolts with mechanical expansion shell anchors. Many theories have been advanced to explain the ground control achieved through the use of rock bolts. Most of the theories are applicable to a specific set of circumstances, geology, geometry, rock properties and in-situ stresses. Examples are those which relate the beam building or strata-hanging theories of ground support used in the rectangular openings of a coal mine(l). In tunneling and most metal mining, either circular or horseshoe shaped openings are normally used. Here, bolts may be used to develop a radial stress around the opening, which adds stability to that opening, or merely pin blocks of rock back into more stable ground so that they cannot slip. In most cases, the bolts are torqued to a specified value to seat the anchor and to achieve the pre-load or tension that is desired. To be effective, however, this tension cannot be lost through bolt slippage or creep frequently caused by blasting, moisture attack or raveling of the rock surrounding the drill hole, etc. Furthermore, in soft rock or in oversized holes, sufficient anchorage cannot be achieved with the mechanical anchor, and in very brittle rock the concentration of forces produced by the expanding anchor might cause a crack to propagate from one drill hole to the next. OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

Murer Company, Andermatt, Switzerland, can claim to have done pioneer work in the construction of inclined shafts. This happened in 1968/69, when we decided to bore with a Wirth tunnel borer an inclined shaft, 1100 m in length, 3.0 m in diameter, and with a grade of 65%, in the 2400 kilo pascall per sq. cm granite of the Montblanc Massive. The whole excavation was accomplished in ten months which, at least for European conditions, can be claimed as a record. It was, at least to our knowledge, the first inclined shaft to be bored full-face (Fig. 1). Encouraged by the experiences and performances attained at Châtelard, we approached other projects of the same kind. We were awarded, together with Hochtief Ltd., Essen, a contract from Schluchseewerke, Freiburg, Germany, in December 1969, for the construction of a penstock for the Hornbergstufe at Wehr, Germany, with a diameter of 6.3 m. This inclined shaft with a grade of 55% is located in Schwarzwalder granite with a compressive strength of up to 2000 kilo pascall per sq. cm, about 31,000 psi. As no exact geological data were available about the rock to be worked, and a fault zone from 80 to 150 m long had to be faced, as well as a few individual fissures of varying thickness, it was decided to use the multi-stage method. The 3-m diam tunnelling machine which had driven the oblique shaft at Châtelard had now finished work, and an immediate beginning was made with driving the pilot staft. This was very welcome to the contractor, since exact information about the type of rock present and the inflows of water was required immediately and before the final borehole diameter was fixed, for the purpose of dimensioning the supports to be subsequently installed.

On the Corramandel Peninsula of New Zealand, the Waihi Gold Mine has undergone a major redevelopment. The upgrade included the construction of two very large overland belt conveyors, both rated for a capacity of 6000tph. The first of these conveyors (CVR2) traverses a total of 1600m over undulating terrain, including a significant section running through tunnels. A large hill is climbed, just after the mid-section of the conveyor run, before dropping back down prior the discharge point. The second of these conveyors (CVR8) traverses 1100m along an alignment with a horizontal curve, a number of vertical curves and a significant lift before the discharge point. The CVR8 conveyor also included a shuttling head pulley arrangement. The mine they service is inside the town of Waihi. The conveyor alignment runs through the town and out to the metallurgical process site on the outskirts of the municipal area. This paper documents the engineering process that took place in the design of these conveyors. The Martha Hill mine in Waihi, New Zealand is unique. The mine is placed in the township. Consequently there are quite stringent environmental limitations on the mine's operation. In [Figure 1] the proximity of the mine to the town is shown. In the top-centre of the photograph the alignment of the existing smaller overland conveyor can be seen leading from the mine to a tunnel through the hill in the background.

 The Bureau of Mines, in conducting investigations of atmospheres in mines and tunnels for the purposes of determining and combating hazards to the health and safety of workers, has from time to time closely cooperated with municipal, State and Federal agencies in safety work in engineering and ventilating probleme. Recently the writers have conducted experiments with animals and men breathing helium-oxygen mixtures under pressure. The object of this work was to determine whether helium-oxygen atmospheres can be utilized to advantage in place of normal air for caisson and diving work. In such work the permissible pressures and times of compression and decompression are limited by the physiological effects on man. The major effect is that the nitrogen, (which is the inert con- stituent of normal air and is absorbed by the body tissues and fluids in abnormal amounts when under pressure,) tends to form bubbles in the tissues on too rapid discompression from high pressures. The Bureau of Mines is interested in this problem on account of the pos- sibilities of mitigating caisson illness in tunnel construction and other engine eering operations requiring men to work in compressed air. In addition, the Navy Department is interested on account of the possibilities for extending the range of salvaging and marine engineering operations. The results of the experiments conducted by the writers lead to the following conclusions: Helium is without odor or taste and has physical properties which promise to be of interest physiologically and which have been found to have possibilities of creat practical use, especially in making a synthetic atmosphere that will re- duce the hazard of caisson disease. The substitution of helium for the nitrogen ordinarily present in the air we breathe has been found to result in an atmosphere which it as respirable as that provided by nature. 1 - INTRODUCTION The Canadian Shield is well known as being among the older exposed areas of the earth's surface. Except for local zones, its extent from the Arctic to central North America is characterized by strong and durable crystalline rocks. It is generally regarded as highly competent for tunnelling and underground excavation and, as a result, many openings are excavated in it with minimal temporary support. If hydraulic efficiency is not a factor, tunnels do not usually require continuous concrete linings. A high percentage of the crystalline rocks of the Shield are of metamorphic origin and as such one of the dominant characteristics is their foliation. Zones of sheared or faulted rock are common in the Canadian Shield, particularly in association with foliation. These zones may be created during the late stages of the metamorphic process, leaving shear zones as an integral feature of foliated rock. As foliation is a preferred direction of weakness, deformation and rupture during subsequent tectonism may also create parallel shear zones. These "foliation shear zones", as described by Deere (1973), are an adverse feature of the otherwise durable rocks of the Canadian Shield. The zones may range from faults of major proportions to seams only a fraction of an inch thick. If fault gouge or alteration products exist in the zone the strength of the rock mass may be great1y reduced. As foliation is usually continuous, large unstable wedges of rock may be created if the opening is subparallel to the foliation. The effect on the construction of underground openings in terms of excavations, support and scheduling can be significant.

The objective of this papef is to summarize briefly the practical use of rock mechanics in design and construction of various types of structures. These range from foundation for industrial facilities, nuclear power plants, bridges and dams to tunnels and underground caverns. The use of rock mechanics has varied from performing a few laboratory unconfined compressive tests on core samples to complete field and laboratory tests for underground power caverns. The primary difference between the rock mechanics studies we hare for construction projects and those most commonly found in the literature is that our tests must provide immediate answers to specific questions facing a design or construction engineer. For example, when we make a plate-bearing test we arrive at a load-deformation relationship. We realize that this is not a true modulus of elasticity. Yet, when considering the resistance the rock will provide against forces occurring in a pressure tunnel it is a far more useful value than the true modulus of elasticity of the rock. Another example of this difference in interest is in the use of flat jacks. Many people criticize the use of flat jacks because they measure the stresses in the disturbed zone very near the surface and do not represent the undisturbed stress condition in the rock. However, in actual construction it is frequently those near-surface stresses with which we must cope. We are interested in both the stress conditions present prior to excavation and those as modified by construction of an exploratory adit or drift. Fundamentally, we are interested in the practical application of rock mechanics in the solution of problems of design and construction of civil engineering works.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. This paper was prepared as a supplement to the general review by Dr. N. G. W. Cook. His analysis of the problem in terms of the strain energy involved in making the excavation is excellent. It will contribute much towards a clearer understanding of rock behavior and control. Several of the practical applications described herein can be directly related to Dr. Cook's theories and conclusions, and are based on the very same principles. CONTROLLED BLASTING IN ROCK EXCAVATION Generally speaking, the natural rock is a relatively strong and competent structural material, if we conserve its inherent good properties and perhaps reinforce its weak spots. The difficulty often lies in blasting out the tunnel or chamber without damaging the walls and roof we wish to have remain afterwards. Much progress has been made in the last five years in better understanding the controlled excavation of rock. The specialized techniques known as smooth wall blasting and presplit blasting have now developed from the status of curiosities of rock excavation to the point where these techniques are specified in contracts drawn up for such rock excavation projects as tunnels, underground pourer houses, etc. These techniques have been well described and discussed in previous publications; there is no need to reiterate here. It might be well to point out that recent research has demonstrated the effect that inherent rock stress may have on presplitting in certain directions. Material can be presplit most readily parallel to the direction of maximum compressive stress, and this may not always be in the direction desired. Inherent rock stress measurements by stress relief over coring, etc., may have important value in deciding how to best presplit proposed excavations. Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. Two plate load tests of 1 m2 area were per- formed in a pressure tunnel at the Rocky Mountain Pumped Hydro Project. Reaction for the 250 tons loading in this 10.5 meter diameter tunnel was provided by deeply anchored, diverging rock bolts, eight per load frame. Pressure build up to 2.5 MPa was provided by circular flatjacks. Rock deformation was recorded at depths of approximately 0.3, 0.9, 1.2, 1.8 and 3.3 meters using axially located multiple position borehole extensometers. The tests were performed in representative units of massive shale and thin to medium bedded siltstone. Stress was built up in four equal steps to 2.5 MPa, held constant for one week for creep monitoring, then unloaded, reloaded and unloaded over a period of one day. The most deformable unit was the massive shale which exhibited 1.3 mm of permanent deformation at the surface after the first loading and unloading cycle, which included 0.36 mm of creep. After the second loading-unloading cycle, the permanent deformation had increased to 2.6 mm, following a maximum deformation at the surface of approximately 3.6 mm. At the maximum stress of 2.5 MPa, the tangent modulus averaged 0.4 GPa when loading, and 0.3 GPa when unloading. The thin to medium bedded siltstone exhibited only 0.17 mm of permanent deformation at the surface after the first loading-unloading cycle, which included only 0.05 mm of creep. After the second loading-unloading cycle, the permanent deformation had increased to 0.27 mm, following a maximum deformation at the surface of approximately 0.53 mm. At the maximum stress of 2.5 MPa, the tangent modulus averaged 6.2 GPa when loading and 21.9 GPa when unloading.

The Park City mining-district is distinctively a camp of few properties, 5,000 acres, or one-third of the entire district, being under the management of but three companies. As a rule, the ore-bodies lie deep, with no outcrop, except where erosion has formed the deeper canyons and gulches. Ontario canyon exposed the famous Ontario ledge, and Woodside gulch showed the first ore of the Silver King Coalition mine. The Quincy ore-bodies were first brought to light in upper Empire canyon, and Thaynes canyon was instrumental in aiding the prospector during the early days of the camp. There are 22 shafts which have reached a depth of at least 500 ft., ten a depth of 1,000 ft., five a depth of 1,300 ft., and two a depth of 2,000 ft. The amount of lateral development has been proportiorlally extensive, including six long tunnels, four of which are in 3 miles, with a fifth now being driven. The Ontario lower drain-tunnel is now more than 4 miles long. The formations are sedimentary, dipping about 30° NW. and N., and traversed by many fissures, dikes, and faults. The principal ore-bodies are found. associated either with the contact of the basal Ontario quartzite and the overlying limes, or on a quartzite stratum within the limes, or in the fissures, or along some of the porphyry dikes. The district covers the intersection of the Uintah and Wasatch ranges, which explains the existence of large folds and faults, and fissures of great length, width, and depth. In a general way, the geology of the district consists of a basal quartzite dome, which has been exposed by erosion at the Ontario property. The Ontario fissure lies entirely within this formation. The U.S. Department of Energy Pittsburgh Research Center2 conducted experiments with mine conveyor belt samples in a 20-L furnace and in a laboratory fire tunnel to measure and compare the major toxic gas concentrations evolved during the combustion of the materials. The toxic gas concentrations, measured simultaneously through a multiport sampling device and treated as yield values, included hydrogen chloride (HO), hydrogen cyanide (HeN), oxides of nitrogen (NO, treated as NO), and carbon monoxide (CO). The data obtained from the two experimental systems were in good agreement. Correlations were developed for the toxic gas yields as a function of the percentage of chlorine (for HO gas), nitrogen (for HCN and NO, gases), and carbon (for CO gas) contained in the original materials. The toxic gas yields were also used to calculate a toxicity index (TI) parameter to assess the potential gas toxicity of belt materials during a fire. Furthermore, the TI and the mass loss burning rate values were used to calculate a toxicity hazard (TH) parameter to estimate the toxic gas hazard produced by a burning belt in a ventilated system. Results show that polyvinyl chloride (PVC) belts released higher HC1 concentrations because of the higher chlorine content; styrene-butadiene rubber (SBR) belts released higher CO, HCN, and NOz concentrations because of the higher carbon and nitrogen contents. The TI's, however, were greater for the PVC belts due primarily to the higher levels of HC1 produced. The fire tunnel data indicate that the SBR belts can bum with higher mass loss rates than the PVC belts, resulting in a potentially higher toxic hazard (higher TH values) even though their TI values were lower than those of the PVC belts.

The work presented in this paper is part of an overall research programme into the problem of stability of main access roadways driven in Coal Measure strata. Data about the post-failure behaviour of rocks are generally of a qualitative rather than quantitative nature. This investigation represents the initial part of a long-term research project aimed at quantifying the post-failure properties of Coal Measure rocks and to investigate their effects on tunnel stability. The results of tests conducted to evaluate the post-failure strength characteristics of Coal Measure rocks under uniaxial and triaxial stress conditions are presented. Empirical failure models are proposed to define the triaxial intact and residual failure properties of these rock types. The application of such data to closure prediction techniques of underground excavations are outlined and discussed.

In this paper a new method for the arresting of tunnel explosions is presented. In the proposed technique, the on coming explosion is detected by a pressure sensitive device by a pre-determined rise in static pressure. The sensor then triggers a mechanism which causes the explosion door to be closed in a specially constructed concrete barrier zone. The doors are of a special construction and consist of perforated steel plates that allow part of the blast wave to be transmitted but do not allow the passage of the flame. A number of design parameters have been identified, including: the likely amplitudes of the transmitted/reflected pressure waves that would govern the explosion door pressure loading; thickness of the perforated steel packages; perforation dimensions; heat transfer across the door and other factors.

MEDELLIN, the famous old capital of the Province of Antioquia in Colombia, is in the heart of the Cauca Valley, famous for its beauty and wealth. Through the kindness of R. S. Botsford, we present a panorama of the city, showing the 5000-ft. mountains in the background, a picture of the cathedral, locally said to be the largest building in South America, and a sketch of the diversion work on the Nari river, near Alejandria, where C. J. London is opening 42 kilometers of placer ground. One of the hydraulic elevators at the mine is also shown. Medellin was formerly much isolated but 19 now connected with navigation on the Magdalena River by a railway from Puerto Berrio, passing through a recently completed tunnel under the central Andes.
