IN ATTEMPTING to summarize briefly the reconstruction of the Hecla plant since the fire, three important facts must be held in mind; namely: a hurry-up job with the shadow of an insurance company in the background; restriction of working space in the narrow Burke Canyon; and building two-thirds of the plant on a filled area. Construction work was carried on without interruption through the winter season. These adverse conditions have contributed many obstacles not ordinarily encountered in mining work. The first problems immediately after the fire were organization and policy; the-former to create an efficient construction crew out of a mining organization; the latter to determine the type and extent of surface plant to be built. The new crew was organized from a nucleus of mine employees, 25 per cent. of the old crew remaining for construction work. Permanent fireproof buildings were decided upon, the general arrangement of the new plant to be similar to the old one as far as possible, at the same time enlarging it 100 per cent. in anticipation of the demands which would be made upon it when the Star Mine began operating. Cleaning up the wreckage was a big job, the extent of which is indicated by the fact that 30 carloads of scrap iron and steel were moved off the property. In re-establishing transportation facilities at the plant, a previous disadvantage of a steep grade on the high line was obviated by excavating 1600 yd. of solid rock; the fire having destroyed all town buildings below, made this work possible.

THE most common difficulty faced by an engineer or mine operator when opening a new property in a new field is the lack of roads and of cheap transportation. This one item often swings the balance of success or failure in starting a project. In Alaska, as elsewhere, such problems are more or less serious. In the boom days around the Valdez district, as well as in other parts of this territory, freighting was accom¬plished by dog teams or horses, or even by men that were willing to put their shoulders into harness, because there were virtually no roads. More important, there was only one time when supplies could be transported, and that was when there was suffi¬cient snow on the ground following a heavy wind. Then, and only then, could one depend on the snow to support horses and sleighs, and be sure that the gulleys, streams, and crevices in the glaciers were filled with snow to avoid pitfalls. THOUGH the dust-control systems in the crushing plants and other buildings at Morenci do not differ materially from similar installations in other large copper reduction works, it is probable that in few other plants has as much attention been paid to the dust problem. Possibly the most striking feature of the Morenci installation is the manner in which the necessary equipment has been built into the various structures, and the absence of unsightly pipes, ducts, and fan houses. That this result has been attained is due, in no small part, to the basic conception that the control of the dust in a milling plant should be an essential part of the process itself and not something to be tacked on later after the plant is in operation. The control systems were designed and developed along with the general plant construction program and when the first car of ore was dumped into the crusher the dust-control equipment was ready.

WHEN I was in South Africa during the latter part of 1904, there were three known tin-fields, which may be called the Cape Town, the Bushveld and the Swaziland fields. THE. CAPE TOWN TIN-FIELD. This district is situated near Kuils river, 20 miles west of Cape Town, and 5 miles from Kuils River station on the Cape Town & Stellenbosch Railway. The deposits are in granite, intrusive in the Malmesbury beds, which are supposed to be of Silurian or Cambrian age. The granite, resisting denudation better than the surrounding shales,, has formed low-lying hills, the highest of which, the Bottlelary Berg, is 1,510 ft. above sea-level. , The rock consists of quartz, orthoclase feldspar and biotite mica; tourmaline is also present. The feldspar occurs in large crystals. The rock is generally decomposed on the surface, and the decomposition sometimes extends as deep as 100 ft. This formation-granite intrusive in Silurian shales-extends for many miles to the northeast, but so far as I know the Kuils River deposits are the only ones now known to occur in it, though probably further prospecting will reveal other deposits. This particular discovery was accidental;. alluvial tin being found in the course of boring for oil. The Kuils River Deposit. This comprises both lode and alluvial tin. The lode strikes N. and S., and dips about 30° E. into the hill. It is 5 ft. wide, and composed of dense white quartz, in which pinkish-gray cassiterite is distributed in large crystals. The vein also contains considerable quantities of wolfram. Industrialization is raising the standard of living of people everywhere. The common man is demanding and getting more of everything. Perhaps more markedly than most other things, he is consuming more water. A hundred years ago water for domestic use, in all but a few large centers, was lugged from wells in buckets. This still is true in many rural areas, even in the enlightened United States of America. but pumps and pressure systems are rapidly replacing the "old oaken bucket," even on farms and in isolated country homes. Nevertheless, many still fail to see water as a ?commodity? in the same sense that coal, lumber, fertilizer, and bread are considered as commosities. Water is too frequently taken for granted.

In order to understand the intricate nature of blast damage mechanism and to counter the associated problems, small scale blasting experiments were performed on hydrostone, concrete and granite. This was followed by a 2.4 m x 2.7 m (8'x 9') drifting operation in a quartzite quarry. Interior as well as exterior damage was assessed by different techniques. On the basis of the experimental results, the effect of explosive characteristics on the damage was examined.

Shotcrete usage in declines and developments has become pervasive as operators strive to achieve production improvements. Issues of mix control, fibreload, thickness control, temperature and curing conditions all play a part in the quality control. Often to overcome some of the quality control issues designers over specify the strength requirements in order to meet their operational constraints. Adherence to the standard civil testing requirements of 28 days moist cured at 21ºC without properly calibrating these results to the changing environment underground leads to contractual disputes. There are a number of standard tests specified including cylinder tests, cored tests, beam tests and round determinate panel (RDP) panel tests. The logistics of storing these samples and then transporting them to concrete testing laboratories without due regard to temperature changes with time can influence the results. All the samples can be readily handled by personnel except the RDP panel. The standard RDP panel is 800 mm diameter by 75 mm thick and requires an ITH machine at the mine and a fork lift at the laboratory to move it around. This paper will examine the possibility of a panel which provides scalable results to the standard RDP panel but can be easily handled by personnel and/or tested on site with suitable equipment. This allows for faster turn around and better quality control for the sample prior to testing. This enhances the identification of quality control issues at the mine and improves safety.

The ability of wireless systems—e.g., voice communication, proximity detection, tele-remote operation, telemetry, etc.—to function satisfactorily (coexist) in the presence of other wireless systems is critical to the safety and health of mine workers. The failure of wireless systems to coexist could result in the delay, corruption, or outright loss, of critical data, voice, or video information. However, no mining-sector-specific regulations, standards, or guidelines exist to ensure the safe coexistence of wireless systems. This paper introduces the concept of wireless coexistence, implications in the mining industry, and the National Institute for Occupational Safety and Health’s (NIOSH’s) research approach to develop guidelines and recommendations to ensure safe wireless coexistence.

THE opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, and whom he had had the pleasure of meeting on the shores of Lake Champlain. "Chevron notched samples achieve general acceptance for measuring the Mode-I (opening mode) fracture toughness of rocks. The cracked chevron notched semi-circular bending (CCNSCB) sample, which is developed from the International Society of Rock Mechanics suggested the cracked chevron notched Brazilian disc method, has recently received much attention. However, these chevron notched methods have not been fully mastered, some ideal assumptions based by their theories and formulas, such as the straight-through crack assumption (STCA), have not been verified detailedly. Fractures of CCNSCB specimens were numerically simulated considering different heterogeneities, geometrical and mechanical parameters. The results show that, the real fractures of CCNSCB specimens are never satisfied with the STCA. In fact, micro fractures not only occur in the notch tip but also the two chevron edges. Consequently, the crack front features prominently in a shape of parabolic curve, far from being straightthrough. Moreover, curvature of the crack front is only affected by shape of the chevron ligament. Cracks usually start from two sides of the notch tips rather than center of the notch width, and propagate deviating from the postulated fracture routes. These fracture mechanisms induce errors with the measurements, and thus more attentions should be paid to the real fractures of the chevron notched samples for measuring fracture toughness more accurately. INTRODUCTIONWith the increasing requirement of people for resources and energies, frequent rock engineering activities have been conducting, such as underground excavation, oil exploration and deep burial of nuclear waste. Many problems appear in rock fracture. Consequently, there are more and more attentions paid in rock fracture mechanics due to its broad application prospects for solving these engineering problems. Since Mode-I (opening mode) fracture is the most common failure mode in rocks, Mode-I fracture toughness is a primary parameter to predict rock mechanical properties in actual engineering, and thus its accurate values are necessary to the researches of rockburst, rock mass slope stability, rock cutting, hydraulic fracturing, tunneling, et al. Therefore, it is thus significant to evaluate and study relevant methods to obtain the reliable value."

"Fountain Slide is located approximately 10 mi (16 km) northeast of Lillooet, British Columbia, Canada, within the Coastal Mountain Range, and has been locally active since the 1970s. The project site is located near the base of the relic Tunnel Mountain landslide. The progressive movements have posed a significant challenge to British Columbia (BC) 99, the main north-south highway in the region. The slide began affecting the British Columbia Railway Company (BCR) tracks in the 1990s. In 2004, the Canadian National Railway Company (CN) acquired BCR and, during the next 11 years, undertook measures to stabilize the rail bed. Some of the measures undertaken include numerous track realignments, a shotcrete and soil nail wall, an anchored soldier pile-and-lagging wall, and adding a row of anchors to the wall. For many years, the measures had proved successful until mid-2014 when it was observed that the slide retrogressed uphill of the tracks. Since that time, the slide movements typically ranged between 5/32 and 0.4 in (4 and 10 mm) per day, leading to extreme distortion of the earth retention system and the need for frequent track realignment.In the spring of 2016, CN issued a request for proposals (RFP) for a designbuild solution with the expectations of: (1) a safety factor greater than 1.2, (2) considering only the currently identified retrogressive blocks that extend to about 200 ft (61 m) above the track; and (3) minimizing activities outside the current easement. It was also communicated that there was a possibility that a portion of the line may have to be abandoned if the proposed remediation was cost prohibitive.The fact that the existing slide was a small fraction of the relic slide was intimidating. "The Presidio Parkway Project will reconstruct approximately 1.6 miles of highway, including seven bridges, three cut-and-cover tunnels, and an undercrossing connecting the Golden Gate Bridge to the City of San Francisco, California. The project site is approximately 5.6 miles from the San Andreas Fault, which is capable of producing magnitude 8 earthquakes. Seismic hazards include strong ground shaking, soil liquefaction, ground settlement, and lateral spreading. At the Tennessee Hollow bridge section up to 30 feet of loose sands and soft clays are present. Concerns are raised that standalone drilled piers will experience excessive lateral soil loads from liquefaction-induced lateral spreading pressure resulting in excessive pier head displacement of up to 8 inches. Ground improvement by Cement Deep Soil Mixing (CDSM) is proposed to provide additional foundation stiffness. This paper presents the methodology to: 1) assess the effectiveness of the ground improvement in resisting lateral spreading, and 2) optimize ground improvement design at individual bridge bents based on local site condition. A series of 3-D numerical analyses are conducted and the results show that drilled piers with CDSM ground improvement are capable of withstanding seismic demands from lateral spreading and the lateral pier head displacement is reduced to less than 2 inches. The adopted analytical approach is efficient at modifying design for individual bents and can be considered for future pier foundation design in seismically active areas. IntroductionThe Tennessee Hollow bridge section (Low Viaduct) is an integral component of the Presidio Parkway project which will replace the existing facility with a new multi-lane roadway between the Golden Gate Bridge and the City of San Francisco. As shown on Figure 1, the project site is located about 5.6 miles east of the San Andreas Fault and 12.5 miles west of the Hayward Fault. The Low Viaduct will span over a future wetland habitat subject to tidal fluctuations and potential scouring."

This report describes a project conducted by the Bureau of Mines in which the accurate directional drilling of a borehole was demonstrated with the objective of intercepting a designated target. The project was conducted at Navajo Dam in northern New Mexico at the request of the Bureau of Reclamation. Borehole survey and drill logs are provided in an appendix. The trajectory of the demonstration borehole was designed to intercept a 5-ft-radius target at the final or "punchout" distance of 885 ft. The elevation of the borehole at this distance was within the target; the borehole punchout coordinates were 8.81 ft southwest of the target. As a result of the demonstrated accuracy, the Bureau of Reclamation has contracted the accurate drilling of boreholes as long as 600 ft from the inside of a short tunnel, to control water seepage in the right abut- ment. This resulted in a substantial cost savings compared to the orig- inal plan of constructing a longer tunnel and drilling 150-ft boreholes.

In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway's complex geometric cross-section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. "This paper presents an apparatus and procedures to implement a methodology for controlling ambient air quality in a confined working environment, such as an underground mine, an underground storage area, or a tunnel. The air quality control methodology is directed at limiting the quantities of exhaust pollutants emitted by diesel-powered vehicles into the confined space by identifying vehicles that are excessive polluters. The methodology is based on tailpipe and ambient air measurements in the confined space, and the ambient air threshold limit values (TLVs) for the various diesel exhaust pollutants. The methodology consists of two computational methods; a deterioration criteria computational method to identify excessive polluting vehicles, and an engine performance computational method to determine engine performance and to provide information needed to diagnose engine faults. The methodology is designed for implementation in conjunction with a preventive maintenance program.The first part of the paper describes the mine air and tailpipe emissions measurement apparatus and techniques used to obtain data. This is followed by sections discussing the deterioration criteria and the engine performance computational methods. A section discussing some common engine emissions-related faults is also presented lastly, a proposed procedure to implement the methodology including a possible hierarchical structure for mine personnel involved to implement the procedures is presented.INTRODUCTIONDiesel-powered mining vehicles are gaining Popularity in underground coal mines and are almost universally used in underground non-coal mines due to their mobility, flexibility, and higher productivity. However, noxious gases and particulate matter in diesel engine exhaust are a concern because of the potential for being harmful to the health of miners. Diesel exhaust pollutant concentrations out the tailpipe of a mine vehicle change with time due to engine wear, inadequate maintenance, improper adjustments and other factors. This deterioration in pollutant concentrations, if not properly controlled, may adversely affect the air quality in an underground mine. To provide assurance that a clean and healthful work environment are maintained, a program is needed to identify and repair diesel engines that contribute to poor air quality. Also, earlier detection of deteriorated engines will make preventive maintenance possible, thereby eliminating further deterioration and possibly complete breakdown. Preventive maintenance also increases engine life and equipment availability in production which in turn will result in decreased operating costs."

The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. "Whilst safety is considered to be of high priority in every aspect of engineering projects, it is equally important for designers and contractors to be continually aware of their obligations to the immediate environment and the society as a whole. In addition, developing a well-thought-out economical solution is key to achieving the sustainability aspect of the above objective.This paper focuses on the design, construction and management of a recently completed large multi-level basement scheme in Central London, with greater emphasis on collaborative approaches taken by the design engineers, commercial managers, construction managers and site operatives to deliver the most reasonably economical and sustainable solutions to the client. Solutions were based on combinations of general and specialist engineering knowledge, with due considerations for health & safety, sustainability, cost, practicality, time and community requirements.INTRODUCTIONUnderground structures have become vital components of urban life worldwide e.g. tunnels serve many water, wastewater, highway and railway schemes, basements have been incorporated into many urban commercial, institutional and residential developments, while many public underground car parks have been built to deal with the incessant problem of insufficient surface parking spaces in busy urban centres.The safe design, construction and maintenance of underground structures have been well-mastered by the deep foundation industry over the years. However, just like many other areas of engineering, aside the need to satisfy safety requirements, underground construction practice is now faced with a new set of requirements; the demand for more sustainable and cost-effective solutions, with reduced environmental and societal impacts. Designers and managers of underground construction schemes are now compelled to minimise the use of natural resources and energy, to minimise the amount of waste produced, to minimise the level of environmental pollution, noise and disruption to traffic and normal societal life at ground level around underground construction sites. In addition, the recycling of site wastes and reuse of materials have now become important aspects of underground space development. Considerable effort is being put into promoting sustainable development across the industry."

Immediate detection of methane buildup or of sudden liberation of large quantities of methane in the face area is essential to avert disasters in coal mines. Proper timely detection and handling of methane have always presented problems in extremely gassy mines, and these problems have been magnified by present accelerated mining methods. Strict rules and regulations have been established by coal-mining companies, States, and the Federal Government, which provide for periodic inspections for methane in face areas when electrical equipment is working. Other provisions require the operator' to shut down electrical face equipment and change or adjust ventilation when more than 1.0 percent of methane is detected. Nevertheless, human failure to detect such conditions has been responsible for numerous ignitions arid explosions Recognizing this fact, Marling J. Ankeny, former Director of the Bureau of Mines, proposed in 1958 the development of an automatic methane-monitoring device. He envisioned such a device as being entirely dependable, capable of giving a warning when a predetermined concentration of methane in air is reached, and capable of deenergizing the equipment and rendering it inoperative when a dangerous concentration of methane is present in the air. Such a device has been developed by the Bureau of Mines Health and Safety Research and Testing Center in Pittsburgh, Pa.

The Henderson mine has more than 20 years experience and has placed a combined total of more than 400,000 m3 (520,000 cy) of shotcrete and concrete. Over the last 20 years the mine has used a variety of equipment for placing concrete, wet shotcrete and dry shotcrete and is constantly trying to cut costs and increase efficiencies. Henderson has recently received a state of the art wet shotcrete placer, automated its batch plant, fabricated a mobile concrete form jumbo and is soon to receive a new concrete transport truck.
