The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

This report is the second of a series describing methods and systems of mechanical mining; where operations are conducted on more than one shift. The first report, Information Circular 7014,4/ describes mining operations at 14 mines and the present paper describes operations at 11 additional mines. The purpose of this study is to analyze the advantages and disadvantages of the various types of equipment and mining systems now used where more than one shift is worked per day. Physical conditions vary in different and in the same mining districts and determine, together with economical considerations, the systems of mining and the types of mechanical loading equipment to be used. The information presented in this paper may be helpful to operators or others who may contemplate installing a mechanical mining system. The equipment used in the mines described comprises conveyors, scrapers, mobile loaders, mobile conveyors, and combination of these types. The description of the mining systems and practices at the mines investigated is detailed only as they relate to and affect mechanization. In computing the operating data in mines that are not totally mechanized, employees not working directly on production have been charged to output from mechanized sections in proportion to the percentage of mechanization. The operating data for comparing various systems are for an average working dry, as the number of men working on idle days varies greatly in different mines.

BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

This paper on the square-set system of mining embodies the results of a special study of the subject made as a part of the Bureau of Mines general investigation of mining methods and costs. Data for the paper were gathered by the authors during visits to mines using square-set mining, from Information Circulars prepared by consulting engineers to the Bureau on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. The square-set system of mining is very widely applied and is one of the oldest methods in use in the United States. It is mainly employed for extracting relatively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and-fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50 per cent of the ore may be extracted by square-setting at mines listed as using some other method of mining. A large tonnage is mined yearly by square-setting, principally in the Western States.

This one discusses the publications issued during 1955 and in addition describes briefly the work in progress during the year. Further details on the published work may be found by referring to the publications cited in the footnotes. The Bureau continues to direct its research and technologic work on coal toward safer and more efficient mining, improved preparation, and more effective utilization, with the ultimate twin goals of promoting conservation and insuring that coal will make its maximum contribution to the Nation's industrial capacity. Significant advances toward these goals were made in 1955.

The design concept requires the construction of the permanent support system, consisting of 24 concrete filled perimeter drifts, before excavating the mass core. General construction procedures used during the construction of the perimeter drifts are described.

The use of ground-probing radar as a reflection mapping tool is gaining acceptance in subsurface investigations. This tool may be used to obtain near-surface information useful to geotechnical engineers. Along with the lightweight field equipment now available, radar is being used to obtain information that may impact the safety and production of mining, tunnelling, and excavating operations.

Directional hydraulic fracturing was invented by Polish experts and was first applied in coal mining to prevent hard roof rock bursts. Based on its successful application in coal mining, directional hydraulic fracturing has the potential to reorientate the hydraulic fracture trajectory. Recently, this technique has been introduced into cave mining for the purpose of lowering breakdown pressure. The hydraulic fracture is much easier to initiate with the assistance of an initial notch. No systematic theoretical or experimental studies have been carried out to investigate the influencing factors in the hydraulic fracture reorientation process. In this paper, the numerical modelling software Realistic Failure Process Analysis3D (RFPA3D) – Flow Version is used to study the influence of the in situ stress condition and rock mass heterogeneity on directional hydraulic fracturing in brittle heterogeneous rock masses. Firstly, the reliability of RFPA3D in simulating hydraulic fracturing is validated by comparing its results with experimental results and the simulation results from the extended finite element method. The hydraulic fracture trajectory is then observed in a three-dimensional stress environment. The results indicate that for the in situ stress condition, when the borehole lies in the ?2–?3 plane, only the difference between ?2 and ?3 has an important influence on hydraulic fracture reorientation. The U.S. Bureau of Mines has determined the microwave heating rates for a suite of minerals and reagent-grade compounds. Maximum temperature achieved for the samples and the time required to reach temperature are reported. Heating rates of powdered samples are presented as a function of incident powers up to 3,000 W at 2,450 MHz. Descriptions of the microwave cavities, test cells, and a thermocouple assembly used to measure temperature in the microwave field are given. Many minerals of value heated in the microwave field, whereas host rock or gangue materials did not. In general, heating rates increased as incident power was increased. Exceptions to this were some very good (CuO, Fe304, and PbS) and very poor (CaC03 and SiO2) microwave-absorbing materials that showed negligible changes with increased power. Applications demonstrating the use of microwave energy in mineral processing that are described herewith include oxidation-reduction reactions, mineral liberation, and mercury retorting-vaporization. Microwave data on mineral heating rates will provide insight to possible chemical and mineral processing applications as well as assist in predictions of processing parameters.

Contemporary approaches to safety management appear to be failing short of meeting its mark in improving mine safety. This is evidenced by the high workers compensation, high incidence rates and fatalities. Evidence from high-risk and complex organisations points towards safety culture as being important in improving site safety. In more recent years resilience engineering has been touted as a new and innovative way of managing safety. This paper reviews and synthesises previous literature on safety culture and resilience engineering. It then highlights methods that can be used to measure safety culture and resilience engineering, and explores similarities and differences between complex organisations and gold mining to identify opportunities for more innovative approaches to improving safety in gold mining operations through safety culture and resilience engineering.

This paper describing the concentrator practice of the Hurley Plant of the Nevada Consolidated Copper Co. at Hurley, N. Mex., is one of a series of papers on milling methods and costs being prepared by the United States Bureau of Mines. The Hurley concentrator has a normal daily capacity of 13,500 tons of ore, and for the first four months of 1930 the heads of the concentrator averaged 1.32 per cent of copper and 3.14 per cent of iron. The recovery for this period was 83.98 per cent and the concentrates produced averaged 27.54 per cent of copper.

Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

Correct ventilation of underground workings whether in coal or in metal mines consists in establishing such control of air currents that the miners may work in safety, with maximum comfort and efficiency, and without impairment of health; also in controlling the air flow so that the mine workings may at ordinary times be kept reasonably free of harmful gases or dusts, and so that in time of emergency, as when a fire or an explosion occurs, there may with minimum delay be maintained as much or as little air flow as is desired throughout the mine in its entirety or in certain parts of the mine. Control of air flow is the essential point of any mine ventilating system, and is obtained only by the installation of mechanically operated fans, and other ventilating devices such as doors; overcasts, regulators, etc. Every mine, large or small, coal or metal, should from the outset be equipped with a fan. Much has been written about natural ventilation, and many claims have been made that in specific mines or parts of mines there is sufficient natural air flow. As a matter of fact, there are actually very few if any mines, coal or metal, where natural ventilation creates atmospheres anything like adequately safe or healthful for underground workers even at ordinary times or under ordinary. conditions; and at the time of a fire or an explosion mines depending upon natural ventilation are practically helpless, and are decidedly dangerous for the unfortunates forced to be in them either at the time of the disaster or afterwards when trying to handle conditions arising from the emergency.

This U.S. Bureau of Mines study examined spontaneous heating episodes in coal mine pillars in an active underground coal mine. The information obtained from these incidents was then analyzed to learn which sampling methods provided the earliest indication of pillar heating. The objective of this study was to discover if the location of future events of pillar spontaneous heating could be inferred from the available information. The spontaneous heating-prone area in this evaluation involved pillars located just inby the mine portals. Several detection methods were used to determine gas levels outside as well as inside the affected pillars. It was hoped that, by incorporating external and internal sampling methods into an organized pro-gram, locations undergoing spontaneous heating could be determined more readily. This study found that by drilling small-diameter boreholes into the pillars, then obtaining gas samples from the affected pillars, the ability to locate early spontaneous heating episodes was improved. However, the ability to accurately predict future spontaneous heating events remains in question.

The South Nottinghamshire Area has not been greatly troubled by spontaneous combustion until the last few years, during which the Blackshale Seam has been developed and exploited. The problem was first encountered at a colliery which was heavily preoccupied with a major reconstruction scheme, and with the sudden appearance of a completely new hazard both men and management had to adapt themselves very quickly to meet the situation. The paper contributed to the Symposium by the South Nottinghamshire Area illustrates the problems by reference to actual incidents, and shows how the lessons learned from them have been applied to the shaping of future policy on the avoidance and treatment of spontaneous combustion.

The Rush Creek district of Marion County, Ark., has had a more or less continuous record of zinc production over the past 40 years. The ore has come from many small mines working on oxidized and semi-oxidized deposits found in the Everton formation where that formation forms the present surface rock. Prospecting has been restricted to the hillsides above the creek levels, the actual ore outcrops being the guides. Little attention has been paid the possible sulfide zones. In August 1942, the United States Geological Survey and the Bureau of Mines recommended exploration of the Powell and Cotter formations, which underlie the Everton, for which purpose the Survey had previously located 18 proposed drill-hole sites in geological structures that seemed favorable to are deposition.

In open pit blasting, energy is released and transmitted through the geology. Negative effects can impact operations and can affect mine production. This paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. It includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blast-induced ground motion.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. For several years, or from about 1932 to 1935, inclusive, the coal industry of the United States had an excellent record as to coal-mine explosions. In 1937 and in 1938 to date there has been a definite increase in the number of explosions attended by considerable loss of life and property damage. In most of these explosions one important underlying and contributing cause has been lack of sufficient (or at least efficient) ventilation to properly dilute and remove explosive gas from the mine. This increase in explosions indicates that. the lesson taught through bitter experience, many times in the not far-distant past, of the need for good ventilation is frequently being overlooked, partly because the relatively good experience of the industry in the past several years has made many mining people forgetful. Moreover mining practices are rapidly changing, and in some instances the changes are being made with little if any regard for safety. It appears, therefore, that a review of some ventilation principles and practices should be of value in preventing further disasters; this paper has been prepared with that object in mind. In coal mining the need for thorough ventilation of all underground working places is recognized by both mining practice and law; such ventilation is generally obtained by the use of fans that circulate a quantity of air much in excess of the quantity of coal produced, by weight as well as by volume. For example, in a relatively small mine producing 1,000 tons of coal per day and circulating 100,000 cubic feet of air, which is by no means abnormal, 2,000,000 pounds of coal and approximately 10,900,000 pounds of air would be moved out of the mine every 24 hours. Because of the need for adequate dilution and removal of methane issuing or likely to issue from mine strata and for removal of the carbon dioxide formed by coal and timber oxidation up-to-date coal mines usually provide an air volume which if adequately coursed not only removes these gases but also the gaseous products of the detonation of explosives (which may include carbon monoxide, hydrogen sulphide, nitrogen oxides, carbon dioxide, and nitrogen) and the carbon

Location and History The Sherritt Gordon property is located in northwestern Manitoba, about 100 miles north of The Pas and 40 miles northeast of Flin Flon. It is connected with the Manitoba Northern railway, which runs from The Pas to Flin Flon by a branch line, 42 miles in length. The location of the property is shown on the sketch-map, Figure 2. The ore deposit was first discovered by Philip Sherlett, a Cree Indian, in 1922. In 1924 Sherlett's claims lapsed and the ground was re-staked by Carl Sherritt and Dick Madole, and was optioned by them to J. P. Gordon in the summer of 1925. Gordon re-optioned the property successively to three well-known mining groups, one of which did some surface trenching .and put down 28 shallow diamond-drill holes before dropping their option. In the latter part of 1927, a Company known as Sherritt Gordon Mines, Limited, was formed to take over the property, and preparations were made for systematic development work. Preliminary Development In order to fill-in gaps left by the original drilling, a light diamond-drill outfit was flown-in to the property from the Hudson Bay railway in the early fall of 1927. Ten shallow holes were put down before freeze-up .and a considerable amount of surface trenching was completed. Based on the results of the surface trenching and the shallow diamond-drilling, an extensive development campaign was outlined. A winter road, 90 miles in length, was cut from mileage 55 on the Hudson Bay railway, and during the winter of 1927-28 a total of 2,600 tons of freight was hauled-in to the property. This freight included four complete diamond-drill outfits, two complete mining plants, building material for two sets of camps, and supplies for one year's operations, including 105,000 gallons of fuel-oil for Diesel engines.
