What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

Concrete is one of the decisive construction materials, also for the AlpTransit Gotthard Tunnel. The client has many requirements, and many are the solution possibilities that concrete systems can offer. Cement producers and concrete admixture manufacturers have been challenged to design and test jointly concrete systems for cast and sprayed concrete. The testing operation followed the scenario laid out by the Gotthard AlpTransit Project management?s instructions ?Testing system for concrete mixes.? Various supplier teams have applied for the concrete systems for sections Amsteg/Erstfeld, section Sedrun and/or sections Bodio/Faido and have also followed through with the tests. As was to be expected, the rate of failed mixes matched the level of the requirements. Thanks to this system, it was nevertheless possible to test complete concrete systems for all sections and to get them approved. The joint ventures tendering for the contracts were allowed to include only approved mix designs in their bids. Workability and durability are of paramount importance for cast and sprayed concrete mixes. Durability is influenced by the chosen mix design where binder concept and well-defined water content, i.e., impermeability, are determinant. Aggregates for AlpTransit are to be considered as given. The concrete mix design also determines workability. Because ambient conditions and also requirements with respect to workability are subjected to change, it is necessary that the mix designs include control measures. The choice and number of components for the concrete systems (cement, additives and admixtures) allow adaptation to changing conditions. For AlpTransit such adaptive measures must meet very strict requirements.

The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

Corrosion of GaAs in aqueous electrolytes is a major limitation in implementing GaAs-based photoelectrochemical solar energy conversion systems, In this work, the corrosion behavior was investigated by electrochemical methods and surface analysis approaches, in both H2SO4 and NH3?H2O solutions, Open-circuit measurements showed that the cleaned GaAs surface was very sensitive to water/air, Impedance measurements for n-GaAs showed that an inductive loop only appeared at a high corrosion rate because a reaction intermediate is the oxidant for a further decomposition step in combination with chemical reaction with water, The results suggest that the same corrosion/decomposition mechanism occurred on n-GaAs in the two solutions, When the surface-hole concentration was low, the hole injection or generation process was the rate-determining step, At large reverse bias on n-GaAs, with high-hole concentration, the corrosion rate was limited by a Faradaic adsorption process, involving an adsorbed intermediate, The different surface compositions after corrosion in the two solutions can be explained by the dissolution of As(0), Further oxidation of As(0) to As(III) in NH3?H2O solution is still slow, as suggested from X-ray photoelectron spectroscopy (XPS) analysis,

Since the Buffalo Creek incident in February, 1972, Federal and state environmental agencies have had the pressure on the coal industry in the Appalachian area to close the coal processing plant water circuits. In an attempt to comply with this requirement, Eastern .Associated Coal Corp. decided to install a vacuum disc filter system at its Kopperston plant to eliminate the tailings pond and reduce the amount of plant make-up water. It was recognized at the time that the plant static thickener tailings would be a very difficult slurry to dewater because of its unusually high clay content. The following is a case history of the Kopperston installation and the refinements Eastern has made in its vacuum disc filter operation to increase efficiency.

The wearing of self-contained oxygen breathing apparatus, although relatively safe if proper precautions are taken, is dangerous if defective apparatus -is worn, if men with inadequate training, experience, and physical requirements are used, or if improper procedure is followed. This is proved by the fact that at least 26 men are known to have lost their lives while wearing-oxygen breathing apparatus since its introduction in this country about 35 years ago. Self-contained oxygen breathing apparatus, commonly called "mine rescue apparatus" and sometimes improperly referred to as "oxygen helmets," is the only equipment that can be used for respiratory protection against poisonous mine gases, regardless of concentration or against an atmosphere containing little or no oxygen.3/ Apparatus of this type was introduced in this country in 1907, and since that time it has been widely used in conducting rescue and recovery work after mine fires and explosions and in some other work. All oxygen breathing apparatus used in this country before 1918 was imported from Europe, and although this equipment provided safer, more rapid means of conducting recovery work after mine disasters, there were many mechanical deficiencies in the apparatus which resulted in the death of some of the wearers. This led to the research and experimental work by the Bureau of Mines that resulted in the development and manufacture of more reliable and efficient types of apparatus in this country.

"Scientific, engineering, and biomedical research teams synergystically developed major topical research areas in the Respirable Dust Center. Descriptions of their interactions and resulting accomplishments demonstrate how cooperative research within and among these study groups benefits the overall respirable dust research and practical application needs of the mineral industries.The development of a state-of-the-art small animal inhalation exposure facility suitable for studies of fresh and aged coal mine dust, a major goal of this research group, will contribute toward the GTCRD goal of advancing the understanding of causative mechanisms for the occupation-related lung impairments and the airway diseases of mine and mill workers. Such understanding includes improved definition of the role of various aspects of the lung environment (e.g., surfactant and the mucociliary system) in the disposition and toxicity of respirable dust, comprehensive characterization of the role of the pulmonary alveolar macrophage (PAM) and its secretory products on the development of dust-related lung disorders, and an expanded search for methods to reduce the toxicity of respirable dust both before and after it enters the lung. The National Academy of Sciences has recommended, in Measurement and Control of Respirable Dust in Mines, that respirable dust research should include study of the behavioral and constitutional factors affecting individual susceptibility to workers' pneumoconiosis occupational disease and the development of methods for detecting the potential onset of pneumoconiosis earlier and more conclusively than can be done using X-ray methods. These recommendations have guided the research group in its goals of establishing and disseminating a scientific protocol for standardizing the inhalation testing for all research objectives within the Generic Center which involve small animal exposures and implementing the infrastructure necessary to make lung tissues obtained during inhalation studies available to all researchers within the Generic Center."

This paper, describing the mining practices and methods at the mine of the Molyb¬denum Corporation of America, is one of a series of similar papers on mining methods in the various mines of the United States being prepared by the Bureau of Mines. The mine of the Molybdenum Corporation of America is in the Red River mining dis¬trict, Taos County, northern New Mexico (fig. 1), The mill and camp are in the valley of Red River, about 7 miles east of the town of Questa; the mine is 1 ¼ miles away, in Sulphur Gulch, a tributary of Red River. The mine is about 600 feet higher than the mill, at an altitude of about 8,700 feet. The climate is cold in winter, but does not interfere serious¬ly with continuous operation. The mine normally produces about 40 tons of sulphide molybde¬num ore per day, which is concentrated at the local mill and chipped to the plant of the Molybdenum Corporation at Washington, Pa.; there it is made into either ferromelybdenum or "molyte" (calcium molybdate), for use in alloys. The ore is mined from narrow, irregular veins by the cut-and-fill method. About 65 men are normally employed underground and on the surface at the mine.

Although for many years considerable attention has been given to devising safe and efficient methods of using explosives, with some success, relatively little has been done to provide satisfactory storage facilities for them. This was known long before the present war began, but it was emphasized during the past 30 months? inspections of explosive magazines by employees of the Bureau of Mines in administration of the Federal Explosives Act of December 26, 1941. These inspections have revealed woeful in adequacy as well as definite hazards and the urgent need for obtaining better storage facilities either by remodeling old magazines or constructing ink new ones that would afford suitable protection for the contents against theft, fire, deterioration, and detonation. The purpose of this paper is to offer suggestions and to show by sketches and drawings some of the fundamental features of suitable magazines. Type of construction and available materials differ with different; localities, but the information herein contained can be applied to most magazines, whether already constructed or the construct: on of which is planned. It is hoped that this information will be helpful and will aid persons who are trying to provide suitable storage for explosives end detonators. It is also hoped that States and cities will be made aware of the unbelievable laxity practiced in storing explosives in the United States and will take some remedial action.

Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. [SECRETARY'S NOTE.-All of these notices have been revised, and some of then have been more or less completely prepared, by me. To those which contain more particularly the expression of my personal feeling, my initials have been appended. The labor of preparing or editing these paragraphs has been in many respects both welcome and interesting, on the one hand, and sorrowful, on the other. In going through the list, I have repeatedly felt like one who, visiting the Morgue, suddenly comes upon the pale face of a dear friend, of whose death lie was not aware ; and, even when this fact was known to me, the work of recording it has brought upon me a flood of recollections, almost preventing the discharge of that official duty. The list for 1907 seems to me to he peculiarly sad, comprising, as it does, so many sudden deaths by violence or accident, so many veterans, removed too soon, and so many young men whose early departure impoverishes the future, even more than the present. Probably, this feeling on my part is largely due to the circumstance that the increased membership of the Institute necessarily in¬volves an increase of the annual death-list. Probably, also, it is connected with the circumstance that during the first years of the history of the Institute-say from 1871 to 1880-it was joined by men of all ages, and that the death-rate is consequently now above the average which would result from the normal annual addition, principally of young men. And finally, I must admit that, as one of the original members of the Institute, and practically connected with it for nearly thirty-seven years as Acting President, President or Secretary, I am peculiarly impressed and depressed by the successive deaths of those who were my associates in the years of its early struggles and triumphs. I do not wish to inflict upon my younger colleagues the melancholy reflections of an increasingly lonesome old man. In fact, my prevailing mood concerning the Institute is not at all melancholy, but triumphant and hopeful. If I may be permitted to preach at all, I would enforce, from the texts given below, a moral which many of them declare so forcibly as to preclude the necessity of expository enforcements-namely, the duty of every one of us, old or young, to give to his brethren, as he goes along, and without waiting for some future occasion for a comprehensive and monumental contribution to technical literature, the results of his observation and experience. Geometallurgical assessment of orebodies in the mining industry typically relies on bench-scale or lab-based characterization techniques. In this study, we investigate drone- and tripod-based field hyperspectral imaging as a potential addition to the geometallurgy toolkit in multiple applications. This pilot study tests hyperspectral imaging for largescale mineral mapping in and around the active Lisbon Valley copper mine, including natural exposures, previously producing U-V mines, highwalls, dumps, and leaching sites. Tests include different (supervised and unsupervised) mineral data classification methods, varying mineral spectral reference libraries, comparison with ground-truth geological and spectroscopic mapping and sampling, and integration with LiDAR data. The results show that hyperspectral scans can produce spatially registered maps of the distribution of different spectrally active mineral types over dumps, highwalls, leach pads, and natural outcrops. Clays, other phyllosilicates, carbonates, and sulfates showed up particularly well. The sensor was also able to distinguish dry from lixiviant-saturated areas and map different clay types on the leach pads, and shows promise for differentiating types and health of vegetation. These results suggest that hyperspectral imaging, if coupled with robust ground-truthing, can be a useful complement to existing geometallurgical techniques in the mining industry, such as geological mapping, blast hole sampling and automated mineralogy identifications, and handheld spectrometry. In particular, hyperspectral imaging has promise for mapping the distribution of acid-consuming minerals; mapping the distribution of swelling, sliming, and heap-blinding clays; and pinpointing problem areas on heap leach pad surfaces.

The extension of the commuter railway system (S-Bahn) in Leipzig, Germany willrequire the construction of an underground line crossing the downtown area of thecity to tie the Bavarian Station in the South to the Main-Station in the North. The City-Tunnel-Leipzig is currently one of the largest infrastructure projects in Europe. This system extension will have a length of approximately five kilometers. 3.9 kilometers of that length are currently being constructed using either cut & cover construction or tunnelingmethods. The design and construction of this project currently is and will continue facing very significant challenging urban and demanding geotechnical conditions.

During the past 5 years the Bureau of Mines has published information circulars dealing with mining methods and costs at 78 ore mines; 7 circulars, each of which is devoted to a discussion of one of the principal mining, methods; and 23 circulars dealing with special phases of mining, such as ventilation, shaft sinking, tunnel driving, the cost of equipping and developing prospects and small mines, underground transportation, diamond drilling, and ground support. These circulars were written by many different authors, and in order that the method of presentation and the basis for compilation of data might be the same in all the papers the Bureau drafted an outline to be followed in their preparation. To clarify the data in these circulars, which are in the libraries of many engineers and mining companies, and the summarized data presented in this paper, that portion of the outline dealing with cost and labor-performance data is reproduced below.

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. A major excavation support case history for the Eastern approach to the Third Harbor Tunnel (THT) in Boston, MA is described, which uses an anchored Soil Mixed Wall (SMW). Both general and project specific information is provided regarding the design and construction of SMW walls. In addition, conclusions are presented that discuss the suitability of this particular application and other possible variations.
