INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. Most of the contractual problems related to underground construction are associated with risk and its management. Unless all of the ramifications of this subject are understood, it will be difficult

The Hydrogeological Survay of the bauxite mines in Hungary was establisned 30 years ago. The goal of the HS has been to collect the all available date needed to solve the hydrogeological problems of bauxite mines. The results of activity of the HS have been summarized in the annual reports-. This report is going to present a few methods to evaluate the hydrogeological properties of fissured, karstic rock ie. the evaluation of drilling mud losses, the statistics of core samples evaluated by a special computer program for calculation the porosity and permeability of the rocks. An experimental injection test is presented together with the development of a new portable instrument to get signes of the water table change during the injection test in every two second. It can be proved that the flow around the well may be a transient one if the yield of the injection exceeds a definite one (Figure 2.). It was observed that the permeability calculated from the pumping test date may be 1.2-1.6 time higher than it coming from the injection test. A practical example is presented also how to use the results of the HS for designing the dewatering of a new mine together with an analogous computer model to forecast the yield expectable for making the drift tunnel. A suggestion based on the hydrogeological feature has been done for the dewatering without using electric energy (see Figure 3.-6.).

INTRODUCTION The U.S. Department of Energy's Waste Isolation Pilot Plant (WIPP) is being constructed to provide permanent storage of radioactive TRU waste materials emanating from military weapons production. These wastes are contaminated with radioactive elements heavier than uranium, thus the name trans-(or beyond) uranic (Uranium wastes). The WIPP site, which is located 26 miles east of Carlsbad, New Mexico, was chosen thru a selection process after the National Academy of Sciences recommended salt deposits as a promising host strata for the storage of radioactive wastes. Throughout the United States numerous DOE facilities have produced and stored defense-generated TRU wastes. Once WIPP becomes operational in the fall of 1989, all sites may ship directly to this repository. A companion project has developed special shipping containers (TRUPACT) for safe transport of materials to WIPP. The WIPP facility is currently composed of surface buildings, three shafts, and underground storage and experimental rooms and tunnels. Frontier-Kemper Constructors, Inc. (FKCI) has nearly completed the construction of the fourth shaft, an intake shaft, to provide additional ventilation to the underground workings. PLANNED SHAFT EXCAVATION METHOD Full-face raise boring ( upreaming ) was the allowable method selected by Frontier-Kemper Constructors for the excavation of the shaft. After arrival of an oil-field type rotary drill rig in December 1987, a 9 inch diameter pilot hole was drilled from the surface to the mine level, a depth of approximately 2145 feet.

Soft rock mines are distributed through out P.R.C. And drilling and blasting is still the main method of driving a tunnel in these mines. Traditional smooth blasting has been widely and deeply studied and put into practice in P.C.R since 1970s. But the cartridge and blast hole are both columns, the stress field in the rock around blast hole at the beginning is symmetry around hole axis, and the original cracks in the rock can be activated randomly. So serious overbreak and underbreak at the boundary of an excavation occur often, especially when the excavation is in soft rockmass, and the rates of half-hole marks are generally about 50% in medium rock, and 20-30% in soft rock in Chinese coal mines. For the sake of overcoming the situation, we have been studying directed crack blasting since ten years, and have got some obvious achievements in this respect. Slotted cartridge control blasting in soft rock is studied in this paper. Through model experiments, reasonable decouple coefficient range and slot width are gotten, and unsymmetrical dynamic strain field is analyzed. Through underground test in soft rock with a strength lower than 1OMpa in Dayan Mining Bureau, The results of which the rates of half-hole marks and the nonsmooth grades of the cut contours are 83.3% and 1OOmm respectively have been achieved.

OPERATIONS of the Braden Copper Co. are in the Chilean Andes, southeast of Santiago. Most remote of the company communities is Sewell, a town of 12,000 people, 7000 ft above sea level at the junction of the Coya and Teniente rivers. Four miles down the Coya River is the smelter town of Caletones, elevation 4500 ft, with a population of about 3000. At the junction of the Coya and Cachapoal rivers 24 miles below Sewell is Coya, eleva- tion 2500 ft, location of the company's two hydro- electric plants. The principal accounting offices; steel, iron, and brass foundries; railroad shops; and major mechanical repair and fabricating shops are at Rancagua in the central Chilean valley, 44 miles from Sewell. The company owned narrow-gage railroad connects with the Chilean national railroad at Rancagua and above Coya is the only modern means of travel. El Teniente mine at Sewell is the largest under- ground copper mine in the world. The mill, at the portal of the main tunnel, has a capacity of 34,000 tons of crude ore daily, although production is lower during the winter beacause of electric power restrictions. When operating at capacity the mill produces 2000 tpd of copper concentrates and 32,000 tpd of tailings. Tonnage of tailings is equivalent to about 100,000 tons of pulp at normal water to solid ratio.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Electrical fields were carefully studied prior to the beginning of the work. This was done both in the underground environment and above the ground surface. The Marine Corps has found the Mining and Sapping Department one of the most efficient individual organizations of the Soldiers of the Sea. The men of the unit were assembled among "hard rock" miners from Montana, Idaho, and Utah; most of the detachment hail from Butte. It includes experienced gas-helmet men, blacksmiths, compressors, carpenters, timbermen, concrete and cement gun experts, diamond drill runners, civil and mining engineers, in fact, artisans of every craft in and around mines. Experienced miners with both technical college training in mining and engineering and the practical turn of actual work as mine superintendents and foremen are used as instructors in their craft, except thirty-eight who "shoved off" with the Eleventh Regiment to actually apply their skill in Marine trenches abroad. They are the "finishers" after the trenches are dug. Covering and camouflaging the tops for protection against attacks from the air, engineering the arrangement of the trenches for protection against shell fire, establishing listening posts by projecting "Russian saps" within a few yards of the enemy's trench; sapping or tunnelling into the very lines of the Teutons, and leaving pleasant little bundles of explosives there; are just a few of the high spots touched by these wizards of the soil. They make the trenches comfortable, plastering the interiors until the underground bunk houses not only look like hotels but are just as comfortable "with all the modern conveniences." Draining is another feature which the work of the Miners and Sappers at least partially assures.

Calculation of the sensible heat transfer between the rock surface and the flowing air in an underground airway is still fraught with problems. There are only a few results available in the literature for the calculation of the convection in tunnels with naturally rough surfaces. Some of them are purely empirical, while others use a theoretical approach, based on the analogy between heat and momentum transfer, expressing the heat transfer coefficient as a function of the friction factor. A review and evaluation of these results are presented. The heat transfer equations obtained using the different assumptions, vary over a wide range, so that experimental results are needed to determine the formulae and constants applicable to mine airways. In situ measurements of the "physical" and "technical" heat transfer coefficient carried out in deep mines are described. The statistical distribution of the convective heat transfer coefficient on rough surfaces, as well as the regression between the Nusselt and Reynolds numbers in the turbulent flow region, are presented. Radiative heat transfer between the surface and the moist air flowing in a duct of relatively large hydraulic diameter has been taken into account during evaluation. The results will be a definite refinement of those calculations presently used in mine climate simulation models.

To develop an in-mine water treatment system in which bacterial sulfate reduction and limestone dissolution continuously remove metals and acidity from contaminated drainage. Approach A section of mine tunnel was converted into a water treatment bioreactor by constructing cinder block dams and fang the area between them with a porous substrate mixture of limestone gravel and compost. Readily fermentable materials such as dairy whey, spent brewing yeast, or sugar were periodically added to the reactor. Mine drainage was impounded behind one of the dams and continuously percolates through the reactor substrate at a controlled rate. How It Works The reactor substrate soon becomes anaerobic after it is saturated with mine water. Under anaerobic conditions, sulfate-reducing bacteria consume the organic materials that are added to the reactor and generate hydrogen sulfide (HIS) and alkalinity. The H2S reacts with dissolved iron and heavy metals to form metal sulfide precipitates. The alkalinity raises the pH of the water and induces aluminum to hydrolyze and precipitate as aluminum hydroxide [Al(OH)3]. Additional alkalinity is generated by the continuous dissolution of the substrate limestone. Metal sulfide precipitates and Al(OH)3 are retained within the reactor, and the treated water is discharged. The underground location of the system allows year round operation.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95,955 mt (105,770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/mt (0.36 oz/st) silver with 0.94 % copper, 1.10 % lead and 11.06 % zinc. Ore reserves at El Roble are estimated as 1.1 Mmt (1.21 million st) grading 4.89 % copper and 3.39 g/mt (0.099 oz/st) gold. Geologically possible reserves at Equis may total 1.6 Mmt (1.76 million st). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

INTRODUCTION Idarado Mining Company, a subsidiary of Newrnont Mining Corporation, is situated high in the San Juan Mountains in southwestern Colorado. Portals, offices and surface plants are located near the towns of Ouray and Telluride at elevations ranging from 9,000 to 12,000 feet. The Ouray portion of the development was initiated in 1943. Upon completion in 1945 of a 250-ton mill, processing of development ores containing copper, lead and zinc was undertaken; thus, serving as a pilot testing unit for larger scale milling operations. These facilities were subsequently enlarged and utilized until 1956. Meanwhile, in 1953 Idarado had acquired The Telluride Mines Company, 62 miles distant by highway; however, only six miles via a network of tunnels which eventually linked the two workings. Extensive underground development and increased ore production necessitated reconstruction and expansion of the milling plant. The facility was designed to accomodate processing of 1700 tons of ore daily. This goal was achieved and it represents the current daily output. MINERALOGY The veins are a compound fissure which have undergone several stages of mineralization. The first stage is represented by complex ores of copper, lead and zinc in a quartz gangue. The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U. S. Department of the Interior, to stimulate greater interest in safety in the mineral-extractive industries and to encourage the development of more effective accident-prevention programs. Since its beginning in 1925, thirty-four safety contests have been conducted. This publication reports results of the 11 annual contests for the period 1948-1958, inclusive. Mineral operations awarded the "Sentinels of Safety" trophy for the best safety record in their competitive group as well as those ranking second, third, fourth, and fifth are listed along with a summary of their achievements in preventing disabling injuries. In addition, this publication contains statistical information reflecting the disabling work-injury experience of all other mines and quarries enrolled in the annual contests. The injury statistics of these operations are arranged in the six groups of the competition and through 1955 are the only data on injury-severity at noncoal mineral operations published by the Bureau of Hines. Recognition of the National Safety Competition in promoting safety has increased steadily during its 34 years. The number of plants participating in these annual competitions increased from 210 in 1925, its first year, to a record of 675 in 1958. The expanding scope of the National Safety Competition indicates that more mines and quarries in the United States are enrolling 90 all available means to promote safety on the job will be used. Safety contests like this are generally recognized, in the field of safety promotion, as an effective way to arouse and hold the interest of employees and officials in accident-prevention programs. They tend to forge individual precautionary acts into group action centered on a common objective, such as winning the ?Sentinels of Safety? trophy.

A hydraulic rock breaker was developed in Germany by Helmut Darda and uses a wedge-plug and feathers mechanism powered by a 10,000 p.s.i. power pack. During the past four years these tools have been increasingly used all over North America for secondary breaking of boulders and rock. More recently, techniques have been developed to break rock off the solid in trenches and rock emplacements where blasting is pro¬hibited or very limited. Underground operations are commencing to adopt the splitter for scaling plus including systems which can be efficiently applied to chambers and mines. Mr. Neil Duncan, who was originally scheduled to give the main part of this presentation has, during this past month accepted a position with the Alberta Energy Resources Conservation Board in Calgary. The board encourages its members to take part in seminars such as this but, unfortunately, due to the heavy pressure of work, it was impossible for him to attend this conference. Mr. Duncan has, however, forwarded me his notes and suggest¬ions, and using these, combined with a slide presentation, we feel that we can quickly and clearly define the operations and application of the hydraulic splitting technique as it applies to your profession and tunnelling work. The first question that most of you are asking is, "Why use a hydraulic splitter if you can blast?" Our answer to this is that we are not advocating the use of hydraulic splitting where blasting is feasible - but, during the past decade many applica¬tions have arisen where blasting is not allowed, or restricted

INTRODUCTION The Symposium on the Development of Underground Space, held in Seattle, Washington, from October 1 through 3, 1980, was organized by the "Deep Space" subcommittee of the ASCE's Underground Research Technology Council. The primary objective of the symposium was the exploration of the interfaces between the investigation, design and construction of large underground facilities in "deep space" which, for the purposes of the committee, has been defined as starting at 100m below ground surface. The meeting focussed primarily on tunnels, caverns and shafts in hard rock; the meeting format comprised a number of brief presentations concerned with the technical aspects of investigation, design and construction, followed by an open discussion, and concluded with the assembly of recommendations regarding the interface problem by the symposium participants. The principal considerations brought out during the symposium, and a general review of the conclusions, are briefly presented in the following paragraphs. INVESTIGATION The sessions dealing with "Investigation" were chaired by Dr. H. Pratt. Presentations were made by Dr. D.C. Banks, Dr. W.A. Hustrulid and Dr. Pratt. The extent of the interface of the investigation phase with the other (design and construction) phases of an underground facility will depend in large measure upon the nature of the facility; at one end of the spectrum, the investigation must be in continuous and closely coupled relationship with the design of a radwaste facility. At the other end of the spectrum, for (say) a small mining operation, the interface is largely associated with the initial development, with only minor on-going involvement.

THE eastern section of the Park City dis-trict is drained to an elevation of 6300 ft. by means of the Ontario drain tunnel owned and maintained by Park Utah Consolidated Mines Co. This elevation represents a depth of 920 ft. in Park City Consolidated Mines Company's property. When development below the goo-ft. level was commenced, sinking was at-tempted through an incline winze in the fissure. The intensely fractured quartzite forming the walls of the vein could not be held after water was encountered, so it was decided that further sinking should be done in a vertical winze far enough in the foot-wall to be in the more solid quartzite out-side the fractured zone containing the vein. Progress was good until a depth of 200 ft. below water table was reached, where the flow of water became serious. Sinking pro-gressed 300 ft., to the 1200-ft. level, and there approximately 750 gal. of water per minute was being pumped. The last 20 ft, of sinking cost more than $200 per foot direct charges, whereas the over-all cost for the 300 ft. was $100 per foot. This high last cost was caused by excessive lost time in pumping. Crosscutting to the vein disclosed the fact that the 1050-ft. level had been devel-oped only after drainage had been effected from the 1200-ft. level, but that the 1200-ft. level could not be opened because of the

INTRODUCTION A computer study of excavation support loads in tunnels and other excavations in discontinuous rock masses was undertaken with the distinct element method introduced by Cundall (1971). In the distinct element method the rock mass is modeled as a composition of individual blocks of rock defined by the joint planes. Normal and shear deformation laws are ascribed to the joint surfaces; the blocks of rock themselves are considered to be rigid. The particular version of the program utilized in this study ran a mini computer and used inter, active techniques for the input of geometrical data such as joint orientation and spacing and subsequent display of rock mass deformation and other data. Two major aspects of the behavior of excavations in jointed rock masses are examined in this paper: i) the behavior of unsupported excavations in rock masses with varying joint configuration, joint properties and in situ stress fields; and ii) the modification of the behavior of similar excavations when support is provided. In the latter case the excavation behavior was examined through the use of ground reaction curves. THE DISTINCT ELEMENT METHOD The Distinct Element method introduced by Cundall (1971) is a computer based analysis that simulates the behavior of a system of discrete, semi-rigid rock blocks. Block interactions are governed by realistic friction and stiffness laws; each block may undergo unlimited displacement and rotation while progressive failure is modeled.

INTRODUCTION The Calumet Pumping Station, located on the south side of the Greater Chicago area, is part of the Tunnel and Reservoir Plan to accomodate the city's wastewater. The Station consists of two parallel rock caverns, each 18 m high, 20 m wide, and 62 m long, located in Silurian dolomite approximately 91 m below the ground surface. The caverns are oriented N-S with a 24-m-wide pillar between them. Prior to construction, rock mechanics studies were conducted in an L-shaped test adit at the location of the west cavern. The purpo3e of the rock mechanic studies was to characterize the site, particularly the in situ stress field and deformation characteristics of the rock. This information, together with other physical properties of the rock and geologic data, was used to evaluate the stability of the preliminary cavern design, with particular emphasis on cavern orientation, rock reinforcement, and pillar stability. GEOLOGY OF THE SITE Stratigraphy The Chicago area is located on the Kankakee Arch, a broad, gently sloping arch of Paleozoic sediments. Rocks in the project area consist of Silurian dolomites unconformably overlain by Pleistocene glacial deposits. The formations of interest to this study are: - Racine Formation, inter-reef facies. This dolomite is gray- brown, silty, and compact. It contains occasional prominent bedding surfaces. The Racine Formation in the project area varies from 73 to 74 m in thickness.

The friction factor is one of the more difficult parameters to determine in ventilation planning. In practice, this can be estimated from published factors such as those of McElroy. The problem with this approach is that the selection requires some judgement, and the estimated values offer no more than guideline accuracy. This study, examines the effects of four factors on the coefficient of friction for a simulated mine airway. The factors are: airway cross-section, asperity height, flow direction, and cross-cut spacing. The study includes the modeling of a mine airway and the evaluation of the results from 13 experiments on flows of air over rough surfaces. The model, physically represented by a wind tunnel, includes a rough surface section which can be modified to simulate mine airways of various shape and asperity height. Most of the experiments were performed under controlled flow conditions during which the Reynolds number was varied between 50,000 and 300,0000. Based on this study, the friction factor for a mine opening was found to depend not only on the size and shape of the surface asperities but is also affected by the orientation of them in relation to the flow direction.

Improvements in mining by the application of electronics necessitates analy-sis of the objectives and problems. A detailed analysis has shown that increased tunel-ling performance is one of the most important objectives. In mining, the environmental conditions for machines, their handling and servicing are very hard. Therefore a health monitoring system for tunnelling machines in hazardous areas has been developed. This system measures operational parameters, such as-flow, pressure, temperature, etc., de-rives forecasts of possible failures from these values, and assists maintenance person-nel. Important data are transmitted to a surface computer via telephone cables. Health monitoring is based on the cognition that slow deterioration of characteristic parame-ters, e.g. fluid loss, are symptoms of wear. Sudden changes of machine parameters indi-cate sudden destruction. Computer technology is very advanced, but transducer technolo-gy has not,been able to keep pace. Filling the yawning gap in the mining industry is a challenge to technology and requires special techniques. Machine monitoring and automa-tion in underground mining is still in its infancy. A lqt of development and research work is still necessary. The risks are great-The expected benefit due to increased min-ing performance (up to 5 %) justifies the risks in development.
