INTRODUCTION A long time has passed since geologists encountered encouraging mineralization in their regional exploration program for base metals deposits. Detailed drilling during the following two field seasons served to delineate the configuration of the deposit. Various statistical techniques were employed to provide confidence levels regarding the extent of the reserves and to categorize them according to whether proved, indicated or inferred. At this juncture, it appears that the company has an orebody. Time elapsed? - three years; money spent? - $2.5 million. Much remains to be done before the orebody becomes a mine. The company urgently needs to develop new orebodies to replace its existing mines which are being depleted. It therefore has expended sizable amounts in exploration, the life blood of the company. A staff of specialists is maintained to evaluate new projects and to conduct feasibility studies. The scale of new mining projects today is beyond the resources of most mining companies. Bank financing, therefore, is often vital if the company is to survive. The following scenario describes how a company goes about evaluating mine projects and what is needed to meet lender's criteria in securing the needed financing. MINE PLANNING Now that the company engineers have taken over the project, their concern is no longer with finding ore but in developing it. An exploration shaft has been put down and a tunnel driven into the orebody to verify, on a large scale, what has been seen so far only in pencil- like drill cores. A large tonnage bulk sample is mined and shipped off to an independent metallurgical process laboratory for beneficiation testing. The budget is expended to cover engineering studies. Preliminary capical and operating costs are developed in- house and profitability studies are made based or1 assumptions concerning the markets for the main product and the indicated gold, silver, and other by-products. Time elapsed? - four years; cost to date? - $3.5-$4.5 million. The staff prepares its own pre-feasibility study. After review, the Executive Committee authorizes management to proceed with full-scale studies. The task is to make preliminary designs and to develop definitive capital and operating cost estimates. Specialized consultants will be engaged to study slope stability for the open pit and rock strength if underground recovery proves more feasible. If it is near the sea, an oceanographic report might be commissioned to see if the tailings can be disposed of off shore. Environmental impact studies are commissioned from a firm familiar with government requirements and regulations in this important area. The company subscribes for an expensive multi-client study of the supply- demand-price outlook for the product to support its own long-range price forecast. Now all the numbers are available to make a definitive appraisal of the value of the project. Cash flow analyses and sensitivity studies follow. Reams of computer printouts are generated. Time elapsed: five years. Amount spent? - up to $9 million, depending on the size, complexity and attractiveness of the project. Marginal projects always take longer. Finally, an engineering and construction (E&C) company is given the task of integrating and compiling all the data into a feasibility study. The results of dozens of reports, memoranda, computer printouts, and charts are boiled down to one final summary report of a few hundred pages together with conclusions and recommendations. "Improved safety and more environmentally friendly operation are basic advantages of mechanical excavation over the drill and blast method. Raise Boring Machines (RBMs) are one of the types of these machines which have recently been increased use in Turkey. The excavated hole with RBM is more stable than other methods and has better air flow, making it ideal for ventilation shafts. This paper is a summary of the performance of a RBM in the Balya PB-Zn Mine in Turkey. Length and diameter of the ventilation shaft are 200 m and 2.4 m, respectively. The geological and geotechnical characteristics of the strata excavated in the mine are first given and later the validity of a model developed to predict the machine performance is discussed. It is believed that the results of this study and the model given to estimate the performance of the RBM will be useful guide for future applications. INTRODUCTION Raise boring technology was developed to meet the demands of the mining industry, but has also found numerous applications in tunneling or infrastructure projects for ventilation purposes. Raise boring machine uses a small diameter drill rod, around 230-350 mm to drill a pilot hole down to the required depth up to around 2000 m. Once the pilot hole has been drilled to the desired depth, a reamer of up to 9 m diameter is attached to the drill rod. The reamer is then pulled back up to the upper level, creating a round shape. Continues operation provides a faster advance rate than other methods. RBMs are suitable both in hard and soft rock. The flexibility in different angles and diameters is a great advantage compared to drill and blast excavation method. RBM creates a shaft with smooth walls which usually does not require lining. The hole is more stable than a drilled and blasted method and has better air flow, making it ideal for ventilation shafts. Raise boring is convenient method in competent rock; however several problems are faced in geological formations where geological discontinuities are dominant. Moreover, assembly and disassembly time may be long in some cases. The performance and operational parameters of the excavating machine should be predicted prior to starting the excavation operations in order to fulfill the economic requirements of the project. In the light of this fact, the main objective of this investigation is to summarize a case study on raise boring machine performance and suggest a new model based on laboratory test results. First, general description of the mine and project are provided. Then, the physical and mechanical characteristics of the samples taken from project area are discussed. In the third section, performance and operational parameters of RBM are investigated to understand the machine behavior in different rock characteristics and also to collect a useful database for further investigation. In the fourth section, a new model for performance estimation of RBM are recommended."

THOUGH air jets occupy only a minor role in the ventilation of mines and other enclosures, their importance in this respect is greater than is commonly recognized and may be considerably increased as our conception of their modes of operation becomes clearer. The object of this paper is to discuss some of the ways in which air jets are involved in mine ventilation and some possible applications to the ventilation of mines and other enclosed spaces. The mention of air jets ordinarily suggests the use of some form of an air injector, such as the Venturi blower occasionally used for auxiliary ventilation in mines, or the Saccardo (injector) system used to a limited extent for ventilating railroad tunnels. Actually, the term covers such common phenomena as the discharge of air from fan pipes and coal-mine line brattices, and even from smoke stacks and fans. A knowledge of the general mode of air entrainment by jets also helps to explain certain phenomena-some mine-gas explosions, for instance-that otherwise would remain obscure. Jet action has been involved in three recent series of Bureau of Mines experiments in which the author has participated: experiments on fan-pipe discharge, on the dilution of gases discharged from a stack and on the ventilation of a ship's hold. Available data on the discharge of jets into large openings and on the design and performance of air injectors have been analyzed in considerable detail and supplementary experiments are planned for after the war. The results of the fan-pipe experiments have been combined with the analyses of data on jet discharge into large spaces, and have been published.1 The results of the stack-gas dilution tests, which refer to a jet discharged into a crosswind, have also been published2 and a paper on the design and performance of injectors has been prepared for publication.3 These technical experiments and analyses form the background and the documented evidence for the following nontechnical discussion of the use of air jets in mine ventilation. JET CHARACTERISTICS The jets commonly encountered are those in which the air is in turbulent-as opposed to laminar, or streamline-motion. The characteristics under discussion apply only to such turbulent jets and have their basis in theories of the mixing of turbulent air currents. Such jets have basic characteristics that are present, though variable in form, regardless of whether the jet expands freely in space, whether the expansion is limited by adjacent walls, or whether the jet propels air through a flow circuit. They expand at definite angles and entrain the surrounding air, even though the entrained air must be obtained by recirculation of their own air streams. This paper describes the evolution of transportation at an important mining property, beginning at a time when the railhead was 400 mi. distant, and tracing the steps leading to the development of what is probably the heaviest ore train ever operated in underground mine service over narrow-gage tracks, a 300-ton ore train on a 20-in. track, at working costs closely approximating those obtained on systems involving much greater capital expenditure. Useful where geological and financial considerations render inadvisable the excavation and maintenance of large tunnels and heavier rolling stock. THE problem of transportation in the Clifton-Morenci district of Arizona has been one of peculiar difficulty and consequently has been an important factor in the cost of mining and treating the ores produced. From the crude beginning made over 50 years ago, many changes have been necessary to keep pace with the increased output of copper. A heavy-duty haulage system has developed on the original 20-in. track gage to meet the existent metal-mine conditions.

Philippines is a country that is richly endowed in mineral wealth. In 1988, Climax Arimco Mining Corp. (CAMC) geologists found the Dinkidi porphyry gold-copper deposit in Nueva Vizcaya province. It is the most significant mineral discovery in that country in recent times. To date, the company has defined indicated resources of 124 Mt (136 million st) of 1-g/t (0.029-oz/st) gold and 0.4% copper. This includes a high-grade core of 7.9 Mt (8.7 million st) of 6-g/t (0.175-oz/st) gold equivalent. Total contained metal is 124.4 t (4 million oz) of gold and 499 kt (1.1 billion lb) of copper. Dinkidi's discovery resulted from initial geologic reconnaissance and recognition of the intrusive complex that is exposed at surface and anomalous in its topographic expression. This was followed by systematic exploration. This includes extensive gradient array induced polarization (IP), ground magnetics, geochemical sampling and diamond drilling. This later defined a further 16 satellite porphyry targets in the Didipio region. Climax was been granted a Financial and Technical Assistance Agreement contract with the Philippine government. It allows 100% foreign ownership of mining projects. After four years of negotiations, Climax was the first company to have such an application granted. Some 120 applications from numerous international mining companies are waiting for approval following implementation of new Philippine Mining Act of 1995. Exploration history Didipio is located 200 km (125 miles) north of Manila at an elevation of about 700 m (2,300 ft) in the remote Sierra Madre mountains. This region remains mostly unexplored. The property is accessed by 25 km (15 miles) of logging track from the town of Cabarroguis, Quirino. The area experiences an average rainfall of about 3,000 mm (118 in.) a year. Most of it falls during the July-to-November typhoon season. Didipio was first recognized as a gold province in the 1970s when native Ifugao and Ilongot hunters discovered alluvial gold in the region. The region had been prospected over the years by local companies. They were mostly prospecting for alluvial gold. However, in 1988, Climax Mining geologists identified the potential of an obscure razorback ridge protruding from the alluvial valley floor. This ridge, later named Dinkidi by Climax, was the site of several small- scale tunnels. Locals had mined narrow quartz stockwork veining and sluiced soft argillic alteration zones, using irrigation canals and sluice boxes to catch free gold.

The Mt Keith ultramafic intrusive extends for about 200 kilometres from Agnew in the south to Wiluna in the north. It forms the host for a number of nickel sulphide orebodies including Mt Keith and Honeymoon Well. Long fibre minerals are associated with the orebodies. The presence of these minerals impacts on the issue of tailings disposal from several standpoints, particularly the slurry beaching properties and dust generation from dry beaches. Central thickened discharge (CTD) is an innovative method of tailings disposal that involves stacking tailings in a low conical hill instead of storing them in cells. In appropriate circumstances this leads to savings in capital costs and operating expenditure. The method was introduced to Australia in 1981, and is currently employed at four operating mines, Elura and Peak Gold, both at Cobar in NSW, McArthur River in the Northern Territory, and Union Reefs near Pine Creek, also in the Northern Territory. It is the proposed method for Century Zinc and Ernest Henry, both in Queensland. The paper describes laboratory test work and design parameters for the application of the method to tailings disposal at Honeymoon Well and compares them with comparable data for other CTD systems. Of particular relevance for design purposes are beach slope, density, and water recovery. Wind tunnel tests were conducted on the Honeymoon Well tailings samples to investigate dust generation from the dry beach surface and it was concluded that dust generation from an undisturbed beach would not occur because of crusting.

TAX TREATMENT OF EXPLORATION AND DEVELOPMENT EXPENSES Exploration Expenditures General Principles. Exploration expenditures are expenses incurred within the United States or the Outer Continental Shelf for the purpose of ascertaining the existence, location, extent or quality of any deposit of ore or other mineral. Section 617 of the Internal Revenue Code permits a taxpayer to elect to deduct these expenditures currently. In default of election, exploration expenditures must be capitalized and included in the basis of the mineral property for purposes of determining cost depletion. Entitlement to Deduction. In order to qualify for current deduction, exploration expenditures must be incurred prior to the commencement of the development stage, i.e., when mineral deposits are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation. Generally, expenditures for geological and geophysical investigations, reconnaissance, surveying, testpitting, trenching, drilling, driving of exploration tunnels and adits and similar types of work constitute exploration expenditures if incurred prior to the commencement of development. However, expenditures to further delineate the extent and location of an existing commercially marketable deposit are not exploration expenditures. Exploration expenditures may be incurred from within a producing mine to ascertain the existence of what appears to be a different ore deposit. Expenditures for property which is subject to an allowance for depreciation are not deductible under §617. However, depreciation properly allowable on assets used in exploration is an exploration expenditure. Election to Deduct Exploration Expenditures. The election to deduct exploration expenditures is made by deducting these expenditures in the return for the first taxable year for which such treatment is desired. The election applies to all properties of the taxpayer. Once the election is made all exploration expenditures, in the year of election and thereafter, must be deducted, unless the election is revoked with the prior consent of the Commissioner. The Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) made substantial changes in the treatment of exploration expenditures. For exploration expenses incurred after 1982 and before 1984 by a corporation, the amount currently deductible is limited to 85% of the expenditure. The remaining 15% must be capitalized and recovered over a five-year period. Although exploration costs capitalized under this provision are not part of the basis of the property for cost depletion purposes, investment credit may be claimed with respect to these expenditures. Further changes have been added by the Tax Reform Act of 1984 with respect to expenditures made after 1984. The Act reduces the amount of otherwise currently deductible costs from 85% to 80%. Additionally, it limits the availability of the investment credit for capitalized mineral exploration costs to deposits located in the United States. TEFRA also allows individuals a special method of recovery under which exploration expenditures may, at the election of the taxpayer, be amortized ratably over a 10-year period beginning with the year in which the costs are paid or incurred. If taxpayer does not use this method, the excess of the exploration expenditures actually deducted over the amount that would have been deducted if 10 year amortization had been elected is an item of tax preference subject to the alternative minimum tax.

Introduction The performance of seals in boreholes, shafts and tunnels is an important concern in mine safety, in the control of effluents from operating and abandoned mines and in the underground containment of hazardous wastes (Einarson and Abel, 1990; Mining Waste Study, 1988). Despite the clear need for effective seals, few documented test results are available concerning the performance of in situ seals. Some evidence indicates that horizontal or near-horizontal holes are especially difficult to seal properly (Kelsall et al., 1982). This research involved the installation, extensive hydraulic testing, removal and post-test examination of a 10-cm-long x 10-cm-diam cement grout seal in a near-horizontal borehole in limestone. The work was performed in an underground mine on Marble Peak in the Santa Catalina Mountains, AZ. A test hole was diamond cored in the recrystallized limestone of the Escabrosa formation. The hole is 33.24 m long, 10 cm in diam, and dips at 10.4°. The hole extends between two drifts and thus is accessible from both ends. Seal installation Surveys to assist in selecting the interval to seal consisted of core logging, video logging and constant-head injection tests using a straddle-packer unit. The location selected, 3 m from the lower end of the hole, had low hydraulic conductivity (3 x 10-10 to 3 x 10-9 cm/sec) and was free of significant fractures. The grout used, an expansive Class A cement, was provided by Dowell-Schlumberger, Tulsa, OK. A grout mass about 1.5 m in length was installed, with a dump bailer, above a temporary mechanical plug. Groundwater in the hole, if any, was minimal during placement. After 13 days of curing, the grout mass was partially drilled out from both ends, leaving a seal 10 cm long. Water distribution in rock mass The distribution of water and fluid pressure in the rock mass near the seal appears to be complex. The generally dry condition of the borehole and rock mass suggests that the rock mass near the seal was unsaturated prior to the injection tests of this research. The injection tests presumably created an expanding saturated zone around the seal. However, anomalously high fluid pressures, consistently recorded by one of two piezometers installed near the seal, suggest connection to a source of significant natural hydraulic head. Comparable head variations for closely spaced piezometers have been reported by others (Sowers, 1976). [ ] Seal testing The seal was tested for 3.5 years, using steady constant-head, tracer travel-time, dye-injection, head-buildup and transient constant-head tests. These tests are fully described in Greer and Daemen, 1991. In the head-buildup test, transient flow occurs through the seal (and rock mass) to a closed, water-filled interval of the borehole adjacent to the seal. The test consists of monitoring the rise in head in the closed interval until steady conditions are approached. The test may be analyzed in terms of a one dimensional analytical model to obtain the effective hydraulic conductivity (Ks) and specific storage (Sss) of the seal. Analysis in terms of an axisymmetric three-dimensional numerical model may yield properties of both the seal and rock mass.

"The mechanical behaviour of rock materials is largely influenced by the stress state and pore pressure; this needs to be considered in many applications, such as petroleum engineering, tunnelling or stability of underground excavations.Conventional triaxial tests (d2 = d 3) are generally used to assess the influence of confining and pore pressure. In this work, those tests are performed on a porous rock named Sorcy limestone, along with more advanced stress paths like triaxial extension (d 2 = d 1) and purely deviatoric tests with independent pore pressure control. Those tests are combined to a true triaxial study on the dry rock in order to investigate the effect of true triaxial stresses and, hence, build three-dimensional limiting envelopes accounting for the influence of pore pressure.Three-dimensional limiting envelopes of dry Sorcy limestone are built in meridian and octahedral planes. The shape of the octahedral sections changes with the mean stress from triangular to hexagonal and then quasi circular. At even higher mean stresses, the evolution continues towards a triangle with apexes oriented in the direction of triaxial extension stress states. In meridian sections, the deviatoric stress first increases with the mean stress. The transition between this deviatoric mechanism and the cap surface occurs at different mean pressures depending on the Lode angle.Terzaghi’s effective stress is found to govern the yield and plastic behaviour of saturated Sorcy limestone. Triaxial tests show that the limiting envelope does not depend on the loading path (conventional compression and purely deviatoric stress paths). In triaxial extension, the brittle-ductile transition is observed for a higher mean pressure than in triaxial compression, as previously found for true triaxial tests on the dry rock.Finally, it is shown that upon appropriate normalisation, the dry and saturated yield envelopes come very close one to each other. This suggests that only the size of the yield envelope changes between dry and saturated state (pore pressure = 5 MPa); its shape does not seem to evolve."

Introduction In underground mining operations the effects of economic and mechanical factors on costs and profits can readily be appreciated and can perhaps be expressed in exact figures and percentages. Less apparent, but frequently more important, is the influence of physical stress. Stress causes failure of supports, collapse of openings, rockbursts, and other damage which directly affects the costs of maintenance, and also to a certain extent the accident rate. Stress can, however, if properly directed, be an aid to mining operations. The caving methods in metal mining and the long-wall method in coal mining are well-known examples. In large-scale mining operations it is almost impossible to neglect stress-control. A better understanding of the mechanism of rock pressure and the application of its principles to practical mining will inevitably lead to a reduction in operating costs. Many theories have been advanced to give the mining engineer a practical outline for stress-control but, although today most experts agree upon the principles of stress distribution around underground openings, there is still no generally accepted theory that explains all phenomena. The main reasons for this incomplete understanding of the problem are the lack of accurate knowledge of the physical properties of rocks under field conditions, and the great complexity of these conditions due to in-homogeneity of the rock, stratification, tectonic disturbances, and many other unknown factors. The research on the rock pressure problems has, however, yielded some valuable facts which, expressed in practical terms, and adapted to local conditions, may become a valuable aid for mining operations. The purpose of this paper is to give a review of the most important accomplishments of this research with respect to the stress phenomena around small underground openings, such as tunnels and shafts, so as to arrive at an outline of the problem as it stands today. Special emphasis is placed on a new theory by the German mining engineer, Rudolf Fenner, which has never before been published or discussed in English. The Pressure Dome Theory The formation of a dome-shaped space around underground openings is well known from field observations. When openings are made in rock under stress, the rock in the top of the openings will often fail, and caving will continue until the openings have assumed a dome-shaped form, after which equilibrium apparently is re-established. The oldest theory which attempted to explain the phenomenon is the "beam" theory, which postulates that the hanging wall consists of stratified measures that behave as independent beams with fixed ends and a uniformly distributed load. When failure of the beam occurs, inward shearing at the ends will cause the formation of a dome-shaped space. The pressure dome theory, which more or less evolved from the beam theory, merely

WEIGEL 20] Introduction-Grouting in Mines By definition the word "grout" means a thin mortar, or a kind of plaster or cement, and "grouting" means to fill up or finish with grout. The words "cement," "plaster" and "mortar" mean a substance that is used in a soft state which subsequently hardens. Thus, grouting is the filling of void space with a substance that hardens. Construction cements are the most common substances used, either by themselves or in mixtures, but the term grouting is applied quite correctly when other substances such as plastics and certain chemicals are used. Also, the use of the term grouting to cover the filling of voids with materials that do not actually become hard, such as the flotation tailings used in grouting in the southeast Missouri lead district, should be considered correct, as some stiffening does take place and, anyway, it is a better descriptive term than any substitute. Engineers are interested in grouting because some of the materials with which they must work contain voids, and certain conditions can be improved if these voids can be filled with something solid and permanent. Grouting is done to accomplish several purposes: I. To stop the passage of fluids and gases, 2. To cement materials together to make them stronger, and 3. To prevent consolidation of materials by filling void space with something solid as a replacement for the air and water that could be forced out under load. The construction industry uses grouting extensively for all three purposes. Grouting is used to stop water percolation under and around dams. It is used to control water flow in tunnel driving and in shaft sinking. It is used to improve foundation conditions under civil engineering structures by permanently filling void space and thereby reducing settlement, or by cementing broken rock together and increasing its supporting strength. The oil and gas industry does a lot of grouting, primarily to stop the passage of gases and fluids. The search for oil at increasingly greater depths has meant greater investment per well, and the oil industry has spent large sums on development of improved drilling methods. This

Neighboring mines, like men who live in the same environment, often assume similar characteristics. In the Bridge River area of the Lillooet district in central British Columbia there is a remarkable exception to this rule. The Pioneer mine has a simple fissure over 3000 ft. long, with no faults of more than a few feet and with only minor variations in width; the Bralorne mine, 2½ miles away at the other end of the same intrusion, has developed one of the most intricate vein and fault systems in the West. Hinged faults displace the main vein for hundreds of feet, and sometimes become valuable veins themselves. The width of ore varies in a few yards from 2 to 60 ft. Changes in grade of ore are just as abrupt. The rocks that follow the veins or are cut by them often grade into one another or into the ore with no definite contacts. Although the complexity of the structure has left many problems unsolved, the development has indicated a fascinating geological pattern. The Bralorne is in the eastern portion of the Coast Range, 55 miles by spectacular mountain road from the Pacific Great Eastern Railway station of Bridge River. The adit tunnel runs easterly from Cadwallader Creek, a tributary of Bridge River that flows into the Fraser River. Steep mountains rise from 3300 ft. elevation above sea level at the creek to peaks and ridges at 8000 to 9000 ft. altitude. The lower slopes are heavily wooded while above 5000 ft. bare rocks, glaciers and snow-fields extend far above timber line. See Fig. 1. Story of the Bralorne The Lorne claim, staked in 1897, was one of the earliest lode locations in the Bridge River district. At that time it was 70 miles by steep and treacherous trail from the railway. Neighboring mines, like men who live in the same environment, often assume similar characteristics. In the Bridge River area of the Lillooet district in central British Columbia there is a remarkable exception to this rule. The Pioneer mine has a simple fissure over 3000 ft. long, with no faults of more than a few feet and with only minor variations in width; the Bralorne mine, 2½ miles away at the other end of the same intrusion, has developed one of the most intricate vein and fault systems in the West. Hinged faults displace the main vein for hundreds of feet, and sometimes become valuable veins themselves. The width of ore varies in a few yards from 2 to 60 ft. Changes in grade of ore are just as abrupt. The rocks that follow the veins or are cut by them often grade into one another or into the ore with no definite contacts. Although the complexity of the structure has left many problems unsolved, the development has indicated a fascinating geological pattern. The Bralorne is in the eastern portion of the Coast Range, 55 miles by spectacular mountain road from the Pacific Great Eastern Railway station of Bridge River. The adit tunnel runs easterly from Cadwallader Creek, a tributary of Bridge River that flows into the Fraser River. Steep mountains rise from 3300 ft. elevation above sea level at the creek to peaks and ridges at 8000 to 9000 ft. altitude. The lower slopes are heavily wooded while above 5000 ft. bare rocks, glaciers and snow-fields extend far above timber line. See Fig. 1. Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers.
