(communication to the Secretary*):—The Laramie tunnel, though a small one, compares very favorably in the speed of driving with the great Alpine tunnels which have the record so far. I think it safe to say that, taking all things into consideration, the record made at Laramie is the best American record, though it still falls short of the long-tunnel records abroad. In discussing tunnel-records it must always be borne in mind that there are conditions peculiar to each individual tunnel job, so that no comparisons are complete, fair and conclusive. At Laramie there is one point which stands out prominently, and which distinguishes this from any of the recently-built Alpine tunnels, and that is that here we have great progress in an American driven tunnel without the use of a carriage for mounting the drills. At the Arlberg and Loetschberg tunnels, the carriage was an essential condition for progress. All the heading-drills were mounted upon a bar which rested upon a small carriage. This carriage was withdrawn after the drilling and run into the heading after the blast without much disturbance of the drills, and with very little adjustment except that required in jacking the horizontal bar across the tunnel. The carriage was so small in its track-area that it required little mucking to run it in to the face; and as the rock-drills used were heavy machines 38 in. in diameter, progress in setting up and drilling was very much accelerated by the use of the carriage. The 20 foot diameter cast-in-place tunnel lining for Phase 3 of the Mill Creek Tunnel (MCT-3) has been completed. This paper will summarize aspects of liner design and address the construction approach in placing the liner in areas of tunnel that experienced crown overbreak. Tunnel lining production rates, installation procedures and form buoyancies experienced during concrete placement will also be presented.

Estimating groundwater inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies for estimating steady-state groundwater inflows into deep rock tunnels. The case studies included the Chattahoochee and Nancy Creek tunnels. In this paper, statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations. A semi-empirical procedure was utilized for estimating groundwater inflows into these deep rock tunnels. It is the most widely used method/procedure in the tunnel industry. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels which exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semi-empirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Packer test data plotted in histograms were observed in all cases to be log-normally distributed for the radial flow condition. Modeling using Monte Carlo simulations was observed to be an effective tool for removing irregularities in the distribution of the data and incorporating high-end permeability data to derive reasonable groundwater inflow estimates. The 372 MW Ulu Jelai Hydroelectric Project is a peaking power scheme located in the Cameron Highlands, Malaysia. The main features of the project include an 84 m high roller compacted concrete dam; two weirs which divert flows from adjacent catchments via transfer tunnels into the main reservoir; an underground power waterway; and an underground power station complex comprising three large caverns with connecting tunnels approximately 240 m below surface level. The project includes approximately 25 km of tunnels excavated in fresh granite rock mass with some distinct shear zones of weaker material. The majority of the tunnels are being excavated using drill and blast, with the two transfer tunnels being excavated with a tunnel boring machine (TBM).This paper focuses on the design and construction of the Telanok underground power station complex and also some aspects of the design for the headrace tunnel. The application of post-tensioning in segmental structures was introduced in the early 1900s and has been successfully applied in different types of structures including immersed tunnels, bridges, buildings, metro stations, and stadiums. There are, however, only five known circular concrete tunnel projects where the post-tensioning approach has been adopted. This paper discusses the application of post-tensioning to mitigate the high internal operating pressures in an effluent outfall tunnel project 7 miles, 11.3 km long, currently under construction for the Los Angeles County Sanitation Districts, LACSD. This project will be the first use of post- tensioned segmental concrete tunnel linings in North America.

Tunnels are defined as underground passages made without removing the overlying materials. From time immemorial men have driven tunnels for mining purposes. Even today tunnels are the building blocks for underground mines. The total length of such a network of tunnels in a mine may add up to 10-100 miles! In addition to this, rapid development of vehicular traffic, needs for air raid protection and metropolitan traffic problems have given a great impetus to underground tunnel construction. But for the successful drivage of any tunnel an adequate air environment has always been and remains an essential prerequisite. This is particularly true for tunnels in mines which are driven in gas bearing strata often at a substantial depth from the surface. An adequate air environment is designed to promote the health, safety and comfort of workers which results in greater productivity and efficiency. Its legal definition varies from country to country but, in general, it means the provision of sufficient circulating air, often at specified velocities, to maintain: (i) at least 19% oxygen in the working areas (ii) Concentration of pollutants, e.g., methane, carbon monoxide, respirable dust, etc. below specified limits. Table 1 shows the maximum allowable concentrations for some of these pollutants.1 (iii) Temperature and relative humidity below specified limits. Ventilation of tunnels in mines assumes ever. greater importance today because of increased mechanization and concentration of output which leads to higher rate of production of inflammable gases and respirable dust. INTRODUCTION The Washington, D.C. rapid transit system (METRO) when completed will consist of 98 miles of double track rail. Fifteen miles will be tunneled in rock and 12 large underground rock chambers will be constructed at station locations. The University of Illinois is under contract to Metro to provide observations and instrumentation services in the initial phase of construction. The work is coordinated through DeLeuw, Cather & Co., the General Engineering Consultant to Metro. The program is designed to monitor construction conditions as well as to provide information useful for the design of future rock tunnels and rock chambers in the Metro system. This paper presents the results of observations in the rock tunnels constructed to date. Most of the observations are in a 5000-ft-long, 30-ft-wide, double track tunnel in downtown Washington, D.C. Observations were also made in single track tunnels, shafts, enlargement areas, and pilot tunnels, and are being made in a large rock chamber 700 ft long, 76 ft wide, and constructed at shallow depth in a schistose gneiss. One of the major objectives of the observational program was to determine the orientation and character of joints and shear zones and to evaluate their effect on support requirements for various tunnel orientations and configurations. The consistency of geologic features throughout the Washington area has made the results of the initial study applicable to evaluation of support requirements on future tunnel contracts. The first section of this paper summarizes the geologic conditions in the tunnel and their effect on overbreak and rock movement.

"The access tunnels for the Donkin-Morien Mine in Cape Breton, Nova Scotia, comprise two parallel tunnels driven through a sedimentary sequence of sandstone, siltstone and mudstone to intersect the Harbour Coal Seam under the Atlantic Ocean, approximately 3.5 km offshore (Fig. 1). The No. 2 tunnel was driven a total distance of 3579 m using a 7.6 m diameter Loyat full-face tunnel boring machine (TBM) and was supported by steel sets. The No. 3 tunnel was initially driven a distance of 1027 m using drill and blast methods (dimensions 7.6 m wide by 5.3 m high) supported by rock bolts and shotcrete. This tunnel was then completed (front March 1986 to February 1987) using the tunnel boring machine to a distance of 3573 m.During the period May 1983 to December 1984, a major geotechnical research program was undertaken in the Donkin-Morien tunnels by Golder Associates in conjunction w,ith CANMET and the Cape Breton Development Corporation (Yuen et al., 1985). The research program included the monitoring of the performance of the TBM and drill and blast drivages, and the study of the thrusting characteristics and rock-interaction of the TBM excavation. The main emphasis of the research program was on the collection of field data which was to be made available in the form of a comprehensive report for the future use of others who might wish to carry out a detailed interpretation and analysis. The South East Transit Project is a $520 million project in Brisbane, Australia which includes the construction of a 32 km Busway to access the south-eastern suburbs. Close to the centre of Brisbane, tunneling techniques have been used to minimise surface disruption. This paper describes some of the features of the longest driven tunnel on the project, the Vulture Street Tunnel. The Busway is a two lane expressway for buses which requires a 10.2 m finished width and a 12.6 m excavated span of driven tunnel. The Vulture Street Tunnel carries the Busway at minimal cover beneath the operating Vulture Street Railway Station, beneath a three storey office building and beneath the roadway to the Mater Hill Busway station. Halfway along the route, a Y-junction has been constructed to enable future connection with a light rail route. Key features in the design and construction of the Vulture Street Tunnel include: Use of canopy tubes to drive a 12 m wide tunnel beneath operating railway tracks with less than two metres of cover in highly weathered rock. Underpinning the office building in the route of the tunnel construction from within the building carpark. Construction of a 24 m span Y-junction with 7 metres cover of weathered and faulted rock. Use of predictive analysis as an adjunct to traditional back analysis to estimate the tunnel settlements from pressuremeter test results. This paper describes the design methodology with particular reference to settlement prediction, as well as construction innovations used to complete the tunnel. This paper will be of interest to all designers who have to create large spans in minimal cover in weak rock in urban areas and who have to predict the settlement

The Foothill Tunnel is a remote 16-mile-long untreated drinking water tunnel in the San Francisco Public Utilities Commission’s (SFPUC) Hetch Hetchy Water and Power (HHWP) system. The 14-foot horseshoe shaped tunnel, constructed in the 1920s, is lined intermittently with concrete over approximately 53% of its length, with the balance being unlined rock. After detailed planning, in January of 2020 Mott MacDonald and HHWP staff completed a visual inspection and documented the condition of the tunnel with electronic data collection, photographs, and video with audio recording. The result was a comprehensive condition assessment that identified key areas of the tunnel to monitor.

In June 2022, Louisville MSD completed a 6.5 km (4-mile), 6.1 m (20-foot) finisheddiameter CSO conveyance and storage tunnel system located along the Ohio River in downtown Louisville, Kentucky. During construction, the Ohio River Tunnel alignment was expanded 2.4 km (1.5 miles) into areas where natural gas was detected. Without delaying construction, the project team developed and implemented a natural gas risk mitigation strategy to safely excavate the tunnel via TBM and install concrete lining. The risk mitigation strategy included the installation of gas-vent borings, increased tunnel ventilation, retrofitting tunneling equipment for “gassy” operations, and modifying the project specific HASP.

The existing Chesapeake Bay Bridge-Tunnel complex is being expanded to include the Parallel Thimble Shoal Tunnel. This will be a subaqueous bored crossing between two islands constructed for the original 1960s immersed-tube tunnel. Jet grouting was employed by the Chesapeake Tunnel Joint Venture (CTJV) to provide watertight base plugs, launch and retrieval blocks for the tunnel boring machine (TBM), a TBM canopy to limit ground movement, and a retaining wall to enable off-island excavation: all within hydraulically placed sands. This paper will review the design and construction challenges, including soil permeability and recharge, grout communication, installed grout strengths, and remediation requirements.

The Toulon tunnel project is a key component of the Highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960?s. The tunnel project is made of 2 separate tunnels: South and North tunnel. The North tunnel was built between 1992 and 2002 after 10 years of difficult construction (for example, on March 15th, 1996, a collapse of the tunnel in the ?Marchand Area? generated a sink hole in the city Center, causing 20 months delay). The South tunnel alignment runs parallel to the North tunnel at the same depth below Toulon historical downtown (20 to 40m depth with some areas with less than 10m of cover). The Risk management program was studied to be a State of the Art program in urban tunneling construction. The Hydro Geological Context The whole project area is covered with backfills and colluviums of 1 to 4m thick. The Schist, marls and sandstones, randomly distributed along the alignment below the first layer have different characteristics. While the Schist are pretty compact, the marls are fractured. The other layers have very different characteristics, and many faults are located along the alignment, especially in the limestones. The Breccia are heavily decompressed and deformable, as well as the other soils located in the Marchand Area. This 80m long area is where the settlements need to be controlled with an extensive monitoring program. The complete Geological profile is presented in Figure 1. [ ]

In this paper, the finite element method is used to obtain deformations of a rock tunnel. More than 3,000 numerical simulations and calculations were carried out. The analysis of this results has allowed to achieve mathematical formulations and graphs, to obtain in advance support monitored displacements in tunnelling construction, so they can be predicted before excavation and supporting woks. The application of the presented formulations and charts will aid engineers to control tunnel monitoring, reducing decision time when problems occur. The analysis is limited to cases involving elastic behaviour of the terrain for tunnels of average to good quality in rock, and to excavation sections of average or smaller dimensions for road tunnels. The results show that, in all cases, mathematical expressions to obtain induced displacements around tunnel excavations, have similar pattern than Kirsch (1898) expressions for circular excavations. As corollary of the achieved results, a method to estimate in situ natural geostress ratio K0=sh/sv , by means of convergence measurements, is presented. In diesem Beitrag wurden die Verschiebungen eines Tunnels durch die Methode de Finiten Elemente berechnet. Mehr als 3000 numerische Simulationen und Berechnungen wurden ausgeführt. Die Analyse dieser Resultate hat es ermöglicht, mathematische Formeln und Grafiken zu entwickeln, die zur Voraussage der Verschiebungen in Tunnel dienen, auch unter Betrachtung der verschiedenartigen Abstützungen. So können die Verschiebungen vor den Erdarbeiten und dem Bau der Abstützung abgeschätzt werden. Die abgeleiteten Formeln und Grafiken werden vor allem einen grossen Dienst für Ingenieure bei der Mithilfe zu zeitsparenden Entscheidungen im Tunnelbau und bei der Tunnelkontrolle leisten. Die analysierten Fälle sind auf eine elastische Modellierung des Baugrunds beschränkt, sowie auf eine mittlere bis gute Qualität des Felsens und auf die Aushebung von Abtragungsabschnitten mittlerer oder geringer Grösse für den Strassenverkehr. Die Resultate zeigen, dass in allen Fällen die hergeleiteten Formeln zur Berechnung der durch den Tunnelbau verursachten Verschiebungen um den Tunnel die gleiche mathematische Struktur haben wie diejenigen von Kirsch (1898) für kreisförmigen Bodenaushub. Als Korollarium der ausgeführten Berechnungen wird eine Methode zur Abschätzung der vorherrschenden in situ Geospannungs-Verhälniss K0=sh/sv angegeben, die von den Messungen der Verschiebungen im Tunnel ausgeht. Dans cet article, la méthode des éléments finis est utilisée pour obtenir les déformations d’un tunnel creusé dans la roche. Plus de 3000 simulations numériques et calculs ont été effectuées. L’analyse de ces résultats a permis de définir des modèles mathématiques et des abaques afin de prédire, avant l’excavation et les travaux de soutènement, les déplacements auscultés pendant la construction du tunnel. L’application de ces modèles et abaques permettra donc aux ingénieurs de contrôler les déplacements durant l’auscultation du tunnel et de réduire le temps de décision lorsque des problèmes surviennent. L’analyse est limitée au cas du comportement élastique du terrain pour des tunnels creusés dans de la roche de moyenne a bonne qualité, et à de sections d’excavation de petites à moyennes dimensions pour des tunnels routiers. Les résultats montrent que, dans tous les cas, les expressions mathématiques permettant d’obtenir les déplacements induits autour des excavations de tunnel, présentent des similitudes avec celles de Kirsch (1898) pour des excavations circulaires. The new Niagara Falls Intake Tunnel, mined in the highly fractured Lockport Dolomite, encountered prolific inflows of water contained in rock seams directly linked to the Niagara River. These inflows were pressurized and, more significantly, contained high concentrations of dissolved H2S gas. The contractors attempts to control the water/gas inflows included cement and chemical grouting from inside the tunnel. Ultimately, improving the rate of air exchange in the tunnel by increasing the fan capacity, in conjunction with a pattern down-hole pre-grouting program along the tunnel alignment allowed the contractor to control the concentration of H2S gas and complete the tunnel.

Although coal mine tunnels such as the main haulageways or roadways are the lifelines of coal mines, little attention has been paid to them in terms of pre-construction planning and design. This paper presents the results of research aimed at improving design methods for coal mine tunnels. Studies of the current practice and design needs in the United States were performed for coal mine development entries. A design approach evolved for coal mine tunnels is presented. It is based on field investigations and laboratory model studies aimed at integrating into reinforcement guidelines for coal tunnels. An up-to-date bibliography on coal mine tunnels is provided.

The $2 billion (A$) Melbourne City Link Project is one of the largest and most important metropolitan road developments ever undertaken in Australia. The project involves two three-lane vehicular tunnels totaling 5 km, constructed as deep as 65 m underground. The 3.4 km Burnley tunnel is one of the world's longest three-lane tunnels. The project is being delivered under a DBOOT [design-build-own-operate-transfer] process and all design and construction is performed to ISO 9000 standards. Tunnel excavation began in May 1996, and the tunnel will open to traffic in 1999. This paper focuses on the range of construction techniques utilized during construction.

Hundreds of highway and rail transportation tunnels in North America have been rehabilitated in the last two decades. Tunnel rehabilitation is usually dictated by an owner’s need to extend the working life of the structure, but typically has the added benefit of increasing capacity (greater speed or increased clearance) and enhancing safety. Not only has rehabilitation proven to be an economical alternative to new tunneling, but it can be safely accomplished by working during short work “windows” without taking the tunnel out of service. This paper presents methodology for planning and designing of tunnel rehabilitation projects, and case histories illustrate successful excavation and support technologies.

"A 3.2 km long immersed road tunnel forms part of the Busan-Geoje Fixed Link in South Korea, which connects Korea's second largest city Busan, with the island of Geoje. To ensure the water tightness of the joints of the segmental tunnel structure and to limit the forces in the shear keys, the differential settlements have to be limited. This was achieved by extensive soil improvement of the marine clay below the tunnel with cement deep mixing (CDM) and sand compaction piles (SCP). This paper focuses on the characteristics of the marine clay, the basic design principles, layout and constructional issues of the CDM soil improvement, and numerical and numerical analyses to predict settlement and stability.INTRODUCTIONThe Busan-Geoje Fixed Link consists of two short cut & cover tunnel access ramps, a 3.2 km long immersed tunnel (Figure 1) and two long span cable stayed bridges. The tunnel consists of eighteen concrete elements each of 180 m length having a rectangular cross section of 26.5 m in width and 10 m in height. The tunnel elements are cast in a dry dock on shore and floated out to the sea, immersed in their final positions on a gravel bed in pre-excavated trench and connected to each other by a dual gasket system. The water depth was up to 50 m making the tunnel of the deepest yet constructed. After immersion, the tunnel is protected by backfill material at the sides and rock armour on top. Each tunnel element consists of eight 22.5 m long segments. The joints between the segments and between the tunnel elements are equipped with EDPM water stops, Omega seals and concrete shear keys. The longitudinal displacement behaviour of the segmental tunnel structure in the varying ground conditions represents a complex soil-structure interaction problem which has been modelled with a FEM structural model representing the tunnel, the joints and with springs to represent the soil that are derived from the PLAXIS soil/foundation models. In order to ensure the water tightness of the joints which have limited opening capacity and to limit the forces in the shear keys, differential longitudinal settlements have to be limited. This is achieved by limiting the variations in subgrade modulus along the alignment and it in practice means that differential settlements are limited to a few tens of millimetres. Without soil improvement of the marine clay below the tunnel, long-term tunnel settlements of up to 400 mm were predicted when taking into account the likely variations in the trench profile, backfilling and uncertainties in the soil properties. Such large total settlements led to large variations in the sub-grade reaction along the alignment, which in turn resulted in significant differential settlements, unacceptable joint opening and large shear key loading. It was therefore decided to carry out extensive soil improvement with cement deep mixing (CDM) (CDIT, 1999) and sand compaction piles (SCP) (Kitazume, 2005) after studying a number of foundation alternatives."
