The Department of Mines as at present constituted has evolved from the organization which came into existence following the passage of the Geology and Mines Act by the Dominion Parliament in 1907. At the outset, it may be said that it is not a function of the Department of Mines, nor of any of its branches, to administer the mining rights vested in the Crown. The title to Crown lands in the provinces of Nova Scotia, Prince Edward Island, New Brunswick, Quebec, Ontario, and British Columbia ( with the exception of certain specified areas, such as Indian Reserves, Ordnance Lands, the Railway Belt of British Columbia, and the Peace River Black) is vested in the respective provincial governments ; the title to Crown Lands in the provinces of Manitoba, Saskatchewan, and Alberta, the Yukon and Northwest Territories, and in the Canadian Arctic, is vested in the Dominion Government, and matters pertaining thereto are (with a few exceptions) administered by the Department of the Interior, Ottawa. Nor are statistics of mineral production at present collected and published by the Department of Mines. This function did belong to the Geological Survey from 1886 to 1906, and to the Mines Branch from 1907 to 1920; but commencing with 192l this duty was transferred to the Dominion Bureau of Statistics, consequent upon the decision of Government to place the collection of all statistics under the direction of one officer.

Exposure to hand-arm vibration (HAV) among the labor force in the mining industry can result in permanent vibration diseases such as behavioral disorders, visual impairment, osteoporosis, pain (mostly in the hands, wrists, and shoulders), circulatory system disorders, and malnutrition. In this study, the vibration exposure of excavator operators working regularly in 25 different natural stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10–25.95%. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone physical–mechanical properties (uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity) were determined to be over 70%. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81% risk of HAV. To increase awareness of the danger of vibration exposure for natural stone miners, training programs should be provided, and technical and operational changes should be implemented.

"The feasibility of Dugald River mine was highly sensitive to mining and geotechnical design assumptions, particularly stope dilution and strike length. Following the start of initial mine development in 2012 the project was suspended in 2013 due to concerns over the complex ground conditions and resulting dilution, stope sizes and general mineability. A technical risk mitigation program was undertaken with a key aim to increase the level of confidence in predicting stope dilution.A stope sizing and dilution model was developed that provided a range of stope sizes based on geotechnical conditions and acceptable dilution. The original feasibility used a standard stope size of 25 m height by 25 m span. The new model was used as the foundation for the subsequent updated development plan for Dugald River that reduced much of the previous technical risk through greater confidence in the geotechnical and mining parameters.Several methods to predict stope hanging wall dilution and appropriate stope size have been used at Dugald River that relied on the modified stability graph method. Improvements to the method were identified as more rock mass and mining data became available through the completion of a trial stoping program, increased underground development and a large geotechnical core logging campaign. These improvements not only focused on the technical aspects of the model, but also on creating an easy to use and sustainable process that could be used at multiple stages of mine planning from life-of-mine (LOM) through to final stope design.Several of the main improvements are: understanding stope failure mechanisms and collecting only geological information that is most relevant detailed modelling restricted to the rock mass that could be expected to influence stope behaviour accounting for different stope failure mechanisms with the stability chart method assigning a geotechnical confidence factor to the data making it useful as a mine planning tool with integration into the mine planning process using performance of completed stopes to update and calibrate the model.The model provides recommended hydraulic radius and associated dilution estimates across the ore body. Providing the hydraulic radius allows planning engineers the option to consider single, double and triple lift stoping options suitable to mine scheduling. While the model has been calibrated for conditions at Dugald River the process used to create the model is not site specific and is applicable to other steeply dipping tabular orebodies.CITATION:Hassell, R, de Vries, R, Player, J and Carswell, J F, 2017. Type and shape of large dams founded on rock depend upon the expected deformation of their foundation. Their design consequently requires the assessment of the deformability of the rock mass at large scale. Seismic refraction, laboratory tests on rock samples and empirical formulas can provide an order of magnitude of the deformation modulus, with a limited degree of reliability. Direct in-situ measurement of the deformability of a volume of rock is therefore preferred, which integrate the effect of discontinuities, such as plate loading tests, dilatometric tests, etc. The authors have been compiling results obtained by in-situ deformability tests on a number of dam sites, including the Scarabée (“Petite Sismique”) method. This last method consists in thoroughly analysing the shape of seismic wave forms transmitted through the rock mass. It has been used since now more than 40 years over a large number of dam foundations, and has proved to provide a satisfactory assessment of the static deformation modulus. After comparing the results obtained from different methods on six dam sites, the Authors conclude that their reliability closely depends upon the size of the loading device in relation to the spacing of the discontinuities. Attempts to correlate results from different types of in-situ loading tests reveal difficult, because closely depending upon local geotechnical conditions at test location. Plate jacking tests appear to be the most reliable, because involving a relatively large volume of rock. On the other hand, the Scarabée method (“Petite Sismique”) allows a rapid assessment of the deformation characteristics of the rock mass at large scale, and has been found to provide values generally in agreement with those from plate loading tests, while dilatometric or flat-jack tests were found too dependent upon local conditions. The Authors conclude that preference should be given first to the Scarabée method, which uses light equipment and is quickly performed, together with an accurate geological and geotechnical assessment for interpretation. In a second stage, Scarabée shall be complemented by adequately performed plate jacking tests in selected locations, in order to cross-check results and refine the assessment. The general accordance between the results of the two methods, which both can integrate anisotropy of rock masses, justifies this statement.

The detailed researches of a broad circle of problems connected to development of the electric pulse method destruction materials (EPD) of a various nature and area of use are executed. The electrical and power characteristics of process, physical fundamentals of selectivity of a breakdown and destruction are investigated, the device of electric pulse (EP) disaggregation and ?omminution of materials are developed, the technological efficiency of disintegration of industrial minerals estimated. Due to its technological advantages, the EPD could have a great potential in minerals mining and processing technologies. Low specific power and weight-and-size characteristics of EP installations based on the existing out-of-date electric equipment are at present the main reasons hindering the effective application of the method in mining and processing technologies. The main studies carried out in Russia in the field of electro technical equipment development for EP technology are presented. The pulse capacitors service life affects greatly the economic efficiency of the process because the capacitors cost accounts for a considerable, and in some cases, the most part of the operational costs. Determined and analyzed in the study are the ways which could significantly improve the specific characteristics of high voltage pulse generators (VPG), such as to use of high-frequency voltage transformation to develop a charger; to use pulse transformers (PT) with iron magnetic circuits made of materials characterized by high magnetic permeability, in pulse generating circuits; as well as to use special ways which could produce voltage pulses with a short front. The experiments have proved the possibility to adapt these technological solutions for EP devices, and a further strategy of the EP technologies development and application has been suggested on this base. As part of an ongoing study to determine how the wear of mining tools affects dust generation, the Bureau of Mines has measured bit tempera-ture rise during cutting of abrasive rock. Radial bit wear-flat tem-peratures generated by linear cutting in Berea Sandstone were measured as a function of cutting depth and speed. Depths of cut (DOC) were 1/8, 1/4, and 1/2 in, and cutting speeds were 10, 40, and 80 in/s, respectively. Temperature sensing was accomplished by emplacement of a miniature thermocouple into the center of the wear flat. Temperatures observed ranged from 2000 to 5000 C. Correlation between depth and temperature was weak. Temperature increased linearly with speed at 1/2-in DOC, but data taken at 1/8-and 1/4-in DOC produced inconclusive results. The results indicated that at least for deeper cuts (1/2 in), bit temperature, and therefore wear, can be reduced by lowering the cutting speed.

"Broadmeadow Mine is an underground longwall mine located in Central Queensland, Australia. The mine introduced a top coal caving (TCC) longwall face in 2013 but since then has experienced severe convergence events at the start of each panel after 60–70m of retreat, resulting in equipment damage and the longwall almost becoming iron bound. A significant geotechnical monitoring effort during LW10 and LW11 to characterise the caving mechanics and operational changes during LW11 were successful in mitigating the risk posed by these initial convergence events. This paper describes the geotechnical monitoring programme undertaken during LW11, the operational methods used to mitigate these initial convergence events, and the contribution to these events of the TCC technique.A thick sandstone unit close to the extraction roof was likely the cause of the convergence events at the start of each longwall panel. However, stress change monitoring cells, surface extensometers, an inclinometer, and the blockage of holes designed for pre-conditioning using hydraulic fracturing indicated that the convergence events were not caused by the sudden collapse of sandstone bridging across the goaf. Rather, they were caused by the propping action of strong units within the overburden strata. Equipment design modifications were made to allow the longwall to remain operational during the convergence events and an operational strategy was implemented to mitigate convergence in LW11. The initial convergence event was successfully negotiated, and Broadmeadow went on to be the highest producing longwall for CY16 in Australia.INTRODUCTIONBroadmeadow Mine is an underground longwall mine located in Central Queensland, Australia, owned and operated by BHP Mitsubishi Alliance (BMA). The mine is a punch longwall mine using open cut pit access provided by Goonyella/Riverside Mine. Broadmeadow commenced longwall operations in 2005 using a conventional high reach longwall, but later changed to the top coal caving (TCC) method of extraction. Broadmeadow extracts the easterly dipping 5.5–7.5m-thick Goonyella Middle Seam in ranging in depth from 90m to 330m. The coal is washed and blended at the adjacent Goonyella/Riverside open cut mine to produce a premium coking coal product for export."

Colombia is 11th largest coal producing nation in the world, and the world?s fifth largest coal exporter. But while most of Colombia?s coal is mined at large modern surface mines located near the Caribbean coast, there are also underground mines that produce high-grade metallurgical coal. These mines employ traditional hand-loading techniques in a variety of geologic environments, and they have some of the highest accident rates of any Colombian industry. The National Institute for Occupational Safety and Health (NIOSH) has been collaborating with POSITIVA, the primary provider of worker?s compensation insurance to the Colombian underground coal industry, to reduce the economic and social cost of rock falls in these mines. The specific goals of the collaboration are to 1) document practices and conditions in Colombian underground coal mines, 2) identify relevant international best practices, and 3) provide recommendations for developing a national campaign to reduce fatalities and injuries associated with roof falls. NIOSH conducted a survey of seven underground coal mines in four separate coalfields. Five of the mines were characterized by steep dips and weak roof and floor rock. The coal was loaded by hand at all seven mines, though two employed partially mechanized longwall techniques. Wood posts were by far the most common ground support. Roof bolts were not observed in use at any of the mines, and they are unlikely to replace timbers any time soon. While long-term entries generally appeared to be adequately supported, the survey found that less attention was paid to the temporary support that is installed right after the coal is removed. This temporary support is critical for protecting the workers from rock falls, however, because with hand-loading mining methods most of the activity takes place between the permanent supports and face. The study concluded that improving the temporary support in the working faces would be the most effective way to reduce the number of rock fall injuries. The key principle should be that every worker is protected by planned roof support at all times. Ground Support Management Plans, consisting of specific rules about when, where, and what roof support is to be installed, should be the focus of the campaign. Each Plan should be tailored to a specific mine based on the geologic conditions and mining methods in use. The Plan provides miners with clear, simple rules that can be easily understood, while management can easily check to see if it is being followed. Ground Support Management Plans will also provide the campaign with a concrete focus for the necessary cultural change.

Introduction Within the last quarter of a century the Lake St. John-Saguenay valley has been converted from a quiet agricultural district to one of the important industrial centres in the Dominion. First there was the expansion -of the pulp and paper industry, and then, starting a little over ten years, ago, the development, in large .blocks, of the enormous hydro-electric power resources of the Saguenay river. Coincident with this power development, the world aluminum industry was rapidly expanding and looking for a new source of cheap power. This was found in the Saguenay valley-and so, in 1925, Arvida was established by the Aluminum Company of Canada as a location for one of the largest aluminum plants in the world. Arvida, an incorporated city comprising an area of some ten square miles, is ideally located on a more or less level plateau about 350 feet above the Saguenay river. Seldom has industry stepped boldly forth and carved out of Nature a community with full city status. The process usually goes through the steps of camp, village, town, and city, involving improper planning or lack of planning; all of which has been avoided at Arvida by starting out in the right way. While this community has only a population of approximately 2,000 at the present time, it is carefully planned for a population many times this figure. Streets, city parks, business and residential sections, have been definitely planned, and, with a City government, proper ordinances were passed at the beginning to ensure the building and maintenance of a model industrial community. As the crow flies, Arvida is about 35 miles due east of lake St. John, and 0 miles west of the St. Lawrence river at Tadoussac. From a shipping standpoint, it is well served by the Canadian National railways, with direct lines to Quebec and Montreal, and by ocean shipping facilities at Port Alfred, which is about 15 miles to the east on the Saguenay river and is served by the Roberval & Saguenay railway. The latter has interchange connections with the Canadian National at Arivda, and also operates a branch line into the city of Chicoutimi.

Placing a detonating explosive inside a volume of rock is an efficient method of rock fragmentation. The explosion generates internal tensile stresses in the rock, and because rock is a brittle material, this brings about crack propagation and fragmentation far more efficiently than does application of explosive on the surface. To get the explosive inside, we drill a pattern of boreholes and charge the explosive into the holes. This is really the one and only purpose of making blastholes in mining: to give access for the explosive to the interior of the rock. No matter how big and expensive a drilling jumbo we stand up in front of a rock face, and no matter how many boreholes we let it drill, the rock does not fall apart by itself without blasting. It is the action of the explosive in the boreholes that does it. When we consider that we need a pound or two of explosive for every cubic yard of rock to be fragmented, and a pint of borehole volume for each pound of explosive, we see that the process of blasthole charging is an important element in the whole process of rock blasting.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 established the Office of Mine Safety and Health (OMSH) within NIOSH and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. Subsequently, Congress provided additional funding to NIOSH to initiate and continue the program. OMSHR has fulfilled this Congressional mandate through annual Broad Agency Announcement (BAA) solicitations, directed Requests for Proposals (RFP) and Inter-Agency Agreements (IAA), and has further expanded the program through capacity building BAA contracts with U.S. university mining departments in the areas of mine ventilation and ground control. This paper describes the extramural funding program and broadly examines the results of the 150+ contracts issued to date, grouped into key focus areas. INTRODUCTION The Mine Improvement and New Emergency Response Act (MINER Act) of 20061 established the Office of Mine Safety and Health Research (functioning as the Office of Mine Safety and Health Research or OMSHR) within the National Institute for Occupational Safety and Health (NIOSH), and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued over 150 contracts focused on worker health and safety. Initial funding for this program was provided by Congress through two Emergency Supplemental Appropriations (ESA) and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation; ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website2 and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously.3"

Dynatec Mining Limited contracted to sink a lS00 metre (4960 ft.) concrete lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft is 6.3 metres (20.S ft.) in diameter inside the concrete lining and is equipped with steel furnishings. Dynatec used the owner supplied 4.6 metre (l5 ft.) diameter double-drum hoist to sink the shaft with 12.S tonne buckets for muck removal and 4 cubic metre concrete buckets for concrete placement. One of the unique features of the shaft sinking operation is the use of a four-boom electric hydraulic drill jumbo permanently mounted in the shaft sinking stage. This paper will describe the performance obtained with the electric hydraulic drilling equipment and the high capacity muck removal and concreting equipment.

THE Privateer mine consists of a group of mineral claims situated in the Zeballos area, on the west coast of Vancouver island, approximately 180 miles north of Victoria. Although Zeballos is a comparatively new mining camp, its transportation facilities can be considered exceptionally good. General freight and supplies are brought in by either C.P.R. or Frank Waterhouse steamers from either Victoria or Vancouver. Service by these boats varies from five to ten days and the trip from Victoria takes approximately two days. Passengers may use the C.P.R. boats, or, if speed is essential, they may fly, in which case they have the choice of two flying companies, namely, Canadian Air-ways, Limited, and Ginger Coote Airways. The average flight from Vancouver takes approximately two hours. Excellent unloading facilities are provided at the beach by a government dock for the steamers and a floating dock for aeroplanes. The mine, which is approximately five miles from the beach, is serviced by a fairly good gravel road, which has proved satisfactory for all haulage purposes. Zeballos has the reputation of having one of the heaviest rainfalls on the west coast, but as no accurate records have been kept, no comparisons can be made. H. C. Gunning, in his report, comments on the weather from 1929 to 1932, and one would judge that the practically continuous rainfall did not add to the pleasures of the field work. During the summer of 1938, the opposite condition prevailed and the area had exceptionally dry and pleasant weather. The snowfall is generally light at the lower elevations, but very heavy higher up. No extreme cold weather is encountered during the winter, which is generally short.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay and shale mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may, in many instances, cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, it is essential to the technical discussion and study of methods employed to consider operating costs. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scone of the cost tabulations shale ensue. The open-pit recovery of clay and shale is a comparatively simple operation in comparison with underground mining; nevertheless, it represents an appreciable factor in the cost of manufacture.

The Bureau of Mines through its contract research program recently analyzed the mining and environmental requirements in the premining stage for copper mining in the northern highland of Wisconsin. The Critical-Path-Method (CPM) was used in this research. However, a step-by-step derivation of the CPM Diagram was beyond the scope of this effort. The Bureau of Mines objective now is to show, step by step, how the original hand-computed CPM Diagram was constructed. The streamlining (restructuring) of this diagram from the original effort is also summarized. The critical path time (longest time) through the original CPM Diagram was 25.12 yr, excluding public liaison effort. This diagram showed the involvement of the regulatory agency, mining applicant and public in the premining stage. Analysis of this diagram produced a streamlined version which reduced the critical path time by nearly 7 yr. The CPM construction methodology offered here may be applied to mine planning for any mining operation.

"A short account will be presented on the extraction of rare earths from monazite sand, bastnasite ore, and phosphate rock of igneous origin. This includes mineral beneficiation, leaching methods, fractional crystallization [of historical interest], ion exchange, solvent extraction, precipitation from solution, and reduction to metals. INTRODUCTIONOriginally, the term rare earths was only used for the oxides, R2O3, which are similar to one other in their chemical and physical properties and are therefore difficult to separate. Within the rare earth group, the elements scandium, yttrium, and lanthanum differ in their atomic structure from the elements cerium to lutetium (the lanthanides, Ln). Scandium occupies a special position with respect to this classification and its other properties, and therefore does not belong to either of these groups. The rare earth elements always occur in nature in association with each other. The isolation of groups of rare earth elements or of individual elements requires costly separation and fractionation processes owing to the great similarity of the chemical and physical properties of their compounds, which explains why the history of their discovery has extended over such a long period.The word “rare”, when used to describe this group of elements, originates from the fact it was thought that these elements could only be isolated from very rare minerals. Considering their abundance in the Earth’s crust, the term rare is now inappropriate. These elements are lithophilic and are therefore concentrated in oxidic compounds such as carbonates, silicates, titano-tantalo-niobates, and phosphates.The abundance of the rare earth elements taken together is quite considerable. Cerium, the most common rare earth, is more abundant than cobalt. Yttrium is more abundant than lead, whereas Lu and Tm are as abundant as Sb, Hg, Bi, and Ag. For all practical purposes promethium does not occur in nature. It forms only in nuclear reactors."

This presentation in the open pit session deals with the development of a phosphate rock strip mine by CF Industries, Inc., a company that does not presently mine in the Central Florida Phosphate District. Land acquisition, engineering, financing and environmental permitting activities were begun in early 1975; site preparation, environmental monitoring and dragline construction began in mid-1975. The operation is due on-stream in late 1978. The reserve acquisition, permitting, and financing could each easily be developed into a separate paper of interest. Each, however, has been covered before for other mining ventures with similar capital and environment requirements. For that reason, I have chosen to discuss what CF Industries, Inc. is, why it is entering this new sec-tor of the agricultural chemicals business, and, to keep at least some technical basis, what design modifications are possible when the total mine output is used captively and it is unnecessary to have the flexibility to meet the numerous transportation and customer specification considerations. In an attempt to show the size and complexity of the CF organization, a brief description of existing facilities should help show why the big interest in mining phosphate rock.
