Aguas Argentinas,1 a consortium managed by Lyonnaise des Eaux of France and operator of the world’s biggest privatized water supply and waste water collection system for the City of Buenos Aires, a city of 9 million people, was faced with the daunting task of providing new service to 1.6 million more people in the first five years of their 30 year concession. Aguas Argentinas elected to use the Negotiated Compressed Process - NCP - for the fast track implementation of a 15000 meter, 3,5 meter diameter tunnel, a key component of the infrastructure master plan. NCP was developed by Klohn Crippen for the $200 million international railway tunnel between Canada and the United States. The conceptual design of the project was performed by Safege Montgomery-Watson, who engaged Klohn Crippento assist with the NCP, the preparation of the tender documents, and implementation of theproject during construction. The process included the purchase by the client Aguas Argentinas of two sophisticated 4 metre diameter earth pressure balance tunnel boring machines from Herrenknecht of Germany. Construction of the tunnel is being performed by the consortium Wayss & Freytag (Germany) and Sollazzo Hnos S.A. (Argentina). The water tunnel is being built with a one pass, bolted segmented gasketed reinforced concrete liner. The purpose of this paper is to describe a transferable methodology for this innovative contracting procedure, the project organization and quality control plan for this important world class tunnel project which is designed to service one of Latin America’s largest metropolitan areas.

INTRODUCTION This paper presents a method of calculation of internal moments and thrusts in tunnel liners of any material. The method is intended for hand calculation, but as it is numerical in nature it can be programmed for use in computers. The information required for design or analysis is presumed active internal and external pressures, the effective moment of inertia and cross-sectional area of the tunnel liner, the liner's modulus of elasticity, and the coefficient of subgrade reaction of the material surrounding the tunnel. Starting with active external and internal pressures and following the procedure described herein using the structural properties of the liner and surrounding medium, external passive reactions and internal moments and thrusts are calculated. The method is intended for use by design engineers. GENERAL Experience has shown that flexible tunnel liners have less internal bending stresses than those calculated using classical structural theory applied to free-standing arches. In fact, liners which are very flexible in relation to the surrounding soil or rock have virtually no bending moments when compared to free-standing arches supporting equal active loads. In order for this phenomenon to occur, the original active pressure diagram must be "modified" by additional external reactions (passive pressures) from the surrounding material, so that the thrust line within the lining follows the centroid of the tunnel arch more closely than that of a similar free-standing arch. The Inter-Island Tunnel is one of two undersea tunnels which are part of the Boston Harbor Clean-Up Program. The tunnel is 7.7 km (25,160 ft) long, bored to a 4.3 m (14 ft) diameter in the Cambridge Argillite Formation and was finished to a 3.5 m (11.5 ft) diameter final concrete lining. The owner is the Massachusetts Water Resources Authority (MWRA) who is a regional authority responsible for overall design and construction. The tunnel's primary purpose is the transport of untreated effluent from Nut Island facility in Quincy, MA to the new treatment plant at Deer Island. Two sludge lines are installed for the transport of sludge from Deer Island to Nut Island. During construction the contractor encountered fault zones, fractured strata, and soft ground tunnel sections which liberated more ground water than was originally anticipated by the project designer. Ground water was controlled during mining and the placing of the final lining. The final lining of cast-in-place concrete had to be backfill grouted to cut off water inflows and provide contact for equal tunnel loading which is critical in long-term design. This paper deals with an engineered backfill grouting system which was the first of its type to be used in North America. It discusses the geological conditions encountered, the design criteria used in the evaluation process, and an indepth review of the various system components. It demonstrates how contractors can use knowledgeable and professional industry suppliers to solve difficult construction problems.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

"The Regional Connector project is a complex subway light-rail project that runs through the heart of downtown Los Angeles, CA. The design-build contract was awarded in April 2014 to the Regional Connector Constructors (RCC), a joint venture between Skanska USA Civil West California District Inc. and Traylor Brothers Inc., and their designer team consisting of Hatch Mott McDonald (HMM) and subconsultants. The project broke ground on Sept. 30, 2014 and is expected to be completed in winter 2021-2022. The main components of the project consist of 6.4-m (21-ft) diameter twin-bored tunnels, three crosspassages, a 87-m (287-ft) long crossover SEM cavern, three new underground stations, and cut-and-cover tunnels along South Flower, Alameda and 1st Streets. The project map is shown in Fig. 1. The design and construction challenges associated with each of these main components are discussed in the following sections.Project designTunnels. The Regional Connector tunnels are located primarily within the Fernando formation consisting predominantly of extremely weak to very weak, massive, clayey siltstone. About 305 m (1,000 ft) of tunnels on the eastern end are in alluvium and mixed face of Fernando formation and alluvium. The tightest curve of the tunnel alignment is 178 m (583 ft) in radius. The tunnels were designed with a reinforced precast concrete tunnel lining (PCTL) to be used with an earth balance pressurized (EPB) tunnel boring machine. The PCTL ring is 5.5 m (18 ft-10 in.) inside diameter, 27 cm (10.5 ft) thick, 1.5 m (5 ft) long, and consists of five segments and a key. The segments were designed with 6,500 psi concrete, 80 ksi yield strength wire rebar, convex joint surfaces to enhance seismic performance, and a dosage of 1.7 lbs polypropylene microfibers per cubic yard of concrete for fire resistance. The rings are designed with a right ring and left ring pattern and a taper of 3.8 cm (1.5 ft) to allow for alignment curve negotiation. Figure 2 shows typical sections of the PCTL. The structural lining design was modeled using FLAC 3D. Four consecutive rings were modeled with 32 dowel connection. Loading considered in the lining design includes temporary ground load during excavation, long-term ground loads, seismic loads and train loads. The seismic loads on the PCTL were simulated with the racking deformation applied at vertical boundaries of the model. Due to variation of geologic condition along the tunnel alignment and different surcharge requirements, three different types of reinforcement (typical, heavy and extra heavy) were designed. The typical type PCTL was required in Fernando formation, the heavy type was required in alluvium or mixed-face condition, and the extra heavy type was required in alluvium and underneath the Japanese Village Plaza where a surcharge of 1,000 psf was required."

From a vast army of workers to gargantuan machines to immense volumes of material being moved, almost everything about the Port of Miami Tunnel (POMT) project points to tunneling on a massive scale. Almost.The star of this underground and underwater show is a Herrenknecht tunnel boring machine (TBM,) nicknamed ?Harriet? by a local Girl Scout troop. With her 12.9-m- (42.3-ft-) diameter cutting head and a total length of 139 m (457 ft), Harriet is boring through thousands of cubic meters of clay, dirt and sand, which is often mixed with coral and other materials, to create two 1,280-m (4,200-ft) traf?c tunnels connecting Watson Island and the Port of Miami (Dodge Island) beneath Biscayne Bay, FL. But in the midst of all of the oversized equipment and machines, a strong contender for the best supporting nod goes to a relatively tiny machine: the Brokk 400. Bouygues Civil Works Florida crews are using the compact, remote-controlled and electric-powered machine to excavate five cross passages between the twin traffic tunnels. The pas-sages will be essential to the safety of people who drive their vehicles under the bay every day.

INTRODUCTION Lesotho is a mountainous area of southern Africa from which water is to be exported in an extensive tunnel system, to industrial regions inland. The related tunnelling project has involved a num- ber of drives using tunnel boring machines [TBMs] to excavate about 100 km of 5 m diameter water tunnels [von Glehn and Bluhm, 1995). This paper describes the ventilation and cooling of some of the tunnel drives from both the operational and design points-of-view with a particular focus on heat generation. There were many common features in all of the drives but this paper is focused mainly on the Hlotse drive which was 18,4 km long. The drives were ventilated using forced ventilation systems to provide appropriate air flow throughout the tunnels and face zones. In addition, the Hlotse drive required refrigeration equip- ment which provided chilled water to the tunnel. While the sec- ondary ventilation systems play an important role in gas and dust handling, the paper concentrates on the primary ventilation and cooling issues. The ventilation of these tunnels was an exacting exercise be- cause: • Rock temperatures and geothermal heat flow were high. • TBMs with relatively high power ratings were used. • Diesel locomotives were used. • Drives were relatively long. • High altitude meant a low air density. An important feature was the simulation and monitoring of the ventilation and heat flow components and the project was characterised by analysis, monitoring and ongoing tactical decision-making throughout the progress. The thermodynamics of the systems were complex because there were many interactive effects and analyses were carried out using special computer pro- grams. The monitoring confirmed the accuracy of the models, and in this manner it was possible to confidently ensure healthy and safe working conditions and still minimise costs. Local ambient climate conditions range from temperatures higher than 35 "C in summer to below -10 OC in winter. Based on available statistical data and the thermal storage/damping effects in the system, design summer ambient conditions were taken as 15 OC/25 "C wet-bulb/dry-bulb. The barometric pressure was 80 kPa and due to the altitude, the ambient air density was only 0,9 kg/m3. The local Authority specified a maximum in-tunnel wet- bulb temperature [at any point] of 32,O OC and a mean wet-bulb temperature [from all locations] of 27,5 OC maximum. The maxi- mum height of ground cover above the tunnel was 1 200 m and the maximum virgin rock temperature was 41 OC; see Figure 1. Diesel dilution criteria specified by the local Authority was a minimum of 0.1 m3/s per rated kW of diesel engine. Other requirements related to gases such as CO, CO2, NOx and CH4 [and the need for intrinsically safe equipment] but these are not of direct relevance to this paper. The actual average face advance was about 30 m/d with good days achieving 60 m/d and good months achieving 1 000 m [23 working days]. The original design tunnelling rate was 50 m/d. DESCRIPTION OF HLOTSE DRIVE VENTILATION AND COOLING SYSTEM The ventilation requirements in the tunnels were dictated by heat and diesel dilution needs. The best ventilation and cooling policy is generally a balance between using increased quantities of fresh air or refrigeration [or both]. In this particular scenario it turned out that, since the diesel emission criteria required large quantities of air, the refrigeration needs were modest. The drive was ventilated using a ducted, forced ventilation system from fans located at the portal. The maximum ventilation requirement was 51 m3/s when the drive was at 18.4 km. From a heat flow point of view, the worst scenario was a heat load of 3.5 MW when the drive was at 7 km. This was cooled by the ventilation air and a supply of chilled water to the tunnel. Refrigeration and chilled water system In the design phase, a detailed comparison was carried out between two general alternatives for providing refrigeration. First, was a system in which refrigeration sets and air coolers are installed on the TBM train; the refrigeration sets are cooled by condenser water piped to and from cooling towers at the portal. Second, was a system in which refrigeration water chillers are in- stalled at the portal and chilled water is piped into the tunnel. The detailed comparison indicated that the capital and running costs of the second system were at least 60 % lower than the in-tunnel plant. There were also many obvious practical benefits for favouring the portal system. The refrigeration plant supplied 23 11s of cold water at a temperature of 10 OC. After providing the cooling effect in the drive, the water returned to the portal where it was initially cooled in open-circuit evaporative pre-cooling towers, chilled in the refrigeration plant and then returned to the tunnel. The cold water flowed into the tunnel in an insulated supply pipe and returned in an uninsulated pipe; the water was simply circulated to the end of the pipe and returned. The cooling effect in the tunnel was achieved entirely through heat transfer from the pipe [long linear heat exchanger] and no air coils or other heat exchangers were required. The cooling requirements were satisfied by the heat transfer to the returns chilled water steel pipe [200 mm]. The pipes were eventually installed to a maximum distance of 10,8 km in what was considered a very practical and cost effective solution.

A detailed discussion is presented of the special construction methods developed by systematic application of the principles of the New Austrian Tunneling Method with which even very heavily squeezing ground with large excavation areas can be mastered reliably and economically.

Expansion of the Plum Island Wastewater Treatment Plant requires interconnection of three operating pump stations using only two existing 10-ft diameter shafts for access. These two existing shafts require additional support to allow access 130 feet below grade. Interconnection requires rehabilitation of an existing tunnel, excavation of two new tunnels, and abandonment of additional existing tunnels. Construction has discovered unexpected conditions at all three connection points. The CMAR contracting method has effectively accommodated project team discussion, value engineering decisions, and allocation of risk during preconstruction and construction phase services.

Fire hazards can cause severe and irrecoverable damage to reinforced concrete (RC) tunnel linings, threatening the serviceability and resilience of transportation networks. This paper first examines the existing methodologies that are used to classify damage to tunnel linings from fire. These approaches are then supplemented with the results of advanced modeling and inputs from industry experts to propose new fire damage/ repair classifications with the associated thresholds. The results of the presented research can be used to guide fire risk assessment as well as the performance-based design of tunnel fire protection.

Designing and constructing tunnels in seismic prone areas present unique challenges to both designers and contractors. The Westside Purple Line Extension Project– Section 3 in Los Angeles requires crossing an active fault that may subject the tunnels to extreme structural demands. In order to ensure that the linings will safely accommodate the fault movement, a revolutionary composite section—steel plate embedded in the intrados of the precast concrete segmental tunnel lining was finally selected. Additionally, continuous expansion steel plates over the circumferential joints will be installed to mitigate the potential opening of the circumferential joints.

In the construction of "Hamacho" subway station (Tokyo Metropolitan Rapid Transit), in order to minimize ground surface settlement, the pipe-roof method was employed as an auxiliary measure when removing the portion between two parallel shield tunnels to form one large tunnel for the station. 14 steel pipes (dia.1,219.2mm, length 75m) were driven in horizontally so as to cover tunnels and support heavy and extremely soft covering soil and surface structures. Procedures of temporary supporting, excavation under compressed air, reinforcing, concreting, etc., and some comparisons with conventional methods are described.

In the non-codified realm of tunnel design there are issues which are sure-fire instigators of controversy. This paper presents a discussion regarding one particular issue which in the authors’ experience often results in comment and debate. This issue only forms part of the rock load assessment process, but it is specifically addressed with the intention of presenting a rational basis for design, which may result in broader acceptance within the tunnel design community.The issue considered relates to the characterisation of in situ rock stresses for the design of tunnel support in the Sydney Basin. A summary is given of the literature on the topic, with emphasis on the main sources of uncertainty and contention. A design approach is proposed, with particular focus given to the numerical modelling of in situ ground stresses and the approach used to ensure that the adopted stress regime is consistent with the assumed ground model. The Water Delivery Alliance (WDA) was established to design, construct and commission the pump station and desalinated water delivery pipeline to link the desalination plant on the Kurnell Peninsula (constructed by others) with the existing distribution network at Erskineville, Sydney, Australia. The WDA consisted of McConnell Dowell Corporation Ltd (Macdow), Bovis Lend Lease Pty Ltd (BLL), Kellogg Brown and Root Pty Ltd (KBR), Worleyparsons Ltd (WOR), Environmental Resources Management Group Inc (ERM) and Sydney Water Corporation (SWC).Sydney’s Desalination Project is one of the initiatives to secure Sydney’s water supply against the effects of climate change, population growth and drought. The desalination plant, 100 per cent powered by renewable energy, can supply up to 250 million litres of water per day (mld), which is up to 15 per cent of Sydney’s water needs. The project involved the construction of an 18 km pipeline with an ultimate capacity of 500 mld to accommodate any future increase in the output of the desalination plant.The Alliance procured three full-face tunnel boring machines (TBM) from Herrenknecht AG to construct the 6.5 km of tunnel that would provide a conduit for the DN1800 welded mild steel cement mortar lined (MSCL) pipeline at a number of locations along the route. Nineteen shafts and 16 tunnels were required to complete this work.Crucially one of the TBM drives involved construction of a tunnel into Botany Bay under protected marine life habitats; enabling the connection of the MSCL water carrier pipeline into the dredged section of pipeline underwater, approximately 800 m off-shore in Botany Bay.This paper details the retrieval of the 17.4 m long TBM from the ocean floor upon completion of the Botany Bay tunnel allowing for subsequent use on the Project. Elements covered in the paper include the 835 m tunnel, design and construction techniques for the tunnel and recovery, and details of the methods used to install the DN1800 water carrier pipeline.

Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

The South West Rail Link (SWRL) project involved construction of a rail line to service new residential areas in south-west Sydney. The 11 km rail line is conveyed through a short tunnel at shallow depth where it crosses beneath the eight lanes of the Hume Highway. The underpass location is one of the most heavily trafficked within Sydney’s motorway network.The New South Wales Roads and Maritime Services (Roads and Maritime), as the owner of the highway asset, had the responsibility of managing the risks to the highway and traffic associated with the tunnelling project from the pretender stage through to completion. This paper considers the primary risks and mitigation measures employed, including geotechnical investigation, and development of appropriate construction constraints and concept design of an extensive real-time survey system to monitor pavement deformation during the tunnel works.The geology comprises fresh Minchinbury Sandstone in the tunnel invert and side walls, and variably weathered Bringelly Shale in the haunch and crown. Few tunnels have been excavated in these rock types in Sydney, and there is little information relating to the in situ stresses and stress-relief deformations in these materials.During tunnel construction the monitoring data indicated unexpected surface heave of up to about 24 mm. A multiparametric back-analysis of the deformation data is presented, which provides information on the deformation mechanisms and key geotechnical parameters, including rock mass modulus and in situ stresses.The approaches and methodologies developed for the SWRL underpass were effective in maintaining the safe operation and traffic capacity of the highway throughout the construction period, and the analysis of the monitoring data provides a useful reference for similar future projects, or projects constructed in similar ground conditions.CITATION:Clarke, S J and Walker, C S, 2014. "Qatar’s capital Doha is undergoing major infrastructure improvements including a multiphase stormwater management program. Although located in an arid climate, Doha experiences flooding during rainfall events. Dewatering operations and rising groundwater levels add to the management needs. To address those needs, construction of the Musaimeer collection tunnel along Doha’s southern rim is being followed by a marine outfall tunnel connecting a pump station to a dispersion field 10 km offshore. Qatar’s geology is characterized by sabkha deposits, a series of predominantly weak and karstic rock strata that creates challenging conditions for mechanized tunneling, as highlighted by the uncontrolled flooding of a tunnel boring machine (TBM) used on the Doha Metro tunnels. Risk associated with these challenges is magnified for the outfall tunnel by drive length, sub-sea elevation, and a single access point. This paper describes the outfall exploration strategy and design decisions made in light of experience gained during the collection tunnel construction. CONTEXT – STORMWATER MANAGEMENT PROGRAM Qatar has an arid climate with an average annual precipitation of less than 100 mm. Precipitation is mostly confined to the winter months when rare, but occasionally heavy rainfall events easily lead to flooding in Doha’s metropolitan area. Its coastal location and flat topography a few meters above the sea level mean that the depth to the groundwater table is generally shallow. The karstic aquifers in the regional dolomite and limestone series contain groundwater of high salinity, which is not suitable as a potable water source. For supplying Doha’s population of more than 900,000 (2014) with potable water, the Ras Abu Fontas seawater desalination plant is operated about 10 km south of the city. This potable water production capacity is crucial for Doha’s development and – in conjunction with overirrigation and leaking sewage tanks – is also the root cause for rising groundwater tables that have been observed over the past years."

This contract includes two mass rapid transit (MRT) 1100?m long bored tunnels using two slurry tunnel boring machines (TBMs), with an internal diameter of 5.8?m, two cross passages and 135?m of cut-and-cover tunnels The contract also includes the design and construction of a new underground station including station entrances, subway links, architectural finishes and external landscaping. The station, located at Upper Bukit Timah Road near Jalan Jurong Kechil will also double as a civil defence shelter.The works included significant traffic management in a dense urban area in order to create the working areas whilst keeping the requisite number of traffic lanes. This involved numerous utility diversions and included the removal of a 33-year-old pedestrian overhead bridge (POB) over busy Bukit Timah Road. The station and tunnelling works were completed on time, including a ‘dock and dismantle’ TBM retrieval and subsequent breakthrough of the separating wall.This paper will detail the methods and solutions used to construct the tunnels and stations, with a focus on the requirements for construction of the station to be a civil defence shelter if required. This involved solutions to tying reinforcement and placing concrete to high standards in a restricted space, as well as the incorporation of heavy blast doors and other associated protective measures. The efforts of the management team resulted in the project being awarded first prize in the 2011 Land Transport Authority’s Annual Safety Award Convention and being named winner of the Safety and Health Award Recognition for Projects (SHARP) award at the 2011 Workplace Safety and Health (WSH) Awards. As well, McConnell Dowell won a Green and Gracious Builder Award (Excellent Category) from the Building and Construction Authority (BCA).CITATION:McDonough, R, 2014.
