The Manhattan section of the New York Water Tunnel No. 3 constructed by the Schiavone/Shea/Frontier-Kemper Joint Venture is a $668 million project. The contract includes a tunnel drive of 8.85 km (29,045 feet), tunnel lining of 14.77 km (48,468 feet)and construction of nine shafts ranging in depth from 143 m (469 feet) to 169 m(555 feet). Construction methods for excavation of the shafts are presented including raise bore, ground freezing, soil excavation, blasting, slashing, muck handling, rock support and shaft final concrete lining.

Swelling ground is one of the most feared problems in tunneling. Although usually not causing sudden failures during construction, the very large and longlasting deformations give contractors and designers the impression of facing an inevitable phenomenon against which there is no technical defense. Examples are concrete liners up to 1 m (3 ft) thickness that have been cracked or crushed, tunnel inverts that are heaving at 0.1 m (0.3 ft) per week during construction and continue to heave during decades. This paper summarizes essential components of design construction procedures where tunnels in swelling rock can be built to perform satisfactorily. It is important to point out that design and construction cannot and should not be separated. The way the tunnel will be built has to be an integral part of the design. Swelling can be defined as time dependent volume increase and is distinguished from squeezing, another time dependent phenomenon occurring in tunneling. Squeezing involves exceeding the shearing resistance while swelling usually does not. Swelling of rock masses can occur as swelling of the intact rock, swelling of wall rock, of gouge and of filler in the discontinuities of a rock mass, and as a combination of the above. Swelling mechanisms have been discussed elsewhere (ISRM 1983).

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. "INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

Tunnel boring machines continue to develop to take on not only larger and larger diameters but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar has required innovative design approaches. A systems approach has been required to produce tunnelling machines that can not only safely excavate the tunnel but do so in an efficient, cost effective manner that stresses production and labor saving approaches. This paper will review the current design developments and present recent projects where these most recent principles have been applied.

The Cross Harbor Freight Movement Project is currently in the Environmental Impact Statement phase. The scheme is addressing alternative solutions to transport freight across the Upper Bay of New York Harbor, from New Jersey through to Brooklyn, Queens and Long Island. Amongst the alternatives being assessed are two tunnel options; from the north shore of Staten Island through to Brooklyn, and from Jersey City to Brooklyn. These tunnels are approximately 30,000 feet in length, and with up to17,000 feet under the Harbor, would make it one of the longest undersea crossings in the world.. The paper addresses the development of the project, from the Major Investment Study through to the current EIS, and describes the tunnel schemes that are being taken forward. The geological conditions that will be encountered, proposed construction methods, and the ventilation issues associated with such major undersea tunnels will all be described.

"Top-down wall construction was selected to excavate the tunnel portal headwall areas of the ORB East End Crossing tunnel. Benefits included an expedited construction schedule realized by staging excavation and rock support with development of temporary construction access roads. Rock mass properties, proximity to right-of-way lines, and blasting impacts were considered to design suitable lift heights, intermediate bench locations, and permanent ground support systems to provide supported permanent excavations. Carbonate rock formations contained adverse subsurface geotechnical features including solution cavities, clay seams, weathered joints, pinnacled rock, and boulders, which were addressed by flexibility in design. The resulting over-break conditions and long-term water infiltration issues required economic design solutions. This paper discusses the unique considerations required during design of top-down tunnel portal headwalls excavated in carbonate rock formations including temporary excavation and permanent ground support systems which provided flexibility for unforeseen over-break, minimized construction delays, and provided long-term stability. PROJECT BACKGROUND The East End Crossing is an approximate 8-mile highway connection of the Louisville-Southern Indiana Ohio River Bridges East End Crossing (ORBEE) project. Currently under construction, this connection will link State Road 265 in Indiana with the Gene Snyder Freeway in Kentucky to form an outer loop bypassing the Louisville-Southern Indiana metropolitan area. This highway project features a 2,510-foot long, three-span cable-stayed bridge over the Ohio River, and a 1,680-foot long tunnel. The project, being managed by the Indiana Finance Authority and Indiana Department of Transportation, is scheduled to open to traffic by the end of 2016. The new twin three-lane tunnel under the historic Drumanard Estate requires steep cut excavations for approach and tunnel portal walls on the order of 60 feet deep through overburden soil and carbonate bedrock formations. This paper focuses on the design considerations for the permanent support of the top-down wall construction of the tunnel portal headwalls and approach retaining walls."

Initial investment for mechanical boring of tunnels is found to be high in most cases. Conventional drilling and blasting is not the possible especially in urban area. In these conditions impact hammer offers many advantages over conventional drill and blast techniques and boring tunnels. These include improved safety, minimal ground disturbances, elimination of blast vibration, reduced ventilation requirements, reduced cost etc. Therefore, hydraulic impact hammers have been used widely in metro tunnelling projects in Istanbul since 1992. Accumulated and published data from various tunnelling projects serve to improve predicting the machine performance and scheduling of job duration. This paper is prepared under this objective. Machine utilization time of impact hammer was evaluated in this study. The main rock formation named Kartal formation arepaleozoic aged sedimentary rocks, shale, sandstone, siltstone, andesite dykes and sediment fillings. The first stage of the project is commissioned to Yapi Merkezi- Yuksel- Dogus- Yenigun- Belen consortium.

The first stage of the Massachusetts Bay Transportation Authority's Red Line Extension Northwest, is a two-track rapid transit extension from Harvard Square in Cambridge, through three stations, to the Alewife Station/Garage complex in North Cambridge. The extension, about 5.0 km. (3.1 miles) in length, is entirely in tunnel, with the Alewife Station/Garage complex and adjacent line sections of tunnel constructed by cut-and-cover methods. The Station/Garage complex, just west of Alewife Brook Parkway, is in an area underlain by deep deposits of very soft highly sensitive clays. It is proposed to construct the station and adjacent tunnel sections by the slurry trench method, using the slurry wall as the permanent structural wall of the station and tunnel. The unusual nature of the underlying clay and its very high sensitivity raised questions concerning the feasibility of the proposed construction. Since research failed to reveal any construction precedent for the specific conditions encountered, a test section was undertaken to determine construction problems, resolve uncertainties, and to establish acceptable parameters for the construction of the slurry walls. PROJECT ORGANIZATION Sverdrup & Parcel as tunnel and transit systems consultant for the Red Line Extension-Davis Square to Alewife had overall responsibility for determining program objectives, project management and test implementation.

The influence of passageway fires on ventilation flows was investigated in three horizontal fire tunnel s: 1. a laboratory-scale fire tunnel network, 2. a small-scale fire-plume tunnel, and 3. a large- scale simulated mine gallery. Wood was used in the first and third tunnel and gas-burners were used in the second one to generate passageway fires. Experimental measurements included gas mass flow rate, velocity, temperature and pressure in the passageways and exhaust fans. The overall and local effects of the fires were investigated by comparing these measurements obtained before and during the fires. Results show that a passageway fire essentially increases the flow resistances of the passageways of a tunnel flow network by virtue of volatile fuel mass injection and high combustion temperatures. The ventilation air flow rate is consequently throttled to lower values than that before the fire. At severe throttling, reverse flow occurs. Conditions for reverse flow are characterized by two Froude numbers based on gas velocity and density upstream of the fire, and height of the passageway. The Froude numbers and the characteristics of the passageway fire are necessary to analyze mine ventilation/fire interaction and to predict mine ventilation patterns during fires.

Ground freezing is a technique which is used more and more in tunnelling under complex ground conditions. This paper will present three case studies which highlight different aspects of the ground freezing technique when applied in urban environment. The first project is the City-Tunnel in Leipzig, Germany, which is being built beneath the central station and which is the largest ground freezing project currently under construction in Germany. The second case study is part of the North-South-Line project in Amsterdam, Netherlands where ground freezing will be carried out to al-low the TBM drive through old wooden foundation piles. The freeze tubes for this project will be driven using Horizontal Directional Drilling (HDD). The last project is the Hallandsas Tunnel Sweden where the ground freezing equipment has to be installed against high water pressure. The paper illustrates that ground freezing can be implemented in difficult ground conditions such as soft ground, highly fractured rock and high water pressure. The case studies highlight the importance of good workmanship. With the increasing numbers of large tunnels being constructed in difficult ground conditions the paper concludes that the complex case studies presented will be-come more representative for future tunnel projects in urban environments.

Burwood Beach Sewage Ocean Outfall is being constructed by the Hunter District Water Board as part of an amplification scheme to eliminate pollution from adjacent bathing beaches. The outfall consists of a 93m vertical shaft, 1950m of 2.7m diameter tunnel with a series of diffuser outlets connecting the seaward end of the tunnel to the sea floor on a rock outcrop. The site of the work is in the Newcastle Coal Measures and the project is complicated by the proximity of colliery workings to tunnel alignment, although the colliery records provided valuable information on geological features. The location of the tunnel was determined to be in the Waratah Sandstone Formation immediately below the colliery workings after three different alternatives were considered. The shaft, which will be sized to suit contractor's construction methods and equipment, will be sunk through about 24.5m of alluvial material and 68.5m of rock. The tender documents were developed to allow the contractor considerable flexibility in construction method to suit available equipment. The specification also allowed great flexibility in tunnel construction method with minimum cross sectional area of 5.7m2 being the basis for a number of allowable alternative profiles ranging from circular to horseshoe.

The Swiss are currently building the world’s longest tunnel, the 35-mile long Gotthard Base Tunnel. At Sedrun, for the first time in tunneling, four Roadway Support Machines will drive through most difficult ground, supporting variable diameters of up to 13 m. The machines are prepared for their first deployment. At Amsteg, two Hard Rock TBMs have successfully crossed a known fault zone by applying full circle steel arches and shotcrete immediately behind the cutter head. Comparisons between Drill& Blast and Hard Rock TBM are shown.

INTRODUCTON James Howden first secured an order for two Service Tunnel Boring machines in November 1986. These Tunnel Boring machines were 5.7 and 5.4 metres in diameter and the full length including back up was 215 metres. Manufacture commenced in December 1986 at the Glasgow factories of James Howden & Company with the deliveries to site of the machines in September 1987 and March 1988 respectively. In December 1987 two further orders were secured for the land running tunnels at 8.7 metres diameter. This paper presents some of the challenges in building tunnel boring machines for the Eurotunnel project between Britain and France. The general specifications of the Tunnel Boring machines and length of drives are shown in Appendix 1. DESIGN PARAMETERS The specification given by the Consortium TML on behalf of their client Eurotunnel cleary indicated that cutting of the face should be concurrent with the building of the precast concrete lining rings. In order to do this a telescopic machine was thought to be the best solution. Ground conditions were described as chalk marls of homogeneous nature with the possibility of friable areas and some revelling. The last 12 months has seen the construction of the first Earth Pressure Balance (EPB) TBM excavated tunnel in New Zealand on the Project Hobson sewer storage tunnel for Watercare Services Limited, with the concurrent excavation of the second EPB tunnel on the Rosedale Outfall project for North Shore City Council. Together these tunnels involve a total length of 6km and follow an 8 year pause in TBM activity in Auckland. TBM performance on these two projects is thus of significant interest as there are four major tunneling projects totaling over NZ$8B being planned for Auckland, in similar ground conditions. Auckland?s bedrock is a weak sandstone/siltstone (East Coast Bays Formation), subject to infilled paleovalleys. The geology in the region has been significantly influenced by volcanic activity; 49 volcanoes are present within 20km of the city centre. The paper describes the design and construction challenges for the projects, including TBM performance, ?sticky spoil? management, and risks associated with basalt lava flows and two paleovalleys. Watercare?s Project Hobson also saw the successful implementation of a Geotechnical Baseline Report?one of the first uses of this type of document in Australasia. Rosedale Outfall is designed for high internal water pressures with varying hydraulic flows, with the risk of exfiltration explicitly addressed.

The Norwegian Lake Tap Method was successfully used to tap into the side of Lake Dorothy 36.5 m (120') below the lake surface. The lake tap allows water to flowinto an access tunnel from the lake lowering the water elevation below its natural out-fall. When the lake reaches a predetermined elevation below the outfall, a 1.5 m (60?) valve in the tunnel will be shut and discharge from Lake Dorothy will stop temporarily allowing construction of a dam located 2.9 km (1.8 miles) downstream at Bart Lake. The lake tap and tunnel were one phase of the $64 million Lake Dorothy Hydroelectric Project, owned and operated by Alaska Electric Light & Power Company (AEL&P), a private utility located in Juneau, AK. The Lake Dorothy portal site and tunnel are located approximately 25.7 km (16 miles) southeast of Juneau, AK, in the remote Tongass National Forest at an elevation of 701 m (2,300') above sea level in the mountains above the Taku Inlet. Thirty degree snow covered mountainsides and limited access by helicopter were just two of the many factors which challenged this unique project. The lake tap and tunnel development consisted of 250 m (820') of horizontal tun-nel, averaging 3.6 m x 3.6 m (12' × 12'), excavated using conventional drill and blast methods in highly competent Granodiorite and Tonalite rock, placement of one 3.9 m (13') long concrete plug, or bulkhead, located at the tunnel midpoint, and one 3 m (10') diameter lake tap into the side of Lake Dorothy. This paper will provide an analysis of the logistical and engineering challenges involved in the development of one of only a handful of lake taps in North America. AEL&P and contractor J. S. Redpath Corporation worked together to complete this critical project phase safely and on schedule, in a location accessible only by helicopter and plagued by constantly changing, harsh weather conditions. A strict schedule had to be maintained to ensure the timely operation of the downstream dam and power plant.

The IVAR Project is Norway's largest sewer project presently under construction. One part of it is an 8.1 km (26 575 ft) long, 3.5 m (11 ft 6 in.) diam tunnel, bored in one year. The tunneling project has been running smoothly; however, not everything has been easy. A few of its features are highlighted in this paper: The use of 9 0 (12 cu yd) muck cars on a double track back-up in such a comparatively narrow tunnel. Employing only four men in the tunnel, including the loco driver. A quartzite dyke - 96% quartz with 350 MPa (50 000 psi) and more compressive strength - turned out to be 640 m (2 100 ft) thick instead of the predicted 90 m (300 ft). Passing under a gaseous swamp with only same 5 m (16 ft 5 in.) of rock cover on top.

INTRODUCTION The entire scope of new facilities for Lake Mead Intake No. 3 includes a sub-merged intake structure, a deep tunnel beneath Lake Mead, a tunnel access shaft, Intake Pumping Station No. 3, and connections to an existing intake and water treat-ment facility, as shown in Figure 1. In March 2008 Vegas Tunnel Constructors (VTC), a joint venture of Impregilo SpA and SA Healy were awarded a $447m Design-Build contract by SNWA for a section of this work (Contract 070F 01 C1), including the 185 m deep tunnel access shaft, the 4.7 km long, 6.1 m diameter tunnel and the submerged intake. Arup, supported by Brierley Associates, is the Design Engineer for VTC. The scope of the work is shown in Figure 2. This paper will describe the design and construction on this contract, with a focus on the access shaft which is the most complete section of the work. The shaft is being sunk using drill-and-blast methods with the finallining placed as excavation proceeds. The shaft passes through a major fault zone, and extensive pre-excavation grouting for water control is required for much of the depth of the shaft.

In recent years observational techniques of tunneling have become increasingly popular methods to facilitate complex underground infrastructure projects. The traditional design and construction management practices developed in Europe have been adapted for application in North America to suit a more restrictive management and legal culture. This paper will discuss three recent projects, the San Diego Mission Valley East Extension, Washington Dulles International Airport People Mover, and the Seattle Beacon Hill Station and Tunnels, with the objective of identifying the challenges of applying observational tunneling methods to established contractual practices in North America.

This biennial event, sponsored by SME, is one of the global underground construction industry?s major events. And this year?s RETC was the first one that included the new Underground Construction Association. [ ] (UCA) of SME. In addition, the conference?s exhibit attracted 125 equipment and service providers. The next Rapid Excavation and Tunneling Conference is set for June 14-17, 2009 at Caesar?s Palace, Las Vegas, NV.
