Does an idea have merit? What does it cost to implement? Can the concept be implemented successfully? The ultimate proof is to try, then see. However, when there are many millions of dollars at stake, blindly building and trying requires considerable courage. Owners and investors in retrospect might choose other less complimentary words. So we might ask, "How might we establish the feasibility of an idea or concept before committing large sums of money to the ultimate test?" From this basic and prudent question, has evolved the engineering concept of the feasibility study. A feasibility study is simply a systematic evaluation of an idea or concept to determine the prospects for success. In a literal sense, a feasibility study considers an idea in terms of its data base, "builds" the idea on paper, "operates" that idea, calculates the cost and benefits, then measures the probable success in terms of some economic, technical or financial standard. Feasibility studies can be quite modest in scope yet provide useful insights as to the viability of an idea. A study might be initiated only to examine the completeness or validity of the metallurgical data base. Another study could be a search for a workable idea or solution to an already-identified possibly troublesome problem. In this latter case, the question, "Will it work?" may be far more important than, "How much will it cost?" Feasibility studies are sometimes global in scope, involving several dozens of specialists and examining an entire "grass roots" mining complex. Other studies may be less ambitious but equally important in examining an expansion proposal or developing new operating techniques. Studies may be commissioned to remove plant bottle-necks, solve maintenance problems and so on. The terms study and feasibility study are used interchangeably in this chapter. They denote a systematic method to examine a proposed concept or idea. DATA BASE Typically, studies are initiated with a minimum amount of specific information and a maximum number of assumptions. The rapid expansion of the natural gas industry in this country during the past three or four years has necessitated the construction of a number of long and comparatively large diameter high-pressure pipe lines This period of expansion and construction is still at high tide, and the current year will doubtless surpass all prior years in mileage and capacity of gas line installation. The fundamental economics of the business of long-distsrier transportation of natural gas may be briefly and simply stated, although most careful consideration must be given the actual determination and integration of the several more important factors which determine the ultimate success or failure of such a project. Reduced to its simplest form, a sound natural gas transportation project requires: 1. A competent source of gas, where the combination of quantity of gas available, cost of production, and longevity meet the given requirements. 2. A market, reasonably certain to endure in the face of any probable competition, of satisfactory size and price, and having a sufficiently favorable load factor. 3. A cost of installation of pipe line systen and an operating cost such as will, with honest and reasonably efficient management, afford a net operating return sufficient to attract the necessary capital required. In a11 new projects of this kind it is necessary that thehe three cssentials to ultimate success be assured. Hence the necessity of competent surveys of gas supply, and of market, both industrial and domestic. The prudent engineer will allow for "factors of safety" in reaching his conclusions just as he would in the design of a bridge. This paper deals primarily with but one of the major considerations enumerated above, I. e, the economic design of the pipe line system. Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. OPINION seems widely divergent as to where we stand with respect to future mineral supply. From some quarters we hear that the United States is about to become a "have-not" nation and about to experience the evil consequences such a situation would entail. Others claim that we are still a treasure house of stored-up mineral wealth, the surface of which barely has been scratched. The data to be presented here support the conclusion that neither of these viewpoints is correct and that we are far from exhaustion of those mineral resources that are basic to our industrial economy. However, exhaustion is well advanced in a number of important subsidiary minerals so that we can no longer drift along with the easy-going philosophy that the earth will provide. The time has come when we must recognize the true situation and do something about it.

It is generally believed that the flowing of wells through tubing instead of casing results in the conservation of gas. It is further believed that use of tubing prolongs the flowing life of a well and results in greater ultimate recovery, provided either that there are no adjacent wells, or that any adjacent wells are similarly operated. Recent experience in the flowing of Buckbee zone wells at Santa Fe Springs has not only substantiated both of these beliefs but has led to the further conclusion that the use of tubing results in a greater cumulative flowing production, ' even in a highly competitive field like Santa Fe Springs, where the wells concerned are closely offset by wells of both the same and other companies flowing through casing. Further, gas-oil ratio has been so reduced that greater ultimate recovery can be expected. In the belief that such would be the case, the majority of the Buckbee zone wells of one company were brought in through tubing, but enough wells were flowed through casing to form the basis for a comparison. For the purpose of this comparison, wells with flow strings 2½ or 3-in. dia. are designated as tubed wells, while those having flow strings larger than 3-in. dia. are designated as untubed wells. Casing used was mostly of 5 ¾-in. dia., the remainder being of 4¾-in. dia. There were 15 tubed wells and 8 untubed wells and they were scattered over the field in such a way that neither group appears to have any distinct advantage as regards location. Locations of all wells involved in the comparison are shown on Fig. 1. All the Buckbee sand wells of the company are included in the average production curves, with the exception of eight that were unsatisfactory for reasons other than the method of flowing. Findings 1. Buckbee sand wells flowing through casing larger than 3 in. had an average maximum production rate of 4670 bbl. per day, while wells flowed through straight tubing or 3-in. casing had an average maximum production of only 3300 bbl. per day. (See Fig. 2.)

Oil companies operating in foreign countries have made increased use during 1930 of cooperative agreements in prospecting unproven territory and in developing proven territory. A considerable proportion of the existing foreign fields are held under single ownership and have been developed as units. The operating companies seek to maintain this condition by acquiring land in large blocks or by merging smaller concessions under unit operating agreements. Your committee has secured a number of reports on foreign non-competitive operations and a valuable formal paper which deals with the Golden Lane of Mexico.l 0. B. Knight has drawn some valuable comparisons concerning costs of development and ultimate production between a certain competitive area and another noncompetitive area along that strip of rich producing territory. After discussing details of production, numbers of wells and cost of drilling and production, he concludes that the 93,700,000 bbl. of competitive oil will have cost $0.193 per barrel as compared to 85,700,000 bbl. of noncompetitive oil at $0.059 per barrel. The saving of $0.134 per barrel amounts in round figures to $11,500,000, which is 21/2 times the total cost of developing the non-competitive block. The cost for drilling and development of the two areas of 3550 acres which Mr. Knight compares was $18,150,000 under competitive and $4,760,000 under noncompetitive conditions. The estimated ultimate production of the competitive 3550 acres is expected to reach 93,700,000 bbl., or 8,000,000 bbl. above the noncompetitive block. Under ordinary production methods it is to be expected that a noncompetitive area will yield less oil per unit area than will a similar competitive area, because of closer spacing and more rapid extraction in the latter case. The advantage of noncompetitive conditions, in this regard, is that the undivided ownership makes it possible to apply repressuring as a production method fairly early in the life of the field and thus, in the end, to vastly increase the yield. TAKING into consideration the present state of geologic knowledge and present economic status of the oil industry, we have attempted to outline the six principal districts in which oil occurs and new pools may be expected. The map, Fig. 1, also shows the location of the present productive pools-about 100 in number. The unshaded areas represent territory where drilling depths to known sands are prohibitive with present development and pumping methods, or such sands are absent or give promise of such small production that deep wildcat tests are unwarranted. They include, also, territory where the oil-source materials are absent or not of the right type; and where shales are insufficient in the stratigraphic section to prevent the escape of oil and gas. Some doubtful districts are also included, such as the Pecos Valley, where the percentage of rigid beds, sandstones and limestones may be too great; and the Nacogdoches oil field, where small shallow production is obtained but where deep or large production is unlikely. The map is not offered as final but in the hope that it may prevent the expenditure of large sums in attempted development of unlikely territory and as the warning that those who drill in the unshaded territory do so at great risk. Those who drill in such territory should have large sums available for pioneering and experimenting and only attempt it if they can well afford to lose the money expended. Search in the shaded or cross-hatched areas is hazardous enough and should only be undertaken after detailed geologic surveys. Out of a total area of 256,000 sq. mi., the oil and gas districts comprise about 80,000 sq. mi.; the territory embraced in these districts is shown in the shaded portions. This may ultimately be increased somewhat by the addition of some minor districts, but such additions will be offset by territory probably now included in the unshaded areas. The shaded areas probably contain 98 per cent. or more of the ultimate production of the state, despite the fact that they represent only 31 per cent. of the total area.

TheRe are many factors which control the ultimate production of oil and gas from a producing formation and the rate at which this production is obtained from any of the producing wells in the formation. The most important of these, and the one over which the greatest control can be exercised, is the differential pressure existing between the formation and the well bore. In producing any well by means of the gas-lift, it may be possible to change the flow tubing in a number of ways or vary the volume of circulating gas or air used for flowing the well, but if these operations, regardless of their magnitude, do not change the differential pressure between the producing sand and the well bore, they will in no way change the production of the well. If this statement is accepted as a fact, then all gas-lift or air-lift installations should be designed with but one object in view; namely, a means by which we can economically control very wide ranges of differential pressures between the formation and the well bore. Factors of Production In gas-lift production from any given formation, there are four major factors which govern the magnitude of the differential: (I) the depth of the well; (2) type and size of flow tubing; (3) volume of the circulating air or gas, and (4) physical properties of the oil-gas mixture after it has reached the well. The first of these factors is uncontrollable and does not vary. The other three are controllable within certain limits. The degree to which the last three factors can be controlled will cntircly govern the length of life of the well while on the lift, the lifting cost, and the daily production. It will also govern to some extent the ultimate production from the wells or leases producing by this method. These four factors will be discussed in detail in another part of this paper. Before proceeding further, a review of the present general practice in Texas, elsewhere than in the Gulf Coast region, will be given.

The object of all classification is to group together things which are alike, and separate those which are unlike. This object is essentially a practical one, enabling us to apply past experience to new conditions. Many costly large-scale experiments lose half their importance for want of proper description of the coal used, and the consequent impossibility of predicting that other coals will behave in the same way. I do not, therefore, make a fundamental distinction between "scientific'' and "use" classifications, except in so far as use depends on conditions, such as size or impurities which are not related to the nature of the coal substance itself. The characters chosen to define the classes of coal must be such as are accompanied by as many other properties as possible. It is not to be expected that any system of classification will enable us to predict every property of coal, since all specimens have an individuality of their own. But specimens can be grouped by a number of resemblances into species. Further, species which resemble each other can be grouped into genera. Elementary Composition as a Basis of Classification There can be little doubt that the ultimate or elementary composition of "pure coal" is the best basis of classification. It was soon after the perfection of the method of elementary analysis of organic substances by Liebig that Regnault, the distinguished chemist and physicist, laid down the principle that coals of the same kind vary only between narrow limits of elementary composition. This is still the widest generalization that can be made about coal. Upon it the metallurgist Gruner based his classification. In some quarters the value of the ultimate composition was denied, Stein going so far as to say that it teaches us nothing of importance about coal. One still hears statements that it is like crushing a work of art in a mortar and analyzing the powder, or like counting the number of times a given letter occurs in a sentence. Such comparisons are misleading, and the criticism might be applied to organic chemistry as a whole. Nor is the existence of isomerism, or of entirely different substances which

The Role of the Operator The ultimate objective of any installation is to be able to accomplish the useful work that it was originally designed for. The operator needs a tool that he can both operate effectively and maintain efficiently. The overall design and subsequent installation of a comminution circuit should be a marriage of good engineering practice and practicality. Since the operator must operate and maintain his equipment, his input into the design and installation is vital to its ultimate success. The design of a crushing or grinding circuit is dependent upon many factors including flowsheet design, equipment selection, physical layout, space restrictions, climatic restrictions and considerations for future expansion. The operator must live on a day-to-day basis with the results of the final design and installation. The most satisfactory operation will result when the operator has a major input into each of the criteria that are used to define the final design and installation. The operator referred to is not only the mining company or organization that is having the installation built for its specific use but, more specifically, the person or persons that will actually be responsible for its daily operation and maintenance. Future references to the "operator" will include those individuals with that daily reponsibility. The operator's input into the installation of the circuit is of equal importance to his input into the design. The engineering organization which puts together all of the various design drawings for circuit installation is generally restricted to trying to get all of the details onto a multitude of 24" x 36" two dimensional drawings with a few isometric drawings thrown in. It's almost impossible to get all of the details of a final installation onto all of the drawings, and field modifications are necessary to make everything fit properly. In a multilevel installation, such as a grinding or crushing circuit, it is difficult to envision space requirements to adequately operate and maintain the various pieces of equipment simply by looking at a set o£ drawings. For some designs it is helpful to build a scale model so that a more realistic view of what the installation will look like can be seen. Pressure control of oil wells may be defined as the adjustment of pressures within a well to obtain the most efficient and economic utilization of the natural gas energy with a minimum of sand troubles or irregular water encroachment. The purpose of this paper is to present the methods used by the writers in applying pressure control and a discussion of the various effects occurring within the wells affected. The benefits to be derived from the conservation of natural gas energy have been so adequately discussed and demonstrated in prior papers by various engineers that the effects on ultimate production will not be discussed other than to mention a few representative cases. The detrimental effects of irregular edge-water encroachment and of sanding up arc of general knowledge to the industry. Effect on Ultimate Production One of the strongest objections voiced against pressure control is that of the danger or inadvisability of deferring oil production by cutting the rate of production. It has been our experience that such deferred product'ion is returned within a few weeks or months rather than years and that an increased cumulative oil production is obtained in the early life of the well by conserving the natural energy. In many cases the rate of production is increased rather than decreased by the adjustment of pressures to obtain the minimum gas factor. Fig. 1 shows the history of a Wilcox sand well in northern Oklahoma, which was pressure-controlled from completion. It is noted that during the early months while flowing naturally through the casing the gas factor was decreased rather than allowed to follow its natural tendency to increase. A string of 21/2-in. tubing was run to restrict the flow and resulted in a decreased gas factor with a more sustained rate of production. When first placed on gas-lift the gas factor again tended to increase, but after the proper pressure adjustments were made, remained approximately steady. It was necessary to defer 100 bbl. per day of oil production in order to maintain this low gas factor. In March serious

How to interpret the composition of rocks has been a question which has caused a great deal of discussion and investigation among geologists and chemists. It is evident that that analysis will give the clearest results, which will give the relative proportion of the different minerals composing the rock as well as the weight of their different constituents. This, however, is a very difficult matter, and in those rocks which seem to the naked eye entirely compact, like obsidian and other rocks of that class, appears to be impossible. Cordier, in the early part of the century, invented a process which is known as the " mechanical analysis of rocks," which is really a method of mechanical preparation, and consists in crushing the rock to a certain fineness, and then, by virtue of their density, washing out the different minerals, so as to make a mineralogical analysis, separating completely the different constituents of the rocks. In the hands of so skilful a man, this was a comparatively easy matter, and Cordier found no difficulty in ascertaining the mineralogical composition of a rock. The ultimate chemical composition was ascertained from the sum of the elements contained in the different materials. In the light of to-day, it is very easy to see that the complete chemical analysis of the rock does not necessarily lead to the explanation of its character. It has been so difficult, however, to have any other kind of analysis made that most chemical examinations have been made as ultimate, and not as mineralogical analyses. The panning out of the different minerals composing the rock, which are often very nearly of the same specific gravity, is so difficult that a person of ordinary mechanical skill is scarcely able to do it; consequently the mechanical analysis which Cordier proposed, and was able himself so skilfully to effect, has never been practiced to any extent. A school was formed in France consisting of a very small number of Cordier's followers, which, in face of the difficulty of acquiring the method, very soon died out as a school, though some of his most skilful followers are still living. ThE Youngstown Sheet & Tube Co. has produced a large tonnage of 0.35 to 0.45 carbon forging steel, the acceptance of which was based on the physical properties of test specimens obtained by forging the original 5 3/4-in. (14.5 cm.) square bloom to a 3/4-in. (1.9 cm.) round. Annealed and tempered specimens were required. The test bars were annealed by heating from 900" to 950' C. and cooling slowly in mica. The test bars were tempered by heating to 825' to 875" C., quenching in water, and drawing to 515" to 535" C. Immediately after heat treatment, the test pieces were machined to a diameter of 0.534 in. (1.38 cm.) and tested. Very good physical properties were obtained and no difficulty was experienced in meeting the specifications called for. UlTimate Strength.. Elongation, Lb. pER Sq. In. PEE Cent.. in 4 In. The method of testing this material required that test blooms be either normalized or annealed. The normalizing consisted in heating to 850" to 900" C. and cooling in still air; the annealing, in heating to 850" to 900" C. and cooling in the furnace or in mica. From the treated bloom, the test pieces were taken either by core drilling or by sawing from points midway between the edges and the intersection of the diagonals. The cores or blocks were turned to a standard 2-in. test piece with a diameter of 0.564 in. and tested without further treatment. The physical requirements of the test pieces were: yield point, pounds per square inch minimum, 44,800; ultimate strength, pounds per square inch, 89,600 to 112,000; elongation, per cent. in 2 in. not less than 17. Difficulty was encountered as soon as work on this material was started. Many precautions and refinements were instituted but it was found very difficult to secure the required elongation.

Sulphur is always present in mineral coal of every variety. In the oxidized state it may exist as sulphuric acid in combination with a base. In the unoxidized state it exists in combination with iron as bisulphide of iron. It is also supposed by some chemists to exist in unknown combinations with the organic elements of the coal. This supposition requires the demonstration as a fact that certain coals yield more sulphur than what may exist in a free state, or what belongs to recognized combinations, not only with the accompanying iron but with other inorganic bases abundantly occurring in coals, but which unfortunately are very rarely estimated. This practically as well as theoretically important question it is at present impossible to decide, simply for want of available thorough ultimate coal analyses including the ash. Such analyses, at the best imperfect, are luborious and intricate, and therefore seldom made, the much simpler proximate analyses, so-called, being resorted to by most chemists for technical purposes, and commonly substituted for more scientific work even in the laboratories of government surveys. And it is unfortunate enough that few ultimate analyses are extended to the composition of the ash, much less to its relation to the original constitution of the coal. Sulphur chiefly occurs in most coals in the form of yellow pyrites (pyrite) and white pyrites (marcasite), both minerals, characterized by differences in crystalline form and in physical properties as well as in color, but having the same chemical composition (FeS2). No coal is entirely free from one or both of these dimorphous forms of bisulphide of iron. It may be disseminated through the mass so as to be invisible, in plates or scales between the laminæ of the coal, or in conspicuous segregations or nodules, sometimes of considerable dimensions. Coals greatly differ as to the proportion of sulphur which they contain. They also differ as to the relative proportion in which its several forms of combination occur. The simultaneous solution of the volumerric balance and the unsteady-state equation has been used for several years to make performance calculations for combination drive reservoirs. This method makes possible the calculation of volumetric changes of fluids in the gas cap, oil zone, and aquifer which occur as a result of withdrawals and reservoir pressure changes. It does not provide a means for the determination of reservoir fluid distribution changes corresponding to these vollrmetric changes. A knowledge of the fluid saturation distribution in the reservoir at various stages of depletion is important for the determination of the efficiency of gas and water as oil-displacement media and, therefore, for the reliable predicrion of ultimate oil recovery. To provide this knowledge, the displacement equations are solved simultaneously with the volumetric balance and unsteady-state equations. The described calculation procedure has been used satisfactorily to analyze the past performance and to predict the future behavior of combination drive reservoirs under both primary and pressure-maintenance operations. INTRODUCTION The three basic mechanisms by which oil is displaced from a reservoir are: (1) dissolved gas drive—the displacement of oil by the expansion of liberated solution gas, (2) water drive—the displacement of oil by water which enters the oil zone from the aquifer, and (3) gas cap drive—the displacement of oil by gas which ex- pands into the oil zone from the gas cap. The action of gravitational forces may be effective in increasing the efficiency of the basic drive mechanisms. Gravitational forces favor the segregation both of gas and oil and of oil and water, thus tending to shorten the transition zone between oil and displacing fluids. Most reservoirs produce under the influence of a combination of these drives and are designated "combination drive reservoirs". Fig. 1 is a cross section of a typical combination drive reservoir. A calculation procedure for analyzing the performance of combination drive reservoirs has been developed by combining the displacement equations' with the volumetric balance equation' and the unsteady-state equations. The pressure-production performance and the positions of the gas-oil and oil-water contacts are calculated for several stages of reservoir depletion by solving these equations simultaneously, thus affording a basis for: 1. Determining instantaneous and ultimate oil, gas, and water production under various operating conditions. 2. 'Establishing a maximum efficient rate of production, 3. Determining the advantages of pressure maintenance and unitization, and 4. Designing surface installations necessary for primarv and pressure-maintenance operations. In times of overproduction such as the operators have been struggling against for the past several years it is the practice of the oil industry to shut in certain wells in order to reduce the flood of oil. The purpose of this paper is to present certain variations in production of oil wells when the offset wells are shut in. The scope of the study has been confined to California fields, and more especially to those of the San Joaquin Valley. The accepted definition of a shut-in well is a well where production has been suspended by closing in the casinghead arid tubing or by cessation of pumping. The immediate effect of such a procedure, of course, is to reduce the oil production from the lease, which is the result desired. However, it appears that certain types of wells vary widely in production of oil, gas and gasoline after adjacent wells have been shut in, which variation has a very material effect on the ultimate recovery of oil from the property. The increase or decrease in the oil production itself may not be of sufficient volume to occasion comment, but wide fluctuations in the gas and gasoline recovery under the changed conditions arc of the utmost importance in the future recovery of oil. The scope of this paper includes: (I) the effect on producing oil wells of shutting in offset wells, the wells being studied in three groups arranged according to their relative stages of depletion; (2) probable source of excess gas and the effect on the ultimate recovery of oil; (3) suggested procedure when wells are shut in; (4) methods that could be employed to prevent undue migration of gas from the shut-in area; and (5) the need for future studies of the situation. Three Classes of Producing Oil Wells For the purposes of this paper producing wells in California have been arranged in three groups according to the age of the well, or to the relative stage of depletion of the producing zones. The first group consists of those wells with a high fluid level, or in other words those wells whose fluid levels are a considerable distance above the top of the perforations. I have continued the investigation of the Pottstown Iron Com pany's basic Bessemer keel plates on the line referred to in my paper of last October (Trans., xxi., 766)) and have added a study of the hardening effects of sulphur, which were not taken into account at that time. The results are so encouraging that I now give them in full. For some months we have graded all the steel at these works by the table given in my former paper, and checked the grading by the forging-tests as described in the paper of Mr. Joseph Hartshorne, read at the same meeting (Trans., xxi., 748). The steel thus graded was bloomed for the plate orders. Then one slab was rolled into a plate for the order, and a tension-test was made of this plate. By the result of this tension-test we were guided in rolling the balance of the heat. Out of several hundred heats graded in this manner, 95 per cent. met the requirements of the orders in every respect, and were accepted; but these results will no doubt be improved upon, when the influence of sulphur is also considered.. The hardening effect of sulphur seems to be about 500 pounds per each .01 per cent. of increase. In the table accompanying the pres ent paper, the ultimate strength with .06.5 per cent. sulphur agrees with the old table where sulphur was not considered; that is, for all steels with less than .065 per cent. sulphur we now get lower re sults, and for those with more sulphur, higher results. Making this allowance for sulphur, the assumed ultimate strength of a 3/8-inch plate of pure iron is reduced from 38,000 pounds per square inch to 34,750 pounds. With this as a basis, I have constructed my new table, giving each of the elements, carbon, phosphorus and manganese the same hardening effect as before, to wit : Carbon is credited with a constant effect of 800 pounds per each, 0.01 per cent. Phosphorus shows greater effect in high-carbon than in low-carbon steels. For 0.07 and 0.08 C, it has about the same effect as carbon, that is, 800 pounds for each .01 P. This increases to 1500 pounds per .01 P in 0.15 C steel, or nearly twice the effect of carbon. This

ANDREW FLETCHER, newly elected Treasurer and Director, has spent his entire mining career in the employ of the St. Joseph Lead Co. and brings to the Institute Board a career rich in financial experience and varied in interest and accomplishment. "Drew" Fletcher was born in New York City on Feb. 6, 1895. After graduating from the Sheffield Scientific School of Yale in 1916 as a mechanical engineer, he became a shipyard mechanic in Wilmington, Del. The next thirteen years saw. him gradually enlarging his responsibilities until he ultimately became the head of the W. & A. Fletcher Co., in Hoboken, N. J., ship repairers. In 1929 his program for merging the Fletcher plant with five other New York shipyards was finally consummated in the formation of the United Dry Docks, Inc., which subsequently was purchased by Bethlehem Steel, with the result that today the old Fletcher yard and organization has been expanded into one of the finest ship repair units in the United States.
