This keynote paper calls attention to two critically important issues relating to selecting supports for excavations in hard rock. The first is the proportion of the ultimate sliding volume that needs to be stabilized by the support system. Some excavations can be imagined to liberate very large rock volumes, whose weight can not be assigned to supports without severe economic penalty. Using the keyblock principle, it is argued that only the most critically oriented and finite blocks right on the periphery of the opening have to be supported; if these are retained by the support system, or by self resistance due to friction on the sliding faces, then the blocks behind will remain in place. As all concepts, this one has bounds and limits. Since the keyblock analysis for rock engineering is very new, these limits are not yet understood ... The second issue is the degree to which possibly stabilizing forces associated with the in-situ stress field ought to be accepted as support for potential keyblocks. It is shown that the initial stress can be effective in stabilizing rock wedges whose faces are nearly perpendicular to the excavation surface. It is too early to decide this issue but important to consider it.

INTRODUCTION Because large aqueous suspensions of various fine solids originate during the beneficiation of ores, the Mining Industry constantly requires efficient and feasible dewatering methods. Among the techniques currently in use (1,2), filtration (vacuum, press) and centrifugation are fairly expensive and thus are limited to use with more valuable materials. Furthermore, installations of reasonable size produce only moderate outputs. Therefore, tailings from ore dressing plants are usually treated by sedimentation or settling techniques with a tailings dam as the ultimate sedimentation basin (3). Apart from growing environmental and economic questions, the solid product obtained from the tailings dam basin has in most cases, a rather high moisture content and a persistent semi-fluid consistency. Thus, it is difficult to transport and use further. On the other hand, the solids may be utilized as a filling material, fertilizer, etc. providing they are dry enough and properly granulated. Demands for an improved technique are met to a great extent, by the technique presented in this paper. AGGLOMERATION OF FLOCCIJLATED SLIMES Origin and Qualitative Description of the Process Phenomena of consolidation and pellet formation in flocculated fines were first observed by Yusa and Gaudin (4) while studying rheological properties of flocculated kaolinite. On this basis, methods of separating liquid from solids have been worked out (5-7) and many possibilities for application have been suggested (5,6). Yusa termed the technique "wet pelletization''.

It is estimated that approximately 3% of the raw coal processed today in coal preparation plants throughout the nation will ultimately report to slurry-tailing disposal (Anderson, 1975). The usual disposal method is to pump refuse slurry containing - 48 mesh (300 pm) refuse into dams or impoundments constructed of coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, WV (Anon., 1972) resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal area. As a consequence of these regulations, the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. US Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition, it was decided to study the stabilization of fine coal refuse slurry through use of cement-type additives. The goal of the investigation is to develop a process that will use cement-type additives to solidify the refuse slurry into a form that can be handled and stacked with the coarse refuse, thus eliminating the need for slurry impoundments.

It is safe to assert that in cities generally, the fuel of the future for all domestic, as well as for most manufacturing and metallurgical purposes, will be gaseous fuel. The immense advantages which gas possesses in facility and cheapness of distribution, cleanliness, and economy of manipulation, and the facilities which it offers for utilizing in almost all cases a much higher percentage of the total quantity of heat produced, than it is possible to do with any kind of solid fuel, are facts which will vastly more than compensate for the comparatively small loss of heating power, which will be found necessary in the turning of the solid fuel into gas upon a large scale, and which, in the bpinion of the writer, will, at no distant day, command attention, and will ultimately result in a revolution in our use of fuel. THOUGH the rapid revival of the copper market in the early twenties solved the most serious of the company's immediate postwar difficulties, a much more fundamental, long-range problem still remained. Mining is not like farming: the earth does not bring forth a new crop of gold, silver, lead, zinc, oil, or copper at every harvest time. Metal taken from the ground does not spring up again from the old roots like perennial flowers in a garden, or find renewal in freshly sown seed. No ore body, whatever its size or richness, is too big or too rich to escape ultimate exhaustion. When the war closed in 1918, Phelps Dodge had been mining copper from Bisbee, Morenci, and Nacozari over periods varying in length from ten to nearly forty years. During much of that time, the company's production had run from fifty million to as high as two hundred million pounds a year. Even the greatest of mines had to respond in time to such a drain. Simple methods for estimating the shear strength of rock joints and waste rock are reviewed. For the case of rock joints, the methods are based on a quantitative characterization of the joint roughness and the joint wall strength. Size-effects are found to reduce the peak strength of large joint samples to values below the ultimate or so-called "residual" values measured in the laboratory. Tilt tests and surface profiling on natural size blocks within the jointed rock mass are recommended for obtaining scale-free properties. The joint parameters obtained can be used to model complete strength-displacement-dilation behavior if this level of input is required. Large scale tilt tests can be performed with advantage on both rock joints and waste rock. The behavior of these two materials is surprisingly similar. Both are influenced by the size-effects on the compression strength of the rock, and both have similar log-linear relationships between effective normal stress and the peak drained friction angles. The resulting high values of friction near the toe or close to a slope face in either material can be misleading.

CRAFTS,* Toronto, Canada (written discussion?).-During the forging of 9.2-in. shells -for the United States Army, it was noticed that better results were obtained in certain instances when test bars had been held sometime before pulling. An investigation, therefore, was made by our metallographer, Mr. F. M. Arnold, to determine the effect of seasoning. The forging consists of a single operation, piercing a solid cast blank. The test sections were cut from the walls by an oxyacetylene flame, one piece from the nose end and one from the base on the opposite side. The test pieces were not heat treated in any way and the tests and seasonings were carried on at normal atmospheric temperatures. The specifica-tions were as follows: Standard 2-in. test bar, 0.505 in. in diameter; elastic limit, over 19 long tons, or 42,500 lb.; ultimate stress, 39.6 to 49.1 long tons, or 87,500 to 110,000 lb. per sq. in.; elongation, over 13 per cent. As a preliminary test two heats were selected; BP555, which was tested and reported failed on elongation on Aug. 20; and B01771, which was tested and reported failed on Aug. 24. On Aug. 29, retests were cut and machined from the same shells and held till Sept. 3 (5 days) when they were pulled. Both sets of results are given below.

One of the great copper-producing areas of the world is comprised of five U. S. western states and northern Sonora, Mexico. The Southwest province of this area, covering southern Arizona, south- western New Mexico, and northern Sonora, produces some 55 pct of U. S. copper output and the equivalent of 15 pct of world production. In 1956 the area produced about 550,000 tons. Tucson is approximately the center of the oval- shaped province, which measures only 300 miles on its east-west axis and about 200 miles on its short axis. Northwest of the oval, and forming a tenuous connection with the Utah and Nevada copper fields, is an important operating mine, Bagdad, and also the now inactive United Verde. Along its north- south axis, running from Globe, through Tucson, to Nogales, ten moderate to major copper properties have been discovered or revived during the past 15 years, and five of these in only the past seven years. The latter five properties lie in an area 25 miles in diameter, centering 20 miles south of Tucson. In order of discovery, or revival, they are: Banner's Mineral Hill and Daisy; Cyprus et al's Pima; Duval's Esperanza; Asarco's East Pima (now called Mission mine) ; and Lewisohn's Peach. Total tonnage is estimated at about 250 million tons averaging some 0.90 pct Cu, but ultimate production may exceed this amount since some of the reserve is open ended.

"The earth is the Lord's and the fullness thereof." Science knows no national boundaries, knows no country. These views might be taken as premises for a discussion of the development of the mineral resources of the world. Yet how far man is removed from such broadminded ideals! In this day of jealousy and dread, of political machinations and statesmen's maneuverings, of rantings and crass ravings against fellow-beings, man's attitudes towards God's gifts are but the measure of the smallness of man. That the exploitation of mineral wealth should be for the common good, none will deny, but what is meant by "common"? Is it for the common good of The Pennsylvania State College, Pennsylvania, the United States of America, or the world? If man is big enough and honest enough to state categorically that by "common," as used in the context above, is meant that the utilization of the mineral wealth should be for the mutual benefit of all mankind, and that all concerned strive to see that such a viewpoint is executed, then there is brighter hope for the future. It is to be hoped that the world may have at least a few years or possibly a generation of peace. What can be done in these years to work towards the ultimate goal of human improvement? THE Northwestern Pennsylvania Oil Producers Association and the United States Geological Survey have cooperated in conducting a pre-liminary study of the character of the flood waters, the relationship of changes in concentration of the salts dissolved in these waters to ultimate flood-oil production, and the original association of oil and water in the Bradford field. Bradford has long been recognized as a dry-sand field. As a matter of fact, there had been little information available on the oil-field waters of northern Pennsylvania until this investigation was undertaken. THE BRADFORD SAND Practically all of the oil produced in the Bradford field comes from one horizon, generally known as the Third, or Bradford, sand. Originally, it was believed that the Bradford sand was equivalent to the Third sand of Venango County, Pennsylvania and the name "Third" unfortunately still persists, although shortly after the discovery of the Bradford pool Carll1 determined that there was a stratigraphic interval of approximately ;000 ft. between the two horizons. The Bradford sand, although varying considerably in thickness and lithology within local areas, is persistent throughout the field. It is of marine origin and, upon both paleontologi-cal and stratigraphic evidence, is regarded as a basal member of the Chemung formation.

The process parameters for effective utilization of nitric acid as an oxidant for copper-iron sulfides have been developed. Leaching variables found to be important were acid concentration, temperature, time, atmosphere, pressure, mineral type, particle size, and percent solids. Particular attention was devoted to analysis and control of fumes evolving during the oxidation. Data were recorded on metal extraction, elemental sulfur formation and oxidation, product gas composition and evolution rate, reagent consumption, and residue flotation response. The study was concluded by laboratory testing a flowsheet based on the foregoing observations. Ninety-eight percent of the copper contained in a chalcopyrite-bornite concentrate was recovered, requiring 1.6 lb of nitric acid to be regenerated externally per pound of copper extracted. Iron remained in the leach residue as hydrogen jarosite and was ultimately rejected from the system by froth flotation. Sixty percent of the sulfur contained in the copper concentrate reported in the elemental form; the remainder was oxidized to sulfate and eliminated with the hydrogen jarosite in the flotation tails or by neutralization of the solvent extraction raffinate with lime. Nitrogen was evolved primarily as NO and NOD; up to 3% N2O also was present. Gases containing sulfur were absent except when pyrrhotite was solubilized in the absence of soluble copper. In this case, HAS was evolved.

THE first session of the production engineering group on Wednesday, morning, with J. B. Umpleby as chairman, recorded the principal developments since the Fort Worth meeting. Added to this was a lively discussion of pressure maintenance. Recent advances in the air-gas lift have resulted from the need of applying the method to smaller wells at lower costs. In many places intermittent flow has given excellent results, and numerous mechanical de-vices for its automatic control have been, developed. Papers by C. V. Millikan on the Mid-Continent field and by A. H. Bell on California, fields formed the basis for discussion. The maintenance of initial sand pressures was ably discussed for two Texas fields by t. V. Foran in a paper that not only outlined the technic of operation and the results obtained but also contained noteworthy cost data in terms of increased ultimate production. Mr. Foran recommends the use of air in the first stages of pressure maintenance as a means of determining sand conditions and directions of flow, later turning to gas, if available, because of its greater solubility on oil. A round table discussion on petroleum engineering educational problems, with H. G. George as chairman, brought out much interesting discussion that is difficult to summarize. The other Wednesday morning session was a refinery engineering symposium with T. G. Del-bridge as chairman and the economical application of heat for the general topic. A paper on the modern pipe -still, by H. S. Bell, and another by C. W. Stratford on the modernization of the cylindrical still elicited a lively discussion.

ALTHOUGH there is now an extensive literature on the bleaching clays, not a great deal of material is to be found concerning the geological features of these deposits and their bearing on problems of exploration and development. At the same time, chemical and crystallographic research on the clay minerals during the past few years has laid a suitable foundation upon which to base conclusions of economic value drawn from field observations. All of the criteria and deductions herein presented are based upon extensive field work by the senior author, both in the United States and Canada, and when subjected to the ultimate tests of development and exploitation they have held up remarkably well, despite the fact that many of these conclusions apparently have not been reviewed in the literature heretofore. The nomenclature of the bleaching clays is rather confusing in the light of present-day commercial standards and has even led to litigation." The old term "fuller's earth" is largely based upon trade usage and the definition of the term therefore is dependent upon the changing standards of commerce. For statistical purposes the Bureau of Mines81 classes as "fuller's earth" all natural bleaching or filtering claylike materials that possess high adsorptive capacity without previous chemical treatmerit or activation. Conversely, the so-called activated or acid activated clays are now generally recognized as any clay mineral or mixture of the clay minerals whose adsorptive capacity has been developed to commercial standards by chemical or physical treatment. Therefore, without attempting to propose any additions to the nomenclature of bleaching clays, this paper will refer to naturally adsorptive clays and activable clays, respectively, for the two types indicated.

CHARLES F: WILLIS,* Bisbee, Ariz. (written discussion?).-An employment department operated only with the object of relieving the foremen from hiring and for the purpose of centralizing record keeping is not likely to be entirely successful, and is doing but a small part of the good that practice has shown is possible; although it was .probably a desire to save time and to conduct the business more conveniently that led many mining companies to centralize their employment department. The ultimate object, however, is the reduction of labor turnover, by obtaining men better qualified to fill the positions to which they are assigned, by following up their work and providing for transfer to other departments or for promotion, if advisable, by reducing the number of quits for inconsequential reasons, and by supervising such laying-off as is necessary in such a way that the permanent force is not upset. It provides a stability 'of employment, free from favoritism and paternalism, probably the best form of employment insurance that we can have. The value of the employment department is in direct proportion to the breadth of its supervisor, his ability to estimate and place men, his sympathy in dealing with their petty troubles, and his analysis of quits and the reasons therefor. There is probably no better index of the soundness of the industrial relationship between the employee and the employer than the reasons why men quit; an intelligent, unbiased analysis of these reasons tells where corrective measures are necessary. In nine cases out of ten the reasons are small grievances, easily corrected, and are things usually overlooked by mine officials.

To improve technology for treating process water, US Bureau of Mines research has shown that magnesium oxide (MgO) has many advantages over lime or caustic soda for precipitating heavy metals. Sludge produced by MgO occupies only 0.2-0.3 times as much volume as the precipitate made wing a soluble base. While a settled, lime-formed precipitate is easily resuspended, the MgO-metal hydroxide sludge becomes cemented together on standing. Settling of the metal hydroxides from a dilute suspension is more complete than precipitates formed with other bases. Virtually any metal that can be precipitated by raising the pH can be treated using MgO. A three fold to fourfold stoichiometric excess of solid reagent is added. The mixture is reacted for five to 10 minutes. Polymer is added, and settling or filtration completes the process. Because of the greater cost of MgO compared with lime, large-scale practice of this technology will probably be limited to water containing 50 mg/L (3 gr per gal) or less of dissolved metals. For such dilute solutions, chemicals are not a large fraction of total treatment costs, so more desirable sludge properties might justify higher chemical expenses. While the MgO process is technically suitable for widespread application, the extent to which it is adopted will probably be determined by a trade-off between the greater cost of MgO compared with lime and the superior properties of the precipitates and their corresponding ultimate disposal costs.

The growing importance of metallography has caused a corresponding interest in the improvement of apparatus for preparing specimens of metals and alloys for microscopic examination. The purpose of this paper is to describe an electric heating-furnace, a grinding- and polishing-machine, and a device for mounting specimens, which are used in the metallographical work at the Massachusetts Institute of Technology. These three pieces of apparatus were designed and made in the laboratory of the Institute, and each possesses some original features which may be of interest. Electric Heating-Furnace. The accurate control of heat necessary for metallographic work is best obtained by the electric-resistance furnace. Uufortunately, however, even the platinum-wound furnaces cleteriorate with use and ultimately burn out, while the cheaper resistance-materials are often short-lived. Since the resistance-coil must be replaced from time to time, it is of advantage to be able to make this change with as little trouble as possible, and this is an important feature in the furnace shown in Fig. 1. (written discussion?).-In this exposition of experimental data, the author infers, indirectly at least, that by the Charpy test information was obtained that led to the improve-ment of certain ordnance parts and that this improvement could not have been attained without the Charpy test. On examination of the data, however, it appears that the important point of the whole matter was that while the material had been accepted from the results of longitudinal tensile tests, it was really transverse ductility that was desired. The writer has no desire to attempt to detract from the value of the paper or to discredit the Charpy test in any way, but he would like to ask the author if he will not give more clearly his reasons for preferring the Charpy impact test for investigational and control work of this kind, over the more usual tensile test made in a transverse direction. The tensile test pieces are more cheaply made than the square notched impact bars; and from the former the limit of elasticity and the ultimate strength as well as, the ductility are obtained, while in the Charpy test only one property is measured. It does not seem that the author has shown a sufficient reason for favoring the latter test, when both it and the trans-verse tensile test served his purpose equally well in indicating the proper metal and treatment required for his special forging, and it is hoped that this reason will be given more clearly as a matter of useful general information.

Numerous investigators have studied the various factors that influence the ultimate strength of model mine pillars, such as ratio of height-to-least width; restraint or friction on the top and bottom; 1,2 the effect of stress distribution in pillars on their strength;3 and the scaling factors involved in applying the results of model pillars to full-scale pillars. However, the load-bearing capacity of pillars after initial failure does not appear to have been investigated. Yet many mines employ methods in which small pillars or pillar remnants are left systematically; these pillars crush as mining progresses and, of necessity, affect the behavior of surrounding rock even after initial failure. The effect of such crushed or crushing pillars depends largely on their load-deformation characteristics. This chapter presents the results of a preliminary investigation to determine the load-deformation characteristics of a few model mine pillars to and beyond initial failure. Various investigators have also studied the elastic and viscoelastic behavior of mine structures. In such studies, computers are frequently employed to obtain numerical results by the finite difference or finite element methods. It would be entirely feasible to write a program that would approximate the load-deformation characteristics of pillars to and beyond the crushing stage if these characteristics were known. More accurate information on the induced stresses and deformations in overlying strata and on surface subsidence could be obtained, information which should result in better strata control by enabling the engineer to calculate more accurately the effects of changes in pillar spacing, size, and shape.

There is reason to believe that ventilation systems so far devised for use with continuous mining machines fall far short of success. This is vividly demonstrated to anyone who has observed in a continuous miner section the localized ignitions of pockets of gas and the generation of dense clouds of dust by the cutting head of the machine. The alarming frequency with which major ignitions and disasters continue to occur in modern mechanical mining and the rise in incidence of pneumoconiosis serve as reminders that our ventilation systems are far from achieving the ultimate in providing protection from either short-term explosions or long- term dust diseases, both of which take lives. Human safety is the main concern in ventilation. But in this day of high-priced labor, let us not forget human comfort, either, for this is a major factor in motivation toward high productivity. The failure or inadequacy of most mine ventilation systems in providing the kind of working conditions at the face that are conducive to productive as well as safe operation is an indictment of our environ- mental control program in mining generally.

FOR more than 25 years evaluations of coal cleaning units have appeared in many publications, and during this time considerable progress has been made in developing the theory and techniques of calculating washery results. A variety of characteristics have been defined over the years, many receiving general recognition during the first post-war Coal Preparation Conference in Paris in 1950. Coal preparation has become a science, and the approach to preparation problems is being revolutionized. Formerly, for example, if a coal operator wanted to know the performance of a given cleaning unit for a particular grade of his run-of-mine, he either shipped a carload to the manufacturer for a test run or relied on a report of a test carried out on a coal similar to the one he intended to clean. In modern practice the expensive, time-consuming test work generally can be avoided if the washability curves of the coal in question and the error curve of the cleaner are known. Normally a guarantee can be given on the strength of this information. General acceptance of modern standards has thus reduced the need for pilot-scale models of existing types of coal cleaners. Needless to say, the method requires exhaustive and accurate information on the cleaning unit and on all the additional circumstances affecting its results, in- formation that ultimately can be secured only from actual tests made in the laboratory or in the washery.
